Dear FCCLA Chapter Adviser,
Thank you for all that you do for your members and our organization. You play a critical
role in the success of your school’s chapter of Family, Career and Community Leaders of
America (FCCLA) as well as your district’s efforts and our state organization. Thank you
for the leadership opportunities that you provide for your students and the enrichment
that you enable for your school and community.
The FCCLA Chapter Handbook is intended to serve as a resource for you as you plan and
work with your FCCLA Chapter Officers and members. Due to the nature of
communications and our fast-paced society, please do not consider this document to be
static; sections are updated on a regular basis and will contain the most up-to-date
information possible.
In an effort to keep this handbook flexible, please note that no Table of Contents is
provided, rather tabs are provided to help you navigate and find the information that you
need. Also, some of the tab fronts include an explanation about the materials behind the
tab. Sections are updated on a regular basis and will contain the most up-to-date
information possible.

ADDING AND EDITING CHAPTER AND ADVISER INFORMATION
LOGGING IN FOR THE FIRST TIME (NEW AND EXISTING CHAPTERS)
1.
For existing chapters, click on the “2014-2015 Affiliation” button. If you are creating a chapter at your school for the very
first time, click on “First Time Chapter Affiliation”.
2. Select your state from the “State” drop down menu
3. Select your school type from the “School Type” drop down menu
4. Fill in the remainder of the required fields (highlighted in red)
5. Enter chapter information on the right-hand side of the screen
Note: Click on the question mark icon for definitions of Affiliation Types
6. If the chapter and school address are the same, you may click the “Chapter Address Same As School Address” box to autocomplete the information.
7. Enter the chapter adviser information
8. Create and confirm password
9. Click “Submit” to continue OR click “Cancel” to delete information return to the welcome screen.
LOGGING IN WITH AN EXISTING ACCOUNT
1. Type your chapter ID number in the “Username” field
2. Type password in the “Password” field
3. Click on the “Login” button
Note: If you have forgotten your password, please contact your state adviser
HOW TO EDIT A CHAPTER’S INFORMATION:

Click on the “Chapter Information” tab
Make the appropriate changes to the “Chapter Information” form
To adjust address information, click on the “Addresses” link and make appropriate changes
Click on the “Save” button
HOW TO VIEW ALL CHAPTER STAFF:

ADDING, EDITING AND DELETING CHAPTER MEMBERS
HOW TO ADD STUDENT MEMBERS INDIVIDUALLY:
1.
Sign in to the affiliation system
2.
Click on the “Members” tab and then the “Add Chapter Members” button just below it
3.
Complete all of the requested information. To select items from drop-down menus, click on the triangle icon on the right
side of the cell, and select the appropriate item
4.
Repeat until all chapter members have been added
5.
Scroll down to the bottom of the screen and click “save”
Note: Prefix, suffix, home phone and social media links are optional
An invoice will NOT be generated until you click the red “Submit Affiliation” button under the “Members” tab. However, once you
have your submitted affiliation, you will not be able to remove students. Students are not considered affiliated until payment has
been received.
HOW TO UPLOAD STUDENTS AS A GROUP:

Click on the “Members” tab and then the “Add Chapter Members” button just below it
Locate the “upload students” Excel spreadsheet
Complete the spreadsheet, making sure to fill in all of the required fields
Highlight all of the chapter member information on the spreadsheet
Right-click and select “Copy” from the short-cut menu that appears
In the affiliation system, click on the top-left cell (under “prefix”)
Using your keyboard, press Ctrl+V to paste the chapter member information
Please be sure that all of the information transferred accurately
Scroll to the bottom of the screen and click “Save”
An invoice will NOT be generated until you click the red “Submit Affiliation” button under the “Members” tab. However, once you
have your submitted affiliation, you will not be able to remove students. Students are not considered affiliated until payment has
been received.
HOW TO SEARCH FOR A CHAPTER MEMBER:

HOW TO SORT CHAPTER MEMBER INFORMATION:
Click on the column that you want to sort. You will see a triangle icon beside the column name which indicates that this is the
column that is being used for sorting the information. When the triangle icon is pointing up, the information is being sorted
ascending and if the triangle icon is pointing down, information is being sorted descending.

