hat a wild ride 2011 was for the consumer technology industry!
Driven by incredible innovation, for the first time in 2012 factory
sales of consumer electronics will exceed $200 billion annually. The
Consumer Electronics Association (CEA)® represents the more than
2,000 companies that develop, market, promote and sell the products
and services that entertain, inform and connect consumers.
CEA continues its mission to grow the industry by providing research,
support and standards, by working with legislators and regulators to
provide a level playing field for the competitive global marketplace and
to stage the premiere tradeshow for our industry and its products – the
International CES – as well as events throughout the year.

We also are gratified by Washington’s growing recognition of the
looming spectrum shortage, and by efforts to make more wireless
spectrum available. As part of a budget compromise, Congress included
language authorizing the Federal Communications Commission (FCC)
to hold voluntary incentive spectrum auctions. By doing so, Congress
has helped to advance our nation’s ability to innovate, create jobs of the
future and meet the needs of 21st Century wireless networks.
Legislative Milestones
The industry also enjoyed another big win. In spring 2011, the Senate
Judiciary Committee unanimously passed well-meaning but misguided
legislation that sought to combat digital piracy — a very real problem.
Only Senator Ron Wyden (D-OR) objected and his filibuster threat
prevented Senate passage. And then an amazing thing happened –
the people spoke. Responding to the bipartisan outpouring of public
opposition from millions of constituents, Congress abandoned the
Stop Online Piracy Act (SOPA) and the Senate’s Protect IP Act (PIPA)

At the FCC, we will work on the development and implementation of
new accessibility rules. Last year, Congress passed the 21st Century
Communications and Video Accessibility Act that expands current
law on telecommunications access to advanced communications
services and equipment and includes a vast range of our members’
products. The FCC has begun the rulemaking process, and the threat of
burdensome mandates remains high. Those rules will be finalized by
the end of 2012.
On trade issues, our agenda remains ambitious. A benefit of the
free trade agreements is that many members of Congress are now
officially on the record as supporting open international markets.
We will continue this momentum by leading the process to revise the
Information Technology Agreement (ITA) to dramatically lower global
tariffs for our products. The process could phase out tariffs on products
vital to the CE industry in dozens of nations.
Last year our country faced challenges including an ailing Europe, a
slowing Asia, an unstable mid-East, an onslaught of natural disasters
and civil war in many countries. The U.S. economy also experienced
high unemployment and out of control government spending.
However despite these hurdles, we had a good year in tech policy. After
years of effort, free trade agreements with Colombia, Korea and Panama
were passed by a bipartisan majority of the House and Senate, and
signed by President Obama. These agreements keep the free trade bill
rolling and open foreign markets for our products, strengthening our
industry and the U.S. economy.

Energy Commission to act in a more responsible manner.
While the conventional wisdom is that little gets done in an election
year, we expect tech issues to remain at the forefront. CEA has pushed
for bills easing companies’ efforts to raise funding and hire skilled
immigrants. We are seeing momentum on both. CEA will continue to
promote sensible, consumer friendly recycling. The industry has united
around the eCycling Leadership Initiative and has committed to recycle
one billion pounds of consumer electronics annually by 2016 and also
to advocate for private-sector driven recycling bills at the state and
national level.
We also expect a challenging agenda on energy efficiency issues and
will work closely with Congress to fix changes to the ENERGY STAR
program that make it less valuable and more costly to our members.
We will continue to oppose state energy and end-of-life electronics

Despite being an election year, tech will remain at the top of Congress’
priority list. We expect that issues surrounding privacy of consumer
data will become a Congressional priority. CEA has formed a Privacy
Working Group under the auspices of its Government Affairs Council
which we expect to be very active. Intellectual property issues also will
continue to be in the spotlight. On patents, we will support efforts to
end forum shopping and put the “patent trolls” out of business. On
copyrights, we will advocate for targeted efforts to address foreign
“rogue sites” while resisting overreaching legislation that would harm
legitimate innovators or Web-based businesses.
Another important issue for CEA is the collection of Internet sales
tax to level the field for retailers. The first hurdle is recognizing that

collecting sales tax on Internet purchases is not a new tax. It is merely

growth will solve many of our nation’s problems. That’s why at CEA

policy issues in Washington. Throughout the year, as government
officials consider legislation that affects the CE industry, CEA advocates
the industry’s pro-innovation position to state and federal lawmakers,
regulatory officials and the courts. CEA promotes pro-growth policies
that will ensure that the industry can continue to flourish.

Free Trade Agreements
CEA has long supported ENERGY STAR as the most effective and
proactive program to encourage consumers to make more energyconscious choices. Home electronics are responsible for the energy
savings achieved by the program for residential products according
to an EPA report. CEA is concerned, however, that EPA’s recently
mandated changes to ENERGY STAR are creating unreasonable
burdens for partners and harming international expansion of the
program.
Spectrum and Mobile Broadband
CEA believes that in the 21st century economy, spectrum is the oxygen
of innovation. CEA strongly supports legislative efforts to authorize
the FCC to conduct voluntary incentive auctions to secure 500 MHz of
additional spectrum for broadband services and address the looming
spectrum shortfall. More, CEA believes that any additional spectrum
should be available for both licensed and unlicensed use. In early 2012,
Congress passed and the President signed a law allowing voluntary
auctions. CEA will be focusing on ensuring that the law is upheld and
supporting efforts to reclaim additional spectrum.

