WELCOME
1.1. Guanajuato Governor
We are delighted that the State of Guanajuato will host Rally México once again.
For the fifth consecutive year, the country’s premier motorsport event will unfold against
the dramatic backdrop of our beautiful land. The best rally teams in the world will be
welcomed with open arms to partake of our vibrant and colorful culture.
Each visit of the FIA World Rally Championship to the State of Guanajuato results in a
fantastic week of communion with people from all over the world, where they get to
experience the mystery of our great cities: Guanajuato, Silao and León and come to love
all that makes Mexico such a special place, while we delight in providing an atmosphere
of lively entertainment and a joyful experience, while learning from all the different
cultures and their unique customs.
Our pride in our State and in Rally México goes hand in hand with the numerous
economic benefits that an event of such magnitude brings to our citizens. The direct and
indirect economic impact on our tourist industry is immense, thanks to the thousands of
spectators that come to see the rally and, once they discover what the region has to
offer, gladly open their hearts to our people. Our increasingly important industrial sector
also reaps significant benefits, thanks to the worldwide media exposure the event
brings.
We want to extend our heartfelt thanks to the competitors, manufacturers, teams, media
representatives, FIA officials, rally volunteers, spectators and every single person that
joins us for this magnificent sporting celebration. Welcome to Guanajuato!

It is with great pride that Mexico hosts the FIA World Rally Championship for the fifth
consecutive year in the beautiful State of Guanajuato.
It has certainly not been an easy task to retain this important event in León, Silao and
Guanajuato. Mexico and Argentina are the only countries in the American continent to
host a round of this FIA Championship.
The Guanajuato Government has given us its full support to enable the Mexican
Promoter to produce this race, which involves a massive organization and movement of
many people to ensure a great success for our country.

1.3. Introduction
It is always with great pride and joy that we receive the WRC in Mexico.
The late inclusion of the Corona Rally Mexico in the 2008 Calendar was received with
much enthusiasm and has sparkled an immediate and positive response from all of us
involved in the running of this great event.
The overall route will be mostly unchanged for this edition except for Day one where the
last kilometers of Ortega and El Cubilete stages have been re-routed for logistical
reasons. These changes help our effort to offer the most compact route in WRC history.
The total distance is 10 Kilometers shorter than 2007 (839 Kilometers) and the liaisons
will be faster and use better quality roads. This is achieved while keeping the
competitive distance right below the maximum allowed by the regulations at 357
Kilometers.
As always, all the rally action will be centered in the vibrant city of León, where all the
activities are concentrated in the Poliforum León. With more than a million and a half
inhabitants, León is one of the largest cities hosting a WRC event, offering its visitors the
infrastructure needed to make your visit a pleasant one.
The Corona Rally Mexico wishes to give it’s heartfelt thanks to the people of the State of
Guanajuato whose state and local governments have worked relentlessly to make this
event what it is today.
This year, more than 2000 people will be involved in the organization of the rally. Route
marshals, medical and rescue teams, timekeepers, senior officials, volunteers, police,
staff and even Boy Scouts. All, with the sole mission and will to make this year’s event,
our best ever.
We welcome the teams, media and visitors to Mexico with the goal of making this a
memorable experience for all.

