Dear colleagues and friends,
I have the pleasure to present you the Ukrainian Film Guide that is supposed
to not only give the scope of the events that occurred in the Ukrainian film
world over the recent year, but also to disclose the potentials for film
production in our country.
Due to the state policy and to our common and fruitful work, the last year
was a happy one for Ukrainian film industry; it brought about the changes
that resulted in acceleration of its growth. The public financing intended for
the development of film production was increased 5 times comparing to the
year 2010. And this coming year, this sum will raise yet 1,5 times higher. The
number of cinemas is growing; so is the distribution market and the number
of those people who are willing to watch the modern films.
Following the initiative of Ukrainian State Film Agency, there were two
opened competition of projects organized in accordance with the Program
for production and distribution of national films, and the 30 winning projects
have already been financed.
Fortunately enough, the international film scene is well familiar with the
names of those who are creating the Ukrainian cinema. Those are the high
professionals of different generations and film jobs. Such are the film director
Kira Muratova, the actor Bogdan Stupka, and the DOP Sergiy Mykhalchuk.
This list now includes the name of a young director Maryna Vroda who impressed the Cannes festival with her Ukrainian-French co-produced Cross.
Our hope is that the number of films made in co-production will constantly
grow. In order to give it a legislative support, the governments of Ukraine
and France signed a co-production agreement in May 2011, and so we have
on our horizon a couple of very promising common projects that involve the
French and the Ukrainian creative and technical potential.
I hope that this is just the beginning, as all the preconditions are there for the
effective development of film industry. We are opened for collaboration that
will inspire business and creative liaisons.

Ukrainian Cine-Challenges

Ukrainian cinema is experiencing the time of perspective
revival and aspirations as never before in 20 years of national
independence, which were celebrated in 2011. In fact, for
two decades we had only to look back at the significant, if
only sporadic achievements of sub-imperial cinemaexistence, whether remembering a film pioneer Alfred
Fedetsky, who was shooting his first documentary reels in
Kharkiv as early as 1896, or artistic films of world-wide fame
by the directors Oleksandr Dovzhenko and Sergey
Paradjanov and the phenomenon of Ukrainian poetic
cinema.
State film policy
The reason of actual stagnation of national cinema at the
times of independence was undoubtedly the lack of
systematic state film policy and minimized public
financing of cinema, especially the debut films, which de
facto resulted in a loss of several cinema generations.
The actual government, whose policy in various areas is
object to sharp criticism, has unexpectedly turned its face
towards cinema. From January 1, 2011 the amendments to
the "Law on Cinema" came into effect. They stipulate five
year exemption from VAT for national film at all stages of its
production and demonstration in the cinemas, temporary
abolition of other taxes, stimulation of investment in cinema
etc. The law also provides for formation of the special state
budget fund which should accumulate means from tax
collection on cinema. Yet, the mechanism of such collection
has not been worked through until now, so financing of film
industry comes directly from the state budget.
In 2011, the biggest amount in 20 years was allocated for
cinema support: $14 million, including $9 million for filmmaking. And in 2012 the state cinema budget totals over
$20 million, including about $18 million for making and
distribution of national films.
Also, at the contests of film projects that were held publicly
for the first time, over 60 films were eligible for partial or full
financing, including about 30 features. These are the films
which will be actually released in 2012-2013.
There is a reason to hope that they will draw a wide public
response, which, in turn, will convince state decision makers
in the need for active and clearly more consistent and more
intensive film policy meant for substantial continuation in
time.
Film education
Various film educational institutions – art universities and
specialized vocational schools – were founded and existed
intermittently in Ukraine since 1920-ies, when All-Ukrainian
Photo and Cinema Administration operated very
successfully and independently from Moscow film policy,
having independent film production, carrying out
distribution of its own and world repertoire and operating
cinemas network.
The most respectable presently state cinema school – the
Institute of Screen Arts of Kyiv National University of Theatre,
Film, and Television – celebrated its 50th anniversary in
2011. Next to it the State Film and Television Institute of Kyiv
National University of Culture and Arts appeared in 1990. On
the one hand, these film schools allegedly practise
conservative and liberal educational tendencies. In fact, they
both suffer equally from the loss of education efficiency
through exceeding of optimal amount of students and lack
of modern teaching methodologies. In any case, almost all
graduates of these universities dissolve in the bowels of
the television depersonalized Moloch. And yet, the young
talents who loudly make themselves known through festival
victories and are the hope and prospect of new Ukrainian
cinema, were usually the students of the oldest university.