CEA supports skilled immigration policies to attract the best and the
brightest to the United States, such as H1B visa reform that would
enable foreign graduates of U.S. schools to become American employees
and add to the wealth of this nation; a quick path to citizenship for
entrepreneurs; and the creation of criteria and process for granting
citizenship to qualified immigrants.
Energy Efficiency
Voluntary, market-oriented programs and initiatives, including
industry-led standards, are a proven and successful approach to

The Innovation Policy Summit explored policies to effectively drive

to establish compatibility between devices. Like a map, they also
provide an idea of where the industry is headed. Interoperability is a
linchpin in the success and acceptance of new technologies, and it is
established by collaboration between manufacturers via a standardssetting body.
CEA’s Technology & Standards (T&S) department works year-round
to foster such collaboration, through working groups and standardsfocused events. These gatherings offer manufacturers the opportunity
to test and tweak technologies to make sure the best become industry
standards. This migration path enhances the opportunity for
new technologies to achieve widespread market deployment and
interoperability with enabling products and services.
The rapid pace of innovation drives CEA to constantly look at new
developments that will benefit from the standards-setting process.

Wireless Power
CEA’s Wireless Power Subcommittee published CEA-2042.1: Wireless
Power Glossary of Terms in 2011 and is working on standards on
methods of measurement for efficiency and standby power, highly
resonant wireless power systems, and tightly coupled wireless power
transfer. It also is working on a technical report on wireless power in
TC100.
3DTV Technology and Energy Consumption Discovery Group
The Department of Energy (DOE) and other stakeholders have
expressed a strong interest in power consumption measurements for
the 3D mode of operation of televisions. The DOE and its consultants
have been active participants in ongoing efforts to revise CEA’s
standard on TV energy measurement. In order to continue work on

the TV measurement standard, and not slow its development while
investigating energy characteristics of 3D mode, CEA established a
3DTV Technology and Energy Consumption Discovery Group in parallel
with the standards efforts.
The discovery group is charged with investigating the state of
3D television technology and its effects on energy consumption.
Specifically, the group reviewed the market for 3D content, 3D
television sales and expected usage in 3D mode; reviewed the various
3D technologies likely to gain market acceptance; and documented
the challenges for producing accurate, repeatable measurement of
energy consumption for 3DTV. The recommendations of the Discovery
Group will be forwarded to CEA’s Technology and Standards Council for
further action.
Standards to Promote the Accessibility of
CE Products and Services
CEA established a standards working group to develop an ANSI/
CEA standard specifying a round tactile feedback feature to help
the visually impaired orient themselves on devices such as a remote
control. This working group is the latest activity that CEA has been
engaged in to help make CE products and services more accessible
to people with disabilities. The group is unique to CEA in that it has
participation from a large number of users who will benefit directly
from enhanced accessibility. With its first standard completed, the
working group is now studying standardization opportunities related to
improving accessibility of video-related CE products. It has received 64
contributions for potential study topics collected over three months and
six meetings. The group expects to prioritize its findings and suggest
further activity for consideration.

two existing CEA standards for measuring energy consumption of
set-top boxes. As part of this effort CEA undertook a survey of lighting
levels in consumers’ homes. The survey is the largest such study in the
world and has provided valuable insight on lighting conditions. The
information will guide the rewrite of the TV measurement standard and
help account for the energy saving benefits of the automatic brightness
control feature found on many TVs.

Using Standards to Address National Challenges
Technical standards play an increasingly important role as federal
agencies tackle a range of pressing priorities, such as smart grid, health
information technology, cyber security and emergency communications.
It has long been government policy that federal agencies must look
to voluntary consensus standards, like those written by CEA, to meet
these needs. It is more important than ever that federal agencies work
effectively with the private sector to ensure that meaningful standards
can be in place to meet urgent national needs.
The federal government has established a subcommittee on standards
under the National Science and Technology Council’s Committee on
Technology. This interagency group provides high-level leadership,
so federal agencies are strategically focused and actively engaged on
critical standards-related issues.
CEA has been engaged with this new committee advocating for
targeted participation by Federal agencies’ in standards development,
encouraging dialogue with our trading partners to eliminate non-tariff
barriers to trade through the use of international standards as the basis
for technical regulations, and promoting the use of the private sector
led standards-setting system to achieve growth of U.S. leadership and
innovation on the global stage.

CEA’s PlugFest events help the industry migrate from standards on
paper to products that work together. Hundreds of designers and
engineers bring early development products to these CEA sponsored
events. CEA PlugFests focus on product connectivity and
interoperability. They encourage manufacturers to come together and
test interfaces in a semi-private, round-robin fashion. Designers can
sort out connectivity issues between different manufacturers before
products get into consumers’ hands. Recent PlugFests have focused on
CEA-861 (HDMI/HDCP) interfaces and the ATSC A/153 Mobile DTV

(SBC) brings together small
business members with programs that drive the growth and success
of entrepreneurs through education, collaboration and mentoring.
Accomplishments
•Collaborated with Vision Magazine to launch the new annual
Vision Entrepreneur Awards Program, to recognize exceptional small
business executives and companies in the CE industry.
•Increased participation in CEA’s Mentor Program, which is managed
by the SBC, by more than 25 percent in 2011.
•Achieved 100 percent participation by the SBC Board in the 2012
CEAPAC by January 3, 2012.

Retailer Council
The Retailer Council is an open forum where retailers can exchange
information and identify common issues and business challenges that
cross product categories and vertical business structures. Retailers in
all CE product categories—multi-category as well as single category
focus—ranging in size from large volume to small; and from national
chains to regional chains to single-store operations; including
traditional brick-and-mortar business models as well as e-commerce,
m-commerce and catalog—are invited to participate.
Accomplishments
•Held a one-day “Great Ideas Meeting” in August at CEA featuring
retail experts as presenters. In addition to attendees, for the first time
the program was also broadcast live on the Web.
•Identified ways to increase retailer membership in CEA and
participation on the Retailer Council; and, implemented
a membership marketing campaign.
•Surveyed members to define key issues and identify how CEA can
