BOD Meeting – April 9, 2016
TOWN HALL MEETING:
•Tom DiGiovanni, Lot 28 – Question about the insurance for mowing with Bobby Morgan’s contract. There
are 3 people weed eating/mowing. Are they covered under their own insurance or BSR insurance? He was
advised that Bobby Morgan’s help would be covered under Bobby’s insurance or their own insurance if
they were working as a sub for Bobby but that agreement would be between Bobby and his employees/subs.
They were not covered under BSR insurance according to the mowing contract.
BOD Meeting:
Meeting was called to order by Mike Bales, the Pledge of Allegiance was held, and David Pegrim led our
prayer.Roll Call: Mike Bales, Rudy Head, Patricia Boyette, Howard Kimbrell, Richard Childers, Joe Salmons,
Nancy Absher.
Consent Vote Minutes: Per the Badin Shores Resort By-Laws Article
IV, Section 8, a consent vote was taken by the Board of Directors, via
email on March 16, 2016. A motion was made by Mike Bales, seconded by Patricia Boyette to award Junior Morris the contract for the
Beach Concrete Project NTE $9300.00 Motion carried 7-0-0
Regular Meeting Minutes: Rudy Head made a motion to accept
and suspend the reading of the minutes 3/12/2016 BOD meeting.
Mike Bales seconded. Motion passed 7-0-0
Executive Meeting Minutes, Morning Session: Richard Childers
made a motion to accept and suspend the reading of the minutes
3/12/2016 BOD meeting. Joe Salmons seconded. Motion passed 50-2 Nancy Absher and Howard Kimbrell abstained.

February 2016 Financial Report- The February Financial Report was reissued due to the report being

•Bathroom remodeling at beach continuing
•All maintenance personnel have received Pool Certifications good for 5 years
•Pool lights on timer
•Boardwalk lights fixed except for one section
•Weekly and monthly reports now being received from Security
•Working on new equipment for laundry room, rates back to normal after increase

•Appeals-Had 0 appeals

•Events-Ellona Gordon gave the Events Schedule for the month of March.
•Elections- Meeting 1:00PM Office, Mike Bales complimented JoAnn for elections
•Emergency Plan-Talk about transfer box for generator, no dedicated generator at this time.

•Pool: Meeting of new committee 1:00 PM Clubhouse
•Restaurant- Big Cats on the Lake now open for business. Hours right now are Thursday, Friday, open at 4:00 PM.
Saturday and Sunday open at 12:00 PM
•Security Contract- Weekly reports are starting to come in now and Cpt. Julie Waitman and Ray Tart are working on
a monthly security report for the homeowners to be posted to our website as before
•Boardwalk- Terry Erway gave a report on the erosion problem with several footers at the boardwalk and discussed
the worse areas and how were they to be fixed. Richard Childers asked if Terry could supply a report for the
Board to look at and start analyzing costs to fix starting with priorities
•Dance Club: Next evert 4/16/2016
•Boat Slip Meeting 2:00 PM Clubhouse
•Coast Guard Auxiliary –Hosting an ABS class at clubhouse, open to the park, $20.00 April 23rd. 10:00 start.

•Chapel- No special activities this month.
•Lot Inspections In process
•Beautification- 2 projects were rained out on April 2nd. Talked about rescheduling cleaning of the hill area by office
and fixing of the gazebo at duck pond.
ITEMS TO MENTION
•Ray Tart is looking into the possibility of updating our logo for the park. Talk of having a contest with the
homeowners to come up with a new logo. The winner can be eligible for a cash prize.
•Bulk Dumpsters- The Board is still having discussions about the possibility of bulk dumpsters in the park for
a short time to allow homeowners an opportunity for cleanup of larger household items.
•Handy Update – Our lawyer is still trying to set up meeting between her and the attorney for Handy before we
go into mediation.

