SBACC PLANS 40TH RECOGNITION DINNER TO HONOR
LAW ENFORCEMENT OFFICERS
AND FIRST RESPONDERS
Back in 1976, SBACC Chairman of the Board, Johnny Johnstone and Board
Member Rich Caldwell came together and felt that the Chamber should honor Law
Enforcement Officers at a special dinner as an expression of support and recognition for
all those officers who support the business community and residents.
The 40th Anniversary Of The Beginning Of That First Recognition Dinner
Will Be, Thursday, June 9th. In The Dome Building At The National Orange Show
A Social Hour At 5:30 P.m. Dinner Beginning At 6:15
December 2nd was a horrific experience for everyone. It was an eye-opener for
many. Yes, it put San Bernardino on the map. However, SB has been on the map
before. When the press began calling the Chamber (and they did from local news
media to USA Today, to as far away as Sydney Australia) The memory came back as to
when people came together during the fires, calling the Chamber wanting to know
where to go, what they could do to help. The press had the perception the
citizens of San Bernardino were running scared. But they were told, NO San
Bernardino was strong and so were their citizens. That momentum remained and
others were also saying, “San Bernardino is strong”. Finally, that became the city’s
logo. Pins and banners were even made.
As the Chamber celebrates its 40th Law Enforcement Dinner, let us remember
our Safety Officers have been around much longer. They have always been there for
us. December 2nd was a shocking time, however, it also made people aware just how
truly prepared and magnificent our public safety officers are. Our officers who came to
our aid from other towns; those officers who did important work behind the scenes, are
invaluable as the other collaborating agencies involved.
Our honorees have increased, therefore, we are asking
businesses to increase. Please do not let this be a room full of
officers recognizing their own. This year especially, the
Chamber’s dinner needs to return to why it was intended. As
we honor those outstanding officers and as many first
responders as we can, please sponsor a table, bring members of

American consumers were getting their first taste of Mexican staples. Armed with big
ambitions and $5,000 in savings, Robles opened a small tortilla-making business from a
storefront in East LA and sold tortillas to mom-and-pop restaurants. In Mexico, corn is
king, but wheat-based products had conquered Americans’ taste buds, and Robles was
ready to satisfy that craving. He decided to speed up the cumbersome production that
was all by hand. He bought machinery and rented space to start the first semiautomated tortilla line that could make them 10, 20 times faster.
As business grew, in 1961 Robles moved to a larger plant in LA, and La Reina
was established as flour tortilla royalty. The factory expanded in 1984 and is now one of
the area’s largest employers. It churns out more than 1.5 million tortillas on a slow day.
As growth surged in LA, in 1978, the family bought Anita’s Mexican Foods, founded in
1934 by the Marquez family a San Bernardino-based company. More than 20 years ago, after
a national competitor began taking a bite of the Robles’ market, Anita’s became pioneers in an
untapped niche for healthier, gluten-free, corn-based products, which now accounts for a
considerable chunk of its revenues. As early as 1987, the company introduced organic blue,
white and yellow corns and began using suppliers of only GMO-free corn. Anita’s sales
outgrew its San Bernardino manufacturing plant and warehouse, totaling 90,000 square feet,
which prompted relocation to a much larger site in San Bernardino in 2014.
A long time customer; Flamous Brands based in Duarte, CA will soon begin
exporting the chips Anita’s makes for them to the Middle East. Specifically to Kuwait,
the Kingdom of Saudi Arabia and to the United Arab Emirates. Flamous has taken the
flavor of a falafel* and re-imagined it as a tortilla chip using corn and chickpeas along
with a proprietary blend of herbs and spices to offer the consumer a tasty, nutritious
and healthy alternative to the simple Tortilla Chip.

Bernardino for 35 years. The secret of the success of this unique well-hidden thriving
business is “Everything is Customer Driven”, thus the “Customer is Always Right”. Their
Customer Service must be outstanding. WINPAK may ship new or rebuilt
machinery, repaired components, or spare parts to their customers. Both the
manufacturing and assembly of the machinery and replacement parts are produced in
San Bernardino. Some of their machines make the packets for the fast-food tiny
condiments, i.e., soy sauce, ketchup, mustard, etc., they make the long kids single
serve yogurt packets. A customer might come in and have a request for a machine that
would produce 1,000 soy sauce packages in one minute. WINPAK would customize and
build the machine. Currently they have machines operating in many countries around
the world. The cost of a machine is between $300,000 and 5 million dollars.