1.4. History
Rally America, today known as Corona Rally México, was created in 1979 through a spirit of co-operation by the
two largest clubs in México; Club Automovilístico Francés de México (CAF) and the Rally Automovil Club (RAC).
It was originally hosted in the State of México and ran continuously until 1985.
After an absence of six years, the event then ran again in 1991 and followed the route of El Paso de Cortes,
between two of México’s largest volcanoes. CAF then opted for a different concept; a short rally with a high
percentage of special stages. This event in 1993 was held in Valle de Bravo under the direction of Gilles Spitalier
and was awarded the title ‘Rally of the Year’ by the National Rally Commission.
The event organizing committee then took over the running of the Rally de las 24 Horas, the CAF’s flagship event,
and, for this reason, Rally America was not staged again until 1996, when the internationalization of the project
began.
The CAF moved the event to the US border in Ensenada, Baja California, for two years where it started to amass
international recognition.
In 1998, the organizers decided to rename the event and move it to León, Guanajuato. With a long-term business
plan focusing on inclusion in the FIA World Rally Championship in place, the event ran again in 1999 and 2000,
stepping up a gear each year. From 2001 to 2003, the organizers went for observation by the FIA, successfully
running the event on each occasion.
The 2003 Corona Rally México - the 17th in the history of the rally - proved to be the crucial turning point. New
facilities at the Poliforum Expo Center were groundbreaking in the sport and this, combined with one of the most
compact routes ever, put the event firmly in the frame for World Championship status. A total of 45 crews
representing 11 countries crossed the start ramp during one of the most spectacular opening ceremonies seen in
the sport.
Corona Rally México made its debut in the expanded 16-round FIA World Rally Championship in 2004, running
successfully as the third round of the series. Since 2005, the event has been set as the first full gravel event of the
season. For the first time in their series, the FIA Junior World Rally Championship contenders ventured outside
Europe to come to México in 2005.
The overall route in 2007 became the shortest in WRC history, with less than 850 Kilometres in overall length,
thanks to the compactness of the Rally footprint in the mountainous region north of Leon. Notwithstanding this
record, this short overall route was achieved recording the maximum stage distance allowed in the WRC
regulations (360 Km) obtaining a staggering 43% road section to special stage ratio.

Defending World Champion and 2006 Corona Rally México winner Sébastien Loeb clinched his 30th WRC victory
in the 2007 Corona Rally México and moved up to second place in the FIA Drivers’ Championship in León.
Partnered by Daniel Elena, the Frenchman began the final day with a one-minute lead over Finland’s Marcus
Grönholm and managed his pace perfectly to record a winning margin of 55.8 seconds and become the first driver
in WRC history to win 30 rallies. His success marked a debut win for the Citroën C4 WRC on a gravel surface and
set up the possibility of a fascinating two-way battle for the 2007 FIA Drivers’ Championship.
Marcus Grönholm finished second to maintain World Championship lead. Finland’s Mikko Hirvonen completed the
double podium finish for BP-Ford. Team Britain’s Mark Higgins clinched the PWRC win.

ENTRY DETAILS
4.1. Titles for which the Rally Counts
The rally counts towards the following titles:
- FIA World Rally Championship for Manufacturers
- FIA World Rally Championship for Drivers
- FIA Junior World Rally Championship (for Drivers)
4.2. Criteria for Acceptance of Entries
The maximum number of entrants is set to 80 cars. If more than 80 entries are received, the Organizers will
create a reserve list. All vehicles must comply with the provisions of Appendix J.
Entry applications outside the FIA Championships (WRC and JWRC registered crews) cannot be confirmed
definitely until after the entry closing date. The criteria for acceptance of entries will be in the following order:

In case the maximum number of entries is not reached, the Organizers reserve the right to complete the list with
the rest of the entries according to the driver results and the capacity / conditions of the vehicle entered, at the
sole discretion of the Organizers.
4.3. Entry Fees
4.3.1. Manufacturers entered in the FIA World Rally Championship:
Entry fees for Manufacturers and Manufacturer Teams registered in the FIA World Rally Championship
will be those published by the FIA plus 15% V.A.T. (WRC Appendix VI)
4.3.2. Entries in the FIA Junior World Rally Championship:

5.
SERVICE PARK
5.1. Location
Service for all three days of Corona Rally México will take place at Rally Campus in the Poliforum Expo Center.
The GPS reference for the service park is:

The service park for WRC and JWRC Crews is a covered, unobstructed area measuring 18,144 square meters
and has power outlets (110 V and 220 V upon request) and other amenities. The general height to the ceiling is
11 meters and the main lobby has a load capacity of five metric tons per square meter on a concrete surface. It is
fully air-conditioned.
The service park for other entrants is located outside the main Expo Center over a hard-leveled surface.
Competitors wishing to use a joint service area with another competitor must inform the organizers by Thursday

