New Delhi, July 21 (PTI): AIADMK today forced adjournment of the Rajya Sabha twice during Question Hour over former Supreme Court judge Markandey Katju’s reported allegation that political pressure during the previous UPA regime had led to elevation of a judge despite charges of corruption against him. Ruckus created by AIADMK members seeking suspension of Question Hour to discuss the issue of political interference in judicial appointments led to the House first being adjourned for 10 minutes and then till noon. No sooner had Ronald Sapa Tlau, the newly-elected member from Mizoram, taken oath, AIADMK members were up on their feet displaying copies of a newspaper that carried an article by Press Council of India Chairman Katju on the appointment. You will not show newspaper here, Dr Maitreyan, Chairman Hamid An- Israel vows to continue offensive in Gaza Gaza/Jerusalem, July 21 (PTI): Israeli Prime Minister Benjamin Netanyahu has vowed to continue offensive in the Hamas-ruled Gaza Strip despite the death of his 18 soldiers in the two-week long conflict that has killed 501 Palestinians, mostly civilians, and injured more than 3,100. Netanyahu told reporters last night that the death of the soldiers is ‘painful and difficult’, but Israel will continue its Operation Protective Edge with full speed ahead. The Palestinians death toll today reached 501, with the recovery of more bodies from a home flattened in an Israeli air strike early today near the city of Khan Younis. At least 20 bodies were found at the site and two people were pulled alive from the rubble, a health official said, adding that over 3,100 Palestinians have been injured so far. Four Indian tailors working in Gaza for the last two years were evacuated yesterday unharmed with the help of the Representative Office of India (ROI) in Ramallah, West Bank. ‘Former PM, Cong should explain’ CPI today asked former Prime Minister Manmohan Singh and Congress to explain the charges levelled by Press Council Chairman Markandey Katju about corruption in the judiciary. Reacting to Katju’s allegations, senior party leader D Raja also sought the creation of a National Judicial Commission to establish judicial accountability, uphold the indpendence of the judiciary and check corruption in it. sari said referring to AIADMK leader who wanted the Question Hour to be suspended to discuss the issue. V Maitreyan said this was an important issue. AIADMK members moved into aisle raising solgans. He then adjourned the House for 10 minutes. When the House reassembled, similar scenes were witnessed with AIADMK members insisting on suspension of Question Hour. If you have an issue to raise, raise it through appropriate procedure. This is not the way. You are disrupting listed business, Ansari said warning members that he would name them if they continued to display newspaper. Maitreyan wanted to know if former Prime Minister Manmohan Singh, who was seated in the House, was aware of the allegation against the judge and if his ally DMK had put pressure on his government to elevate him. Minister of State for Parliamentary Affairs Prakash Javadekar said the Chair could give one minute to the agitating members to make their AAP MLAs meet LG New Delhi, July 21 (PTI): Twenty-seven Aam Aadmi Party MLAs led by Arvind Kejriwal today met Lt Governor Najeeb Jung and told him that delay in dissolving the Delhi Assembly was encouraging horse trading. We met L-G and explained to him the current political situation and also possible horse trading which may take place. Such a government will do no good, AAP MLA and former Delhi Law Minister Somnath Bharti told reporters here. Bharti said the L-G told them that he would talk to both the Congress and BJP and soon send a report on the matter to the President. Soon after the meeting, Kejriwal tweeted, Met LG. Had good discussions. He will now invite BJP for discussions. If BJP claims they can form govt, LG will ask them to show nos. We told him that delay in dissolving assembly was encouraging horse trading, Kejriwal said. AAP had yesterday claimed that BJP was running away from fresh elections in the national capital and also questioned Congress’s silence over whether or not it wants the Delhi Assembly to be dissolved. The double-meaning statements and consistent U-turns by BJP on the current political situation in Delhi makes it clear that it is running away from fresh elections and wants to resort to the ‘Aaya Ram, Gaya Ram’ culture, against which Supreme Court had warned on April 17 of this year, an AAP spokesperson had said. On the other hand, Congress’s silence on whether it is willing to officially communicate in writing to the Lt Governor and Supreme Court that Delhi Assembly should be dissolved proves that it is indirectly supporting BJP’s ‘Aya Ram, Gaya Ram’ brand of politics, he had said. AAP said that during the hearing of its petition challenging the central government’s decision to keep the Delhi Assembly in suspended animation instead of dissolving it, Supreme Court had observed on April 17 that, ‘Nothing should be done which facilitates ‘Aaya Ram, Gaya Ram’ (or horse-trading brand of politics) in the Assembly.’ point and then Question Hour can be taken up. Parliamentary Affairs Minister M Venkaiah Naidu said the Question Hour should be allowed to proceed and the issue can be raised after that if the Chair permits. I am not going into the merits of the case, he said. Katju has alleged that a District Judge in Tamilnadu was elevated to an Additional Judge of the Madras High Court despite charges of corruption against him. MH17: Bodies guarded by ‘drunk rebels’ in Ukraine Kiev, July 21: In what could further enrage the victims’ kins, reports suggest that the bodies of those killed in MH17 jet crash were being guarded by the same ‘drunk rebels’, who earlier dragged the corpses through the field, and looted their belongings. Meanwhile, the United Nations Security Council is to put to vote a resolution floated by Australia demanding full ‘unfettered’ access to MH17 crash site and a ceasefire at the area. Germany, Britain and France have stepped up pressure on Russian President Vladimir Putin by demanding him to ensure full access for international investigators to the crash site of a Malaysia Airlines plane in the pro-Russian rebels-controlled part of eastern Ukraine. German Chancellor Angela Merkel discussed the MH17 flight disaster with British Prime Minister David Cameron and French President Francois Hollande in phone calls yesterday and they agreed that the The war of words between the US and Russia continues over the shooting down of MH17, the wreckage of which is seen. immediate priority is to secure access to the crash site and to recover the bodies of the victims. They urged Putin to use his influence over pro-Russian rebels to ensure unrestricted access to the crash site for an independent international commission, a government spokesman said. They also warned that the EU will impose tougher sanctions against Russia if it failed to take necessary steps to pressure separatists. The EU foreign ministers will be discussing Russia’s response to the plane disaster at a meeting tomorrow and several member nations are pushing for economic sanctions against Moscow. All 298 people on board flight MH17 from Amsterdam to Kuala Lumpur were killed when the Boeing 777200ER aircraft was apparently hit by a surface-to-air missile on Thursday and crashed into a rebel-controlled area near the Donetsk region of eastern Ukraine close to the Russian border. Merkel discussed the situation after the air disaster also with Australian Prime Minister Tony Abbot, Prime Minister of the Netherlands Mark Rutte, Finland’s Prime Minister Alexander Stubb and Ukraine’s President Petro Poroschenko, the spokesman said. They deplored the way the rebels treated the crash victims and restricted investigation and recovery efforts by international experts. They agreed that full access for international experts to the crash site must be secured immediately. Merkel also had a phone call with Putin yesterday for the third time since the plane crash. She once again urged Putin to use his influence over the rebels to convene a meeting of the contact group rebels as soon possible to agree on a ceasefire in the conflicthit eastern Ukraine. 