A Letter from the Directors
Dear Participants and Sponsors:
This year we are celebrating our 10th year as a charity fishing tournament.
It seems like only yesterday when Steve and Cheryl Roy started the Custom
Shootout to raise money for the September 11th victims. Since that first
tournament on a cold day in January of 2002, we have also raised and
donated money to the Leukemia and Lymphoma Society, the Red Cross,
Susan G. Komen Breast Cancer Foundation and other well known charities.
When we put together highly talented custom boat builders with their clients
that have gone through the boat building process and developed a true
friendship along the way, we have the two perfect ingredients for a special
tournament. Setting the event in motion at Harbour Island makes it even
more special. And when the fishing is over we’ll all have helped many
people with the contributions that are made.
Tina and I run this event because we were given a chance to give back. But
we couldn’t be successful without the participation by so many caring
individuals! This is “your” tournament: the builders, the owners and the
crews. To see so many of you enjoy this event and then to donate the
proceeds to help people who really need help is PRICELESS.

2011 TOURNAMENT RULES
2011 SCHEDULE OF EVENTS
Tournament Format: The Custom Shootout is an
“Honor-System” format governed by the rules set forth
by the Tournament Committee. The format is intended to
generate team strategy, sportsmanship, and fun for all.
WEDNESDAY MAY 11TH:
3pm-6pm: Open House on certain boats at

Anglers: Up to 4 anglers permitted/boat. ll anglers
must be registered prior to the start of the
Tournament.

No paid Captains or crew can be an angler. paid
within the past three years

Fishing Days: Thursday, May 12th, Friday, May 13th,
and Saturday, May 14th. ll boats must register at
marina on or before May 11th.
4.
Fishing Hours: 8am to 4pm. Boats may leave the
marina at daylight. Boats must check in the marina
each evening. Fishing hours per schedule at registration.
5.
Fishing Boundaries 60 mile radius from alentines
Marina. Use your GPS numbers at the dock to abide.
6.
International Billfish Tournament Guidelines will
apply. See enclosed documents. Maximum line to
be used 130 lb.

system tournament. Each boat is responsible for his/

Tournament Committee no later than 6 P.M. the day

A Tribute
to Stuart’s
Rich Scheffer

In the ten year history of the Custom Shootout, Rich
Scheffer’s boats have won three Custom Shootouts including
the first. One of the first builders on board when the Custom
Shootout was conceived, Rich has been one of the event’s
biggest cheerleaders and behind the scenes organizers.
“This tournament has been such a positive experience. Not only do the
owners enjoy fishing it and raising money for good causes like the 9/11
Fund, cancer and Hurricane Katrina victims but for the friendships
and sharing of ideas that we in the industry are able to do in the
relaxed setting the tournament provides. The more we work together
to improve the boats we build, the stronger our custom boat building
industry becomes.”
Born and raised on the South Shore of Long Island as a youngster
Scheffer dreamed of following in his father’s footsteps until he discovered
he could make more in a day shellfishing than his father did working as a
mate on the top sportfish boats. This led to him building his first fishing
boat in the early 60s.
“We were lucky enough to live on Great South Bay, where I spent a
lot of time digging clams and oysters.” Wanting a boat to shellfish
from, his father bought the materials and Scheffer designed and built a
20-footer that people soon took notice of. It go so that when he wasn’t
shellfishing, he building boats for people. That led to his studying
drafting and mechanical drawing. By then Scheffer realized he enjoyed
the design process and was thinking it might lead to a career. In
hindsight it was great training for becoming a boat builder. “Being able
to put your vision in blueprint form that others can follow has helped
immeasurably since I draw most of my own boats.”
Not only were fishermen taking note of his boat building skills, so were
local builders like Ed Wayne of South Bay Boatworks, who invited
Scheffer to come work for him in the early 70s. Five years later he went
to work for Mattituck Inlet Marina to master yacht finishing techniques
in preparation for a planned move to Florida and hopefully Rybovich
and Sons. Newly married to Gail, he was working at Mattituck by
day and studying business at a local college by night, trying to prepare
himself for a good job at a major yard.
In 1980 he interviewed at Rybovich and Sons and Florida Diesel
and wound up with two job offers. Not wanting to end up in such a
“citified” area, he chose Stuart – a boat building and fishing community
with a small town feel. Scheffer started out at Stuart Yacht Builders but