HOW TO REQUEST A CHAPTER MEMBER NAME CHANGE:

Locate the chapter member whose name is to be changed

Complete the requested information
Type the reason for name change in the “Reason For Change” field
Click on the “Save” button
Note: Once you return to the Members screen, “Pending” will be displayed beside the chapter member’s name until the change is
approved. Once approved or denied, you will receive an email confirming approval or denial. If the name change was approved,
it will be reflected on the Member screen.
HOW TO DELETE A CHAPTER MEMBER:

Locate the chapter member in the Members list

Click on the “Confirm” button to delete OR click on the “Close” button to cancel the delete
Note: You will only be allowed to delete unsubmitted chapter members. Once the chapter member has been submitted for
affiliation, members cannot be deleted.
HOW TO SUBMIT CHAPTER MEMBERS FOR AFFILIATION:

Click on the “Members” tab
Click on the red “Submit Affiliation” button
Note: Once you click on the “Submit Affiliation” button, it will disappear until you have added more chapter members to submit.
The Submit button will reappear once more student names have been added. You will receive an invoice via email for the chapter
members that you submitted. An invoice number will also appear next to the chapter members whose names were submitted.
Each time you submit chapter members, an invoice is generated. Additionally, a chapter member is not considered affiliated until
payment is made and received into the system. Once payment is received and posted, the affiliation date will be displayed on the
member screen as a visual indicator that the chapter member is fully affiliated for the year.
HOW TO PRINT THE STUDENT ROSTER:

Click on the “Members” tab
Click on the “Print Student Roster” button
Select “PDF” for a PDF format or “CSV” for an Excel format
Follow the on-screen instructions carefully to view or save the student roster
Note: Only chapter members that have been fully paid will appear on the student roster
HOW TO SEND AN E-MAIL TO ALL CHAPTER MEMBERS:

Note: Only chapter members who have an email address in their chapter member record can be emailed

Check the box in the title row to select all student names
Scroll to the bottom of the page and select the “Print Membership Cards” button
Note: Only chapter members that have been fully paid will have a membership Card available for print

Click on the “Membership ID” number in the Member Screen
Click on the “Print Membership Card” button
Check the box to the left of the name of the student for whom you wish to create a membership card
Scroll to the bottom of the page and select the “Print Membership Cards” button

CREATING, VIEWING AND PAYING INVOICES
HOW TO VIEW INVOICES:
1. Click on the “Invoice History” tab
2. Locate the invoice you would like to view and click on the “View”
3. To download a copy, click the “Download” button

Click on the “Pay Invoices” button
Check the box next to the invoice that you with to pay
To enter a P.O., complete the required fields under the “Pay By P.O.” section
To pay using a credit card, select “Pay by Credit Card” and complete the required fields
Once completed, click “Pay”

SECTION 4 – the adviser
The adviser is a newsletter sent from the National Office to each affiliated
Chapter Adviser four times per year.
SECTION 5 – Colorado Comments
Colorado Comments is a newsletter written and produced by the
State Officer Team. The Vice President of Publications is the editor
for Colorado Comments. Colorado Comments is produced twice
during the school year; there is a fall edition and a winter edition.
Colorado Comments provides helpful tips and information about past
and upcoming Colorado FCCLA events. Keep your copies of
Colorado Comments behind this tab.
SECTION 6 – PROGRAM OF WORK
The State’s Program of Work is developed by the State Officers each
year. The officers select a theme and areas of emphasis. The
Program of Work includes suggested activities for chapters to carry
out in support the State’s theme and their own program of work.
This state program of work is included in emailed out each year and
chapters are encouraged to use the ideas and theme provided for
building their own Programs of Work.

