The design team, lead by Urban Design Associates, included landscape architects La Quatra Bonci Associates, transportation planners Transystems, Inc. and market consultants ZHA, Inc. The design process was a three step process: 1 Data Collection and Urban Design Analysis The design team visited Asheville to collect data, conduct a site Asheville reconnaissance tour and interview citizens, property owners and community leaders in a series of focus groups and interviews. The Downtown team prepared an analysis of the site and programmatic possibilities was held in Asheville to develop a series of design alternatives. Pisgah National Forest design options were developed with close participation and input from citizens and a common vision with a “menu of opportunities” emerged from the charrette. 3 Preferred Design This phase involved further traffic analysis and the development of the preferred road cross sections. Trails and parks along the RiverWay were designed in more detail. This process included additional presentations and discussions with the steering committee and REGIONAL PARKS AND OPEN SPACE The river corridor is adjacent to nationally significant assets that distinguish Asheville as a major tourist destination. These assets include the Blue Ridge Parkway, the Biltmore Estate and the National Arboretum. Other significant landscapes and institutions include UNC Asheville, the Grove Park Inn, the Nature Center, the hospital complex and the city's growing trail system and city park network. REGIONAL SETTLEMENT PATTERNS The river corridor runs through the heart of the city and is surrounded by neighborhoods such as Montford, West Asheville, WECAN, and various East Asheville neighborhoods. The river corridor is close to downtown Asheville. The famous Biltmore Village is in the corridor and is a significant destination for visitors to Biltmore. key stakeholders. The Riverway is close to two Blue Ridge PARKS AND OPEN SPACE Asheville has recently developed a greenway plan to connect neighborhoods and parks into a continuous trail Parkway access points and is intersected at several points by significant city arterial roads. The Swannanoa River corridor has the potential of becoming a more visible east-west road connector to relieve the pressure of increased local traffic on the interstate beltway. system. RiverLink recently developed two parks along the French Broad River which here become successful additions to the city’s parks system. The city and county are planning to develop the Azalea Road area near the nature center as a major new recreation park.The blue area indicates the floodway and floodzone areas. Participants were asked to identify the strengths and weaknesses of the study area and describe their visions for the future. ST R E N G T H S STRENGTHS AND WEAKNESSES This drawing summarizes the input from public meetings pinpointing the Strengths (green) and Weaknesses of the study area (red) on a map of Asheville The strongest areas included Jean Webb Park, French Broad River Park, the redeveloped Speedway park area along Amboy Road, the Haywood/Clingman area, the WECAN neighborhood, Biltmore Village and the Azalea Road area. The weakest areas included the Cotton Mill ruins, unsightly properties, underused railyards, vacant buildings and vacant land. The river valley is beautiful and peaceful. The river is flat and good for recreational activities such as biking and walking. A community of artists commingles with light industry. All share the common purpose of crafting things. Riverlink and the city have developed parks and natural areas along the river which are raising awareness about the potential of the riverfront. The river is centrally located and brings nature into the middle of the city. Many neighborhoods are adjacent to the riverfront area. The rivers have an interesting history and fragments of history that remain including historic mill structures and warehouses. The railroad has its own charm. The parkway and riverfront area is adjacent to major national attractions including the Blue Ridge Parkway and the Biltmore Estate. The central riverfront area is close to downtown. The riverfront areas have an interesting gritty character that distinguishes them from other more "finished" areas. The river is the drinking water supply for one million people. There is development potential along the rivers. The West End/Clingman neighborhood is closely attached to the central riverfront area and has a plan for future growth. The river has open space and natural greenways. The river is good for fishing and canoeing. WEAKNESSES Many places along the riverfront are ugly and junky The river is poorly connected to the downtown and adjacent neighborhoods. It is difficult to see and get to the water. Roads are congested in certain areas, such as Amboy Road and Biltmore Village. The riverfront is invisible to residents and visitors of Asheville. The future of the riverfront is limited by the flood plain. The water is affected by sediment and erosion run off. There is little to do on the riverfront. Storm water management from neighborhoods is poor, especially during heavy rains. Poor infrastructure and confusing roadways make it hard to find your way to the river. Vacant land and buildings along the riverfront. No clear image or architectural character. The Swannanoa is too narrow, it’s more like a ditch. DESIGN PRINCIPLES The rivers should be a linear greenway and the palette on which we paint. A continuous greenway for walking and biking that is uninterrupted with unifying landscape features. Housing, restaurants and shopping Accommodate artists and small businesses Festival area with outdoor performance venues Create a series of mixed-use destination places Develop stronger links to neighborhoods and nearby areas by improving local pedestrian and traffic connections, connect the river back to the city. Whitewater venue, "play hole" Kids/family recreation areas Climbing park and adventure sports Create visions for both sides of the river Consider more bridges for vehicles and/or pedestrians Ecological restoration, gardens, areas of natural systems and wildlife using native plantings and riparian edges Bring people to the water by developing a necklace of activities along the greenway/ parkway. Fishing and boating Educational opportunities such as Health Adventures Compliment other tourist draws Celebrate history Multi modal corridor for cars, bicycles and pedestrians Pull off opportunities for cars Medians, safe crosswalks and separate trails for bicycles and people Maintain access to properties along the corridor Create gateways and districts along the parkway to create an identifiable but changing character Should create a sense of place, feature the river One name for the riverway Maintain slow traffic Protect and encourage existing industries, important tax generating revenues for the city DESIGN PRINCIPLES Create a river district that is a continuous greenway with a parkway, referred to as the “Riverway,” as a unifying element to connect a necklace of unique activities. Restore ecological systems and wildlife habitats as part of the river greenway development plan. Build on the historic industrial and railway character as the image for new development. Development within the corridor should relate to the creation of unique mixed use districts tied to the city's working arts industry and regional outdoor recreational industry. Connect the river corridor to Asheville's downtown and adjacent neighborhoods through new pedestrian and vehicular infrastructure. Establish a character and landscape vocabulary for the river corridor responding to the beauty of the river and the region's architectural character. Make the river corridor into a regional attraction that is complimentary to other tourist destinations in Asheville. The river is Asheville's last great treasure and should not be squandered with conflicting uses that bring harm to the environment. Showcase the use of sustainable techniques and renewable materials for development along the Riverway. Expand options for families by offering a range of activities for people of all ages. Take advantage of the beautiful river valley to provide holistic experiences. Expand outdoor recreation opportunities in the city. The Asheville region is a major destination for whitewater boating, cycling, hiking, climbing, and fishing. Build on this strength. Educate residents and visitors about the importance of river ecology. Use the river to demonstrate advanced land management practices within urban settings. Create live/work opportunities for artists and other start-up industries.
