Today you mark one of the most important episodes
of your life – finishing college. After years of training
and sacrifices in the fortress of the institution, you are
now more equipped with what it takes to become a
better member of your community and a better citizen
of our country.
Our love for education and brighter future for
you shall not cease and our dreams of becoming the

MSU-GenSan produces 6 topnotchers in 2012 board exam with
overall performance rating of 65.38%

Mindanao State University-General
Santos City produced six (6) placers in 17
board examinations in 2012, obtaining an
overall performance rating of 65.38%.
Ely Jun D. Pates tops the board
examination for Agricultural Engineers
(AE) August last year besting 529 other
test takers.
Pates’batchmate, Rowen F. Lacanaria,
placed 5th in the same examination. The
two finished their course in April.
Engr. Pates was recipient of RD
Foundation scholarship in General
Santos City and enjoyed the grant under
the Commission on Higher Education Student Assistance Fund for Education
(CHED-SAFE).

In April, Ria Marie A. Palma ranked
second in the Electronics Engineers
examination where the University got
100 percent passing rate.
Meanwhile, Lester Ervin F. Legaspi
placed 4th in the October 2012 Mechanical
Engineers (ME) board exam.
Engineer Legaspi was a consistent
university scholar and graduated
Cum Laude in April with Pates and
Lacanaria.
The September 2012 result showed
85% University passing rate as compared
to the 70% national passing rate for ME.
Earlier ME examination in March showed
the University’s 100% passing rate.
MSU-GSC Chancellor Atty. Abdurrahman T.
Canacan congratulates Wilfredo Serviñas, the father of
Michelle O. Serviñas at the graduation ceremony in 2011.
Michelle was top 2 in the Agricultural Engineers board
exam on the same year and is now teaching at the College
of Agriculture.
EXCEL is a newsmagazine title and an
expression that complements the university slogan,
“Learn.Achieve.Excel!” through academic excellence and
by responding to the industry demand of the region.

In the October Fisheries Technologist
examination, Rodelyn A. Caliso was at
number eight.
The recently conducted Licensure
Examination for Teachers (LET), Lovella
May Gavileño Dubos ranked 6th as
revealed by the November 26 result for
Elementary Education.
Also, the University got 65% passing
rate for the July 2012 Agriculturists’ board
exam (38% national passing rate), 75%
for Electrical Engineers (53% national
passing rate) conducted on September
2012, and 56% against the 48% national
passing rate for October 2012 CPA board
examination.

The
event
was
the
13th
International
Youth Day celebration held at New Era
University, Quezon City from August
9-12, 2012.
Galdo, a senior student of the College
of Education represented Region XII
and competed against 11 other regional
contestants in the country.
The International Youth Day
Celebration was spearheaded by the
United Nations Association of the
Philippines (UNAP) through its Youth
arm United Nations Youth Association of
the Philippines (UNYAP).
The celebration aimed to mobilize
the youth sector and youth leaders
to champion peace, human rights
and sustainable development as they
continue taking action on current global
and national issues and concerns towards
the fulfillment of the Millennium
Development Goals in 2015.

After the Philippine State Colleges
and Universities Athletic Association
(SCUAA) 2013 in Dapitan City from
February 17-24, Mercado brought home
six gold medals in swimming for women.
Seventeen regions in the country including
the Mindanao State University System
joined the national sports fest.
SCUAA’s theme this year is “PASUC
at 45: Sharing Vision and Unity Through
Sports”.
Mercado is a BS AgriBusiness
Management student in the College of
Agriculture.
“I have to manage my time because I
have to practice everyday, attend classes
and do my homework,” she explained.
“I am a student athlete. It’s not easy
balancing school and training,” she said.
Kiesha also explained her talent
and her chosen course are two different
achievements but she enjoys having them
both for her future.
Kiesha started swimming when she
was four years old when trainer Dong
Gonzales suggested to her and her sister,
Joy, that they join competitions.
But swimming at first was for
medical purposes she said because she
was suffering from asthma.
“I am an incidental swimmer and
now the asthma is gone.”
“The University is always there
for students like Mercado with its
unwavering and relentless support to the
sports program of the Sports Department
with its present dispensations,” Office of
Physical Education, Sports and Cultural
Affairs Director Leonardo Palmes said.
Palmes reported MSU System
ranked 7th out of the 17 competing teams
winning 14 gold medals, 6 of which was
won by Mercado who raced against 31
other swimmers.
“I was inspired by my parents
because I saw their hardships just to make
us swim. Swimming is an expensive
sport.”
Kiesha and her sister learned a lot
from trainer Bobet Palacios not only
about swimming but also about life.
“Determination is number one, and
thinking of not giving up on something
that you really love to do. You always
take control. Feel the water. Hold the
water. If you think that you can win, you
can win.”