February 7 , 2008 by completing the Joint Service Request form.
All teams with service space indoors will be required to use a ground protector for each of the vehicles serviced.
It is recommended to send a service area and/or workshop layout to place containers according to requirements,
thus avoiding extra use of cranes. This information should be e-mailed to [email protected] or by fax to
+52 (55) 5570 3824 prior to the arrival of the containers at the service park.
NOTE: A 6-meter “no visual obstruction zone” will be implemented at the front of the Manufacturer WRC teams’
and other WRC teams’ service areas. No containers, non-competing vehicles or other divisions higher
than 1 meter will be permitted in this area. This improves greatly the visual impact for spectators. Please
refer to the Service Park diagram.
We kindly ask WRC teams to take this zone into account when designing their individual service areas.

6.2. Registration
All entrants taking part in the reconnaissance must register at the Rally Secretariat to get all the necessary
documentation before starting their reconnaissance. Registration for reconnaissance can be done according to

For priority 1 & 2 drivers, a team member duly designated in writing can collect the materials. Other crews have to
register in person.
6.3. Regulations
The supplied Reconnaissance ID stickers must be attached to the reconnaissance car on the inside of the
windshield (co-driver’s side) and must be visible for the duration of the reconnaissance period.
On special stages, the speed limit is 90 km/h unless traffic signs or Organizer’s posted signs indicate a lower
limit. Competitors are reminded that stages will be open to normal traffic during reconnaissance and that they
must drive in a manner that does not endanger or inconvenience other traffic or people living near the stages.
The maximum number of passages on each special stage for reconnaissance is limited to two per entered crew.
This is controlled by means of a Reconnaissance ID Sticker and a Reconnaissance Card which must be shown at
the SS Start, SS Finish and if requested, to Reconnaissance Control Crews along the route.
All stages driven more than once in the rally will be considered as one for reconnaissance purposes.
For reconnaissance, only two passages will be allowed on each track of the Superspecial Stage.
Under no circumstances may crews drive in the opposite direction of the rally in the special stages, unless given
directions to do so by the Organizers or authorities. Entering and leaving the special stage elsewhere than
through Start and Finish controls is prohibited.
6.4. FIA Tracking System
Some crews will be required by the FIA to use a special system for controlling the speed throughout
reconnaissance by means of a GPS.
The list of competitors required to carry the system will be published in a bulletin.
This tracking system will be handed out upon registration for reconnaissance at the Rally Secretariat and will have
to be returned after completion of reconnaissance.
The equipment will be available for collection and will have to be returned at the Rally Secretariat at specified
times published in the Supplementary Regulations and Rally Guide 2.

SHAKEDOWN

Shakedown for eligible crews will take place on Thursday February 28 2008 according to the following schedule:

The Shakedown test stage will take place in the San Juan de Otates region and is 5.56 Kilometers long.
The Shakedown stage will be open to all participants (Compulsory for all Priority 1 drivers) according to the
running schedule.
The Main Service Park at Rally Campus is located 15.90 Km from the Shakedown start and will be used as the
main service venue.

FIA WRC Permanent Credential Holders
FIA WRC Permanent Credential Holders are exempt from applying for accreditation. They must however inform
the Press Officer and FIA Press Delegate, by fax or email, of their intention not to attend the event at least five
days before the date of scrutineering. In the case where media outlets holding permanent credentials wish to
apply for one or more single event passes, points 5.2 a), b), c), e) and h) must be respected.
5.
Accreditation Principles, Documentation and Photographers
5.1
Principles
a)
A maximum of three representatives (journalists and/or photographers) per outlet or agency will be
accredited.
A publication must have a circulation whose size and quality fulfill the criteria of the FIA, and be on sale to
the public. Club and internal magazines cannot be accredited as media. Accreditation decisions are
based on the relative ‘media market’ in the country of the applicant. The usual minimum circulation for a
national weekly or monthly publication is 20,000 copies, and for a national daily 50,000 copies.
Advertising, public relations, marketing or sponsor representatives will not be accredited as media.
Requests from such representatives must be addressed to International Sportsworld Communicators.
Private teams with seeded drivers may apply for accreditation for one media representative directly from
the FIA WRC Press Delegate.
The central and local offices of the major international press agencies (AP, AFP, Reuters, ANSA, UPI,
DPA, LUSA, BELGA, JIJI, KYODO, EFE, Press Association, SAPA, Australian AP, APA etc), will always
be accredited by the FIA.

