Our history
Welcome
Eva Tilley is an independent, not-for-profit
residential home established by the local
community for elderly citizens.
It has a community appointed Board of Governance
who work in a voluntary capacity. Membership of
the Association is encouraged.
During our 50 years of operation we have
established a strong reputation with professional
health services and the community and are
renowned for our excellence in care.

Eva Tilley Memorial Home grew out of the
Camberwell Benevolent Society’s desire to provide
a home for the elderly people of Camberwell
within their community back in 1953.
It was while planning to launch a public appeal
to build the home that Mrs Eva Tilley, OBE a great
humanitarian and member of the Society for 30
years, died at the age of 72. And so, the decision to
name the home in her memory was made.
Our philosophy
Our staff, Board and volunteers believe that
Eva Tilley should be a home for all – where each
resident is treated with warmth, care, dignity
and respect.
We are committed to offering the quality of care
that we would expect for our own family. Each
member of our staff is genuinely dedicated to
delivering excellence in nursing and personal care
whilst also encouraging personal independence for
residents and respecting their individual rights.
Our commitment extends to ensuring that residents
maintain their links with their community and as
an organisation, integrating our activities with our
local community is simply part of everyday life at
Eva Tilley.

President and Chief Executive
Officer’s Report
We commence our report by expressing
how very proud we are of our dedicated
team of staff and volunteers. It is really
important that our residents are supported
and comforted in the knowledge that their
needs and expectations are met, so they can
relax and enjoy their home at Eva Tilley. Our
wonderful team of volunteers continues to
enrich the lives of our residents in so many
ways and provides great support to the staff.
Our main focus during the year has been to
implement high care and introduce Ageing in Place
for our low care residents. Ageing in Place allows
residents to stay at Eva Tilley when their care
needs increase. The challenge of these programs
is to ensure we continue to maintain a high level
of quality care and services whilst increasing and
monitoring the skills, knowledge and levels of
our staff according to the changing needs of the
residents.
Last year we again achieved three years of
accreditation, a great result for the organisation
with congratulations to all the team. Accreditation,
along with our education and training program,
continues to provide a firm basis for our reputation
as an Employer of Choice and is also a significant
advantage in recruiting and retaining staff.

It has been wonderful to see couples moving in,
sometimes together in our spacious double rooms,
or as determined by their care needs, in different
areas of the home. It has also been encouraging to
see many residents and their families and friends
spending time together, whether it be enjoying a
cappuccino at “Tilley on Burke” or joining in on
the many activities and events held throughout
the year.
The Board has remained consistent over the past
year and we enjoy the strength of their continued
commitment to Eva Tilley.
Residents and their families have the opportunity
to attend regularly scheduled Resident Meetings
throughout the year to discuss topics including
recreational activities, clinical care and catering.

The year has been a successful one, and we look
forward to consolidating our care and services
next year. We extend our sincere thanks and
appreciation to the Board Members, the Senior
Management Team Elena Snow and Sharelle Rowe,
staff and volunteers, who have contributed in
making Eva Tilley a happy, safe and supportive
home for our residents.

Throughout the year we received, and
acknowledge, the generous support of certain
philanthropic trusts and donors. With the fantastic
efforts of our Board Community Committee and
staff, funds raised have been used to purchase
equipment, including a bus, for resident use. Our
website has undergone enormous change with the
assistance of philanthropic funds and many hours
of work, resulting in a welcoming and informative
introduction to Eva Tilley.

Treasurer’s Report
Following the successful completion of the building redevelopment program in 2012,
the focus of the Business and Audit Committee was to advise in achieving full resident
occupancy (maximum 120) and staffing to ensure a high level of resident care was
maintained at Eva Tilley.
This transition period was, in a financial sense,
difficult but achieved without interruption to our
high standard of resident care. To achieve this
outcome a deficit of $1,007,039.00 was incurred.
Despite the deficit, the financial position of Eva
Tilley remains sound and supported our decision to
cancel a line of credit which had been established
to support us through the transition period.
During the 2013/14 financial year it is expected we
will return to a breakeven financial result.
I thank fellow Committee members Carol Toop,
Pam Baker and Ian Leckie for their valuable
contributions and the management team for their
support during the year.