Old BusinessPlayground Committee Members-Patricia Boyette made a motion that we accept the committee members for the z
committee. Rudy Head seconded. Motion passed 7-0-0
New Business
Financials- Rudy Head made a motion to post financials on the website forum when we received them as pending approval and not approve until the following Board Meeting so homeowners and Finance Committee can look at them for
input. Mike Bales seconded. Motion passed 7-0-0
3 Bid Process-Rudy Head worked on presenting a 3 Bid Process to add to our Procedure Manual from an old process
written by Mike Bales. After discussion from the Board and input from homeowners and Ray Tart, verbiage was
changed in a few places. Rudy Head made a motion to accept the 3 bid process as amended. Joe Salmons seconded.
Motion passed 7-0-0.
Mixed Drinks at the Marina Restaurant-Patricia Boyette read a letter written by the owners of Big Cats on the Lake
requesting permission to sell mixed beverages at the Marina. She then gave a comparison report on the amount of alcohol between a can of beer, a glass of wine and a mixed drink which all have the same based on serving amount. A discussion began between the Board and homeowners as to the pros and cons of the situation. David Pegrim and Jay Smith
both gave their opinions on the situation. Patricia Boyette made a motion that we allow Big Cats on the Lake to serve
mixed drinks. Joe Salmons seconded. Motion passed 5-2-0. Rudy Head and Mike Bales voted NO.
Appeals Committee Members- Mike Bales made a motion that we approve the Appeals Committee Members for 2016.
Rudy Head seconded. Motion passed 7-0-0
Motion for Executive Session- A motion was made by Mike Bales for Executive Session immediately following the
BOD meeting concerning contract/lease. Rudy Head seconded. Motion passed 7-0-0

Past Due Accounts
When you become past due, a late fee is added to your
account. This must be paid within 15 days or your
guest list will be suspended, and your bar codes will
be turned off. You will receive a letter in the mail telling you your past due amount and detailing the consequences of not paying. Please read this carefully.
And do not call the Board Members, as they will not
handle late accounts.

Monthly Security Report for March 2016
Summary: Everything has been running smoothly here at Badin Shores.
•Paving of the Entrance and Exit Lanes have been completed, adding more to the Home Owners side, hoping to help
out with backed up traffic during our busy season.
•Did have an issue with the cameras not working but Ray Tart did have the camera guys come down and fix it. The
mouse for the security cameras had to be repaired so we have been unable to playback any video however repairs
have been made now.
•The restaurant opened on the 31st to the public. An employee list has been received at the guard house as well as the
operating hours. The Restaurant hours for right now are just:
Thursday: 4p-12a
Friday: 4p-2a
Saturday: 12p-2a
Sunday: 12p-12a
Traffic is starting to pick up here at the guard house and we are seeing more and more guest that come
through that haven’t been called in. If the person is 16 and over they Must show and I.D. and MUST be
called in or they will not be allowed entrance onto the property. Please remind residents that if the
guests are not called in with traffic picking up they will be turned around and denied entrance. Calling
the residents each time a guest shows up is time consuming and with traffic picking up we will not be
doing this. Please make sure home owners are aware of this and follow accordingly.
Maintenance:
•Repaired exit gate and installed new wall switch for entrance gates due to it not working properly.
•Maintenance put up light at guard house over mail board.

park. The park wide speed limit is 10 MPH.

Movie
Starting, Tuesday, May 17, 2016 from 2:00 p.m. to 3:00 p.m. in the Exercise Room, Theresa Swain,
a new member of our community, will be teaching Creative Movements based on the principles of
ancient dance with steps and movements from Egypt, Turkey, India and other cultures. The class
will begin with a warm up and approximately 10 minutes of slow rhythmic stretches. These exercises are based on the principles of ancient dance, excellent for limbering, toning and relieving
stress. You will need to bring a floor mat with you, but Theresa has some scarves she can lend you
until you decide whether you want to continue with the class. Theresa started her love of dance in
1973 and this has led to her working with Seniors and special needs young adults and now us.
Theresa will also be available for private lessons.
There will be a Craft Fair the morning of Saturday, May 28, 2016 in the Club7 need, please sign one of the Craft Fair
house. So we know how many tables we will

About Boating Safely

The U.S. Coast Guard Auxiliary is offering the About Boating Safely Boating Course.
This instructive 7 hour class is highly recommended to anyone planning on operating a boat.
Anyone under the age of 26 is required to take this class to operate a powered vessel.
Many insurance companies offer discounts for boat owners upon successful completion of the
course.