soon heard about Jim Smith building high performance sportfishing
boats. “In my mind that was a direction I was interested in exploring.”
“Working for Jim was the experience of a lifetime,” said Scheffer, who
soon became a project supervisor. “He had a wealth of knowledge from
racing boats which made him ahead of his time in terms of technological
advances yet he also had an artist’s eye and intuition about bottom
shapes. He is one of the great genius’ in this business. That’s why after he
got sick and the business was sold and I started building boats I named
them Tribute.”
From 1981 until starting Tribute in 1989, Scheffer built seven boats
under the Jim Smith name including the Ms Broadbill, Bushwhacker,
Captivator, Speed Merchant, Knightlines and Tall Cotton. Continuing
the spare, high performance boat building legacy that began at Jim
Smith, his Tribute fleet includes the Alican, Summer Girl, Typhoon, two
Escapades, Mayaca, Byrd’s Nest, two HT Hooks, Double Down and two
Speed Merchants for the late Dick Moroso – a boat that did 55.7 mph,
his fastest ever.
Drawing the lines for that 61-footer, Scheffer could almost hear Smith
telling him, “water is 600 times more dense than air and it doesn’t like
to change direction at 40 knots.” Jim’s point, he said, was that the
curvature you saw on the under belly of a Hatteras or even a Rybovich
in the 1970s was not conducive for going fast. By comparison his
longitudinal bottom sections from amidships aft were always straight
lines.” Whenever he sits down to design a new boat, Scheffer goes
through the same exercise, imagining what direction Jim would be
headed if he were alive today.
The new 72-footer he is completing is perhaps the most personal
boat he’s ever built.
“With the recession, we actually took on building a spec boat for the
first time, which I can honestly say is the first boat I’ve built totally for
myself, which is why subjectively I say, it’s the best boat I ever built.”
Between he and his son Rich Jr. – the graduate electronic engineer that
designed and built the wizardry on the 86-foot Unleashed, “we did not
skip a corner.”
With four staterooms including a captain’s office and tackle room,
three heads and twin C32A’s with 1825 HP each and cabinetry
second to none, this is the boat I plan to buy if I win the Powerball
drawing, said Scheffer.

READS THE RULES

Most fishing tournaments put, “IGFA rules apply” in their tournament
rules. Most boats on which I have been a guest did not even have a copy
of the IGFA Angling Rules or even an IGFA Record Book on board. So
when you need clarification on a rule, the captain has to get on the
radio and call some nerd (like me) who knows the rules.
First of all, the IGFA Angling Rules were designed for anglers to show
sportsmanship to other anglers. More or less for everyone to compete
on the same ‘playing field.’
This year it seemed that, more than ever,
boats got disqualified due to rule violations
or the lack of legible digital photos. Then
there was the one about the mate without a
fishing license who said he had one, but … it
couldn’t be found. DQ.
In Texas, a boat lost a fish at the boat, pulled
the gaff out and the hook pulled or leader
broke. The fish got away. But a few minutes
later, the fish surfaced and the same boat ran
over to the fish, gaffed it again and put the
fish into the boat. They really think that they
caught this fish. Of course they did not know
the rules, but unfortunately, their attorney is
now reading the rules and trying to help
‘catch’ this fish for them due to the amount
of money that was on the line.
Anglers and crew are always trying to get an
advantage; over tournament test line, sonar,
fluorocarbon leaders, sound gimmicks - just
about anything that is not put in print for a
tournament.
When talking to the owners and their crews
on the docks during the USVI Boy Scout
tournament, I have to agree with many of
the captains and owners when it comes to
“too many rules.” This tournament must
have the most rules of any billfish
tournament on the globe.
I do understand the intent of the rules for the Boy Scout tournament.
They want to have an ‘angler’s tournament’ and we all need more
anglers. Especially friends of the boat’s owner that could be potential
boat owners or just someone who wants to fish more often to keep this
business going.
When putting together a tournament these days, it’s the crews that
dictate the rules. They want an unlimited amount of rods and teasers;
anyone can be an angler; live bait; ‘J’ hooks; live chum boats; harpoons
and more.
The purists put together a tournament called ‘The Masters’ - dead bait;
12-lb line; circle hooks and a dead boat while fighting the fish. The
tournament is struggling. The tournament wants to determine ‘who is
the best angler’ by trying to level the playing field. Unfortunately,
nobody wants to fish.
Meanwhile, the tournaments that let the crew be anglers and have no
rules seem to flourish. Whatever happened to the prestige of being the
best fisherman and not the best fishing machine?
At another tournament, the boats did not
want to have boundaries. Why should the
tournament rules committee try to level the
playing field for the geographic area being
fished? The IGFA Rules were put together
to do this. Sure some people have really fast
boats that could run to Bermuda and back
from the Bahamas (if it wasn’t for clearing
customs). And there are a few boats leftover
from the ‘old days’ that only cruise 17 to 20
knots. To encourage more boats to enter a
tournament, it helps the slower boats
entering to know that everyone is
competing in the same geographic area.
In Texas, you need to run at least 40 miles
from the southern ports and up to 100
miles in Galveston just to get to 600 feet of
water. Now you have lots of those triple and
quad outboards that can make that run,
find an offshore floating rig and live bait
around it. Another reason to have
boundaries is for tournament boats to be
around other tournament boats to confirm
catches.
Some boats will keep running after fishing
hours begins, fish a few hours and then
leave early so they are not late getting back
to the dock. All part of the strategy due to
the rules.
Tournament golfers all play the same golf course and they are allowed to
use different brands of clubs and balls, but they abide by their rules.
Billfish tournaments try to do the same but there are differences – our
course is a lot larger (it’s a big ocean out there) and golfers play a
tournament every weekend. Bottom line; we only get a few chances to
tournament fish while tournament golfers get to compete more often.
The more you fish tournaments, the better you will know the rules.
And if you don’t like the rules or break one, think seriously before
calling your attorney. As cumbersome as some tournament’s rules seem,
imagine fishing tournament rules written by a group of non-fisherman
attorneys.
