Oregon suffered an economic blow a couple of decades before the current recession made downturns a national issue. Mill closures obliterated the employment base in many areas. Responding to rural regions’ plight, Roseburg Forest Products’ Ford Family Foundation offers grants to help communities pull themselves up again. Tom Gallagher, director of the Ford Institute for Community Building, credits foundation board member Charlie Walker with making a plan to fit his philosophy that “rural communities would be served best if they had the capacity to solve their own problems.” The foundation helps train leaders and citizens to look at their communities’ assets and needs, create plans to meet their priority goals and work together to accomplish a beneficial project. The foundation also helps fund projects when matching money is raised in the communities. To facilitate training, the foundation works with Eugene-based Rural Development Initiatives. The two organizations share the same commitment, Gallagher said. RDI brings its Leadership Development program to the small-population regions the foundation helps. In the fall of 2003, Mill City and Gates combined to be the first communities to take part in the program. It is a five-step process, with intensive sessions spanning five years. The group is nearing completion of the series. Gallagher explained that sessions one, three and five focus on leadership development, session two is on effective organization and four is about community collaboration. Ford Family Foundation provides “money for rural communities and they wanted to train the people who they might want to grant money to in the future,” said Nicole Miller who was with the North Santiam Canyon Economic Development Corp. when the canyon’s first team was created. In addition to being the first to participate, the Mill City-Gates group was the first to have youths participate. The third session was comprised of middle school and high school students. “It’s all about community vitality – so we can have empowered citizens, knowledgeable volunteers, people interested in investing their energy in our communities,” Miller said. “That was a lot of fun,” Gallagher said, noting that recently he watched two of the young participants, Mitchell Cole and Taylor Gonzales, lead a meeting and “they did a heck of a job.” RDI’s Leadership Development training aims to give participants “new skills and build relationships that lead to vibrant communities.” Training participants include people from teens to “quite senior,” he said, folks with experience in community leadership and those who want to develop new skills. 4 | North Santiam Canyon Guide & Business Directory 2010 “We hope to develop a broad base,” Gallagher said. Participants learn to work productively, with a plan, and reach a goal in a timely manner, thereby avoiding volunteer burn-out. “We’ve had some tremendous successes.” The Ford Family Foundation started the program in order to get the most effective results from the financial contribution it makes to communities. By having a wide spectrum of participants, there is a consensus of what is needed in the community – and not a special interest shared by few. Todd Miller, Gates Elementary School principal, was an instructor in the youthtraining phase. “The focus is to look around your community – making a list of assets and everything good about your town.” The second half goal is to choose a project and make it happen. “It 30 was a real eye-opener for them to see how complicated it is,” he said. Ford offered to match up to $5,000 for a 47 students could match it. The project, if the ensuing fundraisers helped the students learn to work together as a team. Among them were the new entrance sign and gazebo in Gates. 84 Gary Swanson, who was part of the first group to go through the training, said the participants developed a plan and raised matching funds. 197 26 Oregon City 99W “It was a big undertaking,” Miller said. The results were successful. The project gave them a feeling of “Wow! We did that – that’s cool,” he said. “Networking was very valuable. There was a wide diversity. You meet people in other communities. It’s a real critical part of the program.” Todd Miller said the training is “good for the individuals and good for the community.” He is sending some of his school’s staff members to be part of the next group. “The hope is that people who go through this will remain leaders in the community. They will get things done,” he said. North Santiam Canyon Guide & Business Directory 2010 | 5 Helping the economy GROW Responding to the North Santiam Canyon’s need for an economic development model that fit the region, the North Santiam Canyon Economic Development Corporation adopted Enterprise Facilitation in the fall of 2008, creating GROW North Santiam. GROW is an organic, bottom-up, peoplecentric process offering free, confidential business coaching to any entrepreneur or organization that wants to open, expand or improve its business results. GROW serves the geographic area of Lyons, Mehama, Mill City, Gates, Detroit, Idanha, Aumsville, Stayton and Sublimity. As of October 2009 GROW had met with 75 clients and sponsored four business openings. Clients represented a wide variety of fields: art, advertising, agriculture/ranching, construction, education, government, healthcare, hospitality, manufacturing, non-profit, publishing, real estate, recreation, retail/wholesale, services and transportation. Those served have included 38 are new businesses and 37 existing businesses. It is estimated at least 19 or more full time jobs were created, and 21 or more contractor positions developed. Gates. The faire held four events in its inaugural season, averaging 20-25 vendors and 175-200 visitors at each. Friends of Silver Falls State Park Nature Store opened in a new location in August 2009 with GROW assistance, and doubled revenues from the previous August. GROW helped them find someone to advise them on the layout and merchandising prior and identify canyon-area vendors who might offer products. As a result, over half of the vendors in the Nature Store are now from the canyon area. Community involvement is the lifeblood of GROW. Volunteers raise money, publicize results, manage operations, and assist clients with ideas and contacts. An estimated 1,339 volunteer hours were contributed in the organization’s first year. City Meetings Lyons City Council: Fourth Tuesday, 6 p.m. Mehama, an unincorporated community north of the Santiam River, was named after