SECTION 8 – FCCLA PLANNING PROCESS
THE FCCLA PLANNING PROCESS FOR INDIVIDUAL AND TEAM
ACTION
The planning process is a decision-making tool that supports the organization’s overall philosophy about
youth-centered leadership and personal growth. It can be used to determine group action in a chapter or
class or to plan individual projects.
IDENTIFY CONCERNS
Symbol: The circle represents a continuous flow of ideas and has no beginning or end. As a
target, it symbolizes zeroing in on the one idea around which you would like to build a project.
Either you know what concerns you want to tackle or they are still thinking about what they want to do.
One way to identify interests and concerns is thorough brain storming.
Effective brainstormers follow these suggestions—(1) list every idea, (2) don’t discuss them, (3) don’t
judge them, (4) allow repetition and, (5) enjoy silences.
Record everyone’s ideas, then look over the list and consider—
- which ideas would work best as longer in-depth projects and which lend themselves to shorter
activity plans;
- which ideas interest you the most;
- which ideas need immediate attention and which could be saved for later.
Other ways to get at concerns might include member surveys, questionnaires, discussions, topic
investigation or open-ended sentences, such as . . .
“What I need to know about job hunting is . . .”
Once concerns are identified, select those that are most workable and can be related
SET A GOAL
Symbol: The arrow stands for deciding which direction you will take. It points toward the
goal or end result.
Establish a clear mental picture of what needs to be accomplished and make sure it is something that can
be achieved and evaluated. You may want to take on one in-depth project or several mini-activities.
FORM A PLAN
The square represents the coming together of ideas—the who, what, where, when and how
of your plan.
Decide what needs to be done, and figure out the details.
- WHO – will do what, and how will they be recognized?
- WHAT – activity/event will take place?
- WHEN – will it happen, and is the timetable realistic?
- WHERE – will it take place – in class, out of class, other location?
- HOW – will it happen? Possible barriers and alternatives?
- EVALUATION – how will the project be evaluated?
To keep members well informed, distribute copies of the completed project plan and suggest members
share it with their families. Also keep faculty, school administrators, local media, and interested people in
the community aware of your activities as the plan progresses.
List possible barriers you might face and develop plans if necessary.
ACT
Symbol: The different squares in this symbol represent the activities to be carried out to
meet your goal. It represents acting on the plan.
Carry out the plan. Use available resources, and don’t be afraid to try something new. Evaluate along
the way. If the plan isn’t working, try something else. Mistakes are part of tackling the unknown. All
projects, no matter how well-planned their activities or how involved their members, will experience both
successes and failures.
FOLLOW UP
Symbol: The broken squares suggest examining the project piece by piece. This symbol
also represents a “window” through which to review and evaluate the plan.
Through continuous evaluation, you will know if your plan is on target or if new plans are
needed. What worked? What didn’t work? Learn from failures as well as successes
Look back at what was done –
- What happened because of involvement?
- What was learned?
- What would members do differently next time?
- What would they do again?
- How could resources be used more effectively?
- What was accomplished?
If the project doesn’t succeed, discussing the problems can help relieve frustrations and pave the way for
future successes.

Colorado State Officer Candidate Qualifications:
1. Must be an affiliated member of a local chapter or be a prospective member submitting a promissory
commitment to become an affiliated member.
2. Must be a current freshman, sophomore or junior.
3. Must currently have and maintain an academic 2.5 GPA or better based on the last grading period.
4. Must have demonstrated a leadership role at the local, district or community level (leadership role –
chairperson of a committee, officer of a class organization, at work or in the community).
5. Must display basic knowledge about the career and technical student organization of FCCLA and Family
and Consumer Sciences (a written exam will be required at the District Winter Conference).
6. Must not be running for State Office in any other Career and Technical Student Organization.
7. Must secure support from parent/guardian(s), local adviser, school administrator, and District
Consultant.
STEP ONE
Complete the following necessary paperwork in this order and submit it to District Consultant by established
date:
1. A State Officer Candidate Application Form and one-page resume. Attach wallet-size photo to upper
right-hand corner of Application Form.
2. Responsibility and Qualifications Signature Sheet with all required signatures.
3. Three LETTERS OF RECOMMENDATION (one must be from a FCCLA Chapter Adviser).
This paperwork must be submitted and secured in a three-hole theme folder (with pockets and
brads) with a white label placed in the top right-hand corner. The label must have candidate’s
name, adviser’s name, district name, and consumer or occupational division designated. No page
protectors allowed.
STEP TWO
At District’s Winter Conference or designated time and location, candidates will be interviewed and
screened by a District Interviewing Panel and be required to complete:
1. One-minute introduction of self to attendees using a prop.
2. Individual presentation to District Interview Panel as required at State Leadership Conference.
3. Recite the FCCLA Creed.
4. Take the FCCLA Knowledge Exam and written assignment and score at least 80 percent in order to
continue. For the written assignment, candidates may bring whiteout, additional paper and a
dictionary. This assignment will be evaluated on the following points:

