Election Day is October 27. Zorra
will again vote by mail. Ballots will be
mailed during the week of September
29. Be sure to be watching the mail for
your kit. Other elections many people
have discarded the package without
realizing what it was. Follow the
directions included —remembering to
sign your name as directed—and return
it by postage free mail. For guaranteed delivery to the Office
in time it must be postmarked no later than October 17. You
can also deliver your completed ballot to the Township Office
during office hours or leave it in the mailbox outside the main
door anytime. On Election Day October 27 ballots will be
received at the Office until 8 p.m.
It is important for you to make certain your name is on
the voting list in order to receive a ballot package. Check the
Township website for information on doing this or contact the
Office 519-485- 2490. If you do not receive a ballot or if you
misplace it you can get a replacement also by contacting the
Office.
Voting by mail is one of the easiest ways to vote. Don’t miss
your opportunity to participate.
North Park and Matheson Park recently received significant
upgrades with the help of Trillium grants. Thank you to
Phillip Scott, Thamesford, and John Chalkley, Embro,
who worked tirelessly on the project in their community.
Volunteers make such a huge difference and Council is always
grateful for the work they do. Thank you, gentlemen---and
also to the volunteers who assisted in so many different ways.
Traffic issues remain a real concern all over Zorra. Citizens
are stepping up once again and contributing much thought
and action trying to make our Township a safer place. We
2
are grateful to County Public Works for agreeing to make
changes to the Highway #2 crossing at George Street
making it much safer for pedestrians.
The new Thamesford Fire Hall is closer to being a reality
with the awarding of the Architectural Design contract.
It is hoped in the near future we will be able to begin
planning for a centrally located Public Works building
replacing the two shops now in use.
An Economic Development Officer who will serve the
rural townships of Oxford County has been chosen and
work on retention and expansion of our present businesses
will be underway very soon. Zorra is open for business and
will be doing what it can to assist our present businesses
to work successfully and will also encourage developers
to begin building in the serviced areas. There is so much
potential for growth but it will take a skilled and trained
person to make the opportunities work for all of us.
I am pleased to announce that the Fire Communications
Review Committee has concluded its business and an
up to date digital 2-way radio system has been ordered
for rural Oxford County making emergency dispatch
much faster and effective. The best news is that what was
estimated to be a system costing about $1.5 M has been
contracted for just under $600,000. Zorra’s share will be
taken from General Reserves and paid back gradually from
the Fire budget.
The park project in Embro (former Smith property) has
been completed. Every time I drive by I admire what has
been accomplished. I hope many enjoy the space and that
future village activities will locate there. Council is very
grateful to the citizens who made another dream a reality.

Zorra Sports!
T
he Oxford County Volleyball Club (also known as
Oxford Crush) was formed in 2012 with 4 teams.
Our team was the 15U girls and we had a coach and
only 7 players. We managed to recruit 2 girls who were new
to the game to finalize our roster. Our teams practice out of
Ingersoll and Woodstock facilities.
Last season being a new team, we started at the bottom
of the 15U division of over 80 teams in Ontario. Our team
practiced hard and worked our way up the ranks earning
two 15U gold medals & a 15U silver medal in the Premier
Division, finishing 2nd in the Province at that tournament!
We also played up in the 16U division winning two 16U
Gold Medals last season. At 15UProvincials we had the
unfortunate draw in Quarter finals and lost to the eventual
Provincial and National Championship team but earned a 5th
place finish in Ontario.
Due to our high finish last season we began the 2014 season
playing in the top division. Competition was stiff playing the
top twelve teams in the Province all year. Most teams we meet
are from the Toronto area and draw a large amount of players
to try outs. Not Oxford Crush! We are the most rural area
competing and had 10 girls come to our try outs last season.
All 10 players made our team!
As you can see, our team is lacking in the height
department as compared to our competitors. Our coaches
focused this year on defense training and we have become one
of the most defensive teams in the country.
This season we earned a silver medal in both 16U and 17U
and also a 4th place finish at each age division. We finished
9th out of over eighty teams at 16U Provincials and we won a
bronze medal in Division 1, Tier 4 at 17UProvincials.
We headed to Calgary in May, 2014 to the Canadian West
Nationals and the best volleyball our coach had seen all year.
One highlight was winning our first match against Manitoba’s
#1 team. They were the 2nd seeded team at the tournament
and last year’s National Silver medalists.
On the 2nd day of Nationals our team suffered the loss
of our setter to an ankle injury, sideling her in a cast. That
left only one spare on the bench during play and tough job
for the team and coach alike. Everyone rallied together in a
true team fashion and finished the day moving up from our
original ranking in 31st spot and securing a top 16 finish! On
day 3 with a quarter final win we earned the chance to play
for a Division 1, Tier 2 medal (a much higher finish then we
ever dreamed). The Crush battled hard in the semifinals and
the bronze medal game but gave up the win in both matches
in the 3rd set to finish in 4th place in Tier 2 which was 12th
overall out of 104 teams. What an accomplishment! Our
National finish was the highlight of our season and a full team
effort.
When we travel to American tournaments and outside the
province, we are happy to give a gift of an Oxford County pin
to each player and coach we compete against. It is a gesture
of sportsmanship as ambassadors of Oxford County.

