ritain, Germany and France agreed on Sunday they
should be ready to ratchet up sanctions on Russia over the downing of a Malaysian jet carrying 298
passengers when European Foreign Ministers meet in
Brussels on Tuesday.
Rebels in eastern Ukraine on Sunday took control of
the bodies recovered from downed Malaysia Airlines
plane even as US and European leaders demanded
that Russian President Vladimir Putin make sure rebels
give international investigators full access to the crash
site. The rebels also have allegedly recovered the
black boxes from the plane and will hand them over
to the International Civil Aviation Organisation, a rebel
leader said.
Meanwhile in Parliament, AIADMK today forced adjournment of the Rajya Sabha twice during Question
Hour over former Supreme Court judge Markandey
Katju’s reported allegation that political pressure during
the previous UPA regime had led to elevation of a judge
despite charges of corruption against him.
Ruckus created by AIADMK members seeking suspension of Question Hour to discuss the issue of ‘political
interference in judicial appointments’ led to the House
first being adjourned for 10 minutes and then till Noon.
When the House reassembled, similar scenes were
witnessed with AIADMK members insisting on suspension of Question Hour.

Chennai, July 21:
Minister for Municipal Administration and Rural Development S P Velumani
today said the State government led by Chief Minister J Jayalalithaa has
been effectively handling water crisis in Tamilnadu.
Replying to calling attention motion by MLAs from various political parties,
he said the Chief Minister held a review meeting on handling water crisis
in February this year, following which Rs 651.43 crore worth
water distribution works are
being carried out in the State.

districts (comprising three
city Corporations and 40
Municipalities) which received less rainfall, Velumani said Rs 77.22 crore
worth water projects
were being implemented
in the remaining 20
districts of the State.
‘In all, renovation of
2,335 water resources,
creation of new sources,
changing of water taps and
distribution of water through
tankers are being undertaken.
Among them, 1,734 works are over and the remaining projects are taking
shape. These works are very helpful in handling the situation in districts
which received less rainfall,’ he said.
Pointing out that Tamilnadu Water Board is maintaining 541 consolidated
drinking water projects, Velumani said 3.13 crore people in seven Corporations, 52 Municipalities, 280 Town Panchayats and 32,733 rural settlements
are being benefited. ‘1442.6 million litre water is currently being distributed
per day through these 541 projects,’ he said.
As far as Chennai is concerned, he said the city is currently being given 587
million litre water. ‘As per the Chief Minister’s order, Veeranam lake was filled
with water for the second time in April and Chennai Metro Water Board is receiving 180 million litre water per day. So far, the amount of the water received
through Telugu Ganga project is 5664 million cubic feet. Steps have been taken
to get water from Krishna channel again by this month end,’ he said.
He said works were completed to get 30 million litre per day for Chennai
through lorries, renovation of borewells, water released from Neyveli mines
and Paravanaru on war footing. ‘Thanks to these steps, people of the city
will get 587 million litre water a day. Rs 50 crore has been allocated from
disaster management fund for this purpose and Rs 43 crore has been spent
already,’ he said. The Minister said the number of trips by tanker lorries to
slum areas has been increased from 2000 to 2900 .
He said Rs 1185.12 crore worth 83,334 projects were undertaken in rural
areas in 2013-14. Velumani said all necessary precautionary efforts to
prevent water crisis are being taken on war footing.
DMK, PT walk out
from Assembly

Members of the opposition DMK and Puthiya Thamizhagam walked out from
the Assembly today, after they were denied permission to raise some issues.
After the Question Hour was over and Minister for Municipal Administration
and Rural Development S P Velumani was giving reply to a calling attention
motion by legislators from various parties, Dr K Krishnasamy of the Puthiya
Thamizhagam wanted to speak. However, Speaker P Dhanapal refused
permission, stating that he had raised the issue only now and hence, he
would not be allowed to speak. Protesting this, he walked out of the House.
Later, for a similar reason, DMK legislators too staged walkout.
MINISTERS’ ANSWERS
Minister for Social Welfare and Nutritious Noon Meal Programme B Valarmathi said steps were taken to renovate 15,153 anganwadi centres across
the State. She said this while replying to Arni MLA R M Babu Murugavel
during Question Hour.
Industries Minister P Thangamani said a new SIPCOT industrial park is
coming up at Dharmapuri. He said a decision on setting up a SIPCOT park
in Rajapalayam constituency would be taken based on financial situation.
He said this while replying to Rajapalayam MLA K Gopalsamy.
Minister for Hindu Religious and Charitable Endowments P Senthur
Pandian, while answering to a query by Ponneri MLA Pon Raja, said that
Brahmotsavam would be conducted at Kumbamunimangalam Arulmigu Sri
Agatheeswarar temple in Ponneri talum.
Revenue Minister R B Udhayakumar, replying to a question by Tiruvadanai MLA Suba Thangavelan, said 33,13,292 people were benefitted so far
thanks to AMMA scheme (Assured Maximum Service to Marginal People
in All Villages) of the Tamilnadu government.