“This experience is enlightening for
me as a student journalist because now I
have learned that there is more to “surface
writing,” Amlon said.
The competition was held at
Development Academy of the Philippines,
Tagaytay city in January 17-19, 2013,
organized by the Organization of Student
Service Educators, Inc.
Amlon is the present Bagwis Editorin-chief while Buhian is feature editor.
Amlon said there is more to “the five
Ws and one H” of writing to make it more
relevant. “Plus of course the passion to
write,” she added.
“It is important that we find purpose
in writing and that is to inform over
and above the pleasure to simply write
just about anything. More than a selfexpression, journalistic writing is a social
responsibility,” Amlon said.

told participants to be aware of what
is happening in the society “so that we
could better analyze burning social issues
and put everything in proper context”.
“Our audience deserves nothing less
than quality coverage. That’s the only
way journalists can help in the shaping
of public opinion. That’s the only way
campus journalists can be relevant in their
respective communities,” Arao said.
The conference aims “to provide
a more intensive training in campus
journalism and to impress upon the
participants the various challenges
in campus writing”. Amlon swore to
conduct a re-echo seminar to Bagwis
staff. Bagwis plans to hold more seminars
on campus journalism.

Competition Grand Finals. The event
was held at KCC Mall of GenSan
Convention and Events Center on
March 27.
The contest hosted by ABS-CBNGeneral Santos aims to promote
journalism through fair news. Recibe
competed against eleven other finalists
from different colleges and universities
in General Santos City.
“Always trust your skills,” Recibe
revealed.
Despite the stiff competition,
Recibe said she managed to make
friends with other finalists. “I also felt
nervous because some of them have
already a background in mass media
communication but with prayers, I did
it.”
The finalists underwent the “Road
to Finals”, a live newscast in two of the
ABS-CBN local programs, Magandang
Umaga Socsargen (MUS) and TV Patrol
SOCSARGEN. They were ranked
based on their performances on the said
programs.

The building costs P1 million and
was erected at the Malandag Central
Elementary School (MCES). The new

concrete walls, wooden doors, jalousie
windows and corrugated GI sheet roofing

with P800,000.00 fund.
The study aims to find out the Needs
of the Agrarian Reform Beneficiary
Organization (ARBO) through design
assessment, choose and utilize an
appropriate needs assessment model in the
conduct of data collection and analysis,
and provide a work breakdown structure
(WBS) based on the findings of both the
needs assessment and design assessment
exercises.
Director Musali said this will greatly
help the Muslims of the ARMM strengthen
their community development program.
MSU-GSC earlier conducted a similar
study in South Cotabato and Sarangani
provinces.
Chancellor Canacan sees the project
as another avenue to enhance the research
skills of the University faculty researchers
as well as assert the relevance of the
University in the region.
Project leader Dr. Wilfred D. Bidad said
the study is a great opportunity for MSU to
understand the unique organizational needs
of the ARBOs of ARMM.
Bidad is assisted by Prof. Czarina
Saikol as FGD specialist and Prof. Elsie
Villanueva as financial analyst, and former
MSU-GSC Chancellor Moner Bajunaid as
policy consultant.

For the third time since 2011, MSU
Gensan has been spearheading the annual
celebration of the General Santos City
Foundation Anniversary under its carrier
event, the Kalilangan.

Kalilangan 2013 celebrates the city’s
74th Foundation Anniversary and “it is
intended to pay tribute to our forefathers
through a week- long colorful event”,
the memorandum of agreement between
the city government and MSU-GSC
stipulates.
“As aspiring hall of famer this year,
we have leveled up the festival and
hopefully get this rare award,” Abiera
said. The Hall of Fame is an award given
by the Association of Tourism Officers
in the Philippines (ATOP) to a 3-time
winner in three consecutive years under
the same category.
“This is also a celebration of the
peaceful coexistence of the tri-people
in General Santos City because we have
been living here in harmony,” Abiera
said.
Kalilangan 2013 theme is, “Tri-people
in Unity, Excellence in Harmony”.
The First Layag Festival
The University, in collaboration