5.2
Documentation to be submitted with each request
a) A formal request for accreditation written on the publication’s official letterhead, signed by the head of the
publication or the Chief Editor. Requests signed by clerical staff will not be accepted.
b) A completed accreditation form.
c) The name(s) of the representative(s) who will be covering the event.
d) A photocopy of the official National Press Card(s) (where applicable) of the representative(s) who will be
covering the event.
e) The job title(s) of the representative(s).
f) Information about the publication, such as circulation and frequency.
g) An original copy of the publication.
h) Photocopies or originals of material published about the 2007 Corona Rally México or FIA World Rally
Championship.
i) A contact fax number (failing this point will cause the publication not to be accredited).
j) A formal undertaking from the editor to publish a report related to Corona Rally México and an indication
of when this report will appear.
k) Requests from freelancers must be accompanied by a list of contributions published during the last 12
months, specifying the names of the publications and the numbers and dates of the issues.
Note: f), g) and j) do not apply to major international press agencies. h) does not apply to publications applying for
the first time.
Applications which are late, incomplete or sent by fax or email (excluding ISC applications) will not be
considered.
The application for a pass must include written confirmation that neither the publication or agency, nor the
journalist or photographer to whom the credentials may be allocated, have or will apply for additional FIA passes
for any other purposes, including journalism for television and radio networks.
5.3.
Photographers’ accreditation
5.3.1
National press photographers
Publications or agencies applying for single round accreditation must supply evidence of independent coverage of
a minimum of 15 pictures per pass issued for the 2007 Corona Rally México. If not previously accredited, Corona
Rally México will submit the application for discussion with the FIA WRC Press Delegate.
In the case of an agency, the pictures must have been regularly sold to publications matching the FIA criteria at
the normal commercial rate. For publications, it must be demonstrated that pictures published are the original
work of the publication’s accredited photographer.
The FIA limits to 30 the number of photographer passes issued for national press.
5.3.2
International press photographers
Publications or agencies applying for single round accreditation must supply evidence of independent coverage of

5.3.3
Commercial / promotional national and international photographers
Commercial and promotional photographers may apply for accreditation through International Sportsworld
Communicators. A fee will be levied on a pro-rata basis for single event accreditation.
8.2. Media Center
The Media Center, Accreditation Office and Manufacturers’ Room will be located in the Expo-Feria building in
Rally Campus. The Media Center will be located at the same location as in 2007.
Please refer to point 2.3 of this Guide for Media contact information.
Only accredited media will be afforded access to the Media Center.
8.3. Telecommunications
For media or teams wishing to reserve private communication facilities, please access the form via the Media /
Downloads section of www.rallymexico.com. The username and password to enter this area is MEDIA and
MEXICO respectively. Please ensure all requests are centrally co-ordinated within your organization to avoid
confusion. Analogue, ADSL and WI-FI are available (ISDN is not supported in México) and technicians will be
available during the event to assist if necessary.
GSM and 3G are widely available in México, but please check with your national provider about the availability of your
own roaming service within the country. Do note however, that roaming charges can be considerably more expensive
than hiring locally. As a general rule, coverage in the stages, with either a local or GSM mobile telephone, is
intermittent.
Courtesy analogue and ADSL lines and WI-FI communications will be available for the media (press room) and
photographers (wire sending area) for business use only.
Dialing in México to and from land and mobile phones is very confusing. Please refer to the dialing table in the
General Information section of this guide.
9.
TWO-WAY RADIOS
Cellular phones, GSM mobile stations and FRS stations (Motorola Talkabout) are exempt from radio license,
provided they comply with the national regulations. The use of all other kind of radio transmitters is regulated by
the SCT (Secretaría de Comunicaciones y Transportes) and requires a radio license. Upon request, the SCT will
grant the license for use of specific frequencies in the commercial UHF and VHF wavelengths.
The SCT will provide the use of frequencies if the request is done through the organizers at a cost of €150.00 per
frequency requested.

