City of Dammam with a capital outby of S R 110.000.000.00 for the manufacture of
about 70000 MT of padcaging paper from recyding of waste paper and cartons. This
is the fint of h kind in Saudi Arabia and the largest in the Middle East.
Ws HATCON has executed the entire civil works which was in excess of
SR 10.000,000.00 in a record time of twelve months from the day of excavation for
foundations till the wmpletion of all the mapr foundations and structures. Their
scope of work involved the foundations for building structures, &I foundations for
Paoar machine, construction of water reservoir of about 2800 M3 holding
- capacity,

boner and chimney foundations, foundations for workshop equipments and of all
mtatkig equipments, induding the heavy foundations on +4.0 M EL, +6.0 M Uetc.
During the course of the execution of the work we found that their planning C
meticulous for work execution, material management. labour and shuttedng material
requirements and precision in work execation.
We were also impressed by their co-operation and the devdiion to work of
their staff and site Engineers. The entire paper project was completed in a record
time of fourteen months from excavation to commissioning, which could not have
been achieved, but forthe unparalleled supporl of Mls HATCON.

POLICY STATEMENT
It is the policy of ATCON Est. to provide a safe and healthy working
environment for all employees. It is the responsibility of each and every
employee to comply with all safe working procedures and methods, to
utilize all required protective equipment and to maintain a safe working
environment at all times.
This policy has been derived from years of experience working in
potentially hazardous environments. The degree of success achieved by
ATCON with regard to loss prevention as a whole results from our
adherence to the subsequent sections portrayed in this safety principles
and procedures document.
When undertaking contracts on refineries, petrochemical plants or any
similar installation the importance of safety and security in any aspect,
cannot be overstated. Therefore, each of these aspects will be enhanced,
detailed and controlled such that the dictates of the ATCON loss
prevention policy as a whole, are achieved and maintained. Employees
therefore, are further required to be conscious not only of their own
personal safety, but also, actively aware of any potential hazards and / or
dangers that may be detrimental to the safety, health and well being of coworkers.
B. SAFETY ORGANIZATION
1. Safety Officer
CONTRACTOR will appoint a qualified full-time professional safety
officer.
2. PROJECT Safety Organization
The safety organization of the Project is shown in Appendix I.
The safety organization’s responsibility is detailed in subsection 3.3
3. Responsibility
Safety in the work place is everybody’s responsibility. However, certain
individuals will be required to accept additional responsibilities based on
job assignment. These will include the following:

third parties) who are not willing to comply with the health, safety and
security requirements.

Provide equal health, safety and security training opportunity to all
employees.

5. Health, Safety & Security Manager
•
Assist the Site Manager in the management and execution of health,
safety and security plan.

Conduct regular Site inspections and prepare reports for Site Manager
for corrective actions.

Check and advice on each work plan or procedures for health, safety
and security prior to Work commencement.

Construction Procedure, Safety Rules and Regulations, and statutory

Ensure all Subcontractors under their charge understand the job
requirements and health, safety and security procedures before
starting work.
•
Provide written instructions to established work methods in proper
sequences including precautionary measures to be adopted.
9. Subcontractor’s Construction Manager
•
Provide the Health, safety and security Plan and exercise good health,
safety and security discipline over all personnel.
•
Describe and apply similar responsibilities as outlet above for their
organizations and Safety Plan shall be approved by CONTRACTOR.
10. Subcontractor’s Safety Supervisor
•
Conduct regular checks of the work areas under his charge for safety
violations, unsafe conditions, defective equipment, materials, tools,
apparatus and appliances and shall take immediately the corrective
actions.

program.

Conduct regular checks of the Site under his charge for Safety

GENERAL - COMPANY POLICY AND SCOPE OF WORK
This Quality Control Program is established to assure that all phases of construction,
inspection and testing activities are performed in accordance with the Contract
requirements and recognized Construction Procedures, National and International Codes
and Standards, that the Contractors work is to a high standard of workmanship.

National and International Standards.

inspection and testing procedure and method of statement required

He will assign and direct the Quality Control Inspectors in the
performance of Specific responsibilities described throughout the

He shall be responsible for ensuring compliance of the approved
Quality Control Program by all his sub-contractors and vendors.
Further, he shall keep liasion with the outside-approved Testing
Laboratory in the performance of necessary tests and review all the
test results.

He should be vigilant and keep close observation on all the works
materials and equipment’s being installed on the project. Any
work or material which are in non-conformance with the Contract
requirements, National and International Codes and Standards,
approved samples etc. he should take prompt action to issue nonconformance reports and ensure that the items are rectified
satisfactorily prior to client’s inspection.

He will verify that all sample, certificate of laboratories and field
test comply with the contract requirements.
8.
He will oversee the Vendor’s Quality Control activities to ensure
all materials items and services supplied by the vendors comply
with the contract specifications and requirements. He will oversee
and supervise all subcontractors’ quality control activities.
9.
He will be responsible for inspection of all materials and
equipment to be installed in the project for conformity with
approved samples and contract requirements. He should also
verify that necessary and suitable storage and protection
requirements are met for all materials and equipment.
10.
He will liaise with client on all quality-related matters including
submission of reports to client.
11.
He will be responsible for assembly of Daily Quality Control
Reports and recommend issuance and corrective action regarding
non-conformance.

He will implement and maintain a filing system for all Quality
Control Procedures, Records, Reports, etc.