Costco’s Annual Big Fund Raiser for United Way and Children’s Miracle Network is Taking
Place the Month of May. All money raised by the employees will be matched by Costco
Corporate. Last Year twenty five million dollars was raised with monies going to Children’s
Hospital, as will this year.
Those donating $100 will see their name/business card on a balloon displayed over
registers. Those donating $500 or more will have banners displayed.

the large (7.5K) boulder with plaque in

Norton and also the Freedom Tree

the 63rd MAW. Both plaques were
originally located at the Norton AFB
Headquarters Building prior to the base
closure in 1994. The plaques were
rescued by the Stater’s Bros. Team
and remained in storage until recently.
Members of the museum team were
extremely pleased when the Stater’s
Team, donated the relocation and
“setting” of both plaques.
It is a well known fact that Jack
Brown, President of the Board, has
always held a close place in his heart for
Capt. Norton and Norton AFB.

the NFL Foundation will provide SBHS with
a new character education curriculum and
the opportunity to apply for a grant of up to
$5,000 to help support and grow their
football program.

with the golden football demonstrates to
our students that attending SBHS is
something to be proud of,” commented
Antoinette Fulcher-Gutierrez, principal of
SBHS.
“When our students see alumni
reach their goals, they can then start
envisioning themselves doing it as well.
This is making hope happen. We’re also
excited at the opportunity to receive a
scholarship from the NFL Foundation which
would allow us to purchase new uniforms,
increasing the pride we hold in our hearts
for Cardinal City,” Fulcher-Gutierrez added.
Seay played football as a wide-receiver for
SBHS Cardinal’s from 1982–1985 and went
on to play in the NFL for the Philadelphia
Eagles and San Diego.
Upon retiring from football in 1999, Seay
joined Stater Bros.’ public relations
department as the company’s community
relations representative. In this position,
he delivered his personal message of goalsetting and the importance of education.
More importantly, Seay served as a role
model to over 60,000 students emphasizing
that pursuing one’s dreams despite peerpressure and adversity can be achieved.
“I’m honored to be a part of the Super
Bowl 50 celebration by giving back to
my alma mater, SBHS,” noted Mark
Seay of Stater Bros. Markets. “I’ve
been blessed and very fortunate to be a
part of NFL history and the Stater Bros.

Once upon a time
The city grew,
in another century there
was
a
brand
new
Chamber of Commerce,
less than ten years old,
who wanted to grow
and do “GREAT” things
in this thriving city
called San Bernardino.
The Governing Board of
this
Chamber
were
influential in assisting
other
entrepreneurial
assemblages become of
age, such as a brand
new entity called the
Orange Show
the Orange Show Fair Grounds grew, and
as they grew, they all went their own ways.
As the years passed, their paths crossed
many times. Finally , in the year 2016, fate
brought them together again to work on a
special project.

“GREAT” fair took place
and the people came
and had fun.

It was time for a big celebration at the Fair
Grounds, their 101st anniversary. “A Blast
From the Past” citrus display was now
asked of the chamber to be contributed for
an exhibit. Being that the National Orange
Show was a member of the Chamber of
Commerce, it seemed only proper that the
chamber ask other members to assist on
the undertaking for this very prestigious
project.
And so the quest began:
A clever squire in the village, the
owner of an honorable business named
Arrowhead Mechanical, had a design
that deemed appropriate for such a
project. However, he sought a builder.
Across the valley to the west, a
school yard full of talented young people
were learning many skills where they
would be able to support themselves
and become useful citizens upon
reaching adulthood. The name of this
wonderful instruction center was “Job
Corps”.
A cheery lass,
quite rambunctious
offered her talents. She worked for a
large Dental Institution in a nearby
village in Loma Linda. On her farm she
had access to much citrus that was
needed for this project when built.