Compliance with the risk, governance and
prudential requirements of Eva Tilley were also
overseen by the Committee and it is pleasing
to report no breaches were identified. During
2013/14 the Committee will monitor the Living
Longer Living Better government reforms which are
expected to be implemented during the year.

Clinical Governance
Committee Report
The Clinical Governance Committee is a new committee developed out of the Services
and Operations Committee. The Board approved terms of reference for this committee in
December 2012.
In accordance with the terms of reference the
Clinical Governance Committee has oversight
of quality of clinical care, clinical operations,
regulatory compliance including the Aged Care
accreditation standards, continuous improvement,
risk management and consumer feedback.

The committee meets on a monthly basis with the

on – Fire and Emergency procedures – what to do

Sessions are conducted by facilities educator and
external contractors, as well as staff attending
workshops offsite.
Mandatory education is conducted each year in the
areas of – fire and emergency, infection control,
manual handling, food safety and CPR.
Education and training conducted over the last 12
months include – dementia, pain management,
wound management and products, first aid,
diabetes, chemicals, palliative care, enteral
feeding, continence care, skin integrity, medication

At each meeting the committee reviews and
discusses a range of activities and reports. The
key report is the Clinical Governance report that
contains information extracted from the MANAD,
Eva Tilley’s clinical information system. The clinical
governance report provides information on: Facility
Feedback (Complaints and Suggestions), Hazards,
Occupational Health and Safety, Adverse Events
(falls, medication errors, skin integrity and wounds,
infections).
The clinical governance committee also review the
Lifestyle Program, Continuous Improvement items,
Accreditation and Regulatory Compliance, Staff
Education and feedback from Resident Meetings.
A broad range of activities has been undertaken to
evaluate Eva Tilley’s performance in those areas
listed above and
to identify opportunities to improve the care and
safety of our residents.
I thank the Committee members and the Eva Tilley
staff for their commitment to quality care and
continuous improvement.

An extensive education/training program is developed each year at Eva Tilley Memorial Home.
Staff have the opportunity to attend a wide range of education sessions and workshops both
internally and externally and also receive information flyers regularly.

Community Committee Report
2013 has been another busy year for activities.
The Community Committee consists of Board Members; Pam Baker, David Cheney, and Arthur
Reuss and Margaret Smith, OAM (Chair). Kaye Brown and Sharelle Rowe are representatives of
the management team.
We have made lots of positive changes including
recruiting new volunteers, offering a wider variety
of activities, enjoying the lovely building and
surrounds and getting out and about to the greater
metropolitan area in both of our buses.

Some of the fun and engaging activities we have
added to the program this year include regular
afternoon tea for new residents, hosting early
childhood playgroup sessions, evening slide shows,
scrabble groups and corridor cuppas. In addition,
Our Kiosk is now open four days per week. We
are also trialling creating some life storybooks in
Balwyn Rotary House in collaboration with a group
of high school students.
We are looking forward to an exciting time coming
up to the Christmas period and welcome offers of
assistance or feedback at any time.

