David H. Brandt graduated from law school in
1993 and joined a private law firm. After
working in two different law firms between 1993
and 1996, David was appointed Deputy City
Attorney in the City of Alameda. In 2000 he
was elevated to Assistant City Attorney. David
left Alameda in 2009 to become the City
Manager in Redmond, Oregon. He served
there until 2012 when he returned to California
to accept the appointment to the Cupertino
City Manager position, where he continues to
serve. David earned a BA from UCLA, and MUP
from the University of Michigan and a JD from

Gary A. Napper began his public management
career in 1977 as an Administrative Intern in the
Cities of Garden Grove and Orange. In 1978
he took an Administrative Assistant position with
Tustin, and in 1981 he was appointed Assistant
to the City Administrator in Morro Bay. Gary was
elevated to the Morro Bay City Administrator
position in 1984. Gary left Morro Bay in 1992 to
become the City Manager in the City of Ceres.
After a half-dozen years in Ceres, Gary was
selected to serve as the Glendora City
Manager in 1998. His next assignment was City
Manager in Clayton in 2001, where he
continues to work. Gary earned a BA from
UCLA and an MPA from California State
University, Long Beach. In 2013 he was the
recipient of a 35-year ICMA Service Award.

Planning Administrator in 1992 and she was
appointed Director of Planning in 1996.
Carolynn was selected to serve as Deputy City
Manager in 1998 and filled in for a time as
Acting City Manager during the past year
(2014-2015). Carolynn earned a BA from the
University of California, Davis and a Masters
from the University of California, Los Angeles
(UCLA). In 2012 she was the recipient of a 20year ICMA Service Award. Carolynn has
announced her intension to retire to, perhaps,

Manager Chris Freeland, 41, is the

1996. Rosemead City Manager Jeff Allred served as
the Assistant City Manager in La Verne between
November, 1987 and November, 2000 when he was
appointed City Manager in the City of Norco. Jeff

selected to be the Rosemead City Manager. Jeff

Schools. Former Petaluma City Manager Mike
Bierman, 66, died in early August having battled
with cancer in recent years. Mike was an Ohio
native. He was appointed Interim City Manager in
Petaluma in 2002, after working as Deputy City
Manager in Cincinnati. He also previously worked
as the City Manager in Columbia, South Carolina.
