Qalebani added that the value
of trade between Iran and Turkey
hit 10 billion dollars in 2007 and
the figure stood at 12 billion dollars
in the first 11 months of 2008. The
two countries have set the target
of annual 20 billion dollars in trade
as a mid-term objective, he noted.
He went on to say that the
active presence of Iranian
industrialists such as the
of Iran towards an all-out
expansion of relations in economic
and industrial fields with its
neighboring country Turkey.
He said that Iran and Turkey
are among the founding members
of Economic Cooperation
Organization (ECO). Considering
the constructive bilateral relations,
Iran and Turkey should give a
boost to their industrial and trade
relations and launch more joint

company, saying the Organization's
annual capital turnover amounts to
28 billion dollars and it has 118
subsidiaries which are active in the
automotive, marine, and rail
industries.

skilled and experienced manpower,
inexpensive sources of energy, and
suitable markets are the country's
advantages which can attract
foreign investors, particularly from
the Muslim world.
Referring to the global
financial crisis and the economic
meltdown in many of the world's
countries, he said that thanks to
its self-sufficiency and relying on
its great potentials of the
production sector, Iran experiences
a 7 percent growth in the industry
sector and the country has
suffered the least from the recent
economic crisis. Iran is prepared
to transfer its experience and
expertise to Muslim nations.

Regarding the plan for the production of
bio-implant in Hamanand Saz Baft in Kish,
Qalebani said that the first phase of the plan
has the annual production capacity of 270
kilograms of bio-implant including 250
kilograms of structural fillers of bone and 20
kilograms of other products such as reinforced
bone maker, products containing antibiotics, etc.
As he said, it is anticipated that
Hamanand Saz Baft Company's products
would account for 10 percent of the needs of
domestic markets.

A ccording to our reporter, the project was
inaugurated in a ceremony which was attended
by the minister of industries and mines, the
chairman of the board of directors of Industrial
Development and Renovation Organization
and his deputy, the minister of health,
treatment, and medical education, as well as
officials of Kish Free Zone organization in
Hamanand Saz Kish Company.
The project places Iran among limited
number of countries which have acquired the
technical knowledge for the production of bioimplant products.
Addressing the inaugural ceremony of
bio-implant production unit in Hamanand Saz
Kish Company, the minister of industries and
mines said that high-tech industries which are
of the advantage of added-value should be
expanded in the country and this issue requires
a proper investment in this field.
He added: "Some three tons of bioimplant are produced in the world annually. Iran
is now one of the world's producers of bioimplant."
Mehrabian said that a bill has been
submitted to the parliament for the allocation
of sufficient budget to high-tech industries.
The current budget can suffice only one
percent of plans in the field of high-tech
industries.
"Approving the bill by the parliament will
allocate sufficient budget for the plans in hightech industries and commercializing the
projects in this field," he said.
Ahmad Qalebani, the deputy minister of
industries and mines and the managing director
of Industrial Development and Renovation
Organization of Iran said for his part in the
inaugural ceremony that the most number of
inaugurated plans of IDRO within the past five
years has been in the current year. He added that
34 plans have come on stream by Industrial
Development and Renovation Organization this
year.
The deputy minister of industries and
mines referred to Bio-Science Industries
Development Company as one of the
companies affiliated to IDRO.
"Umbilical cord and stem cell banks, bioimplant, Zantan gum, biologic fertilizer, and
hectic fever vaccine are among products of the
company in the bio-science fields. The third to

invested in the bio-implant production project.
He pointed out that domestically-made
bio-implant is valued at 100,000 rials per gram.
This is while imported products cost 1.6 million
rials per gram.

high-risk plans initiated by the private sector
in underprivileged regions. To this end, we are
prepared to cooperate with universities,
academic, research, and industrial centers.
Mehdi Golestani, the managing director
of Hamanand Saz Baft Company said for the
time being the company's products meet
demands of some 100,000 patients in the
country per year.
Based on the report, Hamanand Saz Baft
Company produces bio-implants for filling bone
pores and repairing skeleton defects resulting
after orthopedic surgeries, jaw and face
corrective surgeries. The company plans for
producing cardiac bio-implants for amending
imperfections and restoring damaged tissue of

Company is affiliated to LIDCO (a subsidiary of
Industrial Development and Renovation
Organization of Iran) was established in 2003
with the aim of producing bio-implants through
cellular implantation and tissue engineering in
accordance with international standards.

