No. COC-303 / 2015 Original: English and Spanish ICCAT SECRETARIAT REPORT TO THE COMPLIANCE COMMITTEE REGARDING COMPLIANCE WITH ICCAT CONSERVATION AND MANAGEMENT MEASURES CURRENTLY IN FORCE ( October 2015) The structure of this report follows the index of the Active Compendium, with the aim of facilitating a better overview of compliance with all ICCAT conservation and management measures. The relevant information submitted in accordance with each measure has been reported under the relevant title, including some requests for clarification as appropriate. Additional documents have been submitted to the Compliance Committee where the amount of information is too substantial to include in this report. In some cases, there is no direct reporting requirement, but CPCs should include information on the implementation of such measures in Section 4 of their Annual Reports (distributed as COC301/15). Table 14 to this report shows measures which do not have any direct reporting requirement, and the implementation of which have been reported through Annual Reports. This table is included for illustration purposes as it may not be exhaustive; in some cases measures may not be relevant to some CPCs; in other cases it may be difficult to determine whether a CPC is reporting on a particular measures. The Compliance Committee may wish to give more on how to report on implementation of measures in the future, to obtain a more complete picture. 1. BET - Bigeye tuna (Thunnus obesus) [14-01] Recommendation by ICCAT on a Multi-Annual Conservation and Management Program for Tropical Tunas [Note: this plan also relates to yellowfin and skipjack tunas] Catch limits: For compliance with quotas/catch limits, please see the Compliance Annex (COC304/15). Capacity: According to para. 2 c) “Ghana shall be allowed to change the number of its vessels by gear type within its capacity limits communicated to ICCAT in 2005, on the basis of two bait boats for one purse seine vessel. Such change must be approved by the Commission. To that end, Ghana shall notify a comprehensive and detailed capacity management plan to the Commission at least 90 days before the Annual meeting. The approval is notably subject to the assessment by the SCRS of the potential impact of such a plan on the level of catches.” The Secretariat requests clarification relating to whether or not the capacity management plan for Ghana is an annual requirement, or whether the submission of the original plan is sufficient. No plan was submitted in 2015, but the Secretariat has received a letter of clarification of the procedure being implemented by Ghana, and a request for clarification regarding: Request for clarification of paragraph 2 c) of Rec. 14-01: At what point does the country notify ICCAT of the replacement of the two (2) baits with one (1) purse seiner for ICCAT approval? If a company had gone through the process to register and obtain fishing licence for the purse seiner and deleted the two (2) bait boats and Ghana then applies for approval by ICCAT, what happens to the vessel? List of authorised Tropical Vessels: In terms of fishing fleet, as of 16 October 2015, there are 1501 vessels registered in the ICCAT Record authorized to fish for tropical species, 71 of which the authorisation has expired (Table 13). See also Table 3 of PWG-401/15. St Helena 1 1 Vanuatu 4 Grand Total 1,501 71 In terms of potential non-compliance with current ICCAT regulations, there have been three cases of information submitted which is not in accordance with the deadlines specified in Rec. 11-01/14-01, paras 4-6, mainly due to late submissions: Brazil (2): vessels’ submissions of 20/03 and 24/08/2015, where retroactive registration dates were requested. Vanuatu (1): vessels’ submission of 26/03/2015, where retroactive registration dates were requested. Annual list by 1 July 2015 of authorized vessels which fished bigeye and/or yellowfin and/or skipjack tunas in previous year is contained in Annex 4. See also COC-308/15. No. COC-303 / 2015 Implementation of the area/time closure: reports received from Curaçao, EU, Ghana and Guatemala are contained in Appendix 3. FAD management plans and steps undertaken to use non-entangling FAD: FAD management plans were received in 2015 from Curaçao and Ghana, and are attached as Annex 6. These reports also include some information in relation to the use of non-entangling devices. Data and information collected from sampling programme In 2015, a tenth statistical data submission form (ST10-PortSamp) was created to collect data and information collected from the sampling programme covered under Rec. [14-01]. For the reporting period, submissions were received from three CPCs, namely Canada, Bolivia and the UK-OT, with only Canada providing actual data. Observer Programme: It is not possible to determine compliance with observer requirements, as CPCs are not obliged to submit dates of deployment, nor