The Governor’s
Corner
Again Thank You Civitans for Your Passion for Service! I continue to be
amazed with the Service that you have performed in your communities this
year. Our purpose is to SERVE our communities. I have said this many times
and the Convention emphasized as our Awards Chair, Jane Cowan announced
our activities and honors. Every Club should be proud of the help that has been
accomplished this year. The needs have been greater and the resources more
scarce. Every day we hear about government and private programs that are
being eliminated or limited because of our current economic and political situation. We must renew our
commitment to service and growth to do the work of the world and reach out to others.
Honor Club recognition requires that we must take care of our members and present others the
opportunity for volunteer service. Each Club must be positive in membership to be eligible. We have 20
Clubs now eligible and we have 8 Clubs more who need one more member and an additional 8 Clubs
that need just 2 new members. I know that you can accomplish this for your Club’s Honor
recognition.
Our Convention was a celebration of our service and fellowship. I never cease to be amazed at how
wonderful our people are and how much fun that we have being together.
I have been honored to have been your Governor this year and feel that your efforts have achieved great
things and it has been a very GOOD Civitan year. We must continue our passion and focus with positive
Energy to finish the year with a “Sprint to the Finish.”
I would like to thank the District for recognizing me with the Research, Freedom and North Carolina District
East Fellows. They are a lasting symbol of helping others and more meaningful to me than I have words to
express. Your gift of a certificate for a new camera is perfect.
I entered the year with a great concern for the future of Civitan. I reflected on the greatness of our 96 year
history and the fact that our membership has declined 29% over the last 20 years. We have struggled to
meet our goals and commitments such as the Civitan International Research Center. I am leaving the year
with a renewed optimism for a bright future which will be fueled by a Passion for Service and a commitment
to our Creed. The great thing about Civitan is the PEOPLE and the next Civitan century will be even better
than the last. The goal will be hard work but what joy and fun we will have
on our journey. We will be fueled by positive energy and focus. We must
have a clear plan and vision for the future for each Club. We must also
master the use of modern communications through the internet and social
media to keep us informed and establish a public presence in the World.
I challenge each Civitan to review our Creed and recommit ourselves to
Good Citizenship and our pledge to “Practice the Golden Rule and build
upon it a Better and Nobler Citizenship.

Greetings from the Governor-Elect
Fellow Civitans:
It was a wonderful Convention and I hope you were there. Our
meetings chair, Helga Fasciano, worked tirelessly to make this a
successful convention and I would like to say how much I
appreciate all you do for Civitan. I am happy to report Helga will
be our meetings chair again next year.
This chapter in the book of my life as Governor-Elect is coming
to an end and I will begin a new chapter as NCDE Governor. This
has been an exciting year for me. I have learned that we are not
a great district but we are an outstanding district! I have been
asked what I have enjoyed most this year and my answer is,
meeting the club members and getting to know them. This
district has so many wonderful and caring people – there to help
with an extended hand or encouraging words. So many of you
have stepped up to help me in one way or another this year and
to each of you I say “Thank You”. I have made new friends and
deepened existing friendships this year. I hope to meet even more of
our members next year and make even more friends. I have learned
that to lead this great District, I must have open lines of communication
between me and the members. I will do that mostly through email, but
please feel free to call me anytime. I encourage you to attend our
district wide meetings and make plans to attend our convention next
year, you can’t hear the message if you don’t attend the meetings. Our
fall meeting will be November 16th at High Point University. The
campus is beautiful and many Campus Club members will act as
ambassadors for us that day. This will be your chance to meet them
and take a drive around campus. Our spring meeting will be
May 3rd at Boys and Girls Homes. You won’t want to miss it.
Our convention will be at the North Raleigh Hilton on Sept. 5,
6, and 7 so please mark it on your calendar now.
I am sure you know our theme for 2013-2014 is NCDE
Hometown Heroes in Action. A hero is about service to others
and, doesn’t that describe Civitans? Throughout this year as I
have visited the clubs, I have met so many of our Hometown
Heroes, ordinary people doing extraordinary things! We are all
helping to make the world a better place. I am looking forward
to this year and I know together we can make a difference. You
will be hearing more about
the Heroes among us, but
remember, we are a team of
Hometown Heroes in Action! Leigh Wilkinson shared this quote
with me and I will pass it on “The Best Super Power in the
World is TEAMWORK!”