• Covers pertinent information
• Clearly written
• Spelling
• Correct English grammar and style
STEP THREE
Applicants must receive 80 percent or higher on their knowledge exam to be considered as an officer
candidate. Applicants will receive official notification of State Officer Candidacy and be invited to be a part
of the State Officer Selection process by March 1.

STEP FOUR
Candidates selected to go on to the State Interview Panel will proceed through the interview process at the
State Leadership Conference and complete:
1. State Officer Candidate and Interview Panel Orientation
At the State Leadership Conference, State Officer Candidates and Interview Panelists will meet to go
over logistics for the officer selection procedure. This is an information-only meeting and is not part of
the selection process.
2. Voting Delegate Meet and Greet
Candidates will introduce themselves to the Voting Delegates at the Business Meeting in an informal
meet and greet. Candidates’ interactions with the Voting Delegates will be observed by the state
interview panel.
3. Introduction to Conference Delegation (Prop Speech)
Candidates will introduce themselves to the entire delegation at the Opening Session. The introduction
will be a one-minute presentation with a prop. The subject will be free choice of the candidate. If
speeches run beyond one minute, points will be deducted but candidates will be allowed to finish. The
evaluation will be based on:
A. Preparedness
B. Creativity
C. Volume and clarity
4. Interview with State Panel – time will be assigned at orientation and will include:
A. Memorization of Creed
State Officer Candidates will be required to recite the FCCLA Creed. Candidates will be evaluated on
how well they have the Creed memorized and if they speak clearly and not too fast.
B. Individual Presentation
Organize a short talk about yourself covering the topics below (two minutes minimum, three
minutes maximum). Points will be deducted if not within required time limit. This speech should be
memorized. Note cards will be allowed. Topics to include in the presentation (in any order):
• The contributions you have made to FCCLA and what you think you can contribute to the
Colorado Association as a State Officer.
• Relate why you would like to become a State FCCLA Officer.
• Describe your participation in your chapter FCCLA activities and other school or community
organizations.
• Review your qualifications to be a State Officer.
C. Oral Interview
Candidates will be asked six questions that consisting of the following:

D. Group Participation
• Candidates will be assigned to a group of three (3) or four (4) to develop a team presentation.
• Candidates will be assigned to a whole group presentation/task.
• The presentation/task is up to the discretion of the interview panel.
Dress Code for State Officer Candidates
• Officer candidates are to look professional throughout the entire conference unless otherwise stated.
• During both the prop speech on stage and the interview, only business attire will be allowed, no
costumes of any sort will be acceptable.
• Business attire is classified as a business suit with slacks or skirt, jacket/blazer is required or a dress.
Exceptions will be made for male candidates who wear a dress shirt, tie and slacks without a
jacket/blazer.
• When white shirts or slacks are worn, skin tone undergarments should be worn underneath.
• For ‘’Officer Reflections” casual attire (jeans and t-shirt).
• For installation, candidates should wear a semi-formal dress or an appropriate business dress.
• No visible tattoos.
• Females are allowed three piercing in each ear and no distracting piercings on the face. All other jewelry
(i.e., bracelets or necklaces) should be tactful and kept to a minimum.
• Nail polish should be professionally manicured and coordinate with attire.
• Hair color needs to be of a natural color.
Candidates Disqualifications
1. Being late to any Officer Candidate Meeting may result in immediate disqualification. Candidates must
be aware from the onset that promptness is important!
2. Violation of Policies and Disciplinary Procedures.