Israeli Prime Minister Benjamin
Netanyahu has vowed to continue
offensive in the Hamas-ruled Gaza
Strip despite the death of his 18 soldiers in the two-week long conflict that
has killed 501 Palestinians, mostly
civilians, and injured more than 3,100.
Netanyahu told reporters last night
that the death of the soldiers is ‘painful and difficult’, but Israel will continue its Operation Protective Edge
with full speed ahead.
The Palestinians death toll today
reached 501, with the recovery of more
bodies from a home flattened in an Israeli
air strike early today near the city of Khan
Younis. At least 20 bodies were found
at the site and two people were pulled
alive from the rubble, a health official said,
adding that over 3,100 Palestinians have
been injured so far.

Reacting to Katju’s allegations, senior party leader D Raja also sought the
creation of a National Judicial Commission to establish judicial accountability,
uphold the indpendence of the judiciary and check corruption in it.

Twenty-seven Aam Aadmi Party MLAs led by Arvind Kejriwal today met Lt
Governor Najeeb Jung and told him that delay in dissolving the Delhi Assembly
was encouraging horse trading.

Man murdered
at Ice House

Chennai, July 21:
In a shocking incident, a man
was killed by a gang of four in Ice
House early this morning.
Police said, Akbar Ali (33) from
Hussain Sahib street in Royapettah was on his way to the
mosque when an unidentified
gang murdered him.
Passersby rushed him to Royapettah Government hospital,
from where he was shifted to
Rajiv Gandhi hospital. He however died soon after.
His father Akbar filed a complaint with the police and said,
his son had a fallout with four
of his friends and suspect they
would have carried out the
killing.
Police also said, Akbar Ali was
a member of Muslim League
party and is married with two
children.
MH17: Bodies guarded by

has developed a 3D-printer
that can produce ice creams in
any shape in just 15 minutes. By
hacking together a soft serve ice
cream maker, a freezer and a 3D
printer, Kyle Hounsell, Kristine
Bunker, and David Donghyun Kim
created a machine that extrudes
soft ice cream into any given shape
then quickly freezes it with a blast
of liquid nitrogen.

ROBIN WILLIAMS
Robin McLaurin Williams is an American actor, voice
actor, and stand-up comedian. Rising to fame with his
role as the alien Mork in the TV series Mork & Mindy,
Williams went on to establish a successful career in
both stand-up comedy and feature lm acting. His
lm career includes such acclaimed lms as Good
Morning, Vietnam, Dead Poets Society, Awakenings,
The Fisher King, and Good Will Hunting, as well as
nancial successes such as Popeye, Hook, Aladdin,
Mrs Doubtre, Jumanji, The Birdcage, Night at the
Museum, and Happy Feet . He also appeared in the
video to Don’t Worry, Be Happy by Bobby McFerrin.
Nominated for the Academy Award for Best Actor
three times, Williams went on to receive the Academy
Award for Best Supporting Actor for his performance
in Good Will Hunting. He has also received two Emmy
Awards, four Golden Globes, two Screen Actors Guild
Awards and ve Grammy Awards.
Williams was born in Chicago, Illinois. His mother,
Laura McLaurin, was a former model from New
Orleans, Louisiana. His father, Robert Fitzgerald
Williams, was a senior executive at Ford Motor
Company in charge of the Midwest region. His
maternal great-great-grandfather was Mississippi
senator and governor Anselm J McLaurin. Williams’
ancestry includes English, Welsh, Irish, Scottish,
German, and French.
He grew up in Bloomeld Hills, Michigan, where he
was a student at the Detroit Country Day School, and
later moved to Woodacre, Marin County, California,
where he attended the public Redwood High School.
Williams has described himself as a quiet child whose
rst imitation was of his grandmother to his mother.
He did not overcome his shyness until he became
involved with his high-school drama department.
In 1973, Williams was one of only 20 students
accepted into the freshman class at the Juilliard
School, and one of only two students to be accepted
by John Houseman into the Advanced Program at the
school that year, the other being Christopher Reeve. In
his dialects class, Williams had no trouble mastering
all dialects quickly. Williams left Juilliard in 1976.

New clues to brain’s wiring discovered
In an effort to learn how the developing brain
is built, scientists have discovered proteins that
programme a common type of nerve cell to
connect with another type in the brain.
New research provides an intriguing glimpse
into the processes that establish connections
between nerve cells in the brain. These
connections, or synapses, allow nerve cells to
transmit and process information involved in
thinking and moving the body.
Researchers at Washington University School
of Medicine in St Louis have identi ed a
group of proteins that programme a common
type of brain nerve cell to connect with
another type of nerve cell in the brain.
The nding is an important step forward in
efforts to learn how the developing brain is
built, an area of research essential
to understanding the causes
of intellectual disability and
autism.
We now are looking at
how loss of this wiring
affects brain function in
mice, said senior author Azad
Bonni. Bonni and his colleagues are
studying synapses in the cerebellum,
a region of the brain that sits in the
back of the head.
The cerebellum plays a central role in controlling
the coordination of movement and is essential for
what researchers call procedural motor learning,
which makes it possible to move our muscles at
an unconscious level, such as when we ride a
bicycle or play the piano.
The cerebellum also regulates mental functions.
So, impairment of the wiring of nerve cells in
the cerebellum may contribute to movement
disorders as well as cognitive problems including