10.
FUEL
All participants, without exception, may only refuel at the zones designated by the organizers. The main refueling
zone for Priority Crews will be located after the Exit Time Control of the service area. For other crews, refueling is
only permitted in the refueling stations indicated in the Road Book.
10.1. Regulation of FIA Fuel
According to the WRC Regulations, all priority drivers must use FIA fuel. Non-priority drivers may use
commercially available pump fuel dispensed from pumps at filling stations authorized in the road book.
The price of FIA Fuel for 2008 is set at € 5.38 per litre.
Cars of priority drivers must be fitted with FIA fuel sample couplings, although the FIA reserves the right to check
the fuel of any competitor. All competitors are required to fit refuel couplings, except non-priority drivers using a
car that retains the standard tank.

12.
HELICOPTER USE
12.1. Registration Procedure
All helicopters operating in the rally area during the event must be registered with the organizer at a cost of

€1,220 and have completed the registration form by February 7 2008. To be permitted to enter the airspace
prohibited to normal air traffic, pilots must be familiar with the special flight guidelines.
All landing areas, including those at the service park and in the special stages, will be identified on maps and in
the helicopter guidelines, including all the GPS positions.

Attendance at the pilots’ briefing on Thursday March 8 at 20:00 hrs is mandatory for all pilots. After registration
and payment of the appropriate fee, all pilots will receive additional information at least one week before the
event.

IMPORT OF VEHICLES AND SPARE PARTS
13.1. General
These instructions are preliminary and will be subject to further revisions. Please visit the official web
site (www.rallymexico.com) for updates on this document.
To make temporary imports into México, these instructions should be fully observed by all participants to avoid
unnecessary delays and subsequent extra costs.
These instructions must be acknowledged and accepted as requested herein by all participants.
Unless written comments are presented to Rallymex S.A. de C.V. and are initiated by the entries closure date
(Friday January 25th 2008), these instructions will be considered fully accepted by the competitors.

13.2. Customs Clearance
Customs clearance and checking of goods is mandatory for temporary import into México. It must be completed
at the seaport or airport of entrance.
Inland transit to León will only be allowed after customs clearing. Authorities may check papers and cargo during
transit. The Consignee must register the customs broker in order to be allowed to perform temporary importation
of vehicles and parts for the event.

DOCUMENT INFORMATION
PROFORMA INVOICE
At least one original and one copy has to be issued, specifying all items being sent to México, unit and
extended prices model and reference number including vehicles. One individual “import form” per vehicle
must be completely filled and checked. All numbers must be correct to prevent any delays for clearing.
PACKING LIST
In order to facilitate custom checking it is very important to complete this document. It must indicate net
and gross weights of each box or container and should detail every major item as indicated in the
proforma invoice. Hand tools and small elements such as bolts, nuts, etc may be indicated as kit of (…)
(approximate number of elements in each kit must be stated).

IMPORTANT NOTICE
For both SEA and AIR shipments, the shipper must send, via fax, copies of all documents AT LEAST
SEVEN DAYS BEFORE ARRIVAL OF GOODS TO MEXICO. Failing to do this could cause unnecessary
delays and extra costs in customs and warehousing.
RE-EXPORTING
Participants must note that all goods sent to México with temporary import status must be re exported. If
not so for any reason, the status should be changed as final import and, if allowed, the participant must
pay all duties and taxes within the legal timeframe.
In case of total or partial relocation of goods, or change of shipment method (air to sea or vice versa)
participants should notify the Agent in advance and with sufficient information in order to fulfill all custom
procedures.
13.3. Ro-Ro Vessel Operation (If any)
Team members will be required to be at the designated berth area - port of Veracruz - to unload vehicles off the
vessel. In case of late afternoon arrival of the RO-RO vessel we strongly recommend to leave vehicles at the port
facility until the next morning.
13.4. Inland Logistics Procedures
After customs clearance is completed, vehicles and goods will be able to proceed to their final destination in León,
in the State of Guanajuato.
A standard inland transit time from Veracruz to León is 15 hours with private custody, and 24 hours with police
custody.
A standard inland transit from México City to León is 7 hours with private custody, and 12 hours with police
custody.
At the time of arrival in León containers can be immediately delivered to workshops previously designated by
teams, or sent to temporary holding areas within the Rally Campus.
It is recommended to send a service area and/or workshop layout to place containers according to requirements,