Zorra for recognizing our efforts in volleyball.

Waste Management and Special Collection Programs
Waste Diversion Calendars 2014/2015
The County of Oxford mailed the 2014/2015 Waste Diversion Calendars to all households in Oxford County during the month of March.
If you did not receive a calendar, please contact our office and we will have one mailed to you. This publication contains all pertinent
information on garbage, recycling and special waste programs scheduled from April 2014 to April 2015.
Oxford County Landfill Site
Location: 384060 Salford Road (County Road 46), Salford
Landfill Hours: Monday to Friday 8:30 a.m. – 4:30 p.m.
Saturday 8:00 a.m. – 4:00 p.m. Hours subject to change. Closed
statutory holidays. Tipping Fees will be applied to each load
(some exceptions apply).
Special Collection Events
September 20, 2014 at Woodstock Public Works Yard. Bring your
Household Hazardous Waste, Electronics, Tires, White Good, and
documents for shredding. More information available on page 21 of
the Waste Management Calendar.

By-Law Enforcement
WINTER PARKING
Please be advised that the winter parking restrictions will be enforced
starting November 15th and remain in place until March 31, 2015
in accordance with By-law 7-95. For snow removal purposes, parking
is not permitted on any road or street from 1:00 a.m. to 8:00 a.m. 7
days a week during this period. Any vehicle owner found in violation
of this by-law could be fined or have their vehicle removed/towed at
owners expense. The set fine for this violation is set at $50.
LEAVES/SNOW REMOVAL ONTO ROADWAYS
This is a reminder to all residents that depositing leaves and snow
from private property onto a public roadway is dangerous and in
contravention of the Road Protection By-law 6-95. Pushing or
placing any leaves, snow or ice or any other obstruction of a roadway
is an offence that carries a Provincial Offences Fine of $105.00.
DOG CONTROL
Please be advised that it is a violation of By-law 3-95 to walk your dog
without a leash. In addition it is also a violation if your dog wanders off
your property onto a neighbouring property or street. The definition
of “Running at Large”: A dog shall be deemed to be running at large if
found in any place other than the premises of the owner of the dog and
not under the control of any person. The charge for allowing a dog to run
at large is $105 plus a surcharge.
DOG BARKING/NOISE
The Township of Zorra Noise By-Law, 69-2012, as amended section 2.
(2.1), which prohibits the persistent barking from dogs in all zones of the
Township. Persistent barking would be described as causing excessive
noise that has disrupted residents in the surrounding area.
PARKING RESTRICTIONS
New signs have been erected on the north side of McCarty Street by
Thamesford Public School. This section of McCarty Street has been
designated as No Standing at any time. This means no stopping, no
parking, no standing at any time on the north side of McCarty Street from
Allen Street to George Street.
No Standing is defined as: “stand” or “standing”, when prohibited , means
the halting of a vehicle, whether occupied or not, except for the purpose of
and while actually engaged in receiving or discharging passengers.
Parking restrictions remain in effect on the south side of McCarty Street
during the school year only as follows: no parking/no stopping on the
south side of McCarty Street from Allen Street to George Street from
September 1 to June 30 of each year between the hours of 8:30 am and
9:00 am and between the hours of 3:00 pm and 4:00 pm. Fine is $50.