through reduction of filmmaking costs due to the option of
high-quality digital shooting.
In the last decade three more specialized private universities
were founded next to the state ones, the efficiency of which
is too early to discuss. All these schools train mainly directors,
DOPs, sound mixers, film critics, and actors. However,
practical filmmaking is experiencing acute shortage of
middle production level specialists, which is not surprising,
as not a single technical film educational institution operates now in Ukraine. New professional staff is trained – not
without problems – directly at movie sets, which obviously
harms the quality.
Along with dozens of private companies, six state film studios
founded at the time of Ukrainian Soviet Socialist Republic
remain players at the Ukrainian cinema field. The major ones
are Dovzhenko Kyiv Feature Film Studio and Odessa Film
Studio, which has a private share management. Until recently,
they actually existed as film factories, providing use of their
sound stages, props etc. Presently, with emergence of the
state film financing, the administration of these institutions,
which are not flexible and properly effective in management,
given the state ownership, is seeking to prove their creative
ability. So far it seems to be problematic.
Naturally, the subject matters significant for the country
are not passed over, such as the 25th anniversary of the
Chernobyl disaster and holding of soccer "Euro 2012". And
it is no coincidence that exactly they (both documentary
and fiction projects) are being interpreted in active
co-production with European filmmakers; and creative
initiative goes often just from outside of Ukraine.
Film production practice
In this catalogue one can find an extensive list of independent private production and post-production companies,
which in fact work mainly for the needs of TV business, as
well as in production of advertising and music videos. In
particular, serial products and TV films usually commissioned
or made to fit the Russian or the so-called post-Soviet market
and often forced to play on the field of neo-imperial Russian
discourse, have engaged to the corresponding processes
graduates of specialized universities mentioned in the mass,
next to filmmakers of middle generation. Those graduates
seemingly dissolve not just in TV itself, but also in the TV
ways, which, in particular, impacts their cinematic language.
And this TV paradigm makes itself felt – not from the best
side – when artists return to purely cinematic practice.
But one way or another, mentioned production capacities are
in the state of potential development towards cinema, which
– given the unprecedented state financing of film industry –
took to practice in 2011.
As for "Kinotur" company, the first in Ukraine possessing a
full range of digital cinema technology, and also "Le Doyen"
company, Dolby-certificated studio which meets the best
world standards and practices dubbing of released films into
Ukrainian, they were founded, besides everything else, as if
in anticipation of the latest Ukrainian cinema momentum.
And already the most extensive in production national movie

Among current film art trends, which are moreover
emphasized by the films announced for production, and
cover the various components of cinema process, up to
characteristic subjects and plot structure, cinema language
etc., it’s worth observing the most obvious ones.
It is, undoubtedly, co-production paradigm which should
serve, besides other things, as a factor of not only cultural
and business exchanges, but also of cinema school. This
trend is now actively supported by the Ukrainian State Film
Agency. Thus, there are and expected films in collaboration
with Germany, France, Sweden, Poland, Serbia, Russia, the
Netherlands, Turkey, Armenia, Georgia.
The typical example is appearance of a number of acute
social movies just among fiction productions – in
full-length and short films – apart from documentaries,
naturally. Thus, in 2012 the almanac and a bigger (up to 30
films) project of short films with the provocative title Ukraine,
Goodbye!, which aims to emphasize artistically the reasons of
emigration from the country.
Also notable are the attempts of "metaphorical film
reflection" of society and Ukraine as a state, which, having
passed two decades, still can not comprehend itself and
make a decisive civilization choice. For instance, the Cannes
victor Cross-country by Maryna Vroda is a story of growing
up, which is interpreted as a metaphor of modern Ukraine,
which suffers from its national subjectivity. While the
full-length An Ordinary Case by Valentyn Vasyanovych finds a
place for a despondent Ukrainian intellectual who is unable
to change his life and influence the society, only in lunatic
asylum. The hallucinatory "film of hidden sociality" with the
eloquent title Delirium echoes it. This is the second feature
film by Igor Podolchak, the famous graphic artist with a rich
experience in political technology, which metaphorizes
Ukraine as a subject with the loss of orientation in space and
time.
Certainly, regardless of the mental crisis which Ukraine
has to comprehend and overcome, in particular through
cinema, the world financial and economic crisis did not
bypass the. But interestingly, its consequences did not
affect noticeably a steady growth of Ukrainian cinema
attendance, which is currently fixed at 16 per cent higher
compared to 2010.
Finally it is impossible not to mention the obvious revival
and, so to say, de-conservation of film festival life which
plays a role of important communicator. Thus, the most reputable international forum of debut films "Molodist" finding
itself in a state of competition, regains its
spontaneous spirit of a youth festival. The point is that in
2011, the new IFF was held successfully for the second
time in Odessa which since 1920-ies has been the cradle of
Ukrainian cinema and where the actual creator of the
Ukrainian cinema phenomenon Oleksandr Dovzhenko
started his career. This festival immediately found its nature
as an artistic laboratory on the threshold of the
long-anticipated national film Renaissance.