the information on which vessels may fish in the area during the FAD closed season. In some cases, tentative voluntary information was submitted. No reports were received directly from observers within the 20 days specified by Rec. 14-01. In 2015, observer reports for the 2015 closure were received from EU in respect of Spanish vessels and one from Panama. Reports from the 2014 closure were received in 2015 from Curaçao and Panama and data from the 2014 closure from Ghana. [14-02] Recommendation by ICCAT Concerning the Implementation of an Atlantic Ocean Tropical Tuna Tagging Programme (AOTTP) The contract was signed with EU in June 2015. In addition to the principal funding by EU, funds have been provided by USA and Chinese Taipei. See also PLE-104/15. [14-03] Recommendation by ICCAT to establish an ad hoc Working Group on Fish Aggregating Devices (FADs) The meeting was held in Madrid, 11-12 May 2015. SWO - Swordfish (Xiphias gladius) [94-14] Recommendation by ICCAT for the management of Atlantic swordfish This measure was left active due to paragraph 6, for which no specific reporting to the Secretariat is required other than through section 4 of Annual Reports (see Table 14). The Commission may wish to review the need for this requirement and/or include it in future measures, as the remaining paragraphs are obsolete. [01-04] Resolution by ICCAT for evaluating alternatives to reduce catches of juveniles or dead discards of swordfish SCRS review is contained in PLE-104/15. [03-04] Recommendation by ICCAT relating to Mediterranean Swordfish No specific reporting to the Secretariat is required other than through section 4 of Annual Reports (see Table 15). [13-02] Recommendation by ICCAT for the Conservation of North Atlantic Swordfish For compliance with quotas/catch limits, please see COC-304/15. Management plans are contained in PA4-801. No. COC-303 / 2015 Recommendation by ICCAT on South Atlantic Swordfish Catch Limits For compliance with quotas/catch limits, please see COC-304/15. [13-04] Recommendation by ICCAT for Management Measures for Mediterranean Swordfish in the Framework of ICCAT List of authorized vessels: Algeria, European Union, Morocco, Tunisia and Turkey made first submissions of authorized vessels before the deadline of 15 January 2015, although revised lists had to be requested in some cases due to errors in the submitted forms. As of 16 October 2015, there have been 15806 vessels registered in the ICCAT Record of vessels, authorized to fish for Mediterranean Swordfish, among which 541 have their authorisation expired (by 30 September 2015), see Table 13. Please see also Table 3 of PWG-401/15. Closure reports: Reports of relevant information on controls and inspection related to the closed fishing season were received within the deadline from Algeria, European Union, Tunisia and Turkey, and are contained in Appendix 1. 3. ALB - Albacore (Thunnus alalunga) [98-08] Recommendation by ICCAT concerning the limitation of fishing capacity on northern albacore List of vessels no longer required in accordance with Rec. 14-10. No other specific reporting to the Secretariat is required other than through section 4 of Annual Reports (see Table 14). No. COC-303 / 2015 [99-05] Recommendation by ICCAT concerning possible management measures for northern albacore This Recommendation reiterates the limitation on the number of vessels, but no reporting to the Secretariat required over and above the normal statistical data (Task I/Task II) and / or through section 4 of Annual Reports (see Table 14). [13-05] Supplemental Recommendation by ICCAT Concerning the North Atlantic Albacore Rebuilding Program For compliance with quotas/catch limits, please see COC-304/15. [13-06] Recommendation by ICCAT on the Southern Albacore Catch Limits for the period 20142016 For compliance with quotas/catch limits, please see COC-304/15. 4. BFT - Bluefin Tuna (Thunnus thynnus) [01-08] Supplemental Recommendation by ICCAT on bluefin tuna research in the central North Atlantic Ocean This Recommendation stipulates that “UK-OT to report annually on exemption assignment”. It is unclear whether this Recommendation remains in force in light of the GBYP, or whether activities are ongoing. The Commission may wish to consider rescinding this measure, or providing clarification as to ongoing activities. [01-09] Resolution by ICCAT regarding the SCRS mixing report on Atlantic bluefin tuna No specific reporting to the Secretariat is required other than through section 4 of Annual Reports (see Table 14). [06-07] Recommendation by ICCAT on Bluefin Tuna Farming The ICCAT Record of farms is published on the ICCAT web site. Annual lists/authorisations are not required. In many cases, farms are listed as authorised to operate on the ICCAT web site, but do not participate in the ICCAT Regional Observer Programme. Table 10 contains a summary of the farming reports received from: EU; Morocco; Tunisia and Turkey. No other CPCs with authorised farms participated in the ROP-BFT in 2015. [06-08] Resolution by ICCAT on Fishing Bluefin Tuna in the Atlantic Ocean No reporting to the Secretariat by CPCs is required. [08-06] Resolution by ICCAT Concerning Atlantic Bluefin Tuna Scientific Research on Stock Origin and Mixing No specific reporting to the Secretariat is required other than through section 4 of Annual Reports (see Table 14). No. COC-303 / 2015 Recommendation by ICCAT Concerning the Atlantic-Wide Research Programme for Bluefin Tuna (GBYP) Although a few problems (and delays) were experienced with some CPCs, in general cooperation by CPCs with GBYP has been good. In addition to the report on activities Appendix 4 to PLE-104/15, information has been submitted through scientific papers (see SCRS/2015/144, SCRS/2015/147 and SCRS/2015/149). Data from the Research Mortality Allowance (RMA) are included in detail in SCRS/2015/145, and summarized in SCRS/2015/144. [14-04] Recommendation by ICCAT Amending the Recommendation 13-07 by ICCAT to Establish a Multi-Annual Recovery Plan for Bluefin Tuna in the Eastern Atlantic and Mediterranean For compliance with quotas/catch limits [pertaining to 13-07], please see COC-304/15. Vessel lists: Libya: an “E-BFT-Other vessel” submission made on 22/05/2015 was not in accordance with the provisions of Rec. 14-04, Para. 52.), as the 15 days prior to the initial date of authorisation was not respected. This late submission was made along with a written justification where the reason given would be due to the unstable situation in Libya. Panama: a “Carrier & BFT-Other vessel" submission made on 16/07/2015 was not in accordance with the provisions of Rec. 14-04, Para. 52.), as the 15 day prior to the initial date of authorisation for any transhipment of BFT was not respected. The Secretariat informed Panama of the current provisions, regarding retroactive registration, but Panama has requested that the vessels be entered with the retroactive dates as submitted. See also COC-308/15. Catch Reporting: The Tables 12a and 12b as presented in document PLE-105A/15, show reported weekly and monthly catches of bluefin tuna. A summary of CPC reporting of monthly catch reports is shown in Table 8 while weekly reporting is shown in Table 7. A comparison between weekly and monthly catches reported is shown in Table 9. VMS transmission: This year, until 10 October 2015, a total of 1563185 VMS messages have been received (for this overall calculation the messages that the system identifies as port positions have not been taken into account). This means that for the same period 130917 more messages have been received or approximately 9% more messages from one year to the next. In this same period, 651 vessels have been active (as for the messages, active vessels are considered to be those which have sent at least one message with an out of port position), which are 9 vessels less than last year or approximately 2% less. It should be highlighted that for the second consecutive year since the inception of the VMS project, messages have not been received from unknown vessels, i.e. not registered on the ICCAT vessel list. This demonstrates the increasing involvement of CPCs in the VMS programme. For more details regarding messages transmitted, please see Tables 4, 5 and 6. Inspection reports under Joint Inspection Scheme and list of agencies and inspectors’ names: Please see Tables 1 and 2. Observer programmes: National programmes: SCRS suggests the adoption of the standard format for observer data similar to that developed by Sub-committee on Ecosystems to overcome problems of confidentiality in the submission of reports. EU reports were submitted with confidential information for SCRS. Other CPCs included data in regular statistical data submissions, as requested by the Secretariat, until a standard format can be considered. ROP: Potential non-compliance (PNCs) issues and responses, as well as copies of the observer reports, are contained in COC-305/15. Farming: Table 10 shows a summary of the information received through farming reports. No caging after 15 August 2015 has been reported. Reports on Implementation of Rec 13-07/14-04: Reports have been received from all CPCs which have been allocated a quota for east Atlantic/Mediterranean bluefin tuna except Syria. BIL - Billfishes: Blue marlin (Makaira nigricans), White marlin (Tetrapturus albidus) Sailfish (Istiophorus albicans), Spearfish (Tetrapturus pfluegeri and T. belone) [12-04] Recommendation by ICCAT to Further Strengthen the Plan to Rebuild Blue Marlin and White Marlin Populations For compliance with quotas/landing limits, please see COC-304/15. CPCs should report in their annual report steps taken to implement the Rec. 12-04 through domestic law or regulations, including MCS measures. Annual Reports are contained in COC-301/15. 