Geology Hike Led by Colorado College Paraprofessional Emily Baldwin, this five mile hike will look at the geologic history of Aiken Canyon. The hike begins at 9 am on Saturday, August 6. The Salvation Army–Emergency Disaster Services Sending Out an SOS! First Responders and Support Volunteers Needed Immediately The Salvation Army Emergency Disaster Services ( E D S ) Department is currently seeking first responders and support volunteers to help in major disaster situations. EDS is an onsite support service that provides meals and supplies to the victims, fire, police, and other first responders, making sure front lines are equipped to engage any emergency situation. EDS also offers counseling, pastoral care and follow-up longterm care to help disaster victims get back to normal as quickly as possible. The Salvation Army will train volunteers immediately in emergency disaster response which includes necessary certifications and optional electives. Experience in mobile disaster relief, counseling or emergency services is helpful in various areas, but not required. EDS first responder teams are on call on a rotating basis throughout the year. Members have flexible schedules and are able to be on location for 1-2 days. EDS support volunteers assist in collecting, sorting and delivering supplies to disaster areas and acting as relief for EDS first responders. The Salvation Army needs you today! The City’s Traffic Engineering Division will take approximately 14 workers from their desk jobs at the City Administration Building into the field for a lastminute push to finish applying long-life pavement markings to school crosswalks. The City has nearly 440 school crosswalks on their highpriority list, and wants to complete them before school begins in late August. A contractor was hired to complete the project, but scheduling problems left the work to be done by City workers. City crews are currently working Monday through Saturday to complete the work, and CAB workers joining them could mean the high-priority crosswalks are done by the time school starts. The crosswalks are being coated with a thermal plastic material that is brighter and expected to last four times longer than regular paint. Thanks to Pikes Peak Rural Transportation Authority funds, the City will be able to use thermal plastic material on all crosswalks. These markings will only need to be applied every two to three years, as opposed to every six months to a year for regular paint. EDUCATION ISSUE Thursday, August 4th. The leadership conference not only impacts the individual students, but their communities as well. In order for students to participate in the institute’s conferences, they must hold a 3.2 GPA, be in good standing in their schools and be nominated by a school counselor or administrator. The students then undergo a screening process by the institute to ensure their participation. Co-sponsored by Senators Ken Salazar (D-CO), Wayne Allard (RCO), John Warner (R-VA), Carl Levin (D-MI), Jim Bunning (RKY) and Mitch McConnell (RKY) the amendment specifically addressed the problem, ensuring that $51 million dollars will be available to be spent in FY 2006 for construction, planning, and design work at both the Pueblo Chemical Depot and at the Bluegrass, Kentucky Chemical Depot site. Under the Chemical Weapons Convention, the chemical weapons stored at these sites must be destroyed by 2012. “We need to start construction at the depot as quickly as possible,” Senator Allard said. “This technical change was needed so that we can get the ball the rolling as fast as possible. This will give the managers of the program greater flexibility so they can better utilize their resources to reach our goal of safely destroying these weapons and meeting the 2012 treaty deadline.” Senator Salazar stated, “This amendment is an essential step forward for the destruction of the tons of chemical weapons still stored at the Pueblo Chemical Depot. I hope this is another indication that the Pentagon recognizes the urgency this situation demands – an urgency the people of Pueblo and all of Colorado are right to expect.” Without the amendment from the six senators, the Department of Defense would not have been able to spend funds under the appropriate accounts. Their fix, which moves money from the Research, Development, Test and Evaluation (RDT&E) budget to the Military Construction Senator Allard secures $123.32 million US Senator Wayne Allard, (RColorado) has secured $70.6 million for improvements at Fort Carson, and an additional $52.72 million for other Colorado Springs military installations in a 2006 military construction funding bill approved Thursday by the Military Construction Appropriations Subcommittee, of which he is a member. “I continue to work in the Senate to ensure that Fort Carson remains one of the premier military training centers in the nation, and this funding strengthens that position,” said Senator Allard, a member of the Senate Appropriations Committee. “This shows the subcommittee continues to assign a high priority to seeing that Fort Carson has the infrastructure and facilities it needs to continue providing first-rate training to our men and women in uniform, and make sure they have the resources they need to carry out their missions,” said Senator Allard, a member of the Senator Appropriations Committee. “This funding will be particularly helpful as thousands of soldiers are transferred to Fort Carson as part of the BRAC process.” New funding for Fort Carson improvements approved by the subcommittee includes: • $14.6 million to continue work on a troop