Fran pic NEWS Education NEW DOS REGULATIONS IN EFFECT The new NYS Dept. of State regulations have gone into effect, as of July 1, 2008. One major change is the hour requirement for the Salesperson’s Licensing Course. It has gone from 45 hours to 75 hours. GSAR’s Salesperson’s Course brochure is now available on our site, cnyREALTOR.com. We will be offering the new 75 hour course onsite, starting August 4th. The ActiveKEY doesn’t need a cradle to update — it updates automatically through a cell signal — but the ActiveKEY still needs to be plugged in to power to keep its battery charged. • When you first receive your ActiveKEY, take it home and plug it in using the provided wall charger overnight to give it a full charge. • If the battery becomes completely drained, a full charge takes approximately 8 hours. • When you turn on your ActiveKEY, the battery level in your key is displayed on the screen. Keep an eye on the battery level when using your ActiveKEY and charge it when it gets low. The ActiveKEY will give you a low battery warning and buzz tones when the battery gets low. NAR vs. DOJ By now, most of you are aware that NAR reached an agreement with the U.S. Department of Justice to settle the lawsuit over our Virtual Office Website (VOW) policy. NAR has received a lot of questions from agents and brokers about the settlement – what it means and when it will take effect. We urge them to approve Gov. David Paterson’s school property tax cap proposal as an important first step toward providing New Yorker’s with a decreased tax burden. The preliminary report from the New York State Commission on Property Tax Relief found that New York State’s local taxes are the highest in America – 79 percent above the national average. It also found: property tax levies in the Empire State are rising at more than twice the rate of inflation and salary growth; outside of New York City, 62 percent of property taxes are school taxes; and in terms of tax rate, nine of the 10 highest counties in the nation are in upstate New York. The New York State Association of REALTORS® strongly supports the portion of Gov. Paterson’s Program Bill #62 that would cap the growth of school property tax levies at 4 percent or 120 percent of the Consumer Price Index (CPI), whichever is less. This tax cap proposal is a step in the right direction toward solving New York’s property tax crisis. New Yorkers clearly agree. A recent Siena College poll found that 69 percent of voters support of the governor’s property tax cap bill – regardless of political affiliation or geographic location. The truth of the matter is that now is an ideal time to buy. Prices are good, interest rates are hovering near 40-year lows and the number of homes for sale is greater than it has been in years. But, current market conditions won’t last long. GSAR research shows that prices continue to increase in the Syracuse market on an average of 6% annually. The market is strong and getting stronger. o 2007 was the fifth best year on record, despite public apprehen- sion about the real estate market. In fact, 2007 was very similar to the home sales gains experienced in 2002, when consumers were very confident about the market. o More than 7 million new and existing homes were sold in the United States for the fourth consecutive year. Research indicates that home prices will pick up in 2009. o Home ownership continues to be a wise investment. FHA mar- ket share is expected to triple over the next three years, from an estimated 4 percent in 2007 to 12 percent in 2009. o A modest recovery for existing-home sales is expected in 2009. Pent-up demand, coupled with an abundance of safer mortgage products, will lead to near-term market improvements. Mortgage rates are ideal for buying. Mortgage rates are hovering near 40- year lows. Mortgage rates remain nearly 1.5 percent lower than they were in 2000. o Contrary to perceptions, conventional mortgages are widely avail- able at favorable interest rates for the bulk of homebuyers. Homeownership has been—and continues to be—one of the best financial investments. o Americans on average still believe buying a home is a good investment. Nine out of 10 consumers consider home ownership to be a sound financial decision. o Given the leverage in purchasing a home, the average return on a 5 percent down payment over 10 years is usually three to five times greater than stock market returns. o If you bought a house six years ago, it would be worth 24 percent more today. o Real estate has delivered the most consistent positive return over any investment over the last 40 years.