ENERGY CONSERVATION
Ontario Regulation 397/11, under the Green Energy
Act, directed all public agencies in Ontario to prepare
an energy conservation and demand management
plan. Additionally, mandated annual reporting of
energy consumption and greenhouse gas emissions
commenced on July 1, 2013. The Township of Zorra
is committed to reducing the annual consumption of
fuels and electricity used by Township facilities by an average of 1% per
year until 2019. Below are the current statistics and target numbers for
township facilities.

VOTER INFORMATION
2014 MUNICIPAL ELECTION
OCTOBER 27, 2014
The Township of Zorra will be utilizing the VOTE BY MAIL alternative method of
voting again for the upcoming 2014 Municipal Election.
With Vote by Mail, voters can fill out their ballots in the privacy and convenience
of their own home. Casting a vote is as easy as mailing a letter. Security
features are built into the voting kits to ensure the secrecy of your vote until
vote tabulating takes place on Election Day – October 27, 2014.
During the week of September 29, 2014, delivery of voting kits will begin to
those that are on the Voters’ List. Voters will receive a Voter Kit in the mail
containing all of the materials required to place their vote by mail. The voter
simply follows the instructions in their kit, deposits in the mail, BY OCTOBER
17, 2014, using the postage paid response envelope, and the ballots will be
delivered to the Municipal Office for tabulating on Election Day.
If you choose not to mail your vote, or it is AFTER OCTOBER 17, 2014, you
may drop-off your ballot at the Municipal Office located at 274620 27th Line,
during regular business hours (Monday-Friday 8:30am to 4:30pm) or place
in the afterhours locked drop box next to our main entrance at the Municipal
Office. On Election Day, voting kits can be delivered in person to the office from
8:30a.m. to 8:00 p.m. when the polls close. The Municipal Office is the ONLY
polling location accepting hand delivered voting kits. All ballots, whether
mailed or hand delivered, are placed into a sealed ballot box that remains
sealed until Election Day.

at 519-485-2490 or visiting www.zorra.on.ca
Please visit the Township website and select “Am I on the Voters’ List?”
to make a request to verify that your name appears on the list for the
upcoming Municipal Election.
The revision period for electors to make changes to or have their own
name removed from the list takes effect from September 2, 2014 until
Voting Day on October 27, 2014.
The revision period to have another person’s name changed or removed
from the list begins on September 2, 2014 and ends on September 12, 2014.
We encourage residents to check that their name appears on the Voters’
List and that their information, including school support, is recorded
correctly to ensure that they receive the correct voting kit in the mail.
CANDIDATE INFORMATION
Interested in running for Municipal Council?
Nomination forms may be filed between January 2, 2014 and September 11,
2014, at a time when the Clerk's Office is open (Mon.-Fri. 8:30a.m.-4:30 p.m.)
and on Nomination Day, September 12, 2014, between 9 a.m. and 2 p.m.
A person is entitled to be an elector at an election held in a local municipality, if
on voting day he or she is:
• a Canadian citizen;
• at least 18 years old;
• residing in the local municipality or an owner or tenant there, or the spouse
of such owner or tenant; and
• not otherwise prohibited from voting.
A Candidate for Municipal Office must, upon nomination, be a qualified
municipal elector and fulfil all of the following requirements:
• live in the municipality, be an owner or tenant of land there, or the
spouse of an owner or tenant;
• be a Canadian citizen;
• be at least 18 years old on voting day;
• not legally prohibited from voting; and
• not disqualified by any legislation from holding Municipal office.
At the close of voting on October 27, the totals from all votes will be compiled.
The unofficial results will then be displayed at the Township Office at 274620
27th Line and on the Zorra Township website. Feel free to attend!