deployment facility (at Peterson Air Force Base) • $25 million for the barracks complex • $28 million for the Combined Arms Collective Training Facility • $2.5 million for two urban combat training centers, one for regular troops and one for Special Forces. Other Colorado Springs area military construction funding provided by the bill includes: • $12.8 million for Peterson Air Force Base West Gate Force Protection Access • $15.1 million for Peterson Air Force Base to privatize family housing • $1.82 million for Peterson Air Force Base Life Skills Support Center • $13 million for the US Air Force Academy to upgrade its academic facilities • $10 million for the US Air Force Academy to privatize family housing Undocumented workers exposed to asbestos in Denver Area Undocumented workers who did demolition work for Service Management Incorporated (SMI) between 1997 and 2000 in the Denver area, may have been exposed to asbestos, the Agency for Toxic Substances and Disease Registry (ATSDR) announced. Many of the workers were recruited from Valle de Santiago, Guanajuato, México. Those who lived with former workers also may have been exposed by workers bringing home asbestos fibers on their clothes. Breathing in asbestos fibers can cause lung diseases. Symptoms of the diseases can take 10 - 20 years or longer to appear. Workers and their families who think they may have been exposed to asbestos should see their doctor or healthcare provider, avoid smoking, secondhand smoke and get a flu shot every year. ATSDR has a toll-free line, 1877-461-0204, where workers, their families and health care professionals can get health information on asbestos exposure. The call is free, confidential and bilingual (Spanish or English). ATSDR recently trained local doctors in Colorado to prepare them for seeing workers and their families who may have been exposed to asbestos. ATSDR, a federal public health agency of the US Department of Health and Human Services, evaluates the human health effects of exposure to hazardous substances. The agency also determines how hazardous a site is and recommends actions that need to be taken to safeguard people’s health. Established by Congress in 1980 under the Superfund law, ATSDR conducts public health assessments and consultations at each of the sites on the EPA National Priorities List, as well as other sites when petitioned. Headquartered in Atlanta, Georgia, ATSDR is staffed by more than 400 health professionals including environmental health scientists, epidemiologists, physicians, toxicologists, engineers and public health educators. Cadmus said he is encouraged that Congress and the administration acted swiftly to cover a recently revealed $1 billion shortfall in this year’s VA health-care budget. However, the leader of the world’s largest veterans organization added that emergency spending bills are merely a short-term fix to a long-term problem. “Timely, compassionate care must be delivered to the heroes of past wars and to today’s newest veterans - 85,000 and counting who have come home from Iraq Care Delivery for Our Nation’s Veterans. They must change the funding formula. VA health-care funds must be assured. This is about human lives.” On Wednesday, the Senate voted 96-0 to add $1.5 billion to this year’s drained VA health-care system. VA Secretary Jim Nicholson on Thursday presented Congress a proposal to add $975 million in emergency spending to cover the shortfall. Also Thursday, Rep. Steve Buyer, R-Ind., chairman of the House Veterans Affairs Committee, praised The American Legion and other veterans organizations for providing what he said was a “more accurate” assessment of VA’s budgetary needs than VA’s own projections. “We all work from the same data,” Cadmus said, adding that the Legion also benefits from having hundreds of field representatives who work closely with VA on the local level. “We know firsthand that VA’s health-care system is under-funded and that care is now being rationed. VA health care is not a partisan issue. No American, Democrat or Republican, veteran or not, wants rationing.” In the 108th Congress, Rep. Chris Smith, R-N.J., then chairman of the House Veterans Affairs Committee, and ranking Democrat Lane Evans of Illinois, both introduced bills for assured funding of VA health care. Evans introduced a similar measure in the 109th Congress. Cadmus said VA must now make a priority of collecting some $3 billion in unpaid bills from insurance companies and other third-party payers. Also, he added, veterans must be permitted to use their Medicare benefits at VA facilities. “The American Legion looks forward to working with the administration and Congress to better meet the health-care needs of America’s veterans,” Cadmus said. “Our mission is shared. Our mission is sacred. The source of your discomfort very well may be the usual environmental villains: pollen, mold spores, bacteria, smoke, road dust and exhaust chemical residues. And one reason you may be noticing their irritating and harmful effects more when you are driving is that the cabin air filter in your vehicle is dirty and needs to be replaced. Cabin air filtration systems were first introduced in the 1939 Nash. Nash has long since disappeared from the automotive scene; and for years there was little interest in adding cabin filtration systems to vehicles. Things changed when European automakers began installing them in their cars in the mid-1980s to address poor air quality and its harmful effects on drivers. American automakers soon followed, beginning with cabin filtration systems on the Ford Contour and Mercury