W
hen I read this cute anecdote
sent to me by Jill Riley my first impression
was.....are we smarter than our pet Papillon?
From time to time Jill receives calls from
pet owners with delightful tales of their
Papillons’ exploits. She entitles this one
TRICK AND TREAT.

Jill writes...
“A friend of mine called me yesterday.
She said that her Papillon has convinced her
that she is, no doubt, the smartest dog ever.
The dog kept jumping up on the seat of their
storage bench by their back door. Then she
proceeded to bark and bark at her. My friend
thought the dog wanted to go outside to
potty. So she put the leash on and off they
went. But as soon as they got back inside, the
Papillon continued with the jumping and
barking. Exasperated and a bit confused my
friend decided to open the lid of the storage
bench. The dog started barking even more.
The only thing that my friend could think of
that might have made her dog get so excited
was a sealed package of dog treats that her
husband had put inside the bench. She
brought out the sealed package of treats, and
sure enough her Papillon let her know for
sure that this is exactly what she wanted. My
friend asked me how on earth the dog knew
that there was a sealed package of treats in
the bench. That was a great trick, and she
got the treat”!
When I (your editor) read the
previous account, it reminded me of a story
Pearl George once shared with me about
one of her furry-faced girls. Carrie as she
was called would have episodes of reverse
sneezing periodically. The usual methods
of stopping the “herfing”; i.e. stroking the
throat, lemon juice on the tongue, didn’t
seem to help. Looking around for something
to sooth Carrie’s throat, she reached in the
refrigerator for an every so tiny pat of butter.
Now mind you, Pearl did not advocate anyone else doing this, but it did seem to calm
the spasm and Carrie was quite happy. Then
one day, Pearl noticed Carrie trot over to
the fridge, sit down in front of the door and
you guessed it, begin “herfing”. Once Pearl
opened the door and gave her a little butter
treat, Carrie was happy as can be. Now tell
me, are you smarter than your pet Papillon?

Expect Too Much
A
nother breeder recently told me
that I “expect too much”. This started a
rather lengthy thought process to determine
what exactly is “too much”. Generally, I
believe that if Papillon breeders had a different breed (i.e. a larger breed), they would not
be so complacent and accepting of the faults
of behavior, temperament and conformation
that I often see.
So what makes a show dog? Is it one
who is so timid that it has to be dragged to
every class and every shopping center the
owner can find just to get it steady enough
that a stranger can pet it? And this is a dog
that is going to be in a breeding program?
Do you understand that temperament is
hereditary?
Is a show dog one that its owner is literally pouring Rescue Remedy down its throat
at ringside? Bet that dog is fun to live with.
Probably the owners use the Rescue Remedy
on themselves too, in order to be able to live
with this dog that is pinging off the walls
at home.
Oh - and I really like this one - let’s paint
eye rims at ringside! And don’t forget that
you also have to do the nose.
And what if it’s too small to show?
Well, just breed it so you can get your
money out of it! Where did the idea come
that it was OK to use that dog in a breeding program - just plan to AI it and do a
c-section. I absolutely cringe when I hear
someone planning a c-section with as much
thought as I do a hair appointment. Let us
not forget that c-sections are major surgery.
They’re a painful surgery. And dogs can
die during and after this surgery. I often
wonder just what attribute this little dog
has that is so darn important to bring into a
breeding program that you’re willing to bet
its life on it.
And what about the people that tell me
they have to call their dogs’ names to alert
them before picking them up. People - are
you kidding me? Do you actually HEAR
yourselves? Do you really expect someone
to have to alert their dog so they don’t get
bitten when they want to pick it up and love
it? And are these the same puppies that the
“responsible” breeders are keeping until 6
months of age?
I have read numerous times that “responsible breeders” will not allow their puppies to
go to new homes until they are 6 months of
age. Exactly why this is, I have never figured
out. My puppies are mentally and emotionally ready to go to their new homes at 8-10
weeks of age. At that time, they are trained
to litter or pads, know their names, come
when called, walk on a leash and eat/sleep on
their own. Why do some breeders feel a need
to keep them longer? Do you think they are
doing additional training with them?
Well, over the past couple years, I have
seen some older puppies rated and sold as
show quality. One 5 month old pup urinated on himself when you reached in the
cage for him. And if he was able to hold his
ears erect - I never once saw it. Another 7
month old puppy didn’t even have a name.
In fact, when I asked his breeder what she
called him - I was stunned to be told she
had not taught him that yet. I can tell you
this - if these were Great Dane puppies,
they would have been well trained and well
socialized at 3-4 months of age. These are
not isolated instances. I have yet to see a pup
sold as show quality that was lead trained,
table trained and crate trained. Heck - forget
that. I’ve never even seen one respond to a
call name.
So in the end, perhaps I do expect too
much. I do expect my dogs to be friendly and
outgoing. I expect puppies to be biddable and
to go to their new homes with confidence. I
do not think I should see “the whites of their
eyes” on dogs in the ring. I do expect to have
to clean a cage every morning on a dog that
has been crated during the night. I expect
my dogs to be quiet, clean and easy to train.
And I expect the same things whether it is a
German Shepherd or a Papillon. Please stop
making excuses for your little dogs. I don’t
believe that I expect too much. I honestly
feel that many of you expect too little. My
suggestion for many toy breeders would be
to throw out the darn rompers and white
paper and actually LIVE with your dogs.
I’m sure you’d find out quickly which ones
of those are truly worth being in a breeding
program.