Boys and Girls Home Update By Harriet Covington – District Chair
Christmas for Children at the Boys and Girls Homes
I will be looking for Christmas sponsors for the
children in residential (campus) care and college
students at Boys and Girls Homes. To sponsor a child
is $250.00. I will be sending out letters to the clubs
soon. If you receive the letter, please pass it on to the
proper person in your club, as I do not have mailing
list for presidents for 2013-14. Individuals and clubs
can sponsor children. Checks need to be made
payable to Boys and Girls Homes but sent to: Harriett
Covington, 2904 South NC 119, Mebane, N.C. 27302.
I need all checks by Nov. 1, 2013. Thank You.
Flemington Academy
The charter school on campus opened this fall with 65 students. Tom Simmons is the principal of the
school. Tom has set goals for the school to have no one making D’s and F’s. There will be no
suspensions from school. Tom will be a great principal. He grew up at Boys and Girls Homes and will
understand the children and the problems they are dealing with. He wants every child at the school
to be, and feel, successful. Tom’s present dream is to get air conditioning in the gym, so that it can
be used year round, not only for sports but an arts program. The gym currently has heat but no air
conditioning system. Tom’s other dream is to have a Boys and Girls Homes bus for the school, so
they will have transportation to educational events away from campus as needed. Flemington
Academy is a year round school.
Contributions for 2012-2013
Harriet and Boys and Girls Home CEO, Gary Faircloth
presented a list of club contributions for the 2012-2013 year
at the District Convention held in High Point. The total
amount given by all clubs in the District over the past year
was $57,562.61. The top four clubs were: New Bern - $9,258,
Capital City - $5,450, Hawfields – $3,600 and Clayton - $3,250.
The Club with the highest amount given per member at

The Civitans and Duke - Fact Sheet

The NC Civitans made a major donation (about
$200,000) to Duke in 1960s. Because of this, a
building that primarily served children with
disabilities and psychological problems was named
the Civitan building. This building was used for this
purpose for over 40 years. At the present time, the
Civitan Building primarily serves adults with
psychiatric problems.
In the mid-1980s, the Civitans started the Civitan Scholars program. Money was donated by
both the Civitans East and West and helped numerous professionals in the field of child
development. While we still receive some contributions from Civitans West, the Civitan East clubs
maintained this commitment to Duke and continue to make donations. The money has primarily
benefitted staff of the Duke Fragile X Clinic. Their donation has generally been in the range of
$15,000 per year. (From July 1, 2011 to June 30 2012, the donation was in the range of $17,000.
From July 1, 2012 to June 30, 2013, the donation was in the range of $13,500.)
This funding has supplied the underpinnings for several projects over the years. Duke started
one of the first Fragile X Clinics in the United States. It has been a good model of care, and now
there are approximately 30 Fragile X Clinics in the US. We have formed a consortium and meet
one to two times per year. The Center for Disease Control funds these meetings. We have formed
a database, and we are collecting data on 500 children with fragile X. Dr. Lachiewicz has been
involved in this effort.
Money from the Civitans pays for genetic counseling sessions when families have no health
insurance. Dr. Allyn McConkie-Rosell provides this service.

We have had numerous funded
research projects involving genetic
counseling issues in fragile X and the
physical and behavioral phenotype.
From 2011 to 2013, we have been
involved with two clinical trials
funded by Seaside Therapeutics and
Roche Pharmaceuticals (still ongoing).
These are among the first large scale
trials to treat the behavior problems of individuals with fragile X. Dr. Gail Spiridigliozzi, Deby
Burgess, and Dr. Ave Lachiewicz have been involved in this effort.
We have completed an arithmetic project and an anxiety project. We are currently collecting
some data on reading ability, and we hope to present some of this data at the next international
fragile X conference. Thank you for your support

please get them moving. We need every club to be on board with this project. Your gift big or