Mystique. By the end of 2000, more than 16 million vehicles were built with cabin air filters in the United States. Since then, the range of models offered with cabin air filters has grown steadily. Today, approximately 55 percent of all new vehicles sold in the United States have cabin air filtration systems installed as standard equipment or an available option. Types of cabin filters Two basic types of cabin filters are in use today and are available from manufacturers like Bosch. One type is the particulate filter; the other is an activated charcoal filter. The particulate filter is a multilayer design composed of a pre-filter, an electrostaticallycharged microfiber layer and a cover layer. Each layer is made with a mold-resistant filtration media that serves to ensure maximum performance and durability. The pre-filter is composed of a special non-woven media designed to capture larger contaminating particles, including pollen and mold spores. The electrostatically-charged microfiber layer attracts and holds elusive smaller-size particles from smoke, bacteria, and other contaminants. The cover layer is constructed of a non-woven filter media that adds stability and protects the microfiber layer from damage. It also provides an additional barrier against harmful contaminants. The activated charcoal filter has all of the features of the particulate filter, plus an activated charcoal layer that absorbs harmful gases and their odors. And like their distant cousin, the home furnace filter, automotive cabin filters often feature a pleated design. The pleats provide greater surface area for higher filtration capacity, and the more pleats, the greater the filtration capacity. Know when to replace filters Of course, cabin filters must be relatively clean to deliver such benefits. Some signs that indicate it’s time to replace the cabin filter are when the vehicle’s heating/ air conditioning system is exhibiting reduced air flow, or when you smell a stale, musty odor coming from the air vents. Service technicians recommend replacing cabin filters every 12,000 to 15,000 miles or once a year in order to ensure good air quality for you and your passengers. “A clean cabin filter is essential to maintaining good air quality in your vehicle,” says Rob Backode, senior product manager for automotive filters for Robert Bosch Corporation, one of the world’s largest suppliers of automotive parts and systems. “Your vehicle’s cabin filter serves the same purpose as your furnace filter in your home. Cabin filters trap a wide range of irritating and harmful particulates, and by preventing particulate from pollen, dust, smoke and other outdoor sources from entering and contaminating the interior air space of your vehicle, cabin filters assure cleaner, fresher air for you and your passengers.” Clean cabin filters also serve to protect the HVAC system’s downstream components, such as the blower motor. Yet as much as 85 percent of all original equipment cabin filters in service today have never been replaced. Replacing a cabin filter yourself can be accomplished in as little as five minutes. “Changing the cabin filter is as easy as changing the furnace filter in your home,” says Backode. Cabin filters are generally located under the vehicle’s hood, inside the glove compartment or under the dashboard, and most are within easy reach for quick replacement. As the state’s largest Medicaid and Child Health Plan Plus (CHP+) health plan, Colorado Access recognizes that a disproportionate number of lowincome children do not get fully immunized. Colorado Access’ new program, called Food for Shots, aims to change that. “Medicaid average immunization rates lag behind commercial plans’ immunization rates approximate 3 to 8 percentage points,” said Shira Belman, MD, Colorado Success Associate Pediatric Medical Director and Instructor of Pediatrics for The Children’s Hospital. “Since Colorado Access serves close to 50,000 Medicaid members and 15,000 CHP+ members in the state, we felt compelled to find a way to improve this.” The result: All Colorado Access members who turn 2 this year and have up to date immunizations will receive a $5 grocery coupon to King Soopers, Loaf and Jug or City Market. EMT Basic class to be offered in Rocky Ford Otero Junior College will be offering a 15-week course in Emergency Medical TechnicianBasic (EMT-B) training in Rocky Ford starting on August 22. The class will meet every Monday and Thursday evening from August 22 to December 15 from 6 to 10 pm at the Gobin Building. The class will also meet one Saturday a month from 8 am to 4 pm. Three years ago, OJC received certification from the Colorado Department for Public Health and Environment to become an official EMS-Division training center. Over that three year time period, the program has trained 140 EMT Basic students and 13 EMT Intermediate students. In an effort to offer EMT training to as many area residents as possible, OJC has held classes at locations in Las Animas, La Junta, Ordway, Fowler, and Manzanola. The class that is scheduled to start on August 22 will be the first class offered in Rocky Ford since the program began. Throughout the 15-week course, students will follow a curriculum that will prepare them to take the Colorado EMT-Basic written certification exam and the Colorado EMT-Basic practical exam. Both exams are given at OJC at no charge. Students who complete the required coursework and pass the exams will qualify to be registered through the National Registry of Emergency Medical Technicians as a Certified EMT Basic. This certification is valid throughout most of the