Cranes and forklift trucks will be available for use by all participants during the event (for rates please send

CONVOYS
All vehicles arriving at México City or Veracruz will be able to be driven to León in convoys escorted by police.
Nevertheless any participant will be free to drive unaccompanied to the final destination in León or hire private
custody. These convoys will depart with specific schedules according to the time of arrival of the ship. Ten
vehicles maximum in convoy will be integrated according to participant’s requests. Arrangements will be provided
as to refueling, toll payments and food.
DRIVERS DOCUMENTATION
In order to drive on Mexican roads, drivers will be required to carry the following documents:
Valid international driver’s license
Copy of vehicle title of ownership
Copy of insurance (see below information)
Copy of port release and summary entry
IMPORTANT: Customs offices are closed on Saturdays and Sundays, and only extractions with complete
documents may be done on these days. Port working hours are from 08:00 to 19:00 hrs on weekdays. Extractions
can be arranged off-hours. Other off-hours operations will involve extra charges applied by port authorities.
Insurance bonds, covering at least third party (liability) damage, must be issued by a Mexican insurance company
or by a foreign company with proper representation in México.

13.5. Carry-On Imports
When traveling to México by plane, each person is allowed to bring in $300 USD worth of imported goods taxfree. If any person will be carrying goods destined for the rally they should advise us at [email protected]
stating the name of the passenger, the flight number and a description of the goods to make sure that entry is
permitted through customs.
13.6. Payments
The AGENT has prepared a flat fee for teams importing goods through different ports for import and re-export of
goods, or per container or vehicle. This fee will have to be paid to extract goods from the port of entry.

14.
ACCOMMODATION
Since 2007, a special agreement has been established with all the major hotels in the region. This agreement will
help stabilize prices across the region and allow for better control during the event.
Part of the agreement to be signed with hotels will allow for special rates for teams running the Corona Rally
México in 2008.
The organizing committee will give each team a password that will be recorded with all hotels signing the
agreement. This will allow independent reservation for each team at a preferential rate.