News from the World of Junior Civitan
Hello! My name is Gayle Horner, a member of the
Hawfields Junior Civitan Club, and the North Carolina
District East Junior Civitan Governor for the 2013-2014
year! I am 16 years old, live in Mebane, North Carolina,
and attend Eastern Alamance High School where I am a
senior this year. For the Hawfields Junior Civitan Club, I
have held the positions of Secretary and, President of the
board of directors, and I am currently serving as the PRC.
Last year, I served as Historian on the District Board.
In June I attended the International Junior Civitan
convention in Charlotte, North Carolina. At this convention,
I attended many workshops in order to prepare to take on
the leadership role as Governor for this year. Also at the
International Convention I learned that the Junior Civitan
International theme for the year would be “Be the change.”
At the NCDE Civitan Convention on August 24th in High
Point, my board and I performed a skit to announce
what our theme for the year would be as a District. In
our skit, I was dressed as an astronaut and my board
members were wearing big yellow stars, holding up
flags, and handing out candy. We revealed that our
theme for the year would be “Be the Change: Go
Above and Beyond.” On my board for this year I have the
following:

It is that time of year again where all of the Junior
Civitan Governors around the world begin to fundraise for
Sno-Do which will be held January 24th-28th 2014 in
Ontario Canada! This year, I am lucky enough to attend
and have set my goal at $6,500! I know this sounds like a
lot, but I know that with the support of clubs, individuals,
friends, and family I can make this happen! As most of you
know, Rachel Hardin, our NCDE Junior Civitan Governor
last year, was the top fundraiser at Sno-Do and I was the

top fundraiser at Dance-A-Thon and we are hoping to have
a repeat this year! I am asking for any support I can receive
from anyone or any club! Keep in mind that all of the
money I raise will go to our Civitan International Research

Two District Honor Keys are Awarded at the 2013 Convention
The highest honor that a Civitan district can bestow upon one of its members is the District
Honor Key. North Carolina District East thus awarded two of its members at the District
Convention held in High Point on August 23 – 25, 2013. The Honor Key recognizes significant
contributions to Civitan Ideals, especially at the District level. The two honorees for 2013
were: Bill Rehse of the South Raleigh Civitan Club (pictured above at the left with NCDE
Governor, Bill Richardson – who by the way, recruited Bill into Civitan) and Stephanie Crosby
of the Triangle Luncheon Civitan Club (pictured above at the right with Gov. Richardson, her
husband, Todd and Past Governor, Leigh Wilkinson. Congratulations to these two most
deserving Civitans, and, Thank You for all that you do in the name of Civitan.
Two NCDE Scholarship Fellows Awarded

Special Olympics at the NCDE Convention
On Friday night at the Convention, NCDE Special
Olympics Chair, Emily Swearingon (left center)
intro-duced featured speakers, SONC Board
Member, Katie Noonan (top left) and Athlete
Ambassador, Scott Clark (top right). Emily reported
that 38 clubs contri-buted $46,000 to Special
Olympics in 2012-13. The top givers were: Bronze –
New Bern (middle right), Silver – South Raleigh
(bottom left) and Gold – Wake Forest (bottom
right). Special recognition was given to Brenda
Bruni of Triangle Luncheon (below) for her work
with people associated with Special Olympics with
special dietary needs.
Andy Leggette is the 2013-14 Governor-Elect
Elections for 2013-14 were held on Saturday morning
of the Convention and Andy Leggette of the Garner
Civitan Club is the NCDE Governor Elect. Harriet
Covington (Hawfields) was elected as the Past
Governor Director. Newly elected Directors-at-Large
were: Hayes Ratledge, Tony Workman, Susie Bare, Kris
Rudzik and Connie Kirby. A total of 96 delegates voted
in the election. At the end of the Business Session,
incoming Governor, Marlene Jewell introduced her
executive team for 2013-14.