New State Officers are announced at the State Leadership Conference and these officers must attend the
Installation Ceremony at the Awards Session. If a student is elected as a State Officer, as a member of the
Executive Council, they are required to attend the following:

2. Summer Executive Council Planning Meeting: June 13 – 14, 2016
3. Summer CTSO Leadership Training: June 14 – 17, 2016

President - Shall be chairperson of the FCCLA State Officer Team, and shall appoint special committees, with the advice and consent of
the CTSO Specialist, and shall be an ex-officio member of all committees. Shall preside at State FCCLA meetings, FCCLA Officer Team
meetings and at Executive Council meetings, as designated by the CTSO Specialist. Shall contact the State Office one week prior to
meetings to review agenda items and specific responsibilities.
First Vice President – Shall perform the duties of the President during the absence or disability or on the request of the President. Shall
receive mid-year reports and final reports for the State Officer projects and prepare a summary sheet for the set of reports to be given at
the Fall Planning Meeting and the State FCCLA Leadership Conference. Shall serve as Chairperson of the Bylaws Committee.
Second Vice President – Shall assist the President, represent Colorado at the National Leadership Meeting as a voting delegate, promote
membership in the National FCCLA Alumni and Associates Association and keep a record of the current Colorado Alumni and Associates,
and shall assume the duties of any office other than President in the event of a resignation.
Secretary – Shall take and prepare minutes of all Executive Council meetings and all official meetings; turn in rough draft of these minutes
to State Office no later than two weeks after said meeting. At the end of the term of office, the Secretary shall be responsible for
collecting copies of the minutes, financial reports, and other materials deemed necessary for historical purposes.
Vice President of Events - Shall promote participation in STAR and State Events, work with the state coordinator of these events; provide
input into revision of these events and attend meetings regarding these events. Shall also serve as a host/hostess at the State Leadership
Conference. Shall serve as Chairperson of the STAR and State Events Committee. NOTE: It is recommended that the VP of Events have
participated in a STAR Event at the State Level or beyond.
Vice President of Finance - Shall keep a close communication with the State Office concerning financial records, report the financial
status of the organization at all meetings, and attend the audit committee meeting. Shall keep financial records for historical purposes
and promote any national financial program.
Vice President of Membership - Shall promote membership and report at all Executive Council meetings and to the national level on the
status of the state’s membership, promote national membership program and may serve as a voting delegate at the National Leadership
Meeting. Shall also serve as National Committee Member at the National Leadership Meeting. Shall serve as Chairperson of the Chapter
Handbook Committee.
Vice President, Occupational/Comprehensive Programs (if needed) - Shall act as liaison for the occupational/comprehensive students if
an occupational/comprehensive officer does not exist and will assist the officer team with plans for the conference and with the
promotion of the STAR and state events.
Vice President of Peer Education - Shall provide leadership in planning and implementing the organization’s peer education programs
and training throughout the state.
Vice President of Programs - Shall serve as liaison between the Colorado State organization and the National Organization to promote
national programs and projects as established by the National Office.
Vice President of Public Relations - Shall promote the Colorado Association and its Program of Work, prepare news releases relating to
conferences and organize any necessary media presentations for the State Leadership Conference. Shall serve as media relations
resource for chapters.
Vice President of Publications - Shall prepare the issues of the Colorado Comments and submit articles to Teen Times, assist in
preparation of the state publications and request a summary from districts of activities to be reported on at the State Executive Council
meetings.
Vice President of Recognition - Shall serve as a member of the screening committee for State Recognition Awards and Corporate Sponsor
Recognition, recommend revisions for procedures, and assist with the recognition of national programs.