blocked the NuRD complex,
cells in the cerebellum called
granule cells failed to form connections
with other nerve cells, the Purkinje
neurons. These circuits are important
for
the cerebellum’s control of movement
coordination and learning.
Bonni and his colleagues showed that NuRD
exerts inuence at the epigenetic level, which
means it controls factors other than DNA that
affect gene activity. The research was published

charges of fraud
Chennai, July 21 (PTI):
A branch manager of public sector bank has been arrested for
allegedly swindling about Rs 1.40
crore fixed deposits from some
bank customers.
Acting on a complaint filed by
Indian Overseas Bank zonal manager G Kalyanam, a special team
of Central Crime Branch offi cials
arrested M Parasuramamurthy,
the bank’s Adambakkam branch
manager from his residence here,
a police release said.
He was later remanded to
judicial custody and has been
lodged at the Puzhal prison, the
release said.
Investigations revealed that Parasuramamurthy while working in
Rajapalayam branch had swindled
several crores of rupees deposited
as fixed deposits by A K D Venkataramanraja, who is the attorney of A
K D Kumar (both NRIs), it said.
Parasuramamurthy, who was later
elevated to the level of Senior Manager at Rajapalayam main branch,
had given fake renewal letters to
Venkataramanraja as the deposits
matured.
Later, he had withdrawn about Rs
80 lakh deposited by a customer
at the Rajapalayam main branch,
as Venkataramanaraja wanted to
withdraw cash from his fixed deposit
account, it said.
Meanwhile, Parasuramamurthy
was transferred to Adambakkam
branch as its manager in Chennai and when Venkataramanaraja
wanted the maturity amount, he
swindled another Rs 61 lakh deposited by another customer in the
branch, the release said.

For M Balasubramanian, a violinist from Choolaimedu, music is a
passion. ‘Perfection in music can
be achieved only through constant
practice’, he says, while speaking to
News Today after a kutcheri at the
Music Academy on Sunday.
The musician is a mechanical engineer from Crescent Engineering
College and is currently working with
3D designing.
‘I know how important it is to be in
touch with the instrument if one has
to retain perfection. So I practise for
about one hour in the morning and
evening’, he says.
Balasubramanian’s interest in music
began when he was studying second
grade. ‘It was from my mother Sudha
Mahadevan that I learnt vocal music
initially. I shifted to violin later in the
third grade, as I had a special liking
for it. I used to feel music from the

There is a lot of scope for small and medium manufacturing companies in
the pharmaceutical industry, said president of Indian Drug Manufacturers
Association (IDMA).
He was speaking at ‘Pharmac South 2014’, an exhibtion of products by
around 100 pharma companies from South India here.
Various events were held as a part of the two-day event and they included
panel discussions on export oppurtunities for upcoming markets, sessions on
brand building for enhancing market share. Special focus was on small and
medium manufacturing companies.
Veeramani said the Indian pharmaceutical industry is considered to be the
pharmacy for the rest of the world, as medicines are manufactured (here) and
supplied to over 200 countries at an economical price.
Indian domestic market value is currently said to be around Rs 70000 crore
and South India contributes around 30 per cent to it. The export value is currently around Rs 90,000 crore in which South India contributes to around 35 per

7 killed in
various mishaps
Chennai/Kancheepuram, July 21 (PTI):
Seven persons have been killed in two different accidents near Achirikuupam
and in Kanchipuram, said police.
In the first accident in Chennai, four persons, including the driver of a tourist
Sports Utility Vehicle, were killed on the spot when he lost control of his vehicle
and collided with an oncoming lorry near Achirikuppam, 90 km from the city.
The driver had picked up three persons from Chennai Airport and was taking
them to Cuddalore when the mishap occurred last night, police said.
The second accident saw a woman, her male companion and her minor son
die after the motorcyle they were riding on collided with another two wheeler
at Guduvancheri. While the woman died on the spot, the man and the boy
succumbed to injuries in hospital today, police said.

