1. High School Diploma Equivalency
Procedure to get High School Diploma Equivalency:
Turkish Higher Education Policies require that a foreign student, who will be enrolling to a
Turkish University, must obtain a “High School Diploma Equivalency”. Therefore, as soon as you
arrive in Istanbul, you need to obtain the Equivalency of your High school diploma. For this, you
need to go to the Local Equivalency Office (Istanbul Il Milli Eğitim Müdürlüğü) with the following
documents:
 Original Passport ( and the copies of the first page and the student visa’s page*)
 Original High-school Diploma (and its copy)
 Istanbul Bilgi University Acceptance Letter (and its copy)
Processing time is 1-3 days. But it may take longer during July, August and September.
* If you do not hold the student visa, you have to submit the “residence permit application form”
instead. (#Page 11-17)

2. School Registration
Once you have all the necessary documents ready and have arrived in Istanbul, you will need to
proceed with the actual registration to our university at the Student Affairs Office in the Santral
İstanbul campus, with the following documents:







Original High School Diploma (in English or Turkish)
Equivalency document for your high school diploma
Original High School Transcript (in English or Turkish)
Original Passport
Tuition fee bank receipt
3 Passport Size Photos
Certified copy of an English proficiency test if available (IELTS, TOEFL, BIET)

3. Student Certificate
In certain circumstances such as health insurance, residence permit etc. students need a
University certificate in order to prove student status.
Procedure to apply for a Student Certificate:
1. Go to Istanbul Bilgi University’s website and make an application through SIS/Student
Pages.
2. After completing the application go to student affairs at the campus you have chosen. Your
student certificate will be ready in one (1) working day.
You can find the student affairs at Santral İstanbulCampus in the ÇSM-building on the
ground floor.

In order to apply for a health insurance, you need to get a tax number first.
All you need is your passport and a photocopy of the passport page with your photograph on it.

5. & 6. Health Insurance (Allianz)

It is a state required procedure that all foreign students must obtain a health insurance during
their study in Turkey. You will need a tax number (above #4) to be able to complete your health
insurance application.
You can get your tax number from the Tax offices. All you need is your passport and a photocopy of
the passport page with your photograph on it.

7. Residence Permit

Procedure to apply for residence permit:
1. Apply online at https://e-ikamet.goc.gov.tr/
2. Online Application must be made, in any case, before the expiration of the visa.
3. You are required to apply to the Provincial Directorate of Migration Management in your
province on the date and time stated in your appointment. Otherwise your application shall
not be put into process.
4. Make sure that you have all the needed documents with you at your appointment.
5. Cancellation or updating of your appointment is out of question.
6. Upon completion of all the above mentioned steps, your Resident Permit will be sent to the
address that you have applied within two months.
Note : The administration may always ask for additional information and documents
concerning your residence permit request.
APPLICATION PROCESS AND APPOINTMENT
In order to make the application, you have to fill out the residence permit application form
completely. Please be sure that your document contents comply with your statements.
After the application form has been filled out, a residence permit application form that shows
the application date, application time, application number as well as required documents is
produced by the system. The foreigner is granted the right to legally reside in Turkey with this
form until the appointment date. However, this document does not grant the foreigner the
right to enter into and exit from the country.
During the application, it is necessary to upload the photo into the system.
MISSING DOCUMENT PROCESS
You shall be given the complementary information and documents required during the application
and you are required to submit those documents max. in 30 days.
If the documents are not completed in time, your application shall be removed and you shall be
subject to the general provisions concerning visa and residence permit violations.
Documents to print and get ready by the Appointment day:
1. Passport

2. Four Passport size photos (photo must be taken within the last 6-month (frontal, clear face,
in a way that the foreigner can be recognized easily) with a white background and as
biometric).
3. Photocopy of passport pages (the page with your photo, the page where validity and expiry
dates are written, and the page of the last entry)
4. In cases where passport is not written in Latin letters, certified translation by a sworn
translator or official authorities shall also be added to the application.
5. In cases where the person concerned is under the age of 18, a deed of consent which shall be
given by his/her mother/father who lives abroad or by legal representative and also the
recognizance which shall be given by natural or legal persons on condition that it is stated in
the deed of consent are required to be submitted to the administration.
6. ‘’ Equivalency of your name on your passport’’ from your Embassy (in case your name and
surname is written together, your embassy will give you an official letter which identify your
name & surname separately).

İkamet İzni Müracaat Belgesi 
Leaving Turkey before obtaining the
Residence Permit
A student visa only allows you one entry into Turkey, meaning you can't leave Turkey until you
receive the residence permit.
In case you decide to leave Turkey and take the risk before you receive your residence permit,
please make sure you have your residence permit receipt with you at the airport that shows you
applied for your residence permit and are waiting to receive it.
The International Center suggests you don’t take this risk and you wait until you receive your
resident permit before you travel outside of Turkey.
After the submission of your documents to the Migration office, please be sure that you have taken
your »Müracaat Belgesi«. The Müracaat Belgesi is the receipt of residence permit application.
In case you decide to leave Turkey before you receive the residence permit, please make sure you
have your Müracaat Belgesi + residence payment receipt with you at the airport that shows
you applied for your residence permit.
According to the law, you are NOT allowed to leave the country more than 15 days without the
residence permit.

You need to go the additional service building (EK HİZMET BİNASI) that is located next to the
main building (just 100 meters away)
How to get to İçişleri Bakanlığı Göç İdaresi Genel Müdürlüğü /
Directorate General of Migration Management (Vatan):
If you exit the campus from the back gate located next to the mosque and the E1 building, you can
take the buses 39 or 39D from the bus station across the road. In addition, you can also take the
yellow minibus “Eyüp-Aksaray” to go to Vatan.
Another option is to go to Kabataş with our Kabataş Shuttles and take the tram there. You need to
get out of the tram at Yusufpaşa Station to change trains and get on the Metro. Leave the Metro at
the next station ‘Emniyet’ and Vatan is right there.
Another option is to take a taxi from Santral to Vatan which will cost you around 25-30 TL.
Attention: Please do not make your online residence permit application before being physically
here in Istanbul! According to the laws, you can only make this application after you cross the
Turkish border.

If you do not hold one of the required English test results stated below, you will be required to take