COLORADO ASSOCIATION OF
FAMILY, CAREER, AND COMMUNITY LEADERS OF AMERICA
ARTICLE I: NAME
Section 1. State. The name of this organization shall be Colorado Association of Family, Career
and Community Leaders of America, Incorporated (FCCLA). Only the State Association and
associated chapters shall use the name; those chapters shall be chartered by the State and
National Associations. The letters “FCCLA” may be officially used to designate the association,
its associated chapters or members thereof.
ARTICLE II: MISSION STATEMENT, PURPOSES, INSIGNIA, AND CREED
Section 1. Mission Statement. The mission of the FCCLA is to promote personal growth and
leadership development through Family and Consumer Sciences education. Focusing on the
multiple roles of family member, wage earner, and community leader, members develop skills for
life through character development, creative and critical thinking, interpersonal communications,
practical knowledge, and career preparation.
Section 2. Purposes. Organized instruction relating to the mission is part of the Family and
Consumer Sciences education program in schools. The purposes of the organization shall be as
follows:
1. To provide opportunities for personal development and preparation for adult life.
2. To strengthen the function of the family as a basic unit of society.
3. To encourage democracy through cooperative action in the home and community.
4. To encourage individual and group involvement in helping achieve global cooperation
and harmony.
5. To promote greater understanding between youth and adults.
6. To provide opportunities for making decisions and for assuming responsibilities.
7. To prepare for the multiple roles of men and women in today’s society.
8. To promote Family and Consumer Sciences and related occupations.
Section 3. Official Emblem. The emblem of the Colorado Association of FCCLA shall be the
official emblem as designated by the National Association of Family, Career and Community
Leaders of America.
Section 4. Official Colors. The official colors for the Colorado Association of FCCLA shall be
the same as the National Association colors, which are red and white.
Section 5. Official Flower. The official flower for the Colorado Association of FCCLA shall be
the same as the National Association flower, which is the red rose.
Section 6. Creed. The Creed for the Colorado Association of FCCLA shall be the same as the
National Association Creed, which is:

ARTICLE III: ORGANIZATIONAL STRUCTURE AND MEMBERSHIP
Section 1. State. The Colorado Association of FCCLA is a state student leadership organization
consisting of chartered chapters.
A. This association accepts in full the provisions in the Bylaws of the National Organization
of FCCLA, the parent organization.
B. No part of these Bylaws nor any action of this organization shall be valid if it violates
higher FCCLA Bylaws or policies of the state authorizing body for Colorado Community
College System.
C. The administration of Colorado FCCLA shall be vested in the State Executive Council
comprised of the State Officer Team and the State Advisory Board.
Section 2. Districts. The State shall be divided into 10 geographic FCCLA districts. Each
FCCLA district shall operate according to its own adopted bylaws and policies.
A. The FCCLA districts shall be named as follows:
1. Arkansas Valley
2. Mountain Shadows
3. Mountain View
4. Northeastern Plains
5. Northern
6. Pine Meadows
7. San Juan Basin
8. San Luis Valley
9. Scenic Country
10. Spanish Peaks
B. A local chapter wishing to change districts shall petition the Colorado Executive Council
prior to the June meeting. A two-thirds vote of the Executive Council shall be required.
Section 3. Local Chapters.
A. High school chapters shall be shall be known as (name of school, Colorado) Chapter of
Family, Career and Community Leaders (FCCLA); although alternative names may be
used at the discretion of local and chapter advisers and chapter members.
Documentation of name will be submitted to the Career and Technical Student
Organization (CTSO) Specialist.
B. The ninth grade students may participate in Junior Division of competitive events.
C. Junior high/middle school chapters (sixth, seventh, or eighth) shall be known as (name of
school, Colorado); junior/middle high school chapter of Family, Career and Community
Leaders (FCCLA); although alternative names may be used at the discretion of local and