MSU GenSan conducts in-house review
MSU-General Santos conducts a
two-day in-house research review from
November 21 to 22 last year at the
Science and Technology Training Center
(STTC).
The review was attended by the
management and selected faculty
researchers who presented the first batch
of researches funded by the University
and partner agencies.
In
his
message,
Chancellor
Abdurrahman Canacan swore to support
the research efforts by the faculty.
“I assure you that the management,
during my second term, will give more
benefits for research activities,” Canacan
said.
“We were able to achieve
transformational leadership by the
motivation, passion and interest from
the constituents. We have stimulated the
interest and passion for research in many
of you and the proof is today,” Canacan
said.
At the culmination program, a
study on heavy metal contamination
in Sarangani Bay was held best paper
against other researches in both natural
and social sciences.
The study entitled “Heavy Metal
Contamination in Sarangani Bay and
Its Uptake on Fishes, Shellfishes and
Seaweeds: Benchmark for Policy
Formulation
and
Environmental
Management” with project leader Dr.
Edna Oconer, got 83.3 average score
from the panel.
The research was funded by the
Department of Agriculture Bureau of
Agricultural Research with P905,000.00.
Sarangani Bay, with a total coastline
of 230 kilometers, has been declared a
protected seascape under Presidential
Decree No. 756 by then President Fidel
V. Ramos.

Professor Arlyn A. Mandas of the College of Fisheries is now in
the United States of America for a three- month research fellowship
under the 2012 Norman E. Borlaug International Agricultural
Science and Technology Fellowship Program.
The Program provides Prof. Mandas an opportunity to work oneon-one with an expert in her chosen field. In return, Prof. Mandas is
expected to apply the knowledge she gained toward the continued
development of the agricultural sector in the Philippines.
Prof. Mandas works on a nutrition study entitled “Bioavailability
Enhancement Effects of Piperine, an active Phenolic compound in
Black Pepper, in Fish” at the Ohio State University until April 14,
2013.
The research hopes to “determine the growth performance of
common carp fingerlings when fed Piperine supplemented diets and
also the inclusion level of Piperine that is considered optimum for
good growth and survival of common carp fingerlings.”
United States Department of Agriculture sponsors the
Fellowship to promote food security and economic growth by
providing research and training opportunities for scientists and
policymakers from developing and middle-income countries.
It honors Norman E. Borlaug, the American agronomist,
humanitarian and Nobel laureate who is known as the “Father of
Green Revolution”.

Peacemaker and Security Sector Reform Proponent, Civil Society Catalyst,
Women Empowerment Executive, Community and Citizens’ Agenda Advocate
Teresita Quintos-Deles’ path as
peacemaker illustrates a full complement
of citizens’ and civil society advocacy
with that of civil service and governance
towards achieving a just and lasting
peace. She has pioneered, stewarded,
and provided leadership to numerous
national coalitions, citizens’ formations,
community processes, and international
linkages and initiatives. These have
covered issues of conflict management
and
transformation,
constituencybuilding for peace, poverty reduction,
sector and community social reform
agenda building, addressing legacies of
authoritarianism, political and governance
reforms, and women empowerment.
She served as Expert-Member of
the UN Committee on the Elimination
of All Forms of Discrimination Against
Women (UN-CEDAW) in 1991-1994. In
the government, she was designated as
Secretary-General of the National AntiPoverty Commission from 2001-2003,
and as Presidential Adviser on the Peace
Process (PAPP) from 2003-2005. Under
her leadership as PAPP, the Philippines
became the first country in Asia-Pacific to
adopt a National Action Plan on UNSCR
1325 (Women, Peace and Security).
In 2006, she co-founded the
International Center for Innovation,
Transformation and Excellence in
Governance (INCITEGov) and served
as the Managing Trustee and as Focal
Trustee for Peace and Security Sector
Governance issues.
Secretary Deles returned anew
to government service with her
reappointment as PAPP since July 1,
2010, by President Benigno S. Aquino
III. As the PAPP, she has been responsible
in bringing the peace process back on
track, overseeing the peace negotiations
with the MILF and the CPP-NPANDF; the implementation of closure
agreements with the CBA-CPLA in the
Cordilleras and the RPMP-RPA-ABB
in the Visayas, both of which signed
peace agreements with the Government
in 1986 and 2000, respectively; and
the completion of the implementation
of the 1986 peace agreement with the
MNLF, which is currently undertaking
a Tripartite Implementation Review
with the OIC and MNLF. The PAPP also
oversees the implementation of a national
government program and framework
for peace and development in conflictaffected communities called PAMANA
or Payapa at Masaganang Pamayanan;
policy programs involving women in
peace and security, and children in
conflict situations; and a mainstreaming
peace program that aims to promote an
active engagement of the general public
in the peace process and thereby generate
a wider peace constituency base.
Secretary Deles was among the 1,000
women nominees for the 2005 Nobel
Peace Prize; a recipient of the Aurora
Aragon Quezon Peace Award for Peace
Advocacy and Conflict Resolution; and
The Outstanding Women in the Nation’s
Service (TOWNS) award. In 2011, she
received the Metrobank Professorial