Iranian automakers produce
more than one million cars per year
and they manufacture up to 90 percent of the products domestically,
said the director of Industrial Development and Renovation Organization (IDRO) of Iran for investment and stock market affairs.

automaker companies that the output of Iranian automakers before
the victory of Islamic Revolution
(1979) did not exceed 50,000 cars,
but their output is currently more
than one million, and over 90 percent of the parts are made domestically. Such achievement is undoubtedly gained through support of
IDRO and the privatization of the
companies has benefited both the
state-run and the private sectors.

went on to say that the Organization holds 38 percent shares of Iran

inister of Industries and Mines Ali-Akbar Mehrabian referred to
the investment in the rail industries as among the highest privileges of
the country's economy, saying that considering the implementation of
the economic reform plan and upgrading prices of energy carriers,

production, and to this end, IDRO's
target is to reach a full domestic production with highest quality.
As for the termination of
Paykan production and replacing it
with another car named Samand
which complies with international
standards, it is unfair to say that
automakers have not performed
well.
The director of IDRO for investment and stock market affairs
emphasized that attaining self-sufficiency in different fields is a timeconsuming process which will require much effort, perseverance, and
hard-working.
People should cooperate for
reaching self-sufficiency in the automotive industry and producing a
national brand, he said and added:
"Naturally, it will take time for us to
produce a car which can compete
with accredited foreign-made products."
He added: "In the privatization
process of IDRO's affiliated companies, up to one hundred percent of
the shares can be transferred."

Mehrabian went on to say that Iran's economic growth rate is not
comparable with other countries, so that the country's economic growth
rate stands at 6.9 percent for the time being.
The industry and mines has a 40 percent share in the national
economic growth, he said and added that the figure was greater than
the amount stipulated in the scheduled plans.
Iran Khodro Railways Industries Company has the annual capacity of producing 100 wagons in a single working shift in the first
phase, and the capacity will be boosted to 200 wagons per year in two
working shifts in the next phase.