chapter advisers and chapter members. Documentation of name will be submitted to the
Assistant Program Director CTSO Specialist. They may pay state and national dues.
Section 4. Membership.
A. Member Chapters
1. Local FCCLA chapters may be a member of the State Association of FCCLA in public
or private schools in which the school must have at least one approved Family and
Consumer Sciences programs through the Colorado Community College System.
2. Newly formed chapters shall be issued an official chapter charter through the State
Association upon submission of the chapter charter application and meeting the
requirements of said application.
3. If at any time during the current school term the Family and Consumer Sciences
program is terminated, said member chapter may continue to participate in state and
district functions for the remainder of school term for which membership dues were
paid.
B. Individual Membership.
1. Active: Any student in middle school, high school, or post-secondary school which as
a member chapter is entitled to active membership in FCCLA based on the following:
a. Student has made payment of state and national dues.
b. Student is now enrolled or has been enrolled in a Family and Consumer
Sciences program.
c.
Individual membership cards shall be provided annually and distributed upon
receipt of membership form and payment of dues.
d. Active high school members shall be eligible to hold office, make motions, vote,
and participate in national, state, and district activities, except when currently and
officially in violation of the Policies and Disciplinary Procedures for the Colorado
Association of FCCLA members and/or State Officers.
e. Should a student who has met membership requirements attend a school where
the FACS program is suspended or terminated, the student has the option of
joining a chapter in their FCCLA district as an active member. If the student is
physically closer to a chapter outside their district, they may join the chapter with
approval from the State Adviser.
f.
A student’s membership is good for the current school year. However, if a
student graduates early, the school district will have the authority to set eligibility
policies for participation in local, district, and state events. Upon eligibility
determination, any nationally affiliated member may participate in FCCLA
Competitive events based upon individual event eligibility criteria or continue with
district, state, or national leadership positions.
g. A home schooled or charter school student can participate in FCCLA if they have
been enrolled in an approved Family and Consumer Sciences program (6-12).
Discretion will be that of the current local FCCLA advisor/school.
2. Associate: Any student in a junior high/middle school or senior high school which
has a member chapter is eligible to be an associate local member based on the
following:
a. Associate local member shall not pay dues.
b. Student is enrolled or has been enrolled in a Family and Consumer Sciences
program.

c.
Associate local member shall not be eligible to hold office and participate in
national, state, and district sponsored activities.
3. National Honorary Membership:
a. Criteria for National Honorary membership shall be in accordance with National
Bylaws.
b. Applications for National Honorary membership shall be obtained and returned to
the Assistant Program Director CTSO Specialist.
c.
National Honorary members have the privilege of attending all meetings of the
organization without vote.
4. State Honorary Membership: Any person who has rendered outstanding service to
the State Association of FCCLA or has helped to advance the Family and Consumer
Sciences education programs in Colorado may be nominated for State Honorary
Membership.
a. Nominations for State Honorary membership may be made by the State
Executive Council, FCCLA districts, and member chapters.
b. Applications for State Honorary membership shall be obtained from the current
Chapter Handbook.
c.
Applications for State Honorary membership shall be sent to the Assistant
Program Director CTSO Specialist at least one month prior to the State
Leadership Conference each year.
d. State Honorary memberships must be approved and awarded under the
guidance of the State Executive Council.
e. State Honorary members have the privilege of attending all state meetings of the
organization without vote.
f.
An up-to-date record of State Honorary Members will be kept at the State Office.
5. Alumni and Associates Membership: Former active members and other adults who
share the goals and purposes of FCCLA and its programs and who wish to support
the continuing development of FCCLA youth shall be eligible for Alumni and
Associates membership. Alumni members shall not vote nor hold office, but may
attend meetings of the organization.
ARTICLE IV: FISCAL
Section 1. Dues.
A. National Dues: The amount of national dues for active members shall be determined by
the National Executive Council and the National Board of Directors subject to approval of
the voting delegates at a national meeting.
B. State Dues: The amount of state dues for active members shall be determined by the
State Executive Council subject to approval of the voting delegates at a State
Conference. In addition, the dues will be increased to include the cost of mandatory
liability insurance.
C. Chapter Fee: A chapter fee may be assessed each year to cover cost of printing and
other miscellaneous items not covered by the state dues.
Section 2. Fiscal Year. The fiscal year shall be July 1 through June 30.
Section 3. Budget. The budget of the Colorado FCCLA shall be developed by the Assistant
Program Director CTSO Specialist with the approval the State Advisory Board in accordance with
FCCLA Chapter Handbook-10 Bylaws