• Fundraising for specific projects as directed by
the Board;
• Reviewing and developing public awareness and
relationships with external parties;
• Promoting Eva Tilley through marketing, publicity
and communications;
• Assisting the development and maintenance of a
new Eva Tilley website;
• Production of an annual report and other
publications as required;
• Promotion of membership and a volunteer base.
This year, the development of a new website has
been one of the main focuses of the Committee’s
attention and we were delighted with the final ‘live’
site that reflects a very vibrant Eva Tilley, providing
caring with dignity.
We would particularly like to thank Deb Burnett,
Steve Kranitis, Melanie Faith-Dove and Grant
Day James who contributed significantly to the
development of the website and annual report. This
support kept our costs to a minimum.
Through a number of fundraising efforts and much
appreciated contributions by the Marian and EH
Flack Trust, William Angliss (Victoria) Charitable
Trust, RACV Charitable Trust, Robert C Bulley and
Charitable Trust, we were able to purchase a
number of much needed items. These included
a new kitchen oven, special purposes mattresses
(pressure relief), a refurbished second bus for
residents – fitted with appropriate lifts, and other
smaller items.
Having delivered the website, the Committee has
now shifted its focus to a promotional brochure
and banner which will be available early in 2014,
along with memorial envelopes.
I thank the Committee Members for their
dedication and enthusiasm.

We welcomed two new staff into the activities
department this year – Dora and Joanne. We
were saddened to farewell Wilma who has retired
from her role as craft extraordinaire. We have
been delighted to work with Sarah, an art therapy
student from La Trobe University who the residents
enjoyed getting to know trying out some art
therapy techniques.

Carmen

She moved into Eva Tilley in 2011, where her
mother also lived. Carmen was also a Balwyn local
and she is very well known to the area. She still
has all of her community connections and is a
very hard woman to catch. She is always out and
about or attending activities at Eva Tilley, and loves
the Friday afternoon indoor bowls and karaoke
session. Carmen can be heard shouting the Eva
Tilley war cry and is famous for her calls to 3AW’s
Bruce & Phil in the wee hours of the morning.
Carmen is regularly heard telling them all about the
wonderful staff and happenings at Eva Tilley. She is
a jovial and positive person who is loved by all at
Eva Tilley.
Oscar
Oscar was born in Transylvania on August 29th,
1913 and grew up in Budapest, Hungary.
Tilley on Burke
He studied in Budapest and in Amsterdam and was
a textile engineer. Upon arriving in Australia, he
worked for Kayser and Holproof at the very start of
the transition from stockings to panty hose.
“Tilley on Burke” is the resident kiosk, which
is open three mornings a week and a Friday
Oscar met Elizabeth in Hungary briefly but came
to Australia as a single man. He wrote to her often
and eventually she came out to Australia and they
married in 1955 at Sacred Heart Church in Kew.
Elizabeth and Oscar bought a home in Liddiard
Street Hawthorn and later in Urquhart Street,
Hawthorn, where they had two sons, Robert and
Ronald. Oscar worked hard in Australia and lived a
very comfortable life, as he had been accustomed
to in Hungary before the first world war.
Oscar can still understand many of the languages
that he has spoken through his life including
English, Hungarian, Dutch, Romanian, German,
Russian, French and some Spanish. He has always
been a very learned man and maintains his interest
in global affairs and politics to this day.
Knitting Group
2013 marks the fourth year running for the
Thursday Afternoon Knitting Group at Eva Tilley. We
regularly have up to 20 people meeting to discuss
project possibilities, select colour combinations,
create and finish items and decorate them.
The emphasis is on discussion and communication,
creativity with crafts and importantly, fun and
laughter. Residents who don’t knit also drop by for
a chat and to watch our work in progress.
Projects range from smaller items such as toys, tea
cosies and accessories to larger projects such as
knee rugs, many of which have been donated to
the stall on the Annual Open / Family Day.
It has been lovely to hear residents’ families are
asking them to make items. We have purchased
tags so we can attach the residents’ name before
the gift is given.
We are thrilled to have a new volunteer join us –
Anne Smith, who has been an inspiration to Janet,
Lesley, Gillian and Heather.

afternoon. The volunteers in the café; Jo Ann,
Colleen and Mary do an amazing job. The coffee
machine and the volunteers make a great
cappuccino or latte; there is always a large
variety of goods in stock and plenty of nifty gifts
to purchase at Easter and Christmas each year.
The knitting group help stock the kiosk with that
special gift. The kiosk is very popular amongst our
residents especially those who may have a sweet
tooth.