LIST OF USEFUL FACTS AND SERVICES
15.1. México
Our country is the natural link between the United States and Latin America. And, through the signing of 10 trade
treaties that grant a preferred access to 31 countries in three continents - among them the North American Free
Trade Agreement with the U.S. and Canada, as well as those signed with the European Union, Chile, Brazil and
Argentina - México has access to a potential market of more than 860 million consumers and is consolidating
itself as one of the most important emerging economies in the world.
15.2. León & Guanajuato
Guanajuato is one of the best-communicated states in México, with a complete network of roads in excellent
condition. Its rail network is located in the area of confluence of the main trade routes of the country, and by air it
is well connected to the main destinations in México and the United States.
León is the biggest city in the State of Guanajuato, with 1.2 million inhabitants, and is the fifth biggest city in
México. In an area of 400 kilometers surrounding the city, there are 50 million people, including the population of
México City and the State of México.
León is near three of the most important tourist and colonial cities in México: Guanajuato, a UNESCO World
Heritage Site; Dolores Hidalgo, the birthplace of the National Independence, and San Miguel de Allende, one of
the most popular tourist and colonial cities visited by foreigners.
Guanajuato City, the capital of the State of Guanajuato and venue for the start of Corona Rally México, is
considered to be the most beautiful colonial city in the Americas and owes its fame to rich veins of silver and gold
discovered by the Spanish years ago. It is one of the most important cities in the country, both traditionally and
culturally. Old world charm lures visitors from around the world, and strolling minstrels, known as “estudiantinas”,
enrich the medieval atmosphere with music from a bygone era. The extensive underground tunnels and walkways
also make Guanajuato a beautifully unique and captivating city. Construction of the Teatro Juárez, most recently
the venue for the start ceremony, began in 1873 and it was finally opened in 1903 by President Porfirio Diaz. It is
one of the most beautiful theaters in México with a variety of architectural styles.
León's pre-Hispanic legacy can be seen in its architecture, monuments and parks. Founded in 1576, it is now a
modern urban center with the necessary infrastructure, public safety, universities, transportation and roads
necessary to project this city in the new millennium.
León is well known for its infrastructure and organizational capabilities for any kind of international event. The city
not only has the biggest infrastructure for international events within its convention center (CONEXPO), but also
offers a wide range of services like theaters, museums, restaurants, recreational centers, hotels, shopping and
financial centers beyond comparison in central México.
Its shoe and leather industries are the most important in the country, since it contributes 50 per cent of the total
national production. It also has a complete infrastructure of hotel services and of purveyors for the fair and
exposition industries. Furthermore, in close proximity to the city via excellent roads, visitors can access historical
places like Guanajuato, San Miguel de Allende and Dolores Hidalgo. León is linked directly to other political and
economical centers in México via road and air. As a platform to launch commercialization or production strategies,
León offers the best infrastructure and unquestionable capacity as tourism, commercial and business center.

15.3. Tips From A to Z
AIRPORTS
It is not possible to take baggage carts out of the arrivals hall at México City airport, although there are porters to
assist with luggage. A tip will be expected. It is also wise to reconfirm all flights in advance.
BANKS & CREDIT CARDS
Banks are generally open from 09:00-17:00 hrs Monday to Friday and a few from 09:00-13:00 hrs on Saturday.
All international credit cards (Visa, Master Card and American Express) are commonly accepted in major cities
(Guanajuato and León).
Most Automatic Teller Machines (ATM) are open 24 hours a day and can be found curb side in banks, some hotel
lobbies and shopping centers. Small businesses in small towns will not take credit cards.
Changing Travelers’ Checks is best done in the morning, as a number of banks will not accept them after
14:00hrs. A passport is also required. For the most favorable rates, change money through banks.
It is somewhat difficult to exchange European currencies in Guanajuato (including the Euro). The US Dollar is
easily accepted and exchanged.
BARGAINING
Bargaining is common practice in tourist areas where quoted prices can often be double the value of the goods. In
smaller towns away from the tourist sites, bargaining is not recommended as it can be seen as a lack of civility.
BEHAVIOUR
Basically it is not difficult to act respectably in México; in general people are friendly and quite informal. As with
travel to any foreign country, friendliness and a desire to respect local customs is appreciated.
CLIMATE
The climate is typically tropical, although varies in the different regions of the country. March is the dry season
and normally warm and windy. Occasionally, short tropical rains can be followed by warm sunshine and 30°C
temperatures, while the altitude in Guanajuato can see temperatures drop below 15°C at night.
CLOTHING
Although dress code is not an issue in México, we do not suggest any liberal dressing.

