2014 Edition J A Tribute to John Haas ohn Haas, a long time Seaside Park resident spent 35 years serving Ocean County, first as the Superintendent of Recreation, and in later years moving to the Ocean County Planning Department and Department of Solid Waste Management, where he continued as an environmental steward, in particular, advancing Ocean County’s ongoing recycling efforts. As Ocean County’s Recycling Coordinator, John worked tirelessly in implementing Ocean County’s innovative recycling programs, working side by side with the county’s municipalities and the Ocean County Board of Chosen Freeholders making certain recycling was convenient and cost effective. Under John’s leadership, Ocean County’s recycling program has been recognized not only locally but nationally by prominent agencies and organizations. It was with John Haas’ direction, that Ocean County successfully implemented such beneficial recycling programs like recycling minigrants for municipalities and school districts, paper shredding programs, and paint management programs. His efforts helped municipalities save millions of dollars by avoiding landfill-tipping fees. John retired from Ocean County government in September 2010. John Haas died in November 2013. While he left us far too soon, John’s mark on Ocean County’s environment will not be forgotten. His legacy benefits us all as his work helped improve the quality of life in Ocean County, helped preserve and protect Barnegat Bay and he did it with unwavering commitment to the residents of Ocean County. Recycling has been an integral part of Ocean County’s programs and services for many years. And, this year, we celebrate and remember our special friend, John Haas, who oversaw the County’s award winning recycling programs for many years. We lost a true steward of the environment in November 2013, when John passed away. As a Board, we want to make certain that recycling in Ocean County is convenient to you the residents and that it also is cost effective. Inside this guide you will find a wealth of information that will make your recycling efforts easy and convenient. With your help, Ocean County will continue to be a true leader in recycling. The program, under the leadership of Freeholder James F. Lacey allows us to protect the environment and reduce the cost of disposing solid waste through a host of programs – from single stream to household hazardous waste collections. The 24-hour resident recycling center and special waste area is located at 601 New Hampshire Ave., Bldg. #68 Lakewood Township. The leaf and brush drop off areas as well as the compost and wood chip pick-up areas are located at the 535 Oberlin Avenue entrance. If you have any questions please call 732-367-0802. The Ocean County Southern Recycling Center located in Stafford Township consists of a recyclables transfer station, 24-hour resident drop-off recycling center, a special waste building and a compost facility. The resident recycling drop-off center is located at 350 Haywood Road and the special waste, leaves, brush, compost and woodchips is located at 379 Haywood Road Building #105. The curbside collection of recyclables varies significantly with many municipalities providing weekly collection and others providing bi-weekly collection. All the municipalities are required to make provisions to collect the mandatory recyclable material from residential areas. Many coastal communities have a summer and winter collection schedule to accommodate the increases in quantities generated by summer vacationers. A number of municipalities provide a drop-off center where residents can bring recyclables. Please review the table on pages 6 and 7 for details on drop-off centers. In addition, the municipalities are responsible for the collection of bulky items and appliances. Please contact your municipal recycling coordinator to obtain information on procedures and fees. Residents only can bring up to 5 gallons per day to the County’s Northern and Southern Recycling Centers. Cooking grease and oil should not be tossed down the drain as it solidifies and builds up in local sewage and septic systems. Acceptable oils include cooking pan grease left over from bacon, roasts, etc. and cooking oil from turkey and deep fryers. Motor oil is not accepted as part of this program. Additional receptacles are available at both centers for automotive waste. Please check table on page 6 & 7 to see if your local public works yard accepts either of these oils. For commercial disposal of cooking grease/oil see page 9. Where do I drop off mercury thermostats? To find locations in your area that accept mercury containing thermostats contact Thermostat Recycling Corporation www.thermostat-recycle.org 866-266-0550 They can also be brought to the Ocean County's Household Hazardous Waste Program. Check Pg 9 for event dates and locations. Not accepted at the county's Northern and Southern Recycling Centers. Where do I bring boat flares? Check with your local Coast Guard Station or fire department. These are not accepted at the county's Northern and Southern Reycling Centers or the county's household hazardous waste program. You may keep the expired flares on your boat as long as there are current ones on board. Ocean County Page 4 Recycling Directory MUNICIPAL FINANCIAL ASSISTANCE 2013 Recycling Revenue Sharing Program: Ocean County shares 50/50 with the municipalities from the sales of recyclables processed at the Materials Processing Facility at the Ocean County Northern Recycling Center in Lakewood Township. The County returns revenues to each municipality that participates in the County’s recycling program. Since the recycling revenue sharing program began in 1995 by the Ocean County Board of Chosen Freeholders, almost $15 million has been returned to municipalities. The more your town recycles the greater the economic benefit will be. The total savings for 2013 to the towns for voiding tipping fees at the landfill was more than $5.5 million!!! The money can be used to fund existing recycling programs such as improvements to existing recycling drop-off centers, purchase roll off containers or other projects deemed appropriate by the town. Towns received revenue checks that totaled anywhere from $444.00 for Mantoloking and to $135,230 for Toms River for their recycling efforts. Ocean County Returned almost $740,000 to its municipalities for 2013 in recycling revenue sharing. The average payout for municipalities for 2013 was $9.49 per ton. Ocean County municipalities recycled over 78,002 tons in 2013 in this program. 2014 Ocean County Municipal Recycling Grant Program: To provide further continual support to the municipalities of Ocean County with their recycling programs, educational materials, recycling containers for schools and public facilities the Ocean County Board of Chosen Freeholders and the Dept. of Solid Waste Management awarded the following municipalities a total of $137,411.00 from the 2014 Recycling Grant Program: Beach Haven $11,418; Berkeley Twp. $7,213; Brick Twp. $22,000; Lacey Twp. $7,752; Little Egg Harbor Twp. $15,875; Long Beach Twp. $21,106; Ocean Gate $37,680; Seaside Park $4,767; Ship Bottom $7,000; Tuckerton $2,600. The recycling grant program is funded from the Recycling Enhancement Act Tax and the Ocean County Recycling Revenue Sharing Program. (see page 3, 6 & 7 ) Ocean County Recycling Directory Page 5 SOLID WASTE DISPOSAL The solid waste generated in Ocean County has been disposed of at the Ocean County Landfill Corporation Inc. facility for many years. The Ocean County Landfill is privately owned, and has a double composite liner system that is seven feet thick. The Ocean County Landfill is located on Route 70 in Manchester Township. An NJDEP permit is required for solid waste disposal from all cars or trucks with a weight of more than 9,000 pounds. The premise of this program is to train a core of individuals to help educate Ocean County residents on how to manage the organic portion of their solid waste. Training classes, which are offered annually and free to Ocean County residents are held in the spring or fall and are subject to demand. Although a gardening background would be helpful, it is not a requirement. Once training is completed, volunteers then agree to provide a total of 24 hours of outreach, education and service to promote the benefits of home composting. Ocean County residents can learn the basics of backyard home composting in “How to” Compost Workshops that are held in the spring or fall each year. These workshops are offered free to Ocean County residents and taxpayers and are taught by the Ocean County Master Composters. Registration is required. Classes limited to 25 people.