Harrington Hall
Adds Handicap Access
Harrington Hall, located at 539 Victoria St in the village of Harrington, is the location
of numerous Concerts and Community Functions and the home of the Harrington
Branch of the Oxford County Library.
The Harrington Community Association, which manages the Hall on behalf of the
Township of Zorra has recently arranged with Savaria Elevators of London Ontario to
install 2 E-Z Chair Lifts to aid in access inside the building.
The main Hall in the building is located in the raised section of the main floor and the
Oxford County Library and washroom facilities are located in the basement area.
The 2 E-Z Chair Lifts that have been installed will
provide access to both areas for anyone who may
have found it impossible or difficult to manage the
stairs.

North Park -
Thamesford Minor
Ball Association
They worked quickly, ensuring nothing was left behind.
As they cleaned out the booth at North Park, they knew
things would look very different when they returned for
the ball season in the spring of 2014. The Recreation
Department was kind enough to allow the volunteers of
the Thamesford Minor Baseball Association to store their
booth supplies in the Thamesford Pool building for the
winter, which meant several quick treks across George
Street until finally the booth was empty. Thanks to a
generous grant from the Trillium Foundation and under
the leadership of Recreation & Facilities Manager Trevor
Sanderson and TMBA Community Liaison volunteer
Philip Scott, the North Park Renovation Project was
underway. The project would see new and improved
lighting around the ball diamond, a higher backstop,
netting along the home run fence, and a total renovation
of the concession booth which included a new accessible
washroom. It would mean months of hard work by skilled
trades and dedicated volunteers.
The sun shone bright on the morning of June 7th
as TMBA Executive members and volunteers put the
finishing touches on the park in anticipation of a very
special Grand Opening Ceremony. Families started to
arrive, with many of the players dressed in their ball
uniforms. Everyone gathered around the beautiful flag
pole and joined in to sign the National Anthem and
listen to Brian George speak on behalf of the Trillium
Foundation about their generous grant program. Ward 2
Councillor Ron Forbes can be seen many nights cheering
at this park as his grandchildren play on various teams and
he gave a heartfelt speech about the joy of four generations
of the Forbes family playing ball on this very diamond.
TMBA President Bethany Barr spoke with enthusiasm
about this exciting transformation and what it will mean
for the kids who play here at North Park. While it was
impossible to thank all of the volunteers individually,
Bethany made it clear that each and every person who
lifted a shovel or paintbrush was a valued member of the
TMBA family. Phil Scott was singled out as an integral
leader of the renovation team who used his many contacts
and his passion for our ball club to drive this project to
completion.

After all was said and done, over 120 registered minor
baseball players would enjoy a season of ball in this
beautifully renovated park, as well as 140 players from
the Thamesford Men’s Slo Pitch league. The weekend of

taking top honours in the tournament. This team went on
to win the City Championship in St. Thomas.

Calder made an impressive pitching debut on Friday, August
7, during the second inning of the 8:00 AM game at Windsor’s
MicMac Park. As he took the mound, Calder appeared undaunted

The Thamesford Trojans
are a community owned
and organized team with a
volunteer board of directors.
We are a part of the Ontario
Hockey Association. In 2014 the Trojans finished second in the Southern
Ontario Junior Hockey League (SOJHL) division with 30 wins, 8 losses and only
1 point behind the league-leading Lancers.
The Trojans have been a very successful organization with many
accomplishments, including:
- 38 years of operation
- 9 league championships
- 12 conference championships
- Most notable of these championships were the 1989-1992 seasons and
2010-2012 seasons, where the Trojans won the league title for three
consecutive seasons, being the only team in league history to accomplish
this feat not only once, but twice!