the west, of which the highest is the Hora Hoverla at 2,061
metres, and the Crimean Mountains on the Crimean peninsula, in the extreme south along the coast.

The Ukrainian landscape consists mostly of fertile plains (or
steppes) and plateaus, crossed by rivers such as the Dnieper,

flow south into the Black Sea and the smaller Sea of Azov.
Its various regions have diverse geographic features ranging
from the highlands to the lowlands.

Dovzhenko Feature Films Studio. As navigator and sailor,
he worked in the professional sailing fleet. He works as
screenwriter and film director with a number of Ukrainian

Illienko graduated from Moscow's VGIK in 1961 with a
major in cinematography and worked as a director of
photography at Yalta Film Studios. In 1963, he moved to

(DFFB). In 2000, he directed his first feature film,
England!, which won the Award for Best Screenplay from
the German Film Critics Association in 2002. It was
followed by Love in Thoughts (2004), starring Daniel Brühl,
which premiered at Sundance.

Oleg Sentsov was born in 1976. He
graduated from Kyiv National Economic
University in 1998 and the Higher Courses
for Screenwriters and Film Directors in

A romantic story with elements of humor and dramatic moments that occurs
within a few days on a yacht in the middle of the Black Sea. Fatal meeting of two
opposites – a rough hunter who does not give their victims any chance, and a

The film is created on the basis of a play by Oleksiy Kolomiyets. The main character
Platon the Angel is a man of honour with strong principles. He educates his adult
children on the basis of his beliefs. The eternal conflict between parents and children starts when big family is having dinner together.

What has become known as The Revolution on the Granite of October 1990 lasted
for only 16 days but its repercussions started the process that eventually resulted
in Ukraine’s regaining its independence. The central square of Kyiv, now called
Maydan Nezalezhnosti was the site where the Revolution unfolded. The protesters` camp was pitched on granite slabs with which a part of the square was paved
– hence the reference to the event as The Revolution on the Granite.

The film is shot in a poetic manner of an essay and tells about the life of an
outstanding writer Viktor Nekrasov and the city of Kyiv were he was born and
lived.
Leonid, a policeman from Kopachi village, grew up next to the Chernobyl nuclear
reactor. The catastrophe broke his life, ruined his health and threatened his unborn child. Yet, his work takes him right into the contaminated zone.

This Ukrainian-Polish documentary almanac-laboratory was inspired by the European football championship Euro 2012, which will take place in both Poland and
Ukraine in summer 2012. However, the almanac is not about football; it’s about the aspects of civilization that the championship helps to uncover. Young artists are
aimed at everything that lies “behind the curtain” of the main event, out of focus of TV news and reports, the things which will remain after the fans and players leave.
This project is a result of cooperation between Ukrainian and Polish documentary filmmakers, both famous and young, and the International Academy Dragon
Forum (Poland). We bring forward the films of the Ukrainian part of the project.
The film is based on the lifestory of a great Physicist of the
20th century, the Nobel Prize winner, Lev Landau. In the
cruel 30ies, the scientist participated in the creation of the
atomic and hydrogen weapons. He openly criticized Stalinism despite of being a Marxist, he fought for freedom, and
above all – for the freedom of love.

Annual Lviv International Festival of Short Film WIZ-ART was

and culture selects the winners in the following categories:

An annual independent film festival KinoLev takes place

The festival in celebrated during one night, at the open air
venue on the St. Andrew Descent in Kyiv. It is a short films
festival that aims to support Ukrainian national cinema as
well as the films made in coproduction that keep traditions
of Ukrainian art while offering new concepts of its evolution, identity and existence in the range of world cinemas.
The competition programme consists of Ukrainian films,
and non-competition programme includes both Ukrainian
and international works. The Open Night International Club
promotes exchange between international film professionals and Ukrainian filmmakers in the form of retrospectives,
panel discussions and workshops.