2 MONDAY 21 JULY 2014 Time Pass CHENNAI MOVIES ON TV SONY PIX 04:30 PM The Smurfs 2 06:30 PM Into The Blue 09:00 PM A Few Good Men DISCOVERY TAMIL 04:00 PM 04:30 PM 05:00 PM 05:30 PM 06:00 PM 07:00 PM 07:30 PM 08:00 PM 08:30 PM 09:00 PM 10:00 PM 11:00 PM JAYA TV 04:30 PM 05:00 PM 06:00 PM 06:30 PM 07:00 PM 07:30 PM 08:00 PM 08:30 PM 09:00 PM 09:30 PM 10:00 PM 10:30 PM 10:45 PM 11:00 PM Pudhu Cinema New Songs Arusuvai Ithu Thani Suvai Kala Bairavar Sonnathu Nee Thane News Aaha Enna Sirippu Mannan Magal Chithiram Pesuthadii Super Scenes Adhae Kangal English News Tamil News Thenkinnam K 04:00 PM The adventures of Tenali Raman 05:00 PM Mister Master 07:00 PM Little Krishna 09:00 PM Akbar and Birbal 10:00 PM The Adventure of Tenali Raman 11:00 PM Sally Bollywood HISTORY 04:30 PM Maanbumigu Maanavan 08:00 PM Thiruda Thirudi 11:00 PM Poovarasan CHUTTI TV 09:00 PM 10:00 PM 10:25 PM 10:30 PM 11:00 PM 2786 DK DISCOVERY KIDS TV TV 04:00 PM 05:00 PM 06:00 PM 07:00 PM 08:00 PM 04:30 PM 300 06:40 PM Lethal Weapon 2 09:00 PM Night at the Museum: Battle of the Smithsonian 10:50 PM G.I. DRAIN, PAIN New clues to brain’s wiring discovered In an effort to learn how the developing brain is built, scientists have discovered proteins that programme a common type of nerve cell to connect with another type in the brain. New research provides an intriguing glimpse into the processes that establish connections between nerve cells in the brain. These connections, or synapses, allow nerve cells to transmit and process information involved in thinking and moving the body. Researchers at Washington University School of Medicine in St Louis have identi ed a group of proteins that programme a common type of brain nerve cell to connect with another type of nerve cell in the brain. The nding is an important step forward in efforts to learn how the developing brain is built, an area of research essential to understanding the causes of intellectual disability and autism. We now are looking at how loss of this wiring affects brain function in mice, said senior author Azad Bonni. Bonni and his colleagues are studying synapses in the cerebellum, a region of the brain that sits in the back of the head. The cerebellum plays a central role in controlling the coordination of movement and is essential for what researchers call procedural motor learning, which makes it possible to move our muscles at an unconscious level, such as when we ride a bicycle or play the piano. The cerebellum also regulates mental functions. So, impairment of the wiring of nerve cells in the cerebellum may contribute to movement disorders as well as cognitive problems including autism spectrum disorders, Bonni said. His new results show that a complex of proteins known as NuRD (nucleosome remodelling and deacetylase) plays a fairly high supervisory role in some aspects of the cerebellum’s construction. When the researchers blocked the NuRD complex, cells in the cerebellum called granule cells failed to form connections with other nerve cells, the Purkinje neurons. These circuits are important for the cerebellum’s control of movement coordination and learning. Bonni and his colleagues showed that NuRD exerts inuence at the epigenetic level, which means it controls factors other than DNA that affect gene activity. The research was published in the journal Neuron. Photo: B ANAND Although manual scavenging has been banned, a worker was spotted cleaning a drain at GN Chetty Road in T Nagar. The fact that India has never played in what is probably among the world’s premier sporting events continues to rankle. However, nothing much seems to have happened with regard to the country’s footballing fortunes, which has dipped alarmingly over the years. The soccer extravaganza in Brazil and the brouhaha it created would be forgotten once the multi-nation, multi-event Commonwealth Games begins in Glasgow, Scotland, in a couple of days. The CWG held in 2010 saw the Indian athletes perform well but the event is sadly is remembered better for the scams that has set off a series of probes. Meanwhile, the country has sent athletes to take part in various disciplines and as always there is a lot of optimism ahead of the Games. The CWG has in recent years lost a bit of sheen and there have been questions over the relevance of the very mega event. For athletes, who put in a lot of effort and time into preparation for the CWG and similar events like Olympics, Asiad and probably the world championships, there is a lot at stake apart from the medals. Being part of such a huge event is an honour in itself and there is a lot to be gained in the event of a medal-winning performance. The event will bring together hundreds of participants across several disciplines and in the absence of powerhouses like USA, Russia and China, the other nations get to ght for medals and overall honours. The improved showing in Delhi (CWG) should give the Indians a lot of condence for this year’s edition but only an improved medal haul would indicate any sort of progress. India nished second at the 2010 Delhi Commonwealth Games, making it India’s best CWG performance till date. India is sending a contingent of 224 athletes comprising Olympic medalists, Asian Games winners and debutants this time. There are hopes of the badminton stars and paddlers doing well apart from the boxers. Saina Nehwal’s decision to pull out came as a setback but turns the focus on the talent, young P V Sindhu to show her talent. The sprightly Hyderabad lass, who boasts of a world championship medal, will be expected to do wonders at Glasgow and lead the country’s medal rush. Athletics is one of the glamour events in CWG as in the Olympics and Asian Games and the presence of top sprinters and long-distance runners will ensure that a lot of attention is garnered by them. The Indian athletic team was rocked by news that sprinter Dutee Chand had been banned because she naturally exhibited high testosterone levels. Yet, the athletics federation was upbeat and expected the Indians to return with some medals. It may be noted that in 2010 as the hosts, the athletes had done very well in track and eld