A lot at stake
he football World Cup grabbed the attention of zillions of fans
across the globe for a month and culminated with Germany
winning the coveted trophy. The fact that India has never played
in what is probably among the world’s premier sporting events
continues to rankle. However, nothing much seems to have
happened with regard to the country’s footballing fortunes, which
has dipped alarmingly over the years.
The soccer extravaganza in Brazil and the brouhaha it created would
be forgotten once the multi-nation, multi-event Commonwealth
Games begins in Glasgow, Scotland, in a couple of days. The CWG
held in 2010 saw the Indian athletes perform well but the event is
sadly is remembered better for the scams that has set off a series of
probes.
Meanwhile, the country has sent athletes to take part in various
disciplines and as always there is a lot of optimism ahead of the
Games. The CWG has in recent years lost a bit of sheen and there
have been questions over the relevance of the very mega event.
For athletes, who put in a lot of effort and time into preparation for
the CWG and similar events like Olympics, Asiad and probably the
world championships, there is a lot at stake apart from the medals.
Being part of such a huge event is an honour in itself and there is a
lot to be gained in the event of a medal-winning performance.
The event will bring together hundreds of participants across several
disciplines and in the absence of powerhouses like USA, Russia and
China, the other nations get to ght for medals and overall honours.
The improved showing in Delhi (CWG) should give the Indians a
lot of condence for this year’s edition but only an improved medal
haul would indicate any sort of progress.
India nished second at the 2010 Delhi Commonwealth Games,
making it India’s best CWG performance till date. India is sending
a contingent of 224 athletes comprising Olympic medalists, Asian
Games winners and debutants this time. There are hopes of the
badminton stars and paddlers doing well apart from the boxers.
Saina Nehwal’s decision to pull out came as a setback but turns
the focus on the talent, young P V Sindhu to show her talent. The
sprightly Hyderabad lass, who boasts of a world championship
medal, will be expected to do wonders at Glasgow and lead the
country’s medal rush.
Athletics is one of the glamour events in CWG as in the Olympics
and Asian Games and the presence of top sprinters and long-distance
runners will ensure that a lot of attention is garnered by them. The
Indian athletic team was rocked by news that sprinter Dutee Chand
had been banned because she naturally exhibited high testosterone
levels.
Yet, the athletics federation was upbeat and expected the Indians to
return with some medals. It may be noted that in 2010 as the hosts,
the athletes had done very well in track and eld events. Four years
have passed and it remains to be seen if the preparation by various
federations bears results.
The sports associations/federations do come up with blue prints for
international events and send players abroad to gain exposure but
how much it pays off will be watched with interest.
Now, coming to hockey, the Indian men will looking for redemption
after a dismal show in the recent World Cup in the Netherlands.
The team will be expected to face stiff challenge from the world
champs Australia, Pakistan, England and New Zealand. A decent
performance will go a long way in saving the face of Indian hockey,
which is probably at its lowest ebb in several years.
Australian veteran Jamie Dwyer, a ve-time world hockey player of
the year, feels India are now a much-improved side from 2010 Delhi
Games, where the Kookaburras thrashed them 8-0 in the summit
clash and expects the team to do well at this year’s tournament.
Even while the attention would be on the large contingent that
includes medal hopefuls in badminton and table tennis, the Indian
hockey team would be under the microscope as another shoddy
performance would dent the image of the sport big-time.

highly concentrated. Natural disasters, armed conict, and displacement
may expose children to additional risks. Child refugees, internally displaced

concern. Vulnerability is also associated with age; younger children are at
greater risk of certain types of violence and the risks differ as they get older.
Only a small proportion of acts of violence, exploitation and abuse are
reported and investigated, and few perpetrators are held accountable.

care and justice systems, workplaces and communities across all contexts,

Swiss trail: India invited for discussions

New Delhi/Berne, July 21 (PTI):
As India steps up pressure on Switzerland for details of alleged black
money stashed there, Swiss authorities
have invited Indian officials to Berne
to discuss further cooperation in these
matters. Besides, Switzerland has
already transmitted ‘few positive responses’ to India, a spokesperson in
Swiss Finance Ministry said, without
divulging any further details on this.
Sources, however, said these ‘responses’ may not be related to the
Indian names figuring in the so-called
‘stolen lists’ of those having alleged
Swiss bank accounts.
Switzerland has been refusing to
share details on names obtained
by Indian authorities through other
countries, namely France and Germany, saying they figured in lists
stolen by certain ex-employees of the
concerned banks and no details can
be shared on the basis of illegallyobtained information.
‘As written to the Indian government,
the Swiss government would like to
welcome a delegation of administration officials from India to discuss the
further cooperation in tax matters in
Berne, after the talks in February
2014 in India’, a Federal Department
of Finance spokesperson said.
A high-level delegation from Switzerland had held discussions on tax
matters with the Indian government
officials in New Delhi in February
this year.
Asked about the ‘few positive responses’ received by India from
Switzerland and whether these
were cases related to ‘spontaneous exchange of information’, the
spokesperson said, ‘We can’t give
you any details about the few positive responses that Switzerland has
transmitted to India’.

followed by Swiss authorities -‘spontaneous’ exchange where
details are given voluntarily to a
foreign country if any irregularity

economic architecture

By creating their own multilateral financial institutions, the BRICS
emerging-market powers are shaking up global economic governance but
remain far from dismantling the post-war system dominated by the West.
For the past 70 years, the International Monetary Fund and the World
Bank have been the pillars of the world’s economic system, coming to
the rescue of countries in trouble and supporting development projects,
respectively. But the Bretton Woods institutions are regularly criticised
for their inability to reflect the growing and important contributions of the
major emerging economies to the global economy.
China, the world’s second-largest economy, continues to have just
slightly more voting power in the IMF than Italy, about five times smaller.
And, since their creation in 1944, the IMF and the World Bank have only
been led by Americans and Europeans.
‘Broader global governance reforms have become stalled, despite the
many commitments made by advanced economies to emerging markets to
give them a more prominent role in international financial institutions and
other international forums’, said Eswar Prasad, a trade policy professor
at Cornell University and a former IMF expert.
In this context, the launch on Tuesday of a development bank and an
emergency reserve fund by the BRICS - Brazil, Russia, India, China and
South Africa - appears to be a concrete attempt to address those inequities.
‘If the existing institutions were doing their jobs perfectly, there would
be no need to go to the trouble of creating a new bank, a new fund’, said
Paulo Nogueira Batista, who represents Brazil and 10 other countries at
the IMF, said.
The mere creation of the two BRICS institutions sends a strong signal
to Western powers, where some doubt the ability of the five powerhouses
to surmount their individual needs and ambitions.
The launches ‘are significant actions that represent a game changer as
they turn statements and rhetoric about cooperation among these countries
into reality’, Prasad said.
Still, many areas of uncertainty cloud the new BRICS structures, giving
the IMF and the World Bank a long lead on their fledgling rivals.
For now, only the BRICS countries will be able to draw from the $50
billion in the New Development Bank and $100 billion in the Contingent
Reserve Arrangement. However, proof of the new institutions’ effectiveness will come when other countries knock at their door for money.
‘Will the BRICS take the financial risk to lend to other countries? And
what conditions will they impose?’ said an IMF official, who spoke on
condition of anonymity.
Accustomed to bailing out a country, and being reimbursed, in exchange
for austerity conditions, the IMF has the kind of expertise that ‘doesn’t
happen overnight’, the official said.
Some also have concerns that the BRICS institutions dominated by
China- will be less careful about safeguarding the environment or fighting
corruption when they make their financing deals.
Aware of their current limitations, the BRICS made a point to say they
were working closely with the IMF. Some of their financing would be available only to countries already receiving Fund assistance.

The authorities in Switzerland have come across a significant quantum of
fake Indian rupee notes in their country - the third highest for any foreign
currency after Euro and the US dollar.
According to the latest counterfeit currency statistics released by Switzerland’s Federal Office of Police (Fedpol), the number of fake Indian rupee
notes found in Switzerland during 2013 stood at 403 -- the third highest
for any foreign currency. This included 380 fake Rs 500 notes and another
23 counterfeit Rs 1,000 notes.
However, the numbers have declined considerably since 2012 when
Fedpol found as many as 2,624 fake rupee notes the second highest
among foreign currencies.

NIIT Univ signs MoU with

Missouri - Kansas City’s School of Computing and
Engineering (SCE), to offer a five year program that
will allow students to secure B.Tech degree from
NU and Master’s of Science in Computer Science
(MSCS) from SCE.
According to a press release, the MoU was signed by
president, NIIT University, Rajendra Pandey, and vice
provost, UMKC, and dean, School of Computing and
Engineering, Kevin Z Truman.
This is the first of its kind landmark agreement between

Lifetime licence
to domestic
ships soon
New Delhi, July 21 (PTI):
The government has said that lifetime
licences will be issued to domestic
ships or any vessel charted by an Indian or a local company instead of such
licences being renewed every year.
‘The Ministry of Shipping has decided that lifetime licences will be
issued to Indian ships and any other
ship charted by an Indian citizen or
an Indian company instead of such
licences being renewed every year’,
according to an official statement.
The government provides for all the five
Registrars of Ships at Mumbai, Chennai,
Kolkata, Goa and Cochin to issue such
licences under the provisions of the
Merchant Shipping Act, 1958.
Such licences will be issued with
a lifetime fee now instead of annual
fee, but the licence will be co-terminus
with the certificate of Registry of the
Ship, the statement said.
A ship is issued registration by the
Principal Officers, who are designated Registrars of Ships by the DG
(Shipping), of the Mercantile Marine
Departments (MMD). They would
now get powers to issue lifetime
licences also, the statement added.
The decision will be of immense
help to Indian vessels engaged in
coastal trading as the process is
decentralised and liberalised. Ship
operators need not undertake the
exercise of taking the licence every
year, it further added.

World Bank Group assistance to India between July 2013 and June 2014
amounted to $6.4 billion. This included $2 billion from IBRD, $3.1 billion
from IDA, and $100 million from the Clean Technology Fund that the World
Bank Group administers. During that period, the World Bank Group’s private
sector arm, IFC, committed $1.2 billion in India.
Modi set to revamp financial inclusion

Prime Minister Narendra Modi is set to give a big boost
to the ongoing financial inclusion drive by unveiling a
comprehensive programme, to be announced at the Red
Fort in his address to the nation on the Independence Day.
The proposed comprehensive financial inclusion programme envisaging insurance and
pension cover, apart from a default cover
for lenders is likely to envisage opening
15 crore more bank accounts, 12 crore
of which will be in rural areas over next
four years, according to a note sent to
the Indian Banks Association (IBA) by
financial services Secretary G S Sandhu.
According to the note, Modi’s new comprehensive
financial inclusion programme has three major shifts from
the one pursued by the previous government.
First, the earlier efforts at financial inclusion had villages
as the unit for coverage while the present plan focuses
on coverage of households. Secondly, only rural areas
have been the focus so far while both rural and urban
areas have been included now, says the ministry note.

August, 2015 and conclude by 14 August, 2018,
will cover micro-insurance and unorganised sector
pension schemes like Swavlamban.
When contacted, IBA said already state-owned banks,
insurers and regulators are working overtime to ensure
a smooth kick-start.
‘We are currently busy chalking out the modalities of implementation of the project, which will be implemented in
the entire country after it is declared by the Prime Minister
on 15 August’, IBA Chairman K R Kamath, who is also
the Chairman of Punjab National Bank said.
‘Through this programme, we are looking at providing two savings bank account facility- one each for the
husband and the wife to all those households which not
served by the banking system so far. These basic banking accounts will come with some in-built overdraft facility
and RuPay debit cards with an inbuilt accident cover of
Rs one lakh’, Kamath explained.
Inclusive pension is also one of the pillars of the proposed comprehensive financial inclusion programme.
‘Pension under ‘the mission mode’ will lay emphasis
on this facility for the lower income segment and the
unorganised workers’, Pension Fund Regulatory and
Development Authority (PFRDA) acting Chairman R V
Verma said.
‘We will seek to achieve and expand the scope of the National Pension Scheme (NPS) to serve the disadvantaged
sections of the population through active involvement and
participation of all categories of intermediary institutions
like banks, NBFCs, MFIs, NGOs, corporates and annuity
service providers’, Verma added.
Though micro-insurance will come in the second
phase of the programme, insurers have already started
working on it.

maintained its positive performance in
the second quarter (Q2) of 2014, says
real estate investment and advisory
firm JLL in its Q2 Dubai Real Estate
Overview report.
‘Although the residential sector saw
prices and rents increasing across
most areas, there are signs that the
rate of growth is slowing down as Q2
experienced a marked slowdown in
the volume of residential sales, particularly in respect of existing villas’,
said Craig Plumb, head of Research
at JLL MENA.
According to Plumb, while the retail
and hotel sectors continue to experience growth, recovery in the office
sector remains patchy with the large
level of supply and high vacancy
rates placing pressure on overall
rental values.
‘The major news about the proposed
Mall of the World reflects confidence
for both the retail and hotel sectors’,
said Plumb.
Although the residential sector saw
prices and rents increasing across
most areas, the rate of growth has
started to slow from that seen earlier
in the year.
Average sale prices grew six per
cent in Q2, down from 10 per cent in
the previous quarter.
With signs of reduced sales activity
(particularly in the secondary villa
market), it is likely that asking prices
in this sector will decline further in
coming months, the report said.
Sales volumes have declined in all
sectors recently, with data from the
Dubai Land Department showing villa
sales in May 2014 declining almost 50
per cent against same month in 2013.
In the office segment, while
continued economic growth has
improved sentiment and generated
demand for commercial space, the
high level of both current vacancy
and future supply continue to constrain the market.

Putin blames others for

Russian President Vladimir Putin has lambasted those who use the downing
of a passenger jet in eastern Ukraine for ‘mercenary objectives,’ the Kremlin
said today.
In a statement posted on the Kremlin website, Putin again lashed out at
Ukraine for ongoing violence with pro-Russian rebels in the eastern part of
the country.
He says the tragedy is being used for others’ ‘mercenary objectives,’ although
he does not say specifically who.
Putin also says he supports a crash investigation by a ‘full team of experts’ under the auspices of the International Civil Aviation Organisation, a UN agency.
Since a Malaysia Airlines passenger jet was downed Thursday over Ukraine,

was found carrying Rs 85 lakh
worth gold.
According to sources, Selvarani who had arrived at the
airport from Kuala Lumpur was

2.5 kilograms of gold hidden in
her clothes.
The gold has been seized and

‘Mobile networks in
naxal-hit areas soon’
New Delhi, July 21 (PTI):
Mobile networks, under the Universal Service Obligation
Fund scheme, in naxal-affected areas are likely to be set
up in 15 months, the government said today.
Communications and Information Technology Minister Ravi
Shankar Prasad informed the Lok
Sabha that the government was
concerned about the coverage
and quality of telecommunication
services in left-wing extremism affected areas.
A proposal to install mobile towers at 1,836 locations in States
affected by left-wing extremism
with funding support from Universal
Service Obligation Fund (USOF)
has already been approved.
‘Mobile networks under the USOF
scheme are likely to be set up in
15 months,’ Prasad said during
Question Hour.
Bharat Sancahr Nigam Ltd (BSNL)
has installed mobile towers at 363
locations for which financial support to meet operational expenses
would be provided through USOF.
According to the Minister, the project cost discovered
by BSNL for setting up mobile towers in the naxal-affected States is ‘Rs 3,567.58 crore’ through transparent
and open tender process.
‘In its meeting held on 13 June, 2014, the Telecom
Commission recommended that the proposal may be
placed before the Union Cabinet for approval,’ he said.

Amid tight security, the 25th
batch of pilgrims today left for
the Amarnath cave shrine in
south Kashmir Himalayas from
here. As many as 1,491 pilgrims,
including 939 men, 381 women
and 21 children, left from the
Bhagwati Nagar base camp in
Jammu in a cavalcade of 46 vehicles at 4.20 am, police said.
The convoy has already
crossed Patnitop on JammuSrinagar National Highway and
would reach their destinations
at Baltal and Pahalgam base
camps by this evening, they
said.
With today’s batch, a total of
45,402 pilgrims have so far left
from the Jammu base camp for
the Amarnath shrine.

To a separate query, the Minister said improving the
functioning of BSNL is a priority for the government.
Under the Prime Minister’s direction, the government is
working on ways to improve condition of BSNL and there
would be improvement, he added.

‘Camber Racing Team’ from SRM University won the Maruti Suzuki SUPRA SAE India Students Formula 2014 held at the Madras Motor Race
Track at Irrungatukottai near here yesterday.
A press note said that a total of 87 teams comprising over 2000 engineering students from across the country had gathered to display and explain
their prototype creations of cars to the judges and other experts.
The second and third place went to the Octane racing team of College
of Engineering, Pune and the Ojaswat racing team of Chandubhai’s Patel
Institute of Technology, Gujarat respectively.
The competition attracted 183 entries from all over India and based on
very critical parameters 87 teams were chosen. There were two all girls
team competing.
The 87 prototype race cars would be subjected to various kinds of tests
- noise, brakes and endurance etc.
According to SUPRA SAE India convener S Thirumalini, the event gives
the students experience in designing as per specifications, sourcing of
components, fabricating, costing and even marketing. ‘The maximum allowable spend on building the car is Rs 10 lakh. Till date, the lowest cost

Jaitley optimistic on

After missing target in the last financial year, the government today exuded confidence that tax collection during
the current fiscal would exceed budget estimate of Rs
13.64 lakh crore.
‘Revenue collection targets fixed for 2014-15 will not
only be achieved but also surpassed,’ Finance Minister
Arun Jaitley said.
He was addressing the 30th annual conference of Principal Chief Commissioners, Principal Directors General
(DGs), Chief Commissioners & DGs of Income Tax Department here. Jaitley emphasised that the credibility of
Income Tax department is its greatest asset.

Manipuri youth beaten
to death in Delhi
Manipuri, July 21:
A Naga man from Manipur was beaten to death,
allegedly by a group of five or six men, in the heart of
Delhi late last night. The police said Shaloni, a man
in his late twenties who was employed at a Business
Processing Outsourcing company or BPO, got into
an ltercation with the group of men, who had driven
up in a white Maruti Alto near a daily needs store in
Kotla Mubarakpur.
Shaloni, the police said, was walking with two of
his friends - one from Manipur and another from
Bihar. When the attack took place, both the friends
ran away, the police said, adding they received a
call about the quarrel at about 2:30 am.
When the police reached the spot, they found
Shaloni had been beaten up. They took the injured
man to the trauma centre at the All India Institute of
Medical Sciences or AIIMS, where he was declared
dead.
Shaloni lived in Delhi’s Munirka. A case of murder
has been registered. The police have seized a CCTV
camera from the area and said they have identified
a few suspects.
‘It seems like a preplanned and unprovoked attack. Home Ministry will probe into the death,’ says
Minister of State for Home Kiren Rijiju.
The death in similar circumstances of Nido Tania,
a student from Arunachal Pradesh, early this year
had led to street protests and a national debate on
discrimination against Indians from the North East.
Nido, 20, was beaten with iron rods and sticks by
a group of men after he had an altercation with a
shopkeeper and others in Lajpat Nagar market, not
far from Kotla Mubarakpur, in January.

direct and indirect tax collection during the current fiscal.
During 2013-14, tax collection fell short of target by a
whopping Rs 77,000 crore. The government collected
Rs 11.58 lakh crore against the budget estimate of Rs
12.35 lakh crore.
There are doubts about the meeting of indirect tax collection target for the current fiscal as there is slowdown
in the economy. On income tax front, however, there is
possibility of surpassing target.
Last week, Revenue Secretary Shaktikanta Das had said
that the government would be able to achieve the direct
tax collection target but the real challenge is with regards
to indirect taxes.

Trisha joins
Ajith’s shoot
risha has joined the shoot of Gautham Menon’s Ajith film. Trisha
tweeted: ‘Satisfying kick start to THALA 55 with the super energetic
and efficient team. Thanks for the faith Gautam.’
The movie has officially Ajith, Arun Vijay, Anushka and now Trisha in
the lead along with Vivek and others in the supporting cast. Trisha is
one of the two heroines of the movie.
It’s reliably learnt that she will be playing the female lead opposite Ajith
in the flashback portions where Ajith will be shown in younger and leaner
look. Trisha had earlier acted with Ajith in Ji, Kireedom and Mankatha.

irector Sathya Prabhas Pinisetty’s Tamil venture Yagavarayinum
Naa Kaakka will feature Bollywood’s top actor Mithun Chakraborthy in a prominent role.
Says the director, ‘Yagavarayinum Naa Kaakka is inspired
by true events, and shot in over 100 locations in the country
to keep the narrative authentic’.
‘We shot the film in Bombay, Goa, Pondicherry, Hyderabad and Chennai, but the total number of locations
explored in these cities are more than 100. It wasn’t
any of the exotic locations, but something more realistic like Pudupettai, two fishing harbours and the
VT station in Mumbai,’ Sathya said.
Starring Sathya’s brother Aadi Pinisetty in the lead,
Yagavarayinum Naa Kaakka went on the floors in
February 2013, but it was wrapped up only recently.
He says the delay was due to the script requirements.
‘The nature of the script was such that I had to
change about 140 locations. The story revolves
around four characters in four different parts of the
country and I wanted to keep it authentic. Therefore, I
didn’t want to compromise creatively,’ he said.
‘The delay was also because a lot of time was spent on getting
permission to shoot in some locations. If you want to shoot in a train
in VT station, getting permission is a hassle. We went through the
process and finally got the permission,’ he added.
Yagavarayinum Naa Kaakka also features Nikki Galrani, Pasupathy,
Harish Uthaman and Lakshmi Priyaa Chandramouli.

their family. Gajesh, grandson of
Nagesh, is all set to make his debut
in Tamil cinema. He will play the lead
role in a movie titled Kalkandu. The
movie will be directed by Nandakumar. Says the director, ‘ I was looking
for a young and a fresh face to play
the lead role. He should have a flair
for humour too. It was then I came
across Gajesh. He is amazing. He
suits it well’’.
On his part, Gajesh, said, ‘ I enjoy
being part of the hilarious subject’.
Dimple Chopade is the heroine.

praise for Salman

ctress Bhagyashree, who gave
romance a new meaning with
superstar Salman Khan in their 1989
film Maine Pyaar Kiya, is all praise for
her co-star.
Bhagyashree even said that the
48-year-old actor looks more handsome now.
He is looking incredibly good right
now. He is really looking so handsome. My kids have seen the fi lm
and they are proud of their mother’s
achievements. They (kids) are fan of
him, Bhagyashree, 45, told reporters
here.

of the decade. Though Salman and
Bhagyashree never worked again
but they kept in touch with each
other.
We were in touch with each other
on and off. Socially we used to meet
once in a while but not on a regular
basis, she said.
Salman, who is known to give
break to newcomers in films, is likely
to launch Bhagyashree’s son Abhimanyu in Bollywood.
However, the actress refused to
comment on it saying, ‘I would not
like to say on this.’

is organised than
Bollywood’

urampokku, which has Arya, Vijay Sethupathi and Shaam in the lead and had
its long shooting schedules at Kulu Manali, has now shifted base to Chennai.
Directed by award winner Jananathan, a huge set, resembling a prison has
been erected at the Binny Mills with art director Selvakumar helming the affair.
The portions involving Arya and Shaam are being canned now with Vijay
Sethupathy and Karthika Nair joining the team next week.
Though the director has kept everything about the film under wraps, a close
source reveals that while Arya plays a financial analyst, Sethupathi is a railway
kalasi and Shaam is a police officer.
Reportedly, Arya lands in jail and portions involving him as a convict are shot
on the mammoth set.
About 600 junior artistes take part in the shoot every day in the film, which is
being produced by UTV Motion Pictures.

izza actress Parvathy Omanakuttan feels the Southern film
industry is more organised and punctual than Bollywood.
The 27-year-old former Miss India won the coveted pageant in 2008
and since then she acted in Tamil and Malayali films.
Her first Bollywood film was United Six in 2011.
‘Though the crew on Pizza is from South so I did not feel much
difference that way but both the industries are different in respect
to the process of filmmaking.
In South, they are very punctual and they are very sure when to
start the film and when to end. In Bollywood it’s more laid back and
easy. If I do back-to-back films in Bollywood and then I go to south,
I will have to follow a time table.
But if a person comes here after working in south, it will be easy
for him as he will be more organised’, she said.
Pizza, which released on 18 July, was a Hindi remake of the 2012
Tamil film of the same name.