IDRO launches intelligent
security systems in Pardis
Technological Park
A project for the production of
Intelligent security systems in
Pardis Technological Park was inaugurated in a ceremony attended
by the minister of industries and
mines and the chairman of the board
of directors of Industrial Development and Renovation Organization
(IDRO) of Iran.
The project includes the car
speed monitoring system of third
generation, as well as BMS security, safety, and industrial systems.
Eng. Qalebani, the chairman of
the board of directors of Industrial
Development and Renovation Organization said 50,038 million rials
has been invested in the project
through a joint venture by Iran
Informatics Development Company
(affiliated to Industrial Development
and Renovation Organization) and
Houshmand Asia Company (private
joint stock).
Qalebani went on to say that
the factory has the capacity of producing more than 1,300 products of
5 different types per year. The required technology for manufacturing the systems has been developed
by professors of Amirkabir University of Technology in cooperation
with Industrial Development and
Renovation Organization.
The car speed monitoring system of the third generation type is
free of environment pollution and
can detect speeds of several cars
simultaneously. Moreover, its production cost is lower by 40 percent
than the similar foreign-made model.
In addition to meeting domestic needs to the car speed monitoring systems and saving in costs, the
project will generate many job opportunities for university graduates.
Based on official statistics, some
650,000 car accidents occurred last
year across the country's 70,000 kilometers of road network which has
resulted to over 27,000 deaths and
more than 200,000 injuries. The accidents have incurred some 5% of the
country's gross domestic income.
Taking such bitter facts into
account, Industrial Development
and Renovation Organization
launched the car speed monitoring
systems of the third generation type
and so reduced the car accidents
and related damages and expenses
by 20-30 percent and saved hundreds of million of dollars in foreign
currencies. In fact, IDRO has saved
some one percent of the country's
gross domestic income through
launching the project.
In other words, production of
the car speed monitoring systems
of the third generation has been an
innovative idea in the field of intelligent transportation systems (ITS)
and information and communication
technology (ICT) in Iran. Utilization
of such systems heralds safety of
the country's roads complying international standards.
Iran's economic freedom index
up 12 steps
According to the U.S. Fraser
Research Institute's Economic Freedom of the World - 2008 annual report - regarding the economic freedom index (EFI) of 141 countries of
the world, Iran's EFI improved by 12
steps reaching to 80 from 92 in 2008.
The Global Economic Freedom
report of the Fraser Institute for 2008
indicates that Iran's Size of Government rank was 6.79 out of 10 which
placed the country at 56th position
worldwide. Iran stood at 55th in
terms of Legal Structure and Security of Property Rights index with
the figure of 6.11 out of ten.
With the figures of 8.24 and
6.42, Iran ranked 71st and 918th
based on Access to Sound Money
and Freedom to Trade Internationally indices, respectively. Iran's
Regulation of Credit, Labor and
Business index ranked it 136th with
the figure of 4.76, the report says.
Based on the Fraser Institute's
report, Hong Kong tops the EFI list
as recent years with the EFI figure of
8.94.
Singapore, New Zealand, Switzerland, Britain, Chile, Canada, Australia, the U.S., and Ireland are next
in the list, while Rwanda, Chad, Central African Republic, Guinea-Bissau,
Venezuela, Niger, Congo Republic,
Myanmar, Angola, and Zimbabwe
are the most closed economies of
the world.
It's noteworthy that countries
such as Turkey, China, Indonesia,
Russia, and Brazil have closer
economies than Iran, according to
the report.
Exports,
10% of
Production
C onsidering the status quo
of Iran's market, it is anticipated
that the car production will surpass the sales by some 5.22 percent by 2009, so that Iranian
carmakers are expected to face a
surplus of 315,000 cars. So, the

the export of the surplus to other
countries.
In this line, plans are underway to turn Iran as one of the
major exporters of car in the region within the next four years,
and Pakistan, Iraq, and Syria will

Iran Khodro and SAIPA have seen an 18 percent and a 7 percent rise in their output in the

469,964 cars and vans, showing a seven percent rise over the corresponding figure of the

UNHDP says
B ased on the latest report of the United Nations Human Development Program (UNHDP), the
human development index (HDI) of the Islamic Republic of Iran, indicating the life expectance,
poverty alleviation, and improvement of educational service, has elevated by 10 steps standing at
the 84th place among 179 countries of the world.
The United Nations Human Development Program report of 2008 which is the improved
version of the UNHDP's 2007-2008 report says the Islamic Republic of Iran stood at the 94th place
last year among 177 countries of the world in terms of HDI index, but its status rose 10 steps
standing the 84th among 179 countries which shows improvement of Iran's human resource
conditions.
The 10-step elevation of Iran's stance in the human development index has been reported
based on indices such as living a long and healthy life (measured by life expectancy), being
educated (measured by adult literacy and enrolment at the primary, secondary and tertiary level)
and having a decent standard of living (measured by purchasing power parity, PPP, income)
related to the year 2006. According to the report, Iran is among the average nations in terms of
human development index.
The report also says Iran's HDI for 2006 and 2007 which were related to the statistics in 2004
and 2005 rose by 2 and 3 steps, respectively.
The Islamic Republic of Iran's position in the human development index list has improved 15
steps in the past three years. Iran was the 110th nation in the HDI list in 1979 before the victory of
the Islamic Revolution, but its status has elevated by 26 steps within 30 years reaching to 84th in
2008.Human poverty and income inequality indices in the developing nations are among the
important indicators taken into account in the HDI report and the human poverty index (HPI) has
been of paramount importance.
Island tops the 2008 HDI report as the preceding year, with Norway, Canada, Australia,
Ireland, the Netherlands, Sweden, Japan, Luxemburg, and Switzerland ranking the next in the list.

commercial cars totally in the first ten months
of the current Iranian calendar year, showing a
38 percent rise compared to the figure for the
corresponding period last year, of which SAIPA
and Iran Khodro had 42 percent and 52 percent
shares, respectively.
Iran Tractor Manufacturing Company produced 14,890 tractors in the first ten months of
the current Iranian calendar year, showing a 22
percent fall compared to the figure for the corresponding period last year.

