Message from the CEO
Competition between GSAR/CNYIS staff brings great new member benefits.....
Earlier in the year, I presented a project competition between teams of our staff, which were new projects to be completed by the
end of the first quarter of 2008. One was meeting our RPAC goal, one setting up the Director’s Retreat, and another was to increase
member benefits that would really make a difference to our members. Of course in my eyes all projects were winners, but the one
that really stood out was Denise Yerdon and Kalin Moon’s project...increasing member benefits! Kalin of course does this in his day
to day routine but putting our member services over the top was what I was looking for.
Just a reminder of what we have offered up to this point, BJ’s, SSA Insurance, Free Continuing Education to name a few. If any member has an idea for a service discount program that fits our members needs, please contact Kalin Moon at [email protected].
Take a minute to stop and review the newest member benefits offered to GSAR/CNYIS members that are brand new!

GE Security ActiveKEY Battery Tips
Please read the following tips to get the most out of your ActiveKEY’s battery and make sure your ActiveKEY is ready to go whenever you need it.
The ActiveKEY doesn’t need a cradle to update — it updates automatically through a cell signal — but the ActiveKEY still needs to
be plugged in to power to keep its battery charged.
• When you first receive your ActiveKEY, take it home and plug it in using the provided wall charger overnight to give it a full charge.
• If the battery becomes completely drained, a full charge takes approximately 8 hours.
•
When you turn on your ActiveKEY, the battery level in your key is displayed on the screen. Keep an eye on the battery level when using your ActiveKEY and charge it when it gets low. The ActiveKEY will give you a low battery warning and buzz tones when the battery gets low.

Using any other charger will void the warranty on your Active

UPDATE
GOVERNMENT AFFAIRS
Calls for Action – Make Sure You Act
NAR supports action taken by Feds to ensure
soundness of Fannie Mae, Freddie Mac
The National Association of REALTORS® released a statement
from 2008 NAR President Richard F. Gaylord in support of the
federal government’s strong response to the apparent market
turmoil that began affecting Fannie Mae and Freddie Mac in
July.
“The health of the American economy depends on Fannie Mae
and Freddie Mac and the steps taken by the U.S. government
make clear that the role of Fannie and Freddie, in making fair
and affordable mortgage loans available for home owners and
home buyers, must not and cannot be interrupted,” said the
statement.

NAR vs. DOJ
By now, most of you are aware that NAR reached
an agreement with the U.S. Department of Justice to settle the lawsuit over our Virtual Office
Website (VOW) policy. NAR has received a lot
of questions from agents and brokers about the
settlement – what it means and when it will take
effect.
NAR has just posted a new video edition of NAR
President’s Podcast that explains the settlement
in simple terms, and what you will need to do to
comply when the agreement is finalized later this
summer.
Please take just a few minutes to watch this video
and visit realtor.org/DOJ for more information on
how you can comply.
The REALTOR® Action Center keeps REALTOR® members informed of important bills and
legislation in Washington, D.C. that are vital to
the Real Estate industry. NAR will send you
Calls for Action whenever there are bills under
consideration by Congress that they feel require mobilizing the collective power of our 1.3 million members
in support of, or in opposition to.
It is their goal to limit these Calls for Action to only those bills of
major importance. So please take the opportunity to make your
voice heard and respond to any Calls for Action when you receive them via email.
The response rates of the last couple of Calls for Action for New
York State have been very low. We need to do better in taking
two minutes to respond. GSAR’s Action Center encourages you
to commit to responding to these critical issues when we need
you the most. Make sure you act when you receive a Call for
Action.

STATE & NATIONAL
New York REALTORS® urge legislators to
return to Albany; pass school tax cap
On July 17, 2008, New York’s 62,000 REALTORS® called
upon their representatives in the state Legislature to return to Albany for the purpose of providing relief to our
state’s beleaguered homeowners who are being crushed
by high property taxes. We urge them to approve Gov.
David Paterson’s school property tax cap proposal as an
important first step toward providing New Yorker’s with a
decreased tax burden.
The preliminary report from the New York State Commission on Property Tax Relief found that New York State’s
local taxes are the highest in America – 79 percent above
the national average. It also found: property tax levies in
the Empire State are rising at more than twice the rate of
inflation and salary growth; outside of New York City, 62
percent of property taxes are school taxes; and in terms of
tax rate, nine of the 10 highest counties in the nation are
in upstate New York.
The New York State Association of REALTORS® strongly
supports the portion of Gov. Paterson’s Program Bill #62
that would cap the growth of school property tax levies at 4
percent or 120 percent of the Consumer Price Index (CPI),
whichever is less. This tax cap proposal is a step in the
right direction toward solving New York’s property tax crisis. New Yorkers clearly agree. A recent Siena College poll
found that 69 percent of voters support of the governor’s
property tax cap bill – regardless of political affiliation or
geographic location.

We Knew It…It is a Great Time to Buy in Central
New York!
Some reports have turned consumers sour to the idea of buying
a home. The truth of the matter is that now is an ideal time to buy.
Prices are good, interest rates are hovering near 40-year lows
and the number of homes for sale is greater than it has been
in years. But, current market conditions won’t last long. GSAR
research shows that prices continue to increase in the Syracuse
market on an average of 6% annually.

Make sure you and your clients know the facts.
The market is strong and getting stronger.
o
2007 was the fifth best year on record, despite public apprehen-
sion about the real estate market. In fact, 2007 was very similar to the home sales gains experienced in 2002, when consumers were very confident about the market.
o
More than 7 million new and existing homes were sold in the United States for the fourth consecutive year. Research indicates that home prices will pick up in 2009.
o
Home ownership continues to be a wise investment. FHA mar-
ket share is expected to triple over the next three years, from an estimated 4 percent in 2007 to 12 percent in 2009.
o
A modest recovery for existing-home sales is expected in 2009. Pent-up demand, coupled with an abundance of safer mortgage products, will lead to near-term market improvements. Mortgage rates are ideal for buying. Mortgage rates are hovering near 40-
year lows. Mortgage rates remain nearly 1.5 percent lower than they were in 2000.
o
Contrary to perceptions, conventional mortgages are widely avail-
able at favorable interest rates for the bulk of homebuyers.
Homeownership has been—and continues to be—one of
the best financial investments.
o
Americans on average still believe buying a home is a good investment. Nine out of 10 consumers consider home ownership to be a sound financial decision.
o
Given the leverage in purchasing a home, the average return on a 5 percent down payment over 10 years is usually three to five times greater than stock market returns.
o
If you bought a house six years ago, it would be worth 24 percent more today.
o
Real estate has delivered the most consistent positive return over any investment over the last 40 years.
Through regular press releases, community events, cnyrealtor.
com and a major billboard campaign, GSAR is telling the media
and consumers that “all real estate is local” and the housing “crisis” is really an isolated problem that has not affected the Central
New York market.
Right now there are over 46 positive housing news articles, information on every Syracuse neighborhood and several housing
reports on cnyrealtor.com!