United States. According to Brandon Chambers, lead instructor for the upcoming course, the curriculum will focus on preparing students to have competency skills in six different areas. Those skills begin with patient assessment and then progress to the management, immobilization, and administration skills that an EMTBasic might be called upon to perform in an emergency situation. The Colorado Department of Labor predicts that the demand for emergency medical technicians and paramedics in Colorado will grow by 4.9 percent a year through 2012. The agency reports that the average hourly wage for those with an EMT certification is close to $15 an hour. Employment opportunities, most commonly associated with EMT Basic positions in metro areas, include working for ambulance services, fire departments, and hospitals. Rural areas; however, often utilize those with EMT certifications as volunteers for rural fire departments and ambulance services. Heather Dittburner, is one such volunteer. Dittburner has been a volunteer with the La Junta Rural Fire Department since 2001. She is now certified as an EMT Intermediate, a higher level certification that allows her to do Advanced Life Support (ALS) procedures on the scene. “I have been working as an EMT for five years and I don’t think I could ever stop working in this profession,” said Dittburner. “Most of us who have trained and are working in the field, have a passion for the work that is hard to explain to other people. When the call comes in to respond to a scene, a whole different level of energy takes over. Your mind begins to systematically assess the situation and all the training you have had becomes instinctive action and reaction,” she explained. Heather Dittburner, a graduate of the OJC EMT program, will be an assistant instructor for the EMT Basic class to be held this fall in Rocky Ford. In addition to the academic curriculum Dittburner, and lead instructor Brandon Chambers, will be providing students with many hands-on experiences in the class to prepare them for scenarios they will encounter once they become certified EMTs. Dittburner, a graduate of the Otero Junior College EMT Intermediate program in 2004, will be an assistant instructor for the fall class to be held in Rocky Ford. She has had an additional 40 hours of training to certify her to teach in the program. “One area that I will concentrate on is providing a lot of hands-on experiences for the students. They will get to role-play numerous scenarios, so that they will have some experience and know how to respond to many different situations that they may encounter as a new EMT,” she said. They may attempt to add subtle charges that may be overlooked by the consumer. It is common knowledge that having state regulation in the mortgage industry doesn’t necessarily guarantee that fraud, theft, misrepresentation, or malpractice won’t happen during the process. State regulation of the mortgage industry just means that the consumer has more legal options and alternatives via governmental intervention if something happens. Even than, the average consumer generally has to provide the burden of proof that something was INTENTIONAL and malicious on the behalf of the mortgage broker and/ or lender. A common defense (among others) provided by the mortgage industry is that the consumer did not question a certain charge or fee during the closing process when given the opportunity to do so and signed the documents anyway. Sometimes, the broker may not thoroughly explain and the consumer may not totally understand what the charges and fees may represent. Some of the charges and fees may be duplicate, unnecessary or irrelevant to the mortgage process. In connection with items payable in connection to the loan, yes it is standard and common to include such items as an appraisal fee, underwriting fee, charges for taxes/ insurances, a title fee, and a credit report fee in addition to a few other necessary items. Mortgage brokers may charge a “loan origination fee” and a yield fee which both contribute to their commission payment. The bottom line is that a mortgage broker can not charge more than 6% in terms of certain fees and charges in connection to a loan. This is NOT including such items such as APR, interests, taxes, insurance, etc… As we all know, it can be very time consuming and difficult to thoroughly read every line of every page (which can be several dozen pages or so). It does not necessarily help the consumer that the documents are practically (for the most part) written by someone in the legal field. I would recommend that your listeners thoroughly investigate every mortgage broker/ lender with the local BBB in addition to the various governmental entities before they (the consumer) decides to do business with them. It may minimize if not totally eliminate a lot of the grief and financial burden that may result in the aftermath. Most mortgage brokers/ lenders should have a final and official set of the mortgage documents a couple of days before the closing. I would encourage anyone and everyone to request a copy of those documents for review. It will allow the consumer the necessary time to thoroughly review the mortgage documents word for word BEFORE they sign anything. It will also allow the consumer to question and edit anything. Please do not be shy or embarrassed to question anything because only the consumer can protect their own interests. The mortgage broker does not necessarily protect the consumer’s interests. If anything, please review the documents with someone who is knowledgeable with the mortgage process.
