Greetings,
Welcome to the 46th Annual Pennsylvania Black Conference on Higher Education. The 2016 Annual
Conference: “Examining Institutional Barriers Towards Inclusion and Success in Higher Education: Where
Are We Now & Where Are We Going?” will be held from Thursday, March 3 through Saturday, March 5 at
the Embassy Suites Philadelphia Airport.
Forty-five years ago, K. Leroy Irvis founded the Pennsylvania Black Conference on Higher Education to
examine the impact of state and federal educational policies on persons of color in Pennsylvania and
advocate for greater access for minority students, faculty and staff. This year's theme, “Innovations in
Higher Education: The way forward for a diverse student population”, explores new initiatives and
strategies that have been implemented in recent years within our nation’s colleges and universities, as well
as innovations on the horizon, and how such innovations will impact minority students. PBCOHE is
seeking to learn from faculty, staff and graduate students whose work examines what forces currently shape
the landscape within higher education. These may include changes we anticipate to these forces in the
coming years, and how minority students might benefit from or be hampered by recent and anticipated
changes and innovations involving recruitment and retention efforts, advancements in technology and online
learning, and national or local educational policies among other areas.
Since 1970, PBCOHE has given thousands of dollars in financial support to worthy students through its
scholarship program. Moreover, PBCOHE provides ongoing opportunities for minorities in higher
education to pursue their professional, social, and personal development. We are a not-for-profit, (501)(c)(3)
organization and a Pennsylvania professional association whose purpose is to ensure that African Americans
and other underrepresented groups have access to higher education in the Commonwealth.
The PBCOHE 46th Annual Conference will be hosted in Philadelphia, Pennsylvania. As the home of the
Liberty Bell and Independence Hall, Philadelphia serves as the ideal setting for examining how student
progress is enhanced or inhibited by educational policies and practices. This conference will provide
attendees with a rich opportunity to explore the myriad of issues related to ensuring student success. Please
join us as we celebrate forty-six years of service and scholarship.

Organization History
The Pennsylvania Black Conference on Higher Education was established, in
1970, by the Honorable K. Leroy Irvis, who was at that time, the Minority
Leader and Speaker of the Pennsylvania House of Representatives.
Since 1970, the organization has been examining the effect of state and
federal educational policies on persons of color in Pennsylvania. In addition,
PBCOHE has given thousands of dollars in financial support to worthy students
through its scholarship program.
Moreover, PBCOHE provides ongoing
opportunities for minorities in higher education to pursue their professional,
social, and personal development.
The Pennsylvania Black Conference on Higher Education, Inc. (PBCOHE) is an
organization made up of Black professionals from the public and private
sector, education, business, social services, law, and government, who have a
deep commitment to improving and ensuring the education of Black and
Latino-American students.
In addition to advocating for policies and issues in higher education, PBCOHE
provides support and professional development opportunities through its
scholarship program, the Annual Conference, and the Journal of the
Pennsylvania Black Conference on Higher Education, Inc.

Airport and is a fantastic base for leisure guests wishing to explore Philadelphia. Sports fans will be
delighted at the proximity to the homes of some of Philadelphia’s pro baseball, football, ice hockey and
basketball teams, as well as the nearby sport and recreation complex. Visit downtown Philadelphia and
enjoy the array of shopping, dining and entertainment attractions. There are several museums, as well as
the famous Penn's Landing, where the state's founder was rumored to have landed in 1682. Visit the
quaint Independence Hall, marvel at the collection at the Philadelphia Museum of Art, or explore the
Academy of Natural Science.

GROUP RATE
$129.00 for a king room and $139.00 for a double room. Added to guest room rates will be applicable
state and local tax, currently 15.5%. Free parking available.
CHECK- IN/CHECK-OUT
Check-in time is 4pm and check-out time is by 11am. Guests arriving prior to 4pm will be
accommodated as rooms become available. The front desk will arrange to check luggage for those guests
arriving early when rooms are not available.

Call for Proposals
Forty-five years ago, K. Leroy Irvis, the first African American Speaker of the Pennsylvania State House of
Representatives, founded the Pennsylvania Black Conference on Higher Education (PBCOHE). The purpose of PBCOHE
is to examine the impact of state and federal educational policies on persons of color in Pennsylvania and to advocate for
the postsecondary access and success for minority students, faculty and staff. This year's theme, “Examining Institutional
Barriers Towards Inclusion and Success in Higher Education: Where Are We Now and Where Are We Going?”, explores
new initiatives and strategies that have been implemented in recent years within our nation’s colleges and universities, as
well as innovations on the horizon, and how such innovations will impact minority students. PBCOHE is seeking to learn
from faculty, staff and graduate students whose work examines what forces currently shape the landscape within higher
education. These may include changes we anticipate to these forces in the coming years, and how minority students might

In line with the Pennsylvania Black Conference on Higher Education mission and the desire of K. Leroy Irvis to ensure

most talented (6) undergraduate and (1) graduate African American students in the Commonwealth. We invite

the address on the application on or before Friday, January 8, 2016.

3.0 or above grade point average.

The W. Terrell Jones Educational Equity Scholarship (1)
ALL of the criteria listed under the K. Leroy Irvis Scholarship category and:


Evidence of work and/or volunteer service in the area of educational equity.
Essay in no more than five typewritten, double-spaced pages on “Why I Should Receive the W.
Terrell Jones Educational Equity Scholarship.”



Earned six graduate credits/hours of study (minimum)
Essay in no more than five typewritten, double-spaced pages on “Why I Should Receive the John S.
Shropshire Graduate Scholarship.”

ALL the criteria listed under the K. Leroy Irvis Scholarship category, with special emphasis on the student’s
leadership skills and academic record, and:


Must have attended the Robert D. Lynch Student Leadership Development Institute (SLDI).
Essay in no more than five typewritten, double-spaced pages on “Why I Should Receive the Robert D.
Lynch Leadership Scholarship.”

The Esther-Jafari Haymon International Student Scholarship (1)
The successful recipient of this scholarship must meet the following criteria:







Valid registration at a college or university in Pennsylvania as an International Student.
Outstanding Scholarship.
Be at least in sophomore year of matriculation.
Student must demonstrate leadership skills and participation in co-curricular activities.
Three letters of recommendation are required. One of the three letters of recommendation MUST
come from a Director and/or Advisor of International Students.
Essay in no more than five typewritten, double-spaced pages on “Why I Should Receive the Esther
Jafari Haymon International Student Scholarship.”
Brief bio sketch and photograph (Photo for program booklet).