the Colorado FCCLA Financial Policies. The Budget will be in accordance with Colorado Fiscal
Rules.
Section 4. Audit. An audit of the financial statements shall be conducted annually and
presented to the State Advisory Board for review in accordance with the Colorado FCCLA
Financial Policies. The Vice President of Finance shall give an Audit Review Report at the State
Leadership Conference.
Section 5. Dissolution or Liquidation of Assets. Upon final dissolution or liquidation of the
State Association, and after the discharge or satisfaction of all outstanding obligations and
liabilities, the remaining assets shall be used by the State Executive Council for any purpose
which is consistent with the purposes of the State Association or shall be transferred to a qualified
exempt organization within the meaning of section 501(c) (3) of the Internal Revenue Code of
1954, as amended.
ARTICLE V: STATE EXECUTIVE COUNCIL
Section 1. Membership. The State Executive Council shall consist of:
A. Assistant Program Director CTSO Specialist
B. FCCLA State Officer Team
C. Senior Officer
D. Colorado National FCCLA Officer (for current year)
E. Advisers to State Officer Team
F. FCCLA State Advisory Board
G. Post-Secondary Member Representative
H. Additional members designated by the Assistant Program Director CTSO Specialist, but
who shall not have a vote
Section 2. Responsibilities. The essential function of the Executive Council shall be program
development, program implementation and public relations. The Colorado Executive Council
shall have the following responsibilities:
A. Review the aims and objectives of the State FCCLA program.
B. Recommend the establishment of programs, projects, and activities.
C. Plan the program for the State Leadership Conference and other meetings sponsored by
the State Association.
D. Conduct the official business of the organization at the State Leadership Conference.
E. Interpret and advocate the goals and program activities of FCCLA to groups and
individuals within and outside the organization.
F. Develop, review, and approve the policies of the State Association.
Section 3. Meetings. The State Executive Council shall meet at the call of the Assistant
Program Director CTSO Specialist.
A. The State FCCLA President shall preside at the business sessions as designated by the
Assistant Program Director CTSO Specialist.
B. In order to have a free response on certain issues, the State Officer Team and the State
Advisory Board may consider the same problem in separate sessions but shall make final
decisions as the State Executive Council.
C. A majority of the members of the State Executive Council shall constitute a quorum.

D. Decisions shall be adopted by a majority vote.
E. A current conferencing technology meeting will take place for a special session. A
majority of members of the State Executive Council shall constitute a quorum. Family &
Consumer Sciences Program Director, Assistant Family and Consumer Sciences
Program Director/ FCCLA State Adviser, State FCCLA President, and/or Secretary of the
State FCCLA Advisory Board may call a special session.
Section 4. Committees. There shall be a representative of the State Officer Team and the
State Advisory Board on all committees of the State Executive Council.
Section 5. State Advisory Board. The State Advisory Board shall consist of:
A. Membership.
1. Assistant Program Director CTSO Specialist
2. Program Director for Family and Consumer Sciences
3. District Consultants representing the 10 geographic FCCLA districts
4. One Family and Consumer Sciences Teacher Educator representing Colorado State
University
5. One Family and Consumer Sciences middle school level adviser (6-8)
6. One Culinary Food Events Committee representative as determined by the committee
7. Additional persons designated by the Assistant Program Director CTSO Specialist but
who shall not have a vote
B. Meetings.
1. The position of chairperson will be the Assistant Program Director CTSO Specialist for
Colorado FCCLA. The chairperson shall be a non-voting member of the State Advisory
Board.
2. The position of vice chairperson shall be designated by the Assistant Program Director
CTSO Specialist.
3. The Secretary shall be selected yearly by State Advisory Board members. The duties of
the Secretary shall be to take and prepare written minutes of all State Advisory Board
meetings and collect all committee reports which shall be compiled into one State
Advisory Board Report for the State Executive Council.
4. A majority of the members of the State Advisory Board will constitute a quorum.
5. Decisions will be adopted by a majority vote.
Section 6. Assistant Program Director CTSO Specialist.
A. Appointment. The management team for Colorado Community College System shall
appoint the Assistant Program Director CTSO Specialist for Colorado FCCLA.
B. Duties. The Assistant Program Director