Mehama Smith, the wife of James Smith, who laid out the town site in the 1870s. A decade later, two Irish brothers, James and Henry Lyons, named the community south of the river after themselves. The city of Lyons was incorporated in 1958. The Lyons and Mehama communities are most easily found by exiting at the distinctive Gingerbread House restaurant along Highway 22. This classic landmark serves as a welcome to the region and the communities embrace the same fun, small-town style. County Linn/Marion Schools: Santiam Canyon School District 129J Mill City is positioned 44.75 degrees north of the equator and 122.47 degrees west of the prime meridian. In 1886 four entrepreneurs from Stayton gave Mill City its name when they purchased land next to a falls on the North Santiam River. The men had machinery hauled up on wagons from Stayton and constructed a mill. A small community formed around the mill in the following years and Mill City’s first post office was established in 1888. The city was incorporated in 1947. City Meetings City Council: Third Thursday, 7 p.m. Gates was founded as a settlement for miners and loggers who lived in the area during the winter months. A post office was established in February 1882. Ten years later W.R. Robertson, then postmaster, moved the post office across the river to a place called Gatesville. The name of the post office was changed to Gates, which became the name of the city when it was incorporated in 1950. County Marion Schools: Santiam Canyon School District 129J Detroit is positioned 44.73 degrees north of the equator and 122.15 degrees west of the prime meridian. Detroit was founded during the construction of the Oregon Pacific Railroad. The name was selected because of the large population of people from Detroit, Michigan, who had settled in the region in the 1870s. A post office was established in 1891, and Detroit began to prosper as a center for the logging industry in the 1920s. The city of Detroit was incorporated in 1952, the same year that it was relocated to higher ground due to the construction of the Detroit Dam. The Detroit Dam is 463 feet from the floor to the steep slopes of the North Santiam Canyon. There are 33 miles of shoreline along Detroit Lake. The completion of the dam, and the filling of the lake it created, transformed the city from a logging community into one of the most popular tourist attractions in Oregon. Detroit today offers an appealing balance of small-town friendliness and recreational excitement. The lake is a popular location for boating, fishing, swimming, sailing and other water sports. County Linn/Marion Schools: Santiam Canyon School District 129J Idanha is positioned 44.7 degrees north of the equator and 122.08 degrees west of the prime meridian. City Meetings City Council: Second Monday, 7 p.m. Idanha’s original name was Muskrat Camp. It later adopted the name Idanha, a name that was inspired by the Natural Mineral Water Company in Soda Springs, Idaho. The company bottled water called “Idan-Ha.” The Oregon Pacific Railroad system was completed along the North Santiam River up to Idanha in 1889 but construction didn’t continue eastward because of a lack of funding. The post office was established in 1895 and the city was incorporated in 1950. Opal Creek The Opal Creek Ancient Forest Center, located in the historic mining town of Jawbone Flats in the Willamette National Forest, is a non-profit whose mission is to inspire understanding of ancient forest ecosystems through education and interpretation. The center features natural history workshops for adults, private cabin rentals, and day or night education programs for community groups and schools. Idanha is the smallest town in the North Santiam Canyon and the highest settlement along the North Santiam River. Located in the shadow of Mt. Jefferson three miles east of Detroit, Idanha has a store, café, post office, library, a city park, and a wood products manufacturer. Idanha is located about halfway between Salem and Sisters. President Theodore Roosevelt granted the land that includes the springs in a homestead patent in 1904. Merle Bruckman purchased the land in 1927 and converted it into a health spa, which he operated for more than 20 years. Alex Beamer bought the then-dilapidated facilities in 1977 and converted the area into the modern Breitenbush Hot Springs Resort & Conference Center. Detroit Lake is nine miles long, holds 455,100 acre-feet of water and has 33 miles of shoreline. The Oregon Department of Fish and Wildlife stocks the waters annually with 125,000 rainbow trout along with fingerling rainbow trout, kokanee and Chinook salmon. There are also brown bullhead, largemouth bass and pumpkinseed in the reservoir. Detroit Lake is a multi-purpose water project, created by the Army Corps of Engineers upon completion of the 463-foot Detroit Dam in 1953. Substantial runs of these fish continue to be abundant in the North Santiam below Detroit. The downstream point of the fish runs is located at Packsaddle Park about 60 miles upstream from the Willamette. The canyon served for centuries as a highway for Native Americans, especially the Santiam band of the Kalapooya, Klamath, and Warm Springs tribes. In the late 1870s, white settlers arrived from the Willamette Valley. Between 1888 and 1890, the Oregon Pacific Railroad penetrated the North Santiam Canyon and encouraged the growth of small towns along its path. Originally designed to be a transcontinental railroad before succumbing to financial difficulties, the railroad became a means for the transportation of huge quantities of logs to feed the Willamette Valley’s timber industry, from Idanha to Corvallis. The canyon’s economy was dependent on logging, farming, lumber mills, and mining for most of the late 1800s and early 1900s. The Hammond Lumber Company’s mill, established in what would become Mill City, was one of the largest Douglas-fir mills on the West Coast. To get an up-close encounter with local history and wilderness, visit Jawbone Flats. The old mining camp’s historic 1920s buildings remain, giving visitors a sense of the life of the old west in the Oregon Cascades. Jawbone Flats is owned and operated by the Opal Creek Ancient Forest Center. Call 503-892-2782 for information. The best way to learn about the area’s rich and interesting history is by visiting the Canyon Life Museum. Read the diary of the young wife of a logger and examine the grainy sepia photographs of miners. You can also study the 3-dimensional topographic map of the canyon.