Notes in circulation are: 20 (plastic), 50 (plastic), 100, 200 and 500 pesos. Coins in use are 0.10, 0.20, 0.50, 1, 2,
5, 10 and 20 pesos (rare). You should be aware that 1 and 2 pesos and 10 and 20 pesos coins are similar and
can be confused.
CUSTOMS
All things of personal use do not incur duty. Other articles are allowed with some limitations: 2 liters of alcohol,
souvenirs and gifts not exceeding USD$ 300 (€ 204). Foreign currency is limited to USD$ 10,000 or equivalent
without declaration.
DOCTOR
A branch of the Aranda de la Parra Hospital will be open and on-call in the Service Park during Rally HQ opening
hours.
DRIVING
Cars are left-hand drive in México and you drive on the right side of the road. Remain aware of possible road
hazards such as animals crossing, potholes and the omnipresent speed reducer bumps called “TOPES”. The
right of passage in corners and roundabouts is not observed in México City and surrounding areas and usually
the biggest, or the bravest, goes first. In León, nonetheless, stop signs are “mostly” respected and the roundabout
traffic has the right of way.
The speed limit in towns is 40 km/h and is indicated everywhere else by road signs.
Highway speeds can vary between 80 to 110 km/h. Speed limits are usually posted.
Carry your Driving License at all times.
Wearing seat belts is compulsory.
ELECTRICITY
The electrical current in México is 110 volts (60 Hz) and sockets accept plugs with two flat parallel pins (American
specification). Most laptop computers operate equally on 110 or 220 volts and only require a travel plug adaptor.
Only a few hotels provide 220V in the rooms.
ELEVATION
The mean elevation of the city of León is 1,786 meters above sea level (5,860 ft). The elevation of the special
stages varies from 1,800 to 2,737 meters above sea level.
FESTIVALS
Mexicans celebrate a number of festivals and seasonal events throughout the year and it is worthy of note if
planning a vacation. Any festivals or holidays during the week of the rally will be notified in advance.

Gas stations (PEMEX) are normally open 07:00-22:00 hrs, although those in major cities tend to be open 24
hours.
You should tip the attendant approximately 5 to 10 pesos.
All gas stations are full-service and prices are fixed throughout the country.

LANGUAGE
The official language in México is Spanish although many dialects are still used in different regions.
English is spoken in most hotels and tourist destinations. Most members of the Organizing Committee speak
good English.
MEDICINE
Many international brands can be found in pharmacies. (Please note that some brand names are different:
Maalox to Melox, Zantac to Azantac etc…) However it is always wise to take an adequate amount of your
personal medicines with you.
MOCTEZUMA’S REVENGE
Food in hotels and good restaurants is safe. Be aware that spicy dishes are common in menus and can be VERY
spicy. Foreign visitors should avoid “roadside” restaurants and sub-par eateries. Many visitors get sick by not
sticking to this simple rule. Mexicans call it “Moctezuma’s Revenge”.

OPENING HOURS
Most shops are open from 09:00 to 18:00 hrs Monday to Saturday. Major department stores or shopping malls
open from 10:00 to 20:00 hrs seven days a week. In small towns some shops close for lunch from 14:00 to 16:00
hrs. Please note that in México, normal lunchtime is from 14:00hrs to 16:00hrs.
PHOTOGRAPHY
México is a colorful country to photograph. It is of course polite to ask permission before photographing people.
Pictures in some temples are forbidden, and should never be taken during a ceremony.
POPULATION
The total population of México is 109 million, 4.8 million of whom live in the State of Guanajuato and 1.3 million in
León. 30% of the country’s population is under 14 and 6% is over 65.

PROTECTION
The high altitude and gentle winds mean sunburn can happen surprisingly quickly. Sunscreen (SPF 25+), a hat,
sunglasses and long sleeve shirts are greatly recommended.
SAFETY
Special caution must be taken when in México City. Avoid unauthorized airport taxis and ask the hotel concierge
for any special safety tips around the area you’ll be staying. When in León, normal safety behavior is
recommended.

TELEPHONE
National and regional telephone codes to landlines and mobile numbers are confusing. Please refer to the dialing

GSM and 3G are widely available in México, but please check with your national provider about the availability of
roaming agreements within the country. As a general rule, coverage in the mountains, with either a local or GSM
mobile telephone, is intermittent.
TIME
México extends over three time zones. The zone in which the rally will take place is at GMT - 6 hrs.
TIPPING
Tipping is common practice in México and can get you a long way. Normal tipping in restaurants is 10-15% while
porters, taxi drivers, parking and gas station attendants will expect about 5-10 pesos.
WATER
Tap water is not recommended for drinking. Most hotels provide bottled water in the room at no charge. Soft
drinks, bottled water and juices are commonly available and safe to drink.
