Every year is defined by unique accomplishments, challenges and opportunities. In many
ways, 2014 is defined by the combined realities of previous years: the economic recession, dramatic and ever-evolving changes in the delivery of mental health and human
services, managed care, significant cuts in government funding, and the growing poverty and
inequality for many families right here in Westchester.

The past several years have provided WJCS with a chance to strategically and diligently
work toward achieving a sustainable “new normal” as we uncompromisingly fulfill our
commitment to providing the highest level of care to Westchester residents. The strength
of our agency and its past and current practices have given us a strong platform to
continue to confront and even embrace change. New, more efficient models of service
delivery have been studied and implemented. We continue to reinforce a person-centered
approach to involving individuals in their direct care and the use of volunteers, consumers
with lived experiences, and nurses as key providers of service.
We again express sincere gratitude to our outstanding staff, generous Board of Directors,
volunteers, family, school and other non-profit partners, and our individual, foundation,
corporate and government supporters. We could not do our work without you.

their communities, individuals confronting mental illness, children and families challenged by

erhaps the single biggest impact on WJCS in 2014
was the pace of change in government healthcare
funding. Reduced funding for most programs and
shifting to a managed care environment resulted in daunting challenges for the agency. Despite the impact, WJCS
implemented new initiatives, acquired new grant funding
for key programs and made enhancements in other areas that allowed the agency to continue delivering leading-edge services that strengthened the lives of more than
20,000 Westchester residents.
The Young People Achieve program for pregnant and
parenting teens expanded its program to Peekskill High
School and hired a new bilingual social worker to serve the
burgeoning Spanish-language population.

Community residential services also focused on quality
of care, adopting a person-centered, outcome-oriented
approach in its training to better serve WJCS residential
clients. Several individuals who had identified goals they
wanted to achieve were given dedicated support to learn
new skills, find jobs and become more independent.
The WJCS mental health clinics continued to be the
largest provider of out-patient mental health services
in Westchester, serving 3,280 clients, a slight increase
from 2014. Focusing on quality of care remained the
mantra and several efficiency improvements were
implemented through consultation with MTM Services,
a best-practices consulting firm.
Among the most notable improvements in delivery of
mental health services was the elimination of client
waiting lists — a major accomplishment, since most
clinics in the county (including WJCS) historically have had
prohibitive waiting lists. Now, most WJCS clients are able
to be seen within one week of their call for an appointment. The clinics also rolled out a centralized scheduling
system that enabled clinicians to spend more time on client
care and less on administrative tasks.
The social clubs, an important mainstay of mental health
recovery, were restructured, made more contemporary
and now employ people who feel comfortable sharing
Center Lane experienced enormous growth, serving
37 percent more LGBTQ youth, especially from the central and northern areas of the county. Its parent group
tripled in size, and partnerships were established with
Mosaic of Westchester and J-Teen Peer Leadership to
offer peer-led anti-bullying training for Westchester
middle and high school youth. Center Lane also increased
community education programs to further foster awareness of LGBTQ issues.
The Parent-Child Home Program with funding from the
Reader’s Digest Foundation added Mamaroneck to the list
of cities where low-income parents with pre-schoolers are
receiving early literacy and parenting skills training to keep
kids on track for school success, and the program added
more families to the roster in Mt. Vernon. In Mt. Vernon
specifically, providers reported that the program provided
valuable knowledge and tools for stimulating language
development in young children. In another evaluation
also conducted by WJCS’ research department, academic
grades for children in Peekskill who participated in WJCS’
school-based mental health clinics improved by 80 percent
as did their classroom behavior.
Expansion was the descriptor for many of the other WJCS
programs, particularly for children and youth, 7,000
of whom were served. The Off the Street after-school
program at Hamilton Elementary School in Mt. Vernon
won its largest grant of $870,000 for five years from the
State and expanded from 85 to 125 students served five
days a week. For the first time, the program partnered
with Westchester County to pilot a STEM initiative for 5th
& 6th graders and collaborated with Cornell Cooperative
Extension, Mercy College graduate school and Backyard
Sports to increase the enrichment and academic components of the program. A new thrust also deepened parent
engagement in the two after-school programs, with more
than 100 joining the PTA at Edward Williams Elementary.
POINT, the independent-living program for young adults
with disabilities, marked its eighth year of operation, supporting 42 participants in apartments in White Plains.
The Academic and Career Support Program at the Mary
J. Blige Center for Women and Girls also retooled to meet
requirements for the Test Assessing Secondary Completion
high-school equivalency test and a new internship program prepared students for first-hand work experience.
The younger girls participated in a Summer Academy in
partnership with Sarah Lawrence College and learned life
skills and positive motivation to help them achieve personal success.
The Youth Mental Health First Aid Program launched early
in 2014 in collaboration with the Westchester County Department of Mental Health grew significantly. It is aimed at
providing non-mental health professionals with the skills
and knowledge to assist youth who may be experiencing
a mental health challenge or crisis. Through funding from
UJA Federation, the Jewish Programs department offered
the eight-hour course at day schools, synagogues and
Jewish Community Centers throughout the county.
Adults and seniors also benefited from expansion of,
or new, services. The adult care management program
increased staff to assist seriously ill individuals in living
healthier lives in the community, decreasing their time
in hospitals, emergency or other medical facilities. For
clients eligible to reside in nursing homes, but who chose
to live elsewhere, the expanded nursing home transition
and diversion program enabled 20 individuals to do so
with support from WJCS service coordinators and home
health aides. And seniors in White Plains, Hartsdale and
Eastchester who wanted Kosher meals delivered now have
the same benefit previously offered only in Mt. Vernon.
The Town of Cortlandt also turned to WJCS for geriatric
care management services and residents began receiving
information and referral services, in-home assessments
and aid with programs that enable them to “age in place.”
Some WJCS facilities also expanded: the Taft Community
Center in downtown White Plains that serves as an activities center for people with autism and intellectual and developmental challenges added an additional 400 square
feet of space that now accommodates more simultaneous
events. The Yonkers mental health clinic, the largest clinic
and one serving a largely under-resourced community, underwent a major renovation and now has more space to
better meet needs of clients and staff.
Funding continued to be a challenge and focus for the
agency, but the WJCS Gala raised a record $650,000 and
featured a new component, “Give for Good,” an auction
that produced $80,000 to support four specific WJCS
programs. For the first time the agency also participated in
#Giving Tuesday, the global day of giving back.
Again in 2014, WJCS enjoyed support from numerous
donors as well as 400 volunteers who contributed thousands of hours that enabled the agency to meet its clients’
needs and prepare for a future of continued change.

Carolyn Murphy, LCSW, director of Family Matters and Care Coordination, leads a team of 20 in
delivering WJCS’ mobile mental health services for children with serious emotional disturbance and
oversees the care management program for adults with serious mental illness. She manages with
sensitivity, compassion and intelligence and always works to develop staff and meet complicated
client needs.

Gloria Wright, a personal care aide with WJCS since 1980, is described as a caring, committed
caregiver that brings sunshine in the door. She is dedicated and dependable and says it’s an honor
to have her clients’ trust.
SPECIAL RECOGNITION
Louise Challop, Livable Communities coordinator, was hailed for her work with Town of Greenburgh West Central
Livable Communities.
Mary Figueroa, community engagement specialist for the After-school Academy, was recognized by Westchester County
Board of Legislators for her longstanding commitment and dedication to the Mt. Vernon community.
Stephanie Roth, Kids’ Kloset director, and the program were lauded by J-Teen Leadership, an organization dedicated to
empowering and inspiring Jewish teens from all backgrounds with leadership training, core Jewish values and community
service.