Inland Empire Glass is as Good as the two who are responsible for what it is,
“It is a Cut Above the Rest”. That is what attendees hear Maryann Quiggle, owner
of I.E. Glass say at the chamber networking Koffee Klatch as she introduces herself.
When one of the original two owners of I.E. Glass hoped to retire, they sought
out one who was a talented worker and might make a viable partner for the business.
Kevin Quiggle was that one. He worked through one summer. The owners found him a
saint, and offered him a partnership. Kevin bought out that one partner 20 years ago.
Maryann retired teaching to assist Kevin in the business. Both wanted to become
more involved in the community. Therefore, it began.
Maryann has danced in the Assistance League Headdress Ball three times, once
wearing the headdress. Having difficulty learning to balance the huge headdress, Kevin
was instrumental in helping her learn to balance as she walked. This describes their
marriage and their business. Both are as involved in their business as they are in the
community. They come as a pair. When trouble strikes in the business, they balance
each other out. They are each other’s checks and balances. Where Maryann goes,
there goes Kevin and likewise. That is why people like to do business with I.E. Glass.
They are a Cut Above the Rest.
Maryann is serving as the Chairman of the chamber’s Ambassadors, thus on
the Board this year. Kevin and Maryann are always available, not just to volunteer,
but smile and say, “What ever you want”. The chamber has benefited from their
enthusiasm and promotion of support for the city and chamber. Both have gone
through the Chamber’s Leadership class.
A huge passion for the Quiggles is the Nutcracker. Maryann became involved
in The Nutcracker with her daughter over 30 years ago. Kevin was enticed
approximately 12 years later. Both have served on the Inland Dance Theatre board for
15 years, Kevin is V.P. and Maryann is Treasurer.
The sets, costumes and props are stored at I.E. Glass. With the equipment
that I.E. Glass provides, Kevin is able to deliver and remove the sets to and from the
theatre at the time of the performance. He also uses his time and equipment from I.E.
Glass to pick up and return the backdrop from Los Angeles.
When Kevin’s father was 34, he had six multiple strokes. In therapy, he was
taught to build stain glass windows for rehabilitation. Kevin, who was 10 at the time,

their patients, being so
close to the incident and
not knowing whether to
leave or stay or if they
were in danger. This
segued into a dialogue on
how to distribute
information to local
businesses. What mode
did people go into?
From a national
restaurant to a small
Doctor’s office, there
was no procedure for
the locals. Who was
confused? Who armed
themselves? Who
were frightened?
Should they lock up and
remove people? Some
have now developed a
procedure. All agreed
law enforcement handled
themselves very well.

accurate. He suggested a
scanner phone app might
be used.

business. Who would ever have known all those years ago what the future would hold
for that little boy.
Natives of SB, Kevin, a graduate of Pacific HS and Maryann, a graduate of
Aquinas are strong believers in SB and do not want to leave. It is second nature for
them to give back as much as they can. They also like to help others who are also
doing good in our community like Steve Shaw and Alan Bone at the Railroad Museum.
When the museum needed glass installed in their second hand showcases, I.E. Glass
put it in at no cost. Why? “Because they just love those guys and what they are doing
for our city”.
Chili’s Grill & Bar
has been a staple of Hospitality Lane for over 28 years. Chili’s is
a leader in casual dining innovation and has lead the charge in social media and
technology integration. Chili’s features Fresh Mex and Fresh Tex Menu, serving
amazing margaritas, fast lunches, and great American traditions like ribs, burgers and
cold beer. Managing/partner, for over 9 years, is Jim Wheeler, an active member of
the community. With a smile, Jim is always willing to volunteer, he doesn’t just donate
the food, but personally is in the middle of the mix, serving and making sure people
know what a GREAT experience Chili’s is. You will always find a Chili’s station at NOS’s
“Wine & Dine Under the Stars”, CID’s “Grapes and Gourmet” and “Haunted House” and
SB Chamber’s “Casino Night”, Jim feeds lunches to the volunteers for Habitat for
Humanity, Santa Claus Inc. and Kid Wish Network. Jim also assures the local schools
get their fare share of attention by participating in countless “Give Back Nights”, and
sport teams needs. During last year’s Rte 66, Jim used his expertise and assisted with
the two bar stations, staying all day.
During the December 2nd tragedy, Jim did not wait to be asked, he called and
said, “What can Chili’s do to help, where are we needed”? He was told, did, and that is
the way he typically responds. Chili’s provided food to the command center for those
who could not leave. Jim is currently Chm Elect on the Chamber Board. He, just asks,
what can I do, and he does. However, Jim generally does a lot more than is required.

our purpose is To connect, serve and give to create the best life. That is why The
Chili’s on Hospitality Lane in San Bernardino is Like no Place Else!!!
Some would say Chili’s and Jim are a GREAT match.

