Charged by Monroe County Sheriff’s Deputy Dennis Graham with pos- session of meth for resale, possession of Schedule II hydrocodone, and possession of unlawful drug paraphernalia was Rodney Sherald West, 52, of Creek Road, Tellico Plains. (SeeTwo pg 8) her death earlier this year, the only director - of the dispatch facility that has been an integral part of the emergency response of the county for the past quarter century. Hitson’s family, city and county officials, former and current dispatchers, and longtime friends gathered shortly after noon to honor Hitson with new signage on the annex and a dogwood tree memorial outside her office that was underwritten by the 911 dispatchers and employees. “I had the honor of working with Clara,” said new Director April White. “She started out as director in a basement hole and because of her vision and work we are here today and it’s all because of her. I have big steps to fill.” Board chairman Boyd Curtis recalled the beginnings of the center in 1990. “A referendum passed for development of 911 in Monroe County,” he said. General Manager Jarrod Brackett said the three-county electricity provider was considering at a plan to eliminate the need for customers to make a deposit, using a “pre-pay” plan in which co-op members could choose to avoid a deposit, a possible option that was still under study. “People today are watching where their money goes,” Brackett said. “We are becoming more and more the same in the utility industry.” He said he had just attended a National Rural Electric Cooperative Association meeting, which was “very focused on environmental concerns.” “Solar power will be something people will be considering more fully,” he said. “TVA is considering the removal of funds from its Green Power Initiative, the incentive for people to use solar power.” TVA was also reworking its formula on how pole attachment was assessed. “It will be based more on total pole value,” Brackett said. One concern is next year’s budget, he added, for which projected sales tax revenue was reduced from $66 million to $64.5 million. Adjustments had been made regarding plant expansion. “We’ve had mild weather of late,” Brackett said. Regarding next year’s budget, board members learned the utility had purchased a large and a small bucket truck for $415,000. Chief financial officer Mike Webb provided his monthly report, calling cash as “pretty stable right now.” The utility had a positive net income for the month. Kilowatt sales came to slightly more than $39 million compared to $38.9 million a year ago. For the calendar year 2015, expenditures were 83.26 percent while revenues were 86.74 percent. The board approved Webb’s report. The board also accepted the report of bad debt for July, which came to $8,262.35 and stemmed from 49 accounts. The board had 382 new members in October and Webb pointed out that the utility had signed up 132 customers since the calendar year started. The utility has moved over to Blue Cross/Blue Shield for employee insurance, Brackett said, praising administrative and human resource manager Lisa Lingerfelt for her work on the transistion. Policy revisions were approved, following work by an ad hoc committee. The board met earlier than usual after joining employees for a Thanksgiving luncheon. The next meeting will begin at 5 p.m. on Thursday, December 17. We had no idea of what 911 was but knew we had to hire a director and we took applications. We interviewed four people and among them was Clara. She turned out to be the unanimous pick of the board. Because 911 was new, we as a board literally threw her to the wolves.” Curtis detailed how the center was in development in 1991 and went live in 1993 at the old Civil Defense building off Niles Ferry Road. Headquarters were in a rude basement that leaked and was run down and from there Clara hired and trained her people for 911 dispatching. “Clara had a dream of getting into a proper center,” Curtis said, “ and she did, but her dream wasn’t finished. Four years ago, she started working on an expansion of this facility and oversaw design, blueprints, and funding to get this annex built. And we now have some of the best equipment, the best people, and the best dispatchers in Tennessee.” Curtis called Clara “a good friend” and someone he trusted, and a person he could talk to. “This is Clara’s building,” he said. “And her favorite thing was dogwood trees.” Clara’s oldest son, Robin, said his mother valued “integrity, hard work, and trust.” Brian, her second son, said the family watched her give her “heart and soul” to the 911 center and its operation. “There are two kinds of leaders,” he said. “There are leaders as runners. And there are leaders who are builders. Runners run things that already exist. Leaders build something that has never been built before, and my mother, Clara Hitson, was a builder.” The dedication ceremony attracted former County Mayor Watson and Tellico Plains Mayor Patrick Hawkins, Hawkins’ father and County Commissioner Harold Hawkins, County Commissioners Wanda Alexander and Richard Kirkland, Road Superintendent Steve Teague, who offered the opening prayer, Sheriff Tommy Jones, the director of the McMinn County 911 Center, former County Commissioner David Cleveland, attorney Doris Matthews, two 911 employees who were with Clara from the beginning, Jayson Johnson and Faye Black, members of the 911 board, and Hitson’s nu- merous children and grandchildren, and other members of the community. Charged by Madisonville Police Patrol Offer Wes Martin with theft was Timothy Neal Masteller of Corntassel Road, Vonore. Martin said he responded to the Walmart just after 6:30 p.m. and met Masteller coming out the exit of the business. Masteller had passed all points of entry and speaking with Martin admitted to stealing a set of screw drivers, forceps, a hatchet, and a Zippo lighter set. The items totaled $45.14, Martin said. Graham said he executed a search warrant at West’s home shortly before midnight, finding West with other individuals. West said he had meth inside his home and Graham found multiple baggies of the substance, a white pill, and digital scales. One bag of the suspect meth weighed 29 grams, said Graham, and another weighed four grams. West said meth sales were his only income. Inside West’s wallet was $433. Dills had meth on him as well, said Graham, who noted the weight was 0.5 grams. A third man, Jacob Williams, was taken into custody on an active warrant, said Graham.