6. BYC - By-catch Species [95-02] Resolution by ICCAT on cooperation with the Food and Agriculture Organization of the United Nations (FAO) with regard to study on the status of stocks and by-catches of shark species No specific reporting to the Secretariat is required other than through section 4 of Annual Reports (see Table 14). ICCAT has agreed to cooperate with CITES to provide training workshops in West Africa to improve pelagic shark species identification and data collection. [03-10] Resolution by ICCAT on the shark fishery Paragraph 1 is limited in time to an action in 2004. Paragraph 2 does not require any reporting to the Secretariat. [04-10] Recommendation by ICCAT concerning the conservation of sharks caught in association with fisheries managed by ICCAT Data reporting is through Task I and Task II, and other relevant information regarding implementation should be included in annual reports. No direct reporting of shark fins required, no non-compliance on this issue has been reported to Secretariat. [07-06] Supplemental Recommendation by ICCAT Concerning Sharks See PLE-105A/15 for details of Task I and Task II data received. [07-07] Recommendation by ICCAT on Reducing Incidental By-Catch of Seabirds in Longline Fisheries See Rec. 11-09 below. [09-07] Recommendation by ICCAT on the Conservation of Thresher sharks Caught in Association with Fisheries in the ICCAT Convention Area Reporting is through Task I and Task II and using the newly developed National Observer Programme Page 9 of 80 2015 COM – Report to COC on measures in force November 3, 2015 (2:17 PM) Doc. No. COC-303 / 2015 data collection forms. This information is contained in PLE-105A/15. No documents directly related to research on nursery areas have been submitted to SCRS in either 2014 or 2015. Other relevant information regarding implementation should be included in annual reports. [10-06] Recommendation by ICCAT on Atlantic Shortfin Mako Sharks Caught in Association with ICCAT Fisheries Actions taken by CPC (improvement of data for direct and incidental catches) shall be reviewed annually by the Compliance Committee. The summaries on the implementation of shark-related measures are contained in COC-303/15 Annex 4. [10-07] Recommendation by ICCAT on the Conservation of Oceanic Whitetip Sharks caught in association with fisheries in the ICCAT Convention Area Reporting is through Task I and Task II and using the newly developed National Observer Programme data collection forms. This information is contained in PLE-105A/15 [10-08] Recommendation by ICCAT on Hammerhead Sharks (family Sphyrnidae) caught in Association with Fisheries Managed by ICCAT Reporting is through Task I and Task II and using the newly developed National Observer Programme data collection forms. This information is contained in PLE-105A/15. No notifications regarding international trade have been received. Other relevant information regarding implementation should be included in annual reports (see COC-301/15). [10-09] Recommendation by ICCAT on the By-catch of Sea Turtles in ICCAT Fisheries See Rec 13-11 below. [11-08] Recommendation by ICCAT on the Conservation of Silky Sharks Caught in Association with ICCAT Fisheries CPCs should report in the annual report steps taken to implement the Rec. 11-08 through domestic law or regulations, including MCS measures. Annual Reports are contained in COC-301/15. No notifications regarding international trade have been received. [11-09] Supplemental Recommendation by ICCAT on Reducing Incidental By-Catch of Seabirds in ICCAT Longline Fisheries Seabird incidental by-catch is included in PLE-105A/15. Furthermore, it should be noted that seabird by-catch has not been observed by our fishermen and scientists. - Barbados: Fishers will be instructed to note any incidences of sea bird entanglements with the fishing gear in their trip records. In addition the use of Tori lines to reduce such occurrences will be promoted. - Belize has issued a circular to all concerned Parties, consistent with the recommendation. - Brazil has Inter-ministerial Rule No. 07, 30 October 2014, establishing the mandatory use of mitigation measures to reduce seabird by-catch by longline fleet that operate in waters over Brazilian jurisdiction, South of 20° S of latitude. - Canada: In July 2012, Canada provided a Progress Report on the Implementation of Key Actions Taken Pursuant to this National Plan of Action (March 2007). - EU-Portugal: Fishermen fishing in areas where the interaction with seabird is likely to occur are encouraged to set the gear after sun set, reduce light to minimum levels and make use of tori lines. Observers on board provide guidance on how to prepare and set tori lines. - Korea is currently preparing NPOA for seabirds but does not usually fish in the designated area. - Morocco, Senegal, UK OT Bermuda: No interactions or catches. - Namibia is currently in the process to finalise the NPOA for seabirds. The