The Patriarch of the Gastel family created
Arrowhead Sheet Metal in 1969.
George Gastel was in charge of the civil service sheet metal shop at Norton AFB, creating
experience to become and entrepreneur that led him to start his family business. Filling
many requests to make metal duct for air conditioning units, George said, “We can do that”,
thus beginning their long association with air conditioning and changing their name to
Arrowhead Mechanical.
The family business reaches out to the community by sponsoring youth sport
teams. They were the original sponsor for the UCR athletic foundation and title sponsor for
the first three years. Robert Gastel and his team are also reaching out to local personal
s through an apprenticeship program who are desirous of learning a new trade.
Currently Robert is serving on the Executive Committee of the San Bernardino
Area Chamber of Commerce as Chairman of the Governmental Affairs Committee. He
served as Chairman of the Board in 2009/2010. Robert has many talents and is slow to
boast but quick to share them. He is always available to assist, whether to help out in an
emergency or to offer advice when needed. He has played an instrumental role in keeping
an semblance of “Rendezvous Back to Route 66” in San Bernardino. His involvement is to
assist with selecting the cruising route and to organize and guide (a large amount of)
volunteers and prepare them for the day of the event for “Street Duty”. It is always
amazing to watch Robert’s creative style handle the solutions that he endeavors to
accomplish. Thank You Robert For Sharing Your Many Gifts.

When you visit Disneyland and journey on those amazing adventure rides, remember
that many of those animatronics were made right here in San Bernardino.
Disneyland’s Big “Diamond Anniversary”
Garner Holt created three all-new animatronic Abominable Snowmen for the park’s
classic Matterhorn Bobsleds attraction. GHP’s work has been praised by top Disney cast
members and fans alike. The final figures for the upcoming Shanghai Disneyland
project have been shipped. GHP is currently putting the finishing touches on a new
creature for a classic attraction at Disney World (second this year, with a third
waiting in the wings). The sculpture will soon grace a figure in one of the attraction’s
most beloved scenes.
Thomas the Tank Engine-themed Thomas Land Theme Park Zone
at Edaville, USA out side of Boston all-new six-acre area home to the “Tidmouth
Sheds Show”, featuring four full-scale animatronics versions of Thomas the Tank

noise, pull levers, and flip knobs to play engineer on board the “little green engine.” The
figures come to life, talking, looking around their set, and puffing white smoke, in a tenminute musical show. GHP will be collaborating with their good friends at Mattel again.

American Research Library and Cultural Cntr in Fort Lauderdale,
Florida, asked GHP to create an animatronic version of the center’s founder, Samuel
Morrison. This is a first to create an animated version of a portrait of a real-life, stillkicking, talking, moving human being!

Midway Museum in San Diego, a replacement in a new presentation
featuring some of the most lifelike animatronic, including an expressive face and fullyfunctional fingers to grant the character an amazing array of realistic gestures.
►Gilroy Gardens CA another revitalization for a cast of singing fruits and vegetables,
including a giant block of ice, with chattering teeth, telling guests about the importance
of good nutrition through catchy rock-n-roll tunes.
►GHP has created their first animatronic character for their new friends in the
Netherlands at De Efteling, the most popular theme park and one of the most
attended in Europe. The park is dedicated to all things fantasy, and is set amongst a
fairytale backdrop of ancient forests. The most ambitious attraction to date; Baron
1898 a dive-coaster featuring an elaborate back story and beautifully detailed station
building including a number of lavish show scenes. GHP created the hero Baron
Gustave Highcourage figure, owner of the (haunted) goldmine.
Garner is a gifted and talented man and SB is proud to call him one of their own. He was
reminded after 12/2/15. How precious life is, and how quickly and unexpectedly it may be taken away. He

schools and served as
”Principal” for a day;
many found the event
to be a first step in
forming long-term
partnerships.
PRINCIPAL FOR A DAY
It was an absolute delight sharing the experience of being Principal for a Day at
Anderson School. They are a distinctive school with a population of students ages 12-22
years old who all have moderate to severe disabilities. The primary mission of Anderson is
to provide instruction to each student in order to develop the skills, knowledge, and
understanding required to promote independence, personal development, and inclusion to
the fullest extent for the individual’s potential at home, at school, and in the community.
I found Principal Nereida Gutierrez to be a dedicated, caring and patient professional and an
asset to Anderson. She has an excellent team who all work together to make sure the
students are succeeding and growing. I saw the results of that and had joy in my heart
when I was able to join the students for their Friday social engagement at the end of the
day. What a thrill to watch them dance and mingle, laugh and have fun.

In December 2015, the City Council adopted a resolution presented by the mayor’s
office that established a Qualify of Life Team
● Developing a comprehensive plan for targeted clean-ups
● In partnership with the SBCUSD developing a plan to ensure that routes most
traveled by students are free of illegally dumped materials to provide a walking area
free of debris, trash, and other obstacles not belonging in the walkway.
●Developing a street by street assessment method to rate cleanliness of streets parks,
and city owned properties
● Developing a plan to maximize the enforcement of illegal dumping of waste laws.
The Team has already made a significant impact around the City. Once fully
staffed, the city looks forward to seeing the restored focus on maintaining a clean city.
