Covering just under six square miles, it has a vibrant and active population of more than 206,000 (2011 Cenus) and a thriving local economy. Islington has some of the poorest and richest households in the country, sometimes in the same street. There are Georgian squares and award-winning parks and it is home to famous names such as Sadler’s Wells, the Business Design Centre and Arsenal Football Club. Visitors come in large numbers to enjoy its unique markets, shops, restaurants and other attractions. Islington has traditionally been a home for people from all over the world. Minority ethnic communities make up approximately a quarter of the population and between them the borough’s school children speak over 115 languages. With its distinct character and lively atmosphere, Islington is a place where people want to visit, work and live. More information about Islington and our plans can be found on the council’s website www.islington.gov.uk 5 ABOUT ISLINGTON Adult Social Services in Islington Adults Social Services is managed by the Corporate Director for Housing and Adult Social Services along with all housing functions. This allows us to address cross-cutting issues of housing and support. The Council gives a high priority to supporting vulnerable residents and provides services to people with moderate levels of need. Islington also commissions a range of preventive services in the community, usually from voluntary sector groups. We currently support approximately 3000 people in their own homes and 700 in residential or nursing care. We are proud of our achievements. We have large numbers of people with a personal budget. We have a comprehensive programme to address the needs of young people moving into adulthood. We have recommissioned services for carers so they are available in a variety of community venues and GP surgeries. We have significantly invested in learning disability services. Our joint arrangements with local NHS organisations are very strong. Islington does have specific challenges which the new Director will need to address: yy Further improvements in prevention and care pathways so that outcomes can be maintained and improved despite financial pressures yy Commissioning appropriate support for the high numbers of people with mental health problems in Islington yy Bringing people home to Islington from out of borough placements yy Delivering Integrated Care jointly with NHS partners yy Ensuring we have high quality commissioned services for older people in Islington yy Ensuring we increase the number of older people who receive a direct payment. 6 ABOUT ISLINGTON About Islington Council The council employs approximately 4,275 staff, based at various locations across the borough, in five directorates: Children’s Services, Chief Executive’s Department, Environment and Regeneration, Finance, and Housing and Adult Social Services. Islington is divided into 16 electoral wards, each of which is represented by three councillors who are elected to the council every four years. The current political make-up of the council is : 1 Independent, 11 Liberal Democrats and 36 Labour councillors. The full council meets about six times a year to decide the budget, and major policy issues and plans. The council has an Executive group of councillors from the largest party, each of whom is responsible for an area of council activity and, with the Council Leader, they make most of the other decisions. A forward plan listing all the key decisions to be taken in the next four months is published on the council’s website at www.islington.gov.uk/democracy. Decisions of the Executive can be ‘called in’ by councillors to the Policy and Performance committee which can take a second look at them before they are implemented. All decision-taking meetings are held in public. 7 ABOUT ISLINGTON Budget In 2013/14, Adult Social Services set a net budget of £84m, with a gross spend of £111m. The number of staff employed by the department is 628. A breakdown of the budget by division is shown below. Division Gross Spend (£m) Income (£m) Net Spend (£m) Adult Social Care 35 7 28 Community Services 43 15 28 Strategy and Commissioning Resources 28 5 23 5 0.2 5 111 27 84 Since 2010/11 Adult Social Services has delivered savings of £17m and is expected to deliver a further £2.8m in 2013/14. There has however been allocation of contingency funding for demographic growth in older people and people with a learning disability. We are currently planning how we can meet savings targets in future years, but there is no doubt that it will be a challenge to do so, with some difficult decisions to be made to deliver a balanced budget. 8 ABOUT ISLINGTON Corporate management structure CHIEF EXECUTIVE Director of Public Health Corporate Director of Children’s Services: yy Public Health Services for Islington and Camden Councils yy Targeted and Specialist Children and Families Services yy Strategy and Commissioning yy Schools and Young Peoples Service Chief Executive’s Office Corporate Director of Housing and Adult Social Services: Corporate Director of Environment and Regeneration: yy Adult Social Care yy Planning & Development yy Housing yy Strategy & commissioning (joint post with NHS Islington) yy Public Protection yy Public Realm yy Community Services Corporate Director of Finance & Resources: yy Digital Services and Transformation yy Financial Operations and Customer Services yy Financial Management yy Service Finance yy Property & Procurement yy Internal Audit Assistant Chief Executive Governance & HR Assistant Chief Executive Strategy and Community Partnerships yy Legal services yy Communications yy Human resources yy Community safety yy Democratic Services yy Partnerships & Employability yy Strategy, Equality & Performance 9 ABOUT ISLINGTON Adult Social Services structure Sean McLaughlin Corporate Director of Housing & Adult Social Services Learning & Development Manager 10 n H Re ead ha of bi lit at io n In M com M axi e an m ag isa er tio H Sa ead fe o gu f ar di ng S M ervi Le an ce Di arn age sa in r bi g lit y C M are an Se ag rv er ice s H Co ead m of m J iss oin io t nin g Director of Operations Integrated Care & Acute Medicine Whittington Health A Di sso In re cia Co teg ctor te Se m rat rv mu ed ice ni s ty Service Director Adult Social Services A Di ssis S re ta Co trat ctor nt m eg m ic iss io nin g Director of Commissioning Islington CCG ABOUT ISLINGTON Assessment and Personalisation structure Assistant Director Assessment and Personalisation Service Manager Access and Occupational Therapy Service Manager North Ongoing Support and Review Sensory Service Service Manager South Ongoing Support and Review Direct Payments 11 Project Lead Personalisation Project Lead Single Point of Access JOB SPECIFICATION Copy of advertisement H P Date: 12 April Revise: 12 april Size: 210x158 DAM/SET Op: LES 2: am AH: Lucy eSend: 292922 Pub: The Guardian PLEASE CHECK SIZE IS CORRECT 1008030 Islington 210 x 158 16:36 Fri, 12 Apr 2013 Assistant Director, Assessment and Personalisation £68,475 - £80,748 PA REF: SSA/2833/ST Islington is an exciting place to live and work and brings large numbers of visitors to its unique markets, shops, restaurants and other attractions.