Iran-ECO trade
amounts $5b
T he director of Trade Promotion Organization (TPO) of Iran
announced that the annual trade
between Iran and Economic Cooperation Organization (ECO) member states
amounts some $5 billion. He called for boosting the trade between the ECO countries.
Addressing the first meeting of the trade
promotion organizations of ECO member states,
Mehdi Ghazanfari said that the first meeting of
ECO trade promotion organizations has been
organized by the secretariat of ECO aiming at
materializing the idea through cooperation and
synergy of the member states.
ECO member states comprise six percent
of the world's population and enjoy a high potential for economic activity and promotion of
trade with a capital turnover of more than one
trillion dollars per year.
Ghazanfari pointed out that Iran's value of
non-oil exports to ECO countries hit 2.1 billion
dollars while it imports some 2.97 billion dollars
from ECO member states.

A Glance at Achievements in Year of Innovation and Flourishing
T
he Article 44 of the Constitution has stipulated the responsibility of
Industrial Development and Renovation Organization (IDRO) as supporting the expansion of modern and high-tech industries and investment in such fields in underprivileged regions of the country.
In this line, IDRO has put stress on laying the foundation for the
development of the private sector. Hereunder is a brief report on the
performance of IDRO in the Iranian calendar year 1387 (began March 20,
2008).
1) Development of industrial investment
Development of investments in industrial fields focused on the expansion of private sector and cooperation of NGOs and foreign investors
has been on top of the Organization's agenda within recent years.
Moreover, the implementation of projects which were ratified during the President Ahmadinejad's provincial trips has been prioritized.
Considering the 3-5 years of anticipated period for the inauguration
of invested plans, it is expected that the positive results of the plans will
be perceived in the near future.
* Five projects are underway with the total 5468.9 billion rials of
invested capital, of which 940.6 billion rials has been secured through the
Organization's capital sources.
* Three projects have come on stream through 217.94 billion rials of
investment by IDRO / affiliated companies
Investment in 21 joint venture projects with private sector
* Twenty one projects with 8421.14 billion rials of capital investment
are underway in cooperation with the private sector. IDRO has secured
347.18 billion rials of the total investment.
* Six projects have been inaugurated at the cost of 2361.61 billion
rials as joint venture with the private sector
* A memorandum of understanding has been signed for the implementation of 140 industrial projects in different fields with an estimated
capital investment of 57223 billion rials in cooperation with the private
sector
* Eleven projects approved for joint investment to the tune of 23531.07
billion rials with the private sector
Establishing modern construction materials production plant:
In 2007, the government vested the Industrial Development and
Renovation Organization with the establishment of a modern construction materials production plant with the aim of expanding mass housing
using modern technologies.
Based on the plan, IDRO was obliged to establish 30 mass housing
entities by itself or in cooperation with the private sector in 30 provinces of the country. In the early current Iranian year, the related feasibility studies were conducted, suggests of the private sector were collected, and finally 85 memorandums of understanding were signed with
the private sector with 19866 billion rials of credit.
2) Performance in development of high-tech industries
Development and implementation of economically justified plans
through expansion of economic enterprises, supporting innovative units,
establishment and development of small business development centers
(SBDC), and improving R&D activities in affiliated companies are followed as the main objectives.