THE QUALITY CONTROL INSPECTORS.:
1.
The Quality Control Inspectors will report directly to the Quality
Control Manager.
2.
The Quality Control Inspectors will perform the inspection and
testing activities directed by the Quality Control Program
Procedure and the Quality Control Manager and shall record results
of inspection and test on the inspection check lists and transmit to
the Quality Control Manager for incorporation in Daily Quality
Control Report.
3.
The Quality Control Inspector will implement the approved
Quality Control Program as directed by Quality Control Manager.
4.
The Quality Control Inspector should be very vigilant on all the
construction works and ensure that required Quality is achieved on
the respective works and materials and equipment being installed.
Prompt action to be taken on all the non-conformance acts. He
shall be fully informed and knowledgeable on the contract
requirements for the respective works and materials.
5.
He should ensure the Quality of Work and materials and
equipment supplied and installed by vendors/sub-contractors are
conforming to the contract requirements and approved samples.

He should conduct pre-checks on all the items, activities &

AUTHORITY OF PERSONNEL.
A.
Final authority for acceptance and approval of works and rejection of
unacceptable works is the sole prerogative of client.
B.
Authority to reject work by contractor’s Q. C dept. is limited as follows: 1.
QC Manager- Full authority on behalf of Contractor to
implement all aspects of the QC plan including authority to stop
any work in progress or reject and direct removal of any completed
work not fully complying with the contract requirements.
2.
QC Inspectors- authorized to deal with field supervisors to
correct identified deficiencies. They shall notify the QC Manager
who will in turn notify client before concealment of any deficient
work.
4.
RELATIONSHIPS WITH OTHER STAFF MEMBERS:
While the Quality Control Organization is a separate Organization with
Contractor it may from time to time need the temporary assistance of
specialists.
The Quality Control Manager is authorized to call upon
anyone in the Contractor’s Engineering Department to assist in the review
of technically complex submittals or the resolution of design problems that
come to light during construction.

B.
OFF SITE QUALITY CONTROL PROGRAM
1.
SCOPE :
Upon the provision of the Contract Documents, Contractor takes the
responsibility to furnish all specified review, inspection and tests of all items
of works including suppliers and sub contractors to ensure performance of
contract items according to the applicable specifications
and drawings with respect to the equipment, workmanship, materials,
A plan is formed to control the suppliers and sub-contractors for supply of
materials, equipment and services of the highest quality of establishing a
thorough inspection and evaluation of materials and works. This plan thus
established shall be an Off-Site Quality Control Plan and shall help in
implementing the suppliers’ inspection plan.
2.
ORGANIZATION AND FUNCTION:
The organization is composed of personnel who are authorized by the
Project Manager, to act on various duties as shown.
It is the duty of the organization to ensure conformance to the Contract of
all contractual activities and to perform the following tasks:

Perform all inspection of the materials and equipment during and/or after
Production in coordination with the relevant Department.
Provide evidence of conformance as required by the Contract specification.

to prevent damage, deterioration and loss of materials.

3 . DOCUMENT CONTROL:
All the related documents of each item shall be controlled and filed in a file with same
control number, including following matters.
A.
SPECIFICATIONS AND BILL OF QUANTITIES.
Required Specifications and Bill of Quantities of the item to be transferred
from the related Procurement Department shall be distributed to the
reliable supply sources for their quotations, samples and technical data
including drawings.
B.
APPROVED SPECIFICATION, SAMPLE AND DRAWINGS.
The specification, samples and drawings of selected sources shall be
submitted to client for their review and approval.
C. PURCHASE ORDERS.
A Purchase Order shall be issued to the approved source with the
approved specifications, samples and drawings. The specified test and
inspection certificates to be carried by the supplier in his shop and/or
approved testing agencies will be marked on the Purchase Order.
If there is any revisions or Specification and Quality etc. a revised
Purchase Order shall be issued in that event superseding the one issued
earlier. Only the Project Manager is authorized to issue a Purchase Order.
D.
INSPECTION REPORT AND CERTIFICATE OF TEST.
Reports of Off-Site Test and Inspection shall be kept on forms of approved
format. All the test certificates and inspection reports including those
from suppliers and/or other testing agencies shall be certified by the
appropriate responsible Engineer, who is recommended by the Manager of
the Quality Control Department and approved by the Project Manager.
Such reports and certificates shall be submitted to client as required.

SHIPPING DOCUMENTS.
The copies of shipping documents shall be distributed to the related
department and the contents shall be reported to client.
F.
SITE INSPECTION AND CLAIM.
When the materials are delivered to site, material inspector of Quality
Control Department shall inspect them and report to the Quality Control
Manager directly. A report shall be submitted to client on approved
format on receipt of a consignment. If any damage and losses are found,
a claim shall be made immediately to the Party concerned and be
followed up for prompt solution. This is to be carried out by the
Procurement/Administration department.
4.
INSPECTION
This procedures establishes the system and outlines the responsibilities for
inspection, making identifying, documenting and storing all property
received at the site.
Receiving operations shall begin prior to unloading or unpacking items
and continue until times are either placed in a controlled storage area or in
their final location. The Procurement department shall be responsible for
all the storage and stocking.
The Quality Control Manager shall be responsible for assuring that all
items received comply with applicable specifications, purchase orders,
codes and drawing and shall carry out the inspections and examinations.
The Procurement Manager shall be responsible, in case of damage or
shortage of such property, to identify and take action within twenty-four
(24) hours and also report in writing such damage to the Project Manager,
who in turn shall take such action as he deems necessary for rectification.