An Important Message from Kris Rudzik, Your District
Administrator, Concerning the Eastern Tarheel
Each club has a designated member who is advised when the Tar
Heel has been posted by our webmaster to our District website.
www.civitan.net/nceast. The designated member is then responsible for communicating to all club members that the newspaper is
online and available for viewing/downloading.
A reminder to each club who their current Tar Heel Advisor is
will be sent to each club in early October. If a club has not
appointed a member for this job, the info will be sent to the club
President. (If a President does not have an email address, the info
will be sent to the person who is responsible for receiving emails for his or her club).
If any club member wishes to have a black & white copy of the Tar Heel mailed to his or her
home the club should submit that information (name & mailing address) to the district
administrator. With almost 1800 members in our district, it had become cost prohibitive to mail our
Tar Heel out to each member, thus the change in procedures several years ago.
Copies of the Tar Heel are usually posted on the district website early in the first month of each
new Civitan quarter.
NOTE: There will probably be a change in the website address after this publication is printed.
All clubs will be notified via email of the new address.

If you attended the business session of our District Convention in High Point, you saw the
unveiling of SUPER WOMAN!!! That’s right, our theme for 2013-2014 is Hometown Heroes in
Action and we will be selling t-shirts with the Governors theme on the front! A picture of the
shirts is attached. Shirts are 90% cotton and 10% polyester and are good quality. We can get
them in royal blue, Carolina blue, red, grey, purple, pink and oranges. This is a district fundraiser
and all profits will go to our Civitan International Research Center. The cost per shirt is $12 for
youth and adult sizes, $15 for adult sizes 2XL or larger.

Sagamore Pl., Hillsborough NC 27278. Please email your orders to Deryl McGuire at

have set a deadline for our first order of September 15. We will be taking orders throughout the
year but will set a deadline for around a board meeting or district wide meeting. We will deliver
as many shirts as we can to these meetings to be distributed to the clubs.
These shirts can be worn to your club’s many events such as fundraisers, community service,
public awareness, and “just because”. Show your pride in Civitan and that you are truly a
Hometown Hero, support the district with this fundraiser!

Sweet Success!
The Tryon Civitan Club in New Bern, NC
recently held their Sixth Annual Sugar Drive to
benefit the Food Pantry and Soup Kitchen at
Religious Community Services. Tryon Civitans
collected 2,505 pounds of sugar during the
drive, which lasted the entire month of July.
Pictured are several of their members making
their sugar delivery. Tryon Civitan Club also
holds an early Peanut Butter Drive for the
Food Pantry and Soup Kitchen in October, and
a Food Drive for the Salvation Army in
February.
Lap Throws for Cancer Center
Judy Jackson, Chair of Hawfields Throws for
Cancer Project, accepts from Harriett
Covington a supply of lap “throws”, or lap
blankets, donated by the Hawfields Civitan
Club for the Cancer Center at the August
dinner meeting. This is an ongoing project
throughout the year. The blankets were
donated to the Regional Cancer Center in

Creative Civitan Club - Durham
During the Civitan year, Creative Civitan
Club participated in several projects.
Recently, in May, Creative had a baby
shower for Pregnancy Support System (PSS)
organized by Co-Chairs Miriam Marshall and
Yvonne Ellis. Our members were very
generous as we collected a large amount of
baby items (pictured below) that were
requested as “most needed” by PSS. On
June 1, several of Creative members served
lunch at SONC in Raleigh, co-chaired by Jaye
Efland, Susan Browning, Becky Jarman and
Anna Jackson. Our Creative members will be
making sandwiches and serving lunch to the
SONC equestrian event on Sunday, Sept
22nd.
Several dates in August and
September, we worked in the Duke Soccer
concession stand, chaired by Jaye Efland.