draft regulations aimed at reducing seabird by-catches have been prepared and are now being checked by the legal drafters. As soon as this process is done, the NPOA regulations shall become part of the conditions of licences issued to fishing vessels and the implementation of the NPOA shall become effective. - Trinidad & Tobago: No mitigation measures or NPOA for seabirds implemented - UK OT Turks & Caicos: The conditions of approval for the US longliner involved in the pelagic fishing study in the Turks and Caicos Islands recommended that it set its lines at night, recorded any bird bycatch as BPUE (birds per unit effort) and required the operator to make every effort to reduce bycatch. No birds were caught by this longliner in 2014. - Countries explicitly stating the recommendation does not apply: Albania, Algeria, Cape Verde, Curacao, Egypt, El Salvador, Equatorial Guinea, France SPM, Ghana, Guatemala, Honduras, Mexico, Nigeria, Norway, Panama, Philippines, Russia, Suriname and USA. Other information relating to the implementation of this measure may be found in CPC Annual reports (COC-301/15). [11-10] Recommendation by ICCAT on Information Collection and Harmonization of Data on By-catch and Discards in ICCAT Fisheries In accordance with this measure, CPCs are to report steps taken to mitigate by-catch and reduce discards as part of their Annual reports. No. COC-303 / 2015 [12-05] Recommendation by ICCAT on Compliance with Existing Measures on Shark Conservation and Management CPCs were required to send, in 2013, a report on the actions taken for the implementation of shark measures. Appendix 4 shows the actions reported to date, and those CPCs which have not reported on this. [13-10] Recommendation by ICCAT on Biological Sampling of Prohibited Shark Species by Scientific Observers An Annual report of the results achieved by the research project should be presented to the Shark Species Group and the SCRS – No reports received in 2015. [13-11] Recommendation by ICCAT Amending Recommendation 10-09 on the By-Catch of Sea Turtles in ICCAT Fisheries Incidental by-catch of sea-turtles is included in PLE-105A/15. Additional information on implementation of this measure may be found in CPC annual reports (COC-301/15). [14-06] Recommendation by ICCAT on Shortfin Mako Caught in Association with ICCAT Fisheries CPCs shall include in their annual report information on action taken domestically to monitor catches and to conserve and manage shortfin mako sharks. Annual Reports are contained in COC-301/15. 7. [11-15] Recommendation by ICCAT on Penalties Applicable in Case of non-Fulfilment of Reporting Obligations Following the 2014 Compliance Committee meeting, the Secretariat followed the instructions of the Chair of the Compliance Committee to determine whether or not actions needed to be taken under Rec. 11-15. Twenty CPCs received letters in February 2015 informing them that they were prohibited from retaining such species for which neither Task I data nor confirmation of zero catches had been received. Between February 2015 and the time of writing (October 2015) missing data or confirmation of zero catch had been received from thirteen of these CPCs, and the prohibition was lifted from Algerie; Curaçao; Egypt; Guinea Equatorial; Korea Republic; Mexico; Namibia; Senegal; Sierra Leone, St. Vincent and the Grenadines, Syria, Trinidad & Tobago and Chinese Taipei. Retention prohibitions on certain species in due to no reporting of 2013 data remain in force for Angola, Barbados, Côte d'Ivoire, Philippines, South Africa, and Vanuatu. In 2015, following Secretariat and SCRS review, including consultation with statistical correspondents during species working groups to determine zero catches as appropriate, only a small number of CPCs were found to have missing data. The Secretariat has followed up with these CPCs to request either the submission of data (albeit late), data in ICCAT format, or confirmation of no catches. At the time of writing, Task I submissions are pending from Mauritania and Nicaragua. It should be noted that not all the data submitted by the other CPCs passed the SCRS filtering criteria (filter 1 only; details in Addendum 1 to Appendix 8 of the SCRS report) for acceptance. The Secretariat is working with these CPCs in order properly revise/correct the data provisionally (as required by the SCRS) included in Task I. Adherence to the SCRS validation protocol (filters 1 and 2) which includes the correct completion of forms will be required in the future in order for data to be considered submitted. Any CPCs with doubts regarding the correct completion of the statistical forms is invited to contact the Secretariat for explanation and assistance in this regard. The full tables showing the status of CPC statistical data submission in 2015 is contained in PLE105A/15. [12-07] Recommendation by ICCAT for an ICCAT Scheme for Minimum Standards for