events. Four years have passed and it remains to be seen if the preparation by various federations bears results. The sports associations/federations do come up with blue prints for international events and send players abroad to gain exposure but how much it pays off will be watched with interest. Now, coming to hockey, the Indian men will looking for redemption after a dismal show in the recent World Cup in the Netherlands. The team will be expected to face stiff challenge from the world champs Australia, Pakistan, England and New Zealand. A decent performance will go a long way in saving the face of Indian hockey, which is probably at its lowest ebb in several years. Australian veteran Jamie Dwyer, a ve-time world hockey player of the year, feels India are now a much-improved side from 2010 Delhi Games, where the Kookaburras thrashed them 8-0 in the summit clash and expects the team to do well at this year’s tournament. Even while the attention would be on the large contingent that includes medal hopefuls in badminton and table tennis, the Indian hockey team would be under the microscope as another shoddy performance would dent the image of the sport big-time. Voice 1729 reasons to read this B efore the release of Ramanujan, the eponymous commercial Tamil lm on the renowned ‘mathematical genius’ --- we use the term in its true sense here, as it is also a fact that most of us tend to slap this description on any one who can do additions involving any two threegure numbers without the aid of a calculator --- there was scepticism whether the movie, when doing justice to his science, will miss out on the essence of the man, or while focusing on his domestic side will lose sight of his undoubted scientic brilliance. But the director seems to have smartly gone for the golden mean, by disappointing both the sides in equal measure. The lm has neither Ramanujan nor science, but a couple of good songs, which the lm could have practically done without. But without belittling what is indeed an earnest idea to highlight on celluloid a true whiz of this country, it should be said science and Tamil lms don’t mix well. To be precise, all known and established laws of science stop working within the matrix of a Tamil movie script. As time goes by, not just algebra, math is taken captive by even more wicked suitors in the form of trigonometry, calculus. In the face of such irrational indelity, even the most committed lover would give up. Let us face it, math at higher levels is only for sincere and scienticminded persons who have dedicated themselves to the academic life of travelling to strange conferences at touristy locations on institutional expense. Otherwise, for the common person, high-end math is as helpful as a pair of roller-skates for a sharptoothed shark. Here in journalism, we don’t generally need math. But occasionally we may have to use them, like in this instance: Once a newspaper published a story saying that one-half of the MPs in Parliament were crooks. The government took great exception to that and demanded an apology. The newspaper responded the next day with a retraction that read: ‘One-half of the MPs are not crooks’. Ramanujan would have approved of it. But, to be sure, Narasimha would have nuked Parliament. e-mail the writer at [email protected] (Courtesy: Talk Media) The under-re Russian leader appeared to seek to temper international fury after US Secretary of State John Kerry said the missile system used to shoot down the Malaysia Airlines jet was ‘transferred from Russia in the hands of separatists.’ The UN Security Council is due to consider a resolution demanding that pro-Russian separatists provide ‘unrestricted access’ to the site in rural eastern Ukraine, as concerns rise over evidence tampering, the fate of victims’ remains and black boxes. Becoming a father changes your brain WASHINGTON: Fatherhood can result in increased grey matter volume in several regions of the brain, a new study has found. A team led by researcher Pilyoung Kim at the Universities of Denver and Yale scanned the brains of 16 new fathers twice. The rst scan took place between 2 and 4 weeks after their babies were born and the second scan was taken 12 to 16 weeks later. This is the rst time that researchers have documented structural changes in the brains of human fathers, the study said. Comparing the later scan with the rst scan, Kim’s team found increased grey matter volume in several regions of the fathers’ brains, according to ‘wired.com’. This included areas previously identied as showing growth in new mothers, including the striatum (involved in reward processing, among other functions), hypothalamus (hormonal control), amygdala and anterior cingulate cortex (ACC; involved in emotional processing), and the lateral prefrontal cortex (PFC; involved in memory and decision making). Yet, millions of children worldwide from all socio-economic backgrounds, across all ages, religions and cultures suffer violence, exploitation and abuse every day. Some girls and boys are particularly vulnerable because of gender, race, ethnic origin or economic status. Higher levels of vulnerability are often associated with children with disabilities, who are orphaned, indigenous, from ethnic minorities and other marginalised groups. Other risks for children are associated with living and working on the streets, living in institutions and detention, and living in communities where inequality, unemployment and poverty are highly concentrated. Natural disasters, armed conict, and displacement may expose children to additional risks. Child refugees, internally displaced children and unaccompanied migrant children are also populations of concern. Vulnerability is also associated with age; younger children are at greater risk of certain types of violence and the risks differ as they get older. Only a small proportion of acts of violence, exploitation and abuse are reported and investigated, and few perpetrators are held accountable. Violence, exploitation and abuse occur in the homes, families, schools, care and justice systems, workplaces and communities across all contexts, including as a result of conict and natural disasters. Many children are exposed to various forms of violence, exploitation and abuse, including sexual abuse and exploitation, armed violence, trafcking, child labour, gender-based violence, bullying, cyber-bullying, gang violence, female genital mutilation/cutting, child marriage, physically and emotionally violent child discipline, and other harmful practices. KRISHNAN, By email CHENNAI Early HIV drugs ‘may not stop virus’ LONDON: A baby was thought to have been cured with treatment hours after birth, but the virus emerged years later. Monkey research, published in the journal Nature, suggests untouchable ‘viral reservoirs’ form even before HIV can be detected in the blood. Experts described it as a ‘sobering’ and ‘striking’ nding. Reservoirs of HIV in the gut and brain tissue are the massive obstacle in the way of a cure. Remarkable progress in developing antiretroviral drugs means HIV can be kept in check in the bloodstream and patients have a near-normal life expectancy. But if the drugs stop, the virus will emerge from its reservoirs. International research is focused on ushing the virus out of its reservoirs, but there had been hope that early treatment could prevent them forming in the rst place. PARIS: France’s Prime Minister defended a controversial decision to ban a pro-Palestinian demonstration in Paris that went ahead anyway and descended into violence. The rally in a northern district of the French capital was initially peaceful, but scores of men later clashed with riot police, throwing stones and bottles at security forces who responded with tear gas, sending locals and tourists scurrying. ‘What happened again yesterday in Paris -- unacceptable unrest -- justies all the more the brave choice by the interior ministry to ban a demonstration,’ Prime Minister Manuel Valls said. Just hours after his comments, a rally in the Paris suburb town of Sarcelles that had also initially been banned ended in chaos as several cars were burnt, others had their windows smashed and young protesters lit recrackers and smoke bombs. Early this evening, tensions were still high in the town, with riot police blocking access to the local synagogue, where a group of young vigilantes stood armed with clubs and iron bars -- one of them ying an Israeli ag. The decision to ban the rallies in Paris and Sarcelles were taken out of fear of unrest and amid concern that the Jewish community would be targeted after protesters last weekend tried to storm two synagogues in the French capital. But the move was met with controversy, particularly after protests that were allowed to take place over the weekend in other cities went ahead peacefully. Organisers have deantly called for another rally in the French capital, starting at 1300 GMT in the central Republic Square. The Israeli offensive has stoked passions in France, which has the largest Muslim population in western Europe as well as a 500,000-strong Jewish community. It has highlighted divisions within French society -- a Jewish community increasingly concerned over anti-Semitism, French people of north African descent who include a growing radical Islamic fringe, and far-left activists whose opposition to Israeli policies sometimes verges on anti-Semitism. Speaking as he commemorated the anniversary of the Vel’ d’Hiv Roundup -- a mass arrest of Jews in Paris on 16 and 17 July, 1942 -- Valls warned of ‘a new form of anti-Semitism.’ He said it was spreading ‘on the Internet, on networks, in working class areas, among young people who are often aimless, who have no awareness of history, who hide their ‘hatred of the Jews’ behind the facade of anti-Zionism and behind hatred of the Israeli state.’ President Francois Hollande also hit out at anti-Semitism and racism, saying it would not be tolerated. Enterprise CHENNAI MONDAY 21 JULY 2014 5 Swiss trail: India invited for discussions q Government receives ‘positive responses’ from authorities New Delhi/Berne, July 21 (PTI): As India steps up pressure on Switzerland for details of alleged black money stashed there, Swiss authorities have invited Indian officials to Berne to discuss further cooperation in these matters. Besides, Switzerland has already transmitted ‘few positive responses’ to India, a spokesperson in Swiss Finance Ministry said, without divulging any further details on this. Sources, however, said these ‘responses’ may not be related to the Indian names figuring in the so-called ‘stolen lists’ of those having alleged Swiss bank accounts. Switzerland has been refusing to share details on names obtained by Indian authorities through other countries, namely France and Germany, saying they figured in lists stolen by certain ex-employees of the concerned banks and no details can be shared on the basis of illegallyobtained information. ‘As written to the Indian government, the Swiss government would like to welcome a delegation of administration officials from India to discuss the further cooperation in tax matters in Berne, after the talks in February 2014 in India’, a Federal Department of Finance spokesperson said. A high-level delegation from Switzerland had held discussions on tax matters with the Indian government officials in New Delhi in February this year. Asked about the ‘few positive responses’ received by India from Switzerland and whether these were cases related to ‘spontaneous exchange of information’, the spokesperson said, ‘We can’t give you any details about the few positive responses that Switzerland has transmitted to India’. Typically, there are two types of information exchange frameworks followed by Swiss authorities -‘spontaneous’ exchange where details are given voluntarily to a foreign country if any irregularity is found with regard to a foreign client; and exchange of information in reply to a request. The spokesperson also refused to share specific details about the number of requests received from India for exchange of information BRICS shake up global economic architecture BRICS countries will be able to draw from the $50 billion in the New Development Bank and $100 billion in the Contingent Reserve Arrangement Washington, July 21 (AFP): By creating their own multilateral financial institutions, the BRICS emerging-market powers are shaking up global economic governance but remain far from dismantling the post-war system dominated by the West. For the past 70 years, the International Monetary Fund and the World Bank have been the pillars of the world’s economic system, coming to the rescue of countries in trouble and supporting development projects, respectively. But the Bretton Woods institutions are regularly criticised for their inability to reflect the growing and important contributions of the major emerging economies to the global economy. China, the world’s second-largest economy, continues to have just slightly more voting power in the IMF than Italy, about five times smaller. And, since their creation in 1944, the IMF and the World Bank have only been led by Americans and Europeans. ‘Broader global governance reforms have become stalled, despite the many commitments made by advanced economies to emerging markets to give them a more prominent role in international financial institutions and other international forums’, said Eswar Prasad, a trade policy professor at Cornell University and a former IMF expert. In this context, the launch on Tuesday of a development bank and an emergency reserve fund by the BRICS - Brazil, Russia, India, China and South Africa - appears to be a concrete attempt to address those inequities. ‘If the existing institutions were doing their jobs perfectly, there would be no need to go to the trouble of creating a new bank, a new fund’, said Paulo Nogueira Batista, who represents Brazil and 10 other countries at the IMF, said. The mere creation of the two BRICS institutions sends a strong signal to Western powers, where some doubt the ability of the five powerhouses to surmount their individual needs and ambitions. The launches ‘are significant actions that represent a game changer as they turn statements and rhetoric about cooperation among these countries into reality’, Prasad said. Still, many areas of uncertainty cloud the new BRICS structures, giving the IMF and the World Bank a long lead on their fledgling rivals. For now, only the BRICS countries will be able to draw from the $50 billion in the New Development Bank and $100 billion in the Contingent Reserve Arrangement. However, proof of the new institutions’ effectiveness will come when other countries knock at their door for money. ‘Will the BRICS take the financial risk to lend to other countries? And what conditions will they impose?’ said an IMF official, who spoke on condition of anonymity. Accustomed to bailing out a country, and being reimbursed, in exchange for austerity conditions, the IMF has the kind of expertise that ‘doesn’t happen overnight’, the official said. Some also have concerns that the BRICS institutions dominated by China- will be less careful about safeguarding the environment or fighting corruption when they make their financing deals. Aware of their current limitations, the BRICS made a point to say they were working closely with the IMF. Some of their financing would be available only to countries already receiving Fund assistance. Shady numbers Third place to Rupee! The authorities in Switzerland have come across a significant quantum of fake Indian rupee notes in their country - the third highest for any foreign currency after Euro and the US dollar. According to the latest counterfeit currency statistics released by Switzerland’s Federal Office of Police (Fedpol), the number of fake Indian rupee notes found in Switzerland during 2013 stood at 403 -- the third highest for any foreign currency. This included 380 fake Rs 500 notes and another 23 counterfeit Rs 1,000 notes. However, the numbers have declined considerably since 2012 when Fedpol found as many as 2,624 fake rupee notes the second highest among foreign currencies. and the number of replies given by Switzerland. ‘The annual statistics of administrative assistance are not country-wise but give only total figures of all countries. Last month, Indian government made a fresh request to Switzerland seeking details of Indians having unaccounted money in Swiss banks, to which a reply came on 4 July. The government provides for all the five Registrars of Ships at Mumbai, Chennai, Kolkata, Goa and Cochin to issue such licences under the provisions of the Merchant Shipping Act, 1958. World Bank Group’s private sector arm, the International Finance Corporation (IFC) has successfully mobilised its $1 billion offshore rupee bond program, aimed at strengthening India’s capital markets and attracting foreign investments, the statement said. India is home to the largest operations of the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), and the International Finance Corporation (IFC). World Bank Group assistance to India between July 2013 and June 2014 amounted to $6.4 billion. This included $2 billion from IBRD, $3.1 billion from IDA, and $100 million from the Clean Technology Fund that the World Bank Group administers. During that period, the World Bank Group’s private sector arm, IFC, committed $1.2 billion in India. Modi set to revamp financial inclusion Mumbai, July 21 (PTI): Prime Minister Narendra Modi is set to give a big boost to the ongoing financial inclusion drive by unveiling a comprehensive programme, to be announced at the Red Fort in his address to the nation on the Independence Day. The proposed comprehensive financial inclusion programme envisaging insurance and pension cover, apart from a default cover for lenders is likely to envisage opening 15 crore more bank accounts, 12 crore of which will be in rural areas over next four years, according to a note sent to the Indian Banks Association (IBA) by financial services Secretary G S Sandhu. According to the note, Modi’s new comprehensive financial inclusion programme has three major shifts from the one pursued by the previous government. First, the earlier efforts at financial inclusion had villages as the unit for coverage while the present plan focuses on coverage of households. Secondly, only rural areas have been the focus so far while both rural and urban areas have been included now, says the ministry note. Thirdly, the present plan is proposed to be implemented The Association of Foreign Banks in Switzerland, an over four-decade old grouping, said that a clear and transparent policy can help in dispelling ‘apprehensions’ and the ‘conjectures’ should not be allowed to dominate the public opinion. It envisages a comprehensive coverage of all excluded households by a six-pillar approach in two phases, according to the note. The first phase of the programme, which begins from 15 August this year and ends 14 August, 2015 will provide basic banking accounts with overdraft facility of Rs 5,000 and RuPay debit card with inbuilt accident insurance cover of Rs one lakh and creation of credit guarantee fund for coverage of defaultsin overdraft accounts, according to the ministry. The second phase, which will begin on 13 August, 2015 and conclude by 14 August, 2018, will cover micro-insurance and unorganised sector pension schemes like Swavlamban. When contacted, IBA said already state-owned banks, insurers and regulators are working overtime to ensure a smooth kick-start. ‘We are currently busy chalking out the modalities of implementation of the project, which will be implemented in the entire country after it is declared by the Prime Minister on 15 August’, IBA Chairman K R Kamath, who is also the Chairman of Punjab National Bank said. ‘Through this programme, we are looking at providing two savings bank account facility- one each for the husband and the wife to all those households which not served by the banking system so far. These basic banking accounts will come with some in-built overdraft facility and RuPay debit cards with an inbuilt accident cover of Rs one lakh’, Kamath explained. Inclusive pension is also one of the pillars of the proposed comprehensive financial inclusion programme. ‘Pension under ‘the mission mode’ will lay emphasis on this facility for the lower income segment and the unorganised workers’, Pension Fund Regulatory and Development Authority (PFRDA) acting Chairman R V Verma said. ‘We will seek to achieve and expand the scope of the National Pension Scheme (NPS) to serve the disadvantaged sections of the population through active involvement and participation of all categories of intermediary institutions like banks, NBFCs, MFIs, NGOs, corporates and annuity service providers’, Verma added. Though micro-insurance will come in the second phase of the programme, insurers have already started working on it. Good show by Dubai’s real estate Dubai, July 21 (PTI): The real estate market in Dubai has maintained its positive performance in the second quarter (Q2) of 2014, says real estate investment and advisory firm JLL in its Q2 Dubai Real Estate Overview report. ‘Although the residential sector saw prices and rents increasing across most areas, there are signs that the rate of growth is slowing down as Q2 experienced a marked slowdown in the volume of residential sales, particularly in respect of existing villas’, said Craig Plumb, head of Research at JLL MENA. According to Plumb, while the retail and hotel sectors continue to experience growth, recovery in the office sector remains patchy with the large level of supply and high vacancy rates placing pressure on overall rental values. ‘The major news about the proposed Mall of the World reflects confidence for both the retail and hotel sectors’, said Plumb. Although the residential sector saw prices and rents increasing across most areas, the rate of growth has started to slow from that seen earlier in the year. Average sale prices grew six per cent in Q2, down from 10 per cent in the previous quarter. With signs of reduced sales activity (particularly in the secondary villa market), it is likely that asking prices in this sector will decline further in coming months, the report said. Sales volumes have declined in all sectors recently, with data from the Dubai Land Department showing villa sales in May 2014 declining almost 50 per cent against same month in 2013. In the office segment, while continued economic growth has improved sentiment and generated demand for commercial space, the high level of both current vacancy and future supply continue to constrain the market. Read Every evening 6 MONDAY 21 JULY 2014 Usain Bolt No Bolt-Gatlin showdown this year Raleigh, July 21: Usain Bolt will return to Rio de Janeiro next month to run a special 100 metres on the beach, he said on his website on Sunday, but the Jamaican world record holder is now unlikely to race against Justin Gatlin this year. The six times Olympic gold medallist added the 17 August ‘Mano a Mano’ 100m on Copacabana Beach to three previously announced races in what he said was his finalised schedule for 2014. Bolt streaked to victory in a 150m race at the famous beach in March 2013 on a track specially built for the event. He has delayed opening his season this year because of a foot injury and will start with a 4x100 metres relay with his Jamaican team mates at the Commonwealth Games in Glasgow 1-2 August. The eight-times world champion will also run 100m races in Warsaw, Poland on 23 August and at the Zurich Diamond League meeting on 28 August. The schedule, unless amended, means Bolt and US world silver medallist Gatlin, who is undefeated this year, are unlikely to meet before 2015. Gatlin, who returned from a four-year doping ban in 2010, will not receive an invitation to race against Bolt in Zurich because of the Swiss meeting’s ‘policy to not invite athletes that have been banned for two years or more’, meeting director Patrick Magyar told Reuters via email. While the 100 metres race in Zurich is not part of the Diamond League series of events, the 200 metres race at the same meeting will be. Gatlin could therefore still race in the longer event, because it is governed by Diamond League rules. ‘If Gatlin is, by the time of Zurich, in the top three of the Diamond Race (for the 200), we will invite him for the 200m, which is our Diamond Race event,’ Magyar said. Gatlin, who has won 11 consecutive 100 metres and two races at 200m this year, is currently tied for fourth in the Diamond League standings for the 200m despite running the year’s fastest time at last week’s Monaco meeting. Chasing 319 for victory, the hosts slumped to 105 for 4 at stumps on day four. This was after Vijay’s patient knock of 95 runs had guided his team to 342 in their second innings. ‘It is disappointing to miss the hundred but I will take it any day if we can win the Test match tomorrow,’ said a smiling Vijay after the day’s play yesterday. ‘The game is very well placed and (Ravindra) Jadeja is spinning the ball well. The fast bowlers can help too because it is doing a lot for spinners because of footmarks on the pitch. It will be a fifth day pitch and it will have wear and tear,’ he added. While Jadeja will have a prominent role to play as a bowler on the final day of the Test, he had a major say as a batsman in how things shaped up on the fourth day here. Jadeja struck his maiden Test fif- ty, scoring 66 runs overall and his 99-run partnership for the 8th wicket with Bhuvneshwar Kumar came in a whirlwind manner to knock the wind out of England. ‘Jadeja really played well and that helped us gain momentum. Obviously Bhuvneshwar is hitting the ball really well in this series and that has put us in a good position,’ said Vijay. Asked if the James Anderson incident in the first Test at Nottingham had inspired him, the batsman replied, ‘When Jadeja came into bat, I could feel the energy that he will do something special. His intent was very special. I was playing the anchor role but I got out and he capitalised on his in- Rosberg happy with ‘perfect week’ Hockenheim, July 21: Nico Rosberg gave Germany another win to celebrate after their World Cup success with a home grand prix triumph for Mercedes on Sunday that stretched his overall lead in the Formula One championship to 14 points. Later, he said it was ‘a perfect week’ and was very happy with it. Untroubled from pole position to chequered flag, the newly-married German’s commanding victory added another highlight to a week that had begun with the signing of a multi-year contract extension. Lewis Hamilton, his team mate and only real title rival, finished third after starting in 20th place and then making 15 overtaking manoeuvres as he charged back through the field in one of the more determined drives of his career. Finland’s Valtteri Bottas took second place for Williams, his third podium finish in a row and a hefty 20.7 seconds behind Rosberg, after Brazilian team mate Felipe Massa crashed at the start in a collision that brought out the safety car. Rosberg was the first to win for a works Mercedes team in Germany since Argentine Juan Manuel Fangio in 1954 and first German home winner for a German team since the championship started in 1950. Tomic triumphs Bogota, July 21 (AFP): Australia’s Bernard Tomic claimed his second career title and secured a return to the world top 100 Sunday when he beat defending champion Ivo Karlovic 7-6 (7/5), 3-6, 7-6 (7/4) in the Colombia Open final. The 21-year-old Tomic, whose rollercoaster career took another twist when he split with global management company IMG last week, defied the 39 aces of Karlovic to take victory in two hours and 13 minutes. It was his second tour-level title, adding to a 2013 triumph at the Sydney International. Victory also crowned a strong week in Bogota as he won consecutive match- C I T Y S P O R T S CHENNAI es for the first time since undergoing double hip surgery in late January. The world number 124 becomes the third player outside the top 100 to win a title this year, joining last week’s Swedish Open champion Pablo Cuevas and Munich winner Martin Klizan. Tomic is also the first Australian champion in South America since Ken Rosewall triumphed in Buenos Aires in 1968. For Karlovic, it was a second defeat in a final against an Australian opponent in the space of a week after the 6ft 11in Croatian giant had been defeated by Lleyton Hewitt in the Newport decider last Sunday. In what turned out to be a good weekend for Australian tennis, Sam Groth and Chris Guccione won the doubles title in Bogota. Tomic’s career had taken a downward turn since making the fourth round of the 2012 Australian Open, a decline which saw his ATP ranking slip from 27. He withdrew in the first round of this year’s Australian Open against Rafael Nadal and underwent double hip surgery shortly afterwards and then suffered a record 26-minute defeat on his comeback event at Miami. tent. He is a fighter and he was showing it with his celebration on reaching the fifty as well.’ But the ground work for this impactful innings was laid only by Vijay’s patient and calm knock. He faced 247 balls and struck 11 fours, building a 79-run partnership with skipper MS Dhoni and helped India get into a position of advantage. ‘They were bowling in an off-stump channel and the wicket was doing a bit, I just thought I will tire them out. If I get a good ball there isn’t much I can do about it. So I just focussed hard and batted. ‘The first hour of play here is very crucial, esMurali Vijay pecially in this match ‘I have waited for my chance and worked hard. I believed that I will get my turn and when I have got it, I have just grabbed it’ it has been tough because the ball is moving around. I thought there are more attacking batsmen after me so I will just bat till the second new ball comes,’ said Vijay. ‘I have waited for my chance and worked hard. I believed that I will get my turn and when I have got it, I have just grabbed it. In international cricket, you have to play your natural game because the game is unpredictable,’ he added, reflecting on his recent success. The final question then remains is if India can go on to win their fi rst overseas Test since 2011. ‘We are all pumped up to do something special, we are here to prove a point and win a game,’ was Vijay’s reply. Farbrace defends struggling Cook London, July 21 (PTI): England assistant coach Paul Farbrace has said that his side will be turning up on day five with the intention to win this second Test versus India at Lord’s while defending offform skipper Alastair Cook.. At stumps on day four, the hosts were struggling at 105 for 4 in a chase of 319 runs for victory. ‘You’ve got to turn up expecting your batsmen to score the runs,’ said Farbrace. ‘We’ve got somebody at the crease who batted all day at Headingley two Test matches ago, and got a hundred, against all the odds.’ ‘There were a lot of people that day not expecting us to still be at the crease at seven o’clock, and fighting for our lives. Unfortunately, the penultimate ball finished the game. But it was a magnificent fight. But it’s up to us to show the fight tomorrow that we showed at Headingley,’ he added. Murali Vijay scored 95 runs and then Ravindra Jadeja scored his maiden Test fifty and added 99 runs with Bhuvneshwar Kumar in a whirlwind partnership that nearly knocked out England. He returned to take the wicket of Sam Robson as well and will play an important role on day five. ‘There is no question today that Jadeja’s innings has given them a big England captain Alastair Cook endured another failure as the team sought to take a lead in the Test series against India. advantage. But we’ve got two people at the crease who enjoy a scrap. They bat well together. Today Moeen was talking about playing Jadeja off the rough and if they can give us a good partnership in the morning, we’ve got people who can come in and strike the ball cleanly,’ said Farbrace. ‘You’ve got to expect to win a game - Mayer breaks title duck Hamburg, July 21: Argentina’s world number 46 Leonardo Mayer captured his first ATP title on Sunday when he fought back to defeat top seeded Spaniard David Ferrer, 6-7 (3/7), 6-1, 7-6 (7/4) in the Hamburg final. Mayer becomes the lowest-ranked winner of an ATP World Tour 500 tournament since number 54 Radek Stepanek clinched the Washington title in 2011. The 27-year-old Mayer is enjoying one of the best spells of his career. Last month, the right-hander advanced to the fourth round at Wimbledon and made his first ATP World Tour final in Vina del Mar earlier this year. ‘I can’t believe it, said Mayer. ‘I was able to do it against Ferrer, who is one of the best players on this surface. I’m really happy and it still hasn’t sunk in that I won. ‘At the start of the match, I was a little tense. But I relaxed and started to play better. He also made some mistakes that got me back into the match. I tried to enjoy it and that’s why I won, I think.’ Titles for Kannan, Thamarai Selvi NT Bureau Chennai, July 21: Kannan of AC College of Engineering and P Thamarai Selvi of Velammal MHSS won the open and women’s under-25 titles in the 17th edition of the Hercules Turbodrive InterSchool-College chess tournament held at St Joseph’s Matriculation School, Poonamallee. Rory McIlroy Keep it simple is McIlroy’s mantra Hoylake, July 21: For Rory McIlroy the secret of his stunning victory at the Open on Sunday came down to two rather unremarkable words: Process and spot. That was the mantra he repeated in his brain throughout four majestic rounds of golf at the Royal Liverpool course. ‘Very simple,’ he disclosed when asked what were the trigger words he had referred to earlier in the week. It’s going to be a big letdown for everyone. It was ‘process’ and ‘spot.’ ‘That was it. With my long shots I just wanted to stick to my process and stick to making good decisions, making good swings. And then ‘spot was for my putting. ‘I was just picking a spot on the green and trying to roll it over my spot, roll it over my spot every time. I wasn’t thinking about holing it. If that went in, then great. ‘If it didn’t, then I’d try it the next hole. So ‘process’ and ‘spot’, that’s all I kept telling myself all week.’ MONDAY 21 JULY 2014 Mixed bag CHENNAI 7 Affected buyers thank Jaya q Association formed to find recourse for investors Devotees thronged the Vadapalani Murugan Temple in Chennai today on the occasion of Aadi kirthigai today. Putin blames others for exploiting Ukraine crash Moscow, July 21 (AP): Russian President Vladimir Putin has lambasted those who use the downing of a passenger jet in eastern Ukraine for ‘mercenary objectives,’ the Kremlin said today. In a statement posted on the Kremlin website, Putin again lashed out at Ukraine for ongoing violence with pro-Russian rebels in the eastern part of the country. He says the tragedy is being used for others’ ‘mercenary objectives,’ although he does not say specifically who. Putin also says he supports a crash investigation by a ‘full team of experts’ under the auspices of the International Civil Aviation Organisation, a UN agency. Since a Malaysia Airlines passenger jet was downed Thursday over Ukraine, killing everyone on board, the US and others have blamed Moscow, which they say supplies and trains the rebels. Communications and Information Technology Minister Ravi Shankar Prasad informed the Lok Sabha that the government was concerned about the coverage and quality of telecommunication services in left-wing extremism affected areas. A proposal to install mobile towers at 1,836 locations in States affected by left-wing extremism with funding support from Universal Service Obligation Fund (USOF) has already been approved. ‘Mobile networks under the USOF scheme are likely to be set up in 15 months,’ Prasad said during Question Hour. Bharat Sancahr Nigam Ltd (BSNL) has installed mobile towers at 363 locations for which financial support to meet operational expenses would be provided through USOF. According to the Minister, the project cost discovered by BSNL for setting up mobile towers in the naxal-affected States is ‘Rs 3,567.58 crore’ through transparent and open tender process. ‘In its meeting held on 13 June, 2014, the Telecom Commission recommended that the proposal may be placed before the Union Cabinet for approval,’ he said. Besides, BSNL is implementing Phase VII of its mobile network expansion by installing Base Transreceiver Another batch of devotees leaves for Amarnath Jammu, July 21 (PTI): Amid tight security, the 25th batch of pilgrims today left for the Amarnath cave shrine in south Kashmir Himalayas from here. He also noted that there was no proposal by BSNL to take over network assets/infrastructure of other existing service providers. Noting that security of telecom towers in naxal-affected areas is very important, Prasad said the government is working with various security agencies in this regard. Having telecom towers in naxal-affected areas would not only help in beefing up security but also ensure connectivity, he said. On the issue of ensuring power supply for the towers, he acknowledged that there are concerns and said ‘there is scope for improvement.’ The idea of using solar power for telecom towers is being looked into, especially for the North-East region, Prasad said. To a separate query, the Minister said improving the functioning of BSNL is a priority for the government. Under the Prime Minister’s direction, the government is working on ways to improve condition of BSNL and there would be improvement, he added. The government estimates to garner Rs 13.64 lakh crore from both direct and indirect tax collection during the current fiscal. During 2013-14, tax collection fell short of target by a whopping Rs 77,000 crore. The government collected Rs 11.58 lakh crore against the budget estimate of Rs 12.35 lakh crore. There are doubts about the meeting of indirect tax collection target for the current fiscal as there is slowdown in the economy. On income tax front, however, there is possibility of surpassing target. Last week, Revenue Secretary Shaktikanta Das had said that the government would be able to achieve the direct tax collection target but the real challenge is with regards to indirect taxes. Mithunda in Tamil Photo: M SRINIVASAN One more from the family D irector Sathya Prabhas Pinisetty’s Tamil venture Yagavarayinum Naa Kaakka will feature Bollywood’s top actor Mithun Chakraborthy in a prominent role. Says the director, ‘Yagavarayinum Naa Kaakka is inspired by true events, and shot in over 100 locations in the country to keep the narrative authentic’. ‘We shot the film in Bombay, Goa, Pondicherry, Hyderabad and Chennai, but the total number of locations explored in these cities are more than 100. It wasn’t any of the exotic locations, but something more realistic like Pudupettai, two fishing harbours and the VT station in Mumbai,’ Sathya said. Starring Sathya’s brother Aadi Pinisetty in the lead, Yagavarayinum Naa Kaakka went on the floors in February 2013, but it was wrapped up only recently. He says the delay was due to the script requirements. ‘The nature of the script was such that I had to change about 140 locations. The story revolves around four characters in four different parts of the country and I wanted to keep it authentic. Therefore, I didn’t want to compromise creatively,’ he said. ‘The delay was also because a lot of time was spent on getting permission to shoot in some locations. If you want to shoot in a train in VT station, getting permission is a hassle. We went through the process and finally got the permission,’ he added. Yagavarayinum Naa Kaakka also features Nikki Galrani, Pasupathy, Harish Uthaman and Lakshmi Priyaa Chandramouli. Nagesh A Mithun Chakraborthy fter Nagesh and his son Anand Babu, now comes one more from their family. Gajesh, grandson of Nagesh, is all set to make his debut in Tamil cinema. He will play the lead role in a movie titled Kalkandu. The movie will be directed by Nandakumar. Says the director, ‘ I was looking for a young and a fresh face to play the lead role. He should have a flair for humour too. It was then I came across Gajesh. He is amazing. He suits it well’’. On his part, Gajesh, said, ‘ I enjoy being part of the hilarious subject’. Dimple Chopade is the heroine. —NT Bureau Gajesh Bhagyashree all praise for Salman A ctress Bhagyashree, who gave romance a new meaning with superstar Salman Khan in their 1989 film Maine Pyaar Kiya, is all praise for her co-star. Bhagyashree even said that the 48-year-old actor looks more handsome now. He is looking incredibly good right now. He is really looking so handsome. My kids have seen the fi lm and they are proud of their mother’s achievements. They (kids) are fan of him, Bhagyashree, 45, told reporters here. Maine Pyar Kiya, directed by Sooraj Barjatya had become a blockbuster of the decade. Though Salman and Bhagyashree never worked again but they kept in touch with each other. We were in touch with each other on and off. Socially we used to meet once in a while but not on a regular basis, she said. Salman, who is known to give break to newcomers in films, is likely to launch Bhagyashree’s son Abhimanyu in Bollywood. However, the actress refused to comment on it saying, ‘I would not like to say on this.’ —PTI Salman Khan Parvathy Omanakuttan ‘South film industry is organised than Bollywood’ P urampokku, which has Arya, Vijay Sethupathi and Shaam in the lead and had its long shooting schedules at Kulu Manali, has now shifted base to Chennai. Directed by award winner Jananathan, a huge set, resembling a prison has been erected at the Binny Mills with art director Selvakumar helming the affair. The portions involving Arya and Shaam are being canned now with Vijay Sethupathy and Karthika Nair joining the team next week. Though the director has kept everything about the film under wraps, a close source reveals that while Arya plays a financial analyst, Sethupathi is a railway kalasi and Shaam is a police officer. Reportedly, Arya lands in jail and portions involving him as a convict are shot on the mammoth set. About 600 junior artistes take part in the shoot every day in the film, which is being produced by UTV Motion Pictures. —NT Bureau P izza actress Parvathy Omanakuttan feels the Southern film industry is more organised and punctual than Bollywood. The 27-year-old former Miss India won the coveted pageant in 2008 and since then she acted in Tamil and Malayali films. Her first Bollywood film was United Six in 2011. ‘Though the crew on Pizza is from South so I did not feel much difference that way but both the industries are different in respect to the process of filmmaking. In South, they are very punctual and they are very sure when to start the film and when to end. In Bollywood it’s more laid back and easy. If I do back-to-back films in Bollywood and then I go to south, I will have to follow a time table. But if a person comes here after working in south, it will be easy for him as he will be more organised’, she said. Pizza, which released on 18 July, was a Hindi remake of the 2012 Tamil film of the same name. —PTI Arya Arya upbeat about Purampokku Published by K.