Progress Report - Follow Up On Our Pra Girl “Misty”.
T
here are a number of people who
need to be given credit and a “thank you” for
their work in acquiring Misty.
Deb Cawley, having lived in Germany,
had contacts and was instrumental in finding a Mr. and Mrs. George Jenkins. This
couple acquired Misty, kept her and then
when she suddenly had her season they
drove her 14 hours one way to Sweden.
They stayed there three days for the breeding and then drove her back to their home
in Germany.
They had her vet-checked and provided a
home until Misty left Germany. Misty had
her own “passport” for the trip to US. Susan
and Jared Cawley met our PCA member
and provided lodging without charge. Laura
Temperato flew to Germany and returned
three days later with Misty in the cabin. The
only request by the hosts and the Jenkins
was for assistance with gasoline costs. (This
cost is more than four times our gasoline
Misty
price.) The graciousness of these people was
greatly appreciated by Laura and the genetic
committee.
The agreement to obtain Misty is understood. The pedigree of Misty and the sire of
this litter are to remain confidential. Only
the research Doctor will have the pertinent
information on the dogs and all his records
are coded for the privacy of his research.
Because of the urgency to have Misty
bred, arrangements were made quickly.
Private funding was needed immediately to
pay for the transportation expenses. These
funds have been reimbursed to the persons
involved and came from the Genetic funds.
There were many people involved in this
research project. Dr. Petersen-Jones feels
that we will need another breeding to have
a colony of affected Papillons. Be assured
that all dogs involved in this project will
have good care and homes for their entire
lifetime. Misty is due to whelp around
December 5th.
We are now actively looking to the future
in hopes finding a local, unaltered male
that has a diagnosis of PRA. If you know
anyone who has received the diagnosis of
being affected, encourage them to NOT
neuter the dog and contact the Genetic/
Health Committee. The information will
be kept confidential. The research team at
Michigan State University is trustworthy of
their charge of privacy.

family dog board costs. (note gasoline is $8.00 gallon) No charge for their lodging in Sweden 4 days.
TOTAL COST after a refund to Genetic fund of $18.86
$2704.21
Please note that as stated previously to have complied with regulations and have a required import service the cost would have been
at least $1400.00. All funds paid were from PCA Genetics account.

Constitution & By-Laws Reformatting Ballot Update
PCA Members,
Y
ou should have recently received
a ballot that addressed reformatting of our
Constitution and By-Laws. The Board has
determined that this ballot will be cancelled
and re-issued, with a new response date of
December 31, 2009. Please be on the lookout for the replacement ballot.
The bases for this action are as follows:
1. Two embedded references in the document contain incorrect Article numbers.
This error occurred when I renumbered the document after sectioning it
back into Constitution and By-Laws.
Although the correct title of each referenced section is there and would support
any necessary actions implied, the referenced Article numbers were erroneous.
2. The balloting materials you received
were prepared in accordance with the
instruction letter that accompanied
them. When I drafted this letter, I
misaligned the member name/signature
with the proper envelope based on the
procedure established in the C&BL.
Our Recording Secretary caught the
error when she received the ballots for
mailing and investigated the impact,
and our professional advice remains that
this procedural error would not have
been sufficient, legally, to invalidate the
ballot.
However, the Board feels it is very important that this difficult project move forward on a solid foundation. Thus, we have
decided to re-issue the ballot with the references corrected and using the exact balloting
procedures detailed in our C&BL. I extend
my sincere apologies to the membership as
well, since I was the source of these errors.
Additional issues raised by members are
being addressed through the replacement
ballot as follows:
1. Alleged conflict of interest in tallying the ballots: PCA will be proposing additional revisions to our By-Laws
regardless of the outcome of this ballot;
the firm originally selected to count the
ballots will not be able to manipulate its
opportunity for additional work based
on this ballot’s outcome. However, we’re
reissuing the ballot anyway, so it seemed
prudent to remove any concern, however
specious, in this area. We will be using
The Ballot Box to tally the replacement
ballot.
2. Vote threshold: Since the original ballot
contained both the Constitution and the
By-Laws and reformatting was applied
in both areas, the threshold of approval
for the single ballot presented was in
question. (A change to the Constitution
portion of our document is subject to
three-fourths’ approval of responding
members; By-Laws are subject to a twothirds’ approval of responding members
based on our governing documents.) To
eliminate any question in this area, the
replacement ballot will only contain the
By-Laws portion of our document. It
will be subject to a two-thirds approval
of respondents for passage.
3. Added language: Two sentences were
added to the By-Laws during the re-formatting process which a few members
have stated go beyond “minor grammatical changes required for continuity”
as described in the cover letter. These
sentences were as follows:
a.At Article I, Section 5 of the original ballot, the statement was added:
“Memberships may be terminated
by resignation, by lapsing, and by
expulsion.”
b.At Article II, Section 1 of the original ballot, the statement was added:
“The officers of the club shall be the
president, vice president, treasurer,
corresponding secretary and recording secretary.”
I note that neither sentence actually changed the provisions in the current
By-Laws. However, in the interest of starting
clean with a document that is acceptable to
all members before we move forward into
the more difficult work of actually changing our By-Laws, these sentences have been
removed in the replacement ballot.
Finally, since the next issue raised will
undoubtedly be additional costs associated
with the replacement ballot, they are as
follows. There is no additional club investment in supplies and printing associated
with this second ballot. Tallying services
from the Ballot Box exceed the original
proposal from A Great Meeting by $25.00;
A Great Meeting will not be charging us for
these services since they won’t be performing
them. Mailing costs for the second ballot
are estimated at $300.00. Thus, total additional cost to PCA for the second ballot is
estimated at $325.00.
Please watch for the envelope containing your replacement ballot, which must be
received by December 31st, 2009. Thank