Inspection in Port Lists of authorized ports and contact points have been received from twenty CPCs. Twenty CPCs have indicated that the Recommendation is not applicable. Equatorial Guinea has indicated in its Annual report that the list of authorized ports is not available and that the submission of inspection reports is not applicable. Trinidad and Tobago indicated applicability of the measure, and the submission of the list of authorised ports was pending receipt at the time of writing. This would then be reviewed by the SCRS. [13-13] Recommendation by ICCAT concerning the Establishment of an ICCAT Record of Vessels 20 meters in Length Overall or Greater Authorized to Operate in the Convention area, as amended by Rec. 14-10 There have been six submissions which are not in accordance with the provisions of Rec. 13-13; paragraphs 2 and 3, as amended by Rec. 14-10; paragraphs 1 and 2, mainly due to late submissions: Belize (1): vessels’ submission of 19/02/2015, where dates requested are retroactive and even prior to the dates of last expiration. Brazil (3): vessels’ submissions of 20/03, 14/04, and, 24/08/2015, where retroactive registration dates were requested. Vanuatu (2): vessels’ submissions of 26/03 and, 02/04/2015, where retroactive registration dates were requested. See also COC-308/15. Updates to reports on internal actions were submitted by Brazil, Belize, Curaçao, Ghana, Mexico, Norway and Russia. These are contained in the electronic Annex 2 to this document. [13-14] Recommendation by ICCAT on Vessel Chartering Table 3 shows a summary of the information submitted to ICCAT by CPCs. Summary reports submitted by CPCs are contained in Appendix 2 to this document. [13-15] Resolution by ICCAT to Complete the Standardization of the Presentation of Scientific Information in the SCRS Annual Report Information is contained in PLE-104/15. [14-07] Recommendation by ICCAT on Access Agreements A summary of the information received in contained in Table 11. Information included in Annual Reports can be found in COC-301/15. The European Union has sent (23 October) a link containing all the relevant information for the access agreements signed between the EU and other ICCAT Contracting Parties http://ec.europa.eu/fisheries/cfp/international/agreements/index_en.htm. These have not been included on Table 11. [14-08] Recommendation by ICCAT to Support Effective Implementation of Recommendation 1207 by ICCAT for an ICCAT Scheme for Minimum Standards for Inspection in Port A bilateral activity between Morocco and Senegal took place in 2015. Response to Circular #1159/15 has been very low, so the Secretariat is unsure as to what assistance is required. This course could be adapted to ICCAT, but would require the contracting of a consultant to carry out the work. The Secretariat continues to seek guidance from the Commission as to the way forward. [14-09] Recommendation by ICCAT Amending Recommendation 03-14 concerning minimum Standards for the establishment of a vessel fishing monitoring system in the ICCAT Convention area Refer to Rec. 14-04 above. No other reporting to the Secretariat is required, other than through annual reports for reporting on implementation or difficulties. [14-10] Recommendation by ICCAT to Harmonize and Guide the Implementation of ICCAT Vessel Listing Requirements The changes required through this Recommendation have been incorporated by the Secretariat into the database and guidelines. For more information on compliance with vessel listing requirements, please see Recs. 14-01, 13-04, 13-13, and 14-04. [14-11] Resolution Establishing Guidelines for the Cross-Listing of Vessels Contained on IUU Vessel Lists of other Tuna RFMOs on the ICCAT IUU Vessel List in Accordance with Recommendation 11-18 The Secretariat seeks confirmation regarding the interpretation of this measure and the circulars for IUU vessel list. From the current measures and past practices it is now understood that a “final” list should be circulated 30 days after the circulation of information from another RFMO, unless there is any objection. In addition to this “final” list, a draft list, and then a provisional list should also be circulated as previously, which would contain those vessels reported by other RFMOs. The Secretariat also seeks clarification on whether or not, notwithstanding the circulation of draft and provisional lists, CPCs may include vessels on the IUU list at the time of the Commission meeting, regardless of whether the vessel was submitted in accordance with the procedures contained in Rec. 11-18. 7.B SANC - Sanctions, Trade-Related Measures [02-20] Recommendation by ICCAT concerning the trade sanction against St. Vincent and the Grenadines No specific activities were carried out for St. Vincent and the Grenadines. The Commission may wish to consider whether this measure is necessary, in light of the various developments in capacity-building.