At the District East Convention, members of
the Hawfields Civitan Club presented Gary
Faircloth with purchased items for the Lake
House and the Civitan Cottage. Our donations
included diapers and wipes for infants at the
Lake House and food and snack items for the
residents in the Civitan Cottage to prepare.
Gary Faircloth, CEO of Boys and Girls Homes,
accepted the donations and took the items
back to the Boys and Girls Home campus
after the convention. Members also show off
the Boys and Girls Homes patches the
Hawfields Civitan Club received for support
provided throughout the year.
Hawfields Civitan Awareness Day
May 4, 2013
Chair, Kim Dawson: The cold weather from
April did not leave us in time for our event but
we continued on despite the nip in the air. A
banner was placed at the entrance to the
park, and the newspaper was contacted, the
baseball games with Hawfields teams were
set. All we needed were kids to come to the
park. And come, they did! Hundreds showed
up on the day of the event. The skies were
cloudy and the temperatures cool, but that
did not stop the sounds of summer… bats
cracking, playing of the National Anthem, and
coaches encouraging the children playing.
Fans cheered and parents snapped pictures.
We had a bounce castle, a magician creating
balloon animals and amazing the crowd with
his tricks, and the hay ride was a hit.

The Jr. Civitan Club were face painters and this
year they created some awesome designs on
the faces. Parents were happy that all these
activities were free of charge.
To include community education into the
day, Mebane Police, Mebane Fire Department, Alamance County EMS and the
American Red Cross set up areas where the
kids could communicate with these public
servants and learn how they help support the
community respond to urgent situations.
But, the event could not be complete
without the great food offered at Hawfields
Community Park. The concession stand was
busy selling the usual menu of hot dogs,
nachos and cheese, French fries and drinks.
Additionally, fresh cooked pork butts were
cooked and chopped into fresh BBQ
sandwiches. They were delicious and sold well.
The pork butts were also sold to those that
preordered. 90 of them were cooked and sold
as a fundraiser for Hawfields Civitan projects. I
guess that was worth starting the cooking at
1:00AM. (I will have to ask President Freddie
and Travis to be sure).
During the event, there was a flag ceremony
by a local Girl Scout Troop. They donated a
flag to be flown at the park. The flag flew in a
US military plane over Afghanistan. It was
moving as the crowd recited the Pledge of
Allegiance to the flag and our military were
honored.
The most exciting thing about this year’s
event was that we were lucky enough to have
some distinguished guests at our event this
year. International President Joe Parker took
time out of his very busy schedule to attend.

Hawfields Civitan Club is on the Bus with Joe!
The speaker for the March 14 meeting was Civitan
International President, Joe Parker. With Joe’s busy travel
schedule, it was really great we could get him here. He
initiated our new member Sherri Gerringer and spoke the club
about doing the business of Civitan (what we do every day).
MEMBERSHIP CONTEST

Growth in membership is very important to Civitan. Membership growth can mean many
things to a Civitan club and they are all good - more hands to help; new and fresh ideas; new
leadership; new and more friends.
2013-2014 North Carolina District East Governor Marlene Jewell wants to put special emphasis
on Civitan growth along with active communication. Gov. Jewell is announcing a membership
contest which will start on October 1, and will last the full Civitan year until September 30.
Winners will be announced at the Fall District-Wide meeting of the 2014-2015 Civitan year.
Clubs will be divided into two divisions based on membership numbers on October 1 - clubs 24
and below in Division 1 and clubs 25 and above in Division 2. A $250 donation will be given to
each 1st place, $150 to each 2nd place and $100 to each 3rd place.
Points will be awarded by having a new prospect attend a meeting (1); a new member joining
the club (5); visiting another Civitan club meeting (1), attending an Area meeting (3), attending a
District-Wide meeting (3); attending the District convention (4); attending the Civitan
International convention(4); sponsoring a new Senior club (25), Junior club or Campus club (15).
Bonus points awarded for every fifth new member (5) and points (-2) will be subtracted for lost
members.
Total points will be divided by ½ the membership total as of October 1, which will give the
actual score.
Each club is responsible for reporting their status monthly to their Lt. Governor who will
submit the area totals to the Growth and Retention Chair who will publish a monthly District
report.
Lt. Governors have detailed information about the contest for each of their clubs along with a
2013-2014 NCDE calendar.

It is impossible to design a contest like this that treats all clubs the exact same way because of
size differences so this contest does give the advantage to smaller clubs. But, larger clubs have
more to work with and smaller clubs must work at it to gain any advantage.