A contract for development of innovative ideas worth 0.75 billion rials
Nine contracts in small business development centers (SBDC)
valued at 7.06 billion rials
Eighty one research plans worth 100.56 billion rials are underway
and 29 projects have been completed costing 26.95 billion rials, equaling
40.92 billion rials in total.
Twenty three memorandums of understanding were signed with
academic centers across the country (Bahonar University of Kerman,
Uroumie University, Bou-ali Sina university of Hamedan, Medical Science University of Hamedan, University of Shahrekord, University of
Tabriz, University of Semnan, University of Kashan) and concluding contracts for 5 plans.
Developing a conceptual model for the commercialization process
of research plans
Nineteen projects for investment in high-tech industries are underway costing 1640.75 billion rials, of which 205.9 billion rials has been
provided by IDRO, and 33.036 billion rials of the figure has been spent in
the first nine months of the current Iranian year.
Completing 4 plans at the cost of 168.9 billion rials
Thirteen memorandums of understanding have been signed for
the implementation of investment plans. Twenty joint venture projects
with the private sector have been developed.

Automotive industries
Industrial Development and Renovation Organization of Iran as the
major shareholder of the country's automotive industry has targeted the
increase of production, economic justification of output, technology improvement, diversification of products, and eventually growing to a regional and global power in line with defined strategic policies. The Organization has taken notable steps to attain these goals.
In the first nine months of the current Iranian year, 70 percent of preset goal of the plan for the production of personal cars and vans, 44
percent of the production plan of trucks and mini-trucks, and 41 percent
of the production plan of minibuses and buses.
Marine industries
Iran enjoys the privilege of being situated at the transit route to
Central Asian countries and this issue promises a bright future for the
country's marine transportation sector. IDRO is mostly active in this sector in the production of vessels and marine installations as well as repair
and maintenance of related equipment.
Machinery and equipment
Considering the importance and function of types of machinery and
equipment in large industrial projects and manufacturing activities, positive measures have been taken within recent years for increasing the
production of such products.

IDRO formed a consortium with JGC, TOYO, and DAELIM companies in March 2002 and won a contract on the development of the onshore section. In April 2003, the consortium inked a contract with Petropars
Company worth 1.77 billion dollars. The related project was completed by
the ninth month of the current Iranian calendar year.

Construction Company and Marine Installations Engineering and Construction Company and won the related tender. In March 2006, a contract was
signed between the consortium and the National Iranian Oil Company which
is supervised by the Organization. The project is valued at 2.05 billion dollars
and has progressed by 11.85 percent by the mentioned period.
Considering the stress put on the development of non-oil exports,
IDRO has adopted a strategy for the development of non-oil exports in
order to reinvigorate its presence in global markets in line with its motto of
"Pioneering in globalization of Iranian industries" in 2008.
Directing its subsidiaries for taking the most of opportunities for the
development of exports and expansion of supply markets focusing on the
automotive industry are among IDRO's programs in this regard.

implementing the Article 44 of the Constitution regarding the privation of state-run companies with
transferring over 106,000 billion rials worth of shares of its subsidiaries.
During the 39 months of incumbency of President Ahmadinejad (the Ninth Government), Iranian
Mines & Mining Industries Development & Renovation Organization (IMIDRO) has divested the shares
of 17 companies, four of which were among the companies prioritized for the privatization, valued at
100.123 trillion rials. The figure shows an 11 percent rise over the same period of last year.
The report says that in the same time Industrial Development and Renovation Organization (IDRO)
has transferred 2,719 shares of Arak Machine Building Company, HEPCO Company, and Iran Tractor
Manufacturing Company worth over 5.65 trillion rials in line with the implementation of the Article 44 of
the Constitution.

Turkey's World of Industry international trade fair (WIN 09), is one of the most important industrial
fairs in the Middle East and the Eurasia region and is a great opportunity for the Islamic Republic of Iran to
showcase its achievements and capabilities in different industrial fields which paves the way for the
expansion of non-oil exports.
WIN expo and Hannover international fair are organized and held jointly. This year, some 1,400 industrial
firms attended WIN expo which was held for five days at Tüyap Fair, Convention and Congress Center in
Istanbul.

Iranian and Indian firms to showcase their achievements in the four
fields of nanotechnology, biotechnology, information technology, and composite materials. A
joint session was also held on the

introduce their potentials and capabilities in the nanotechnology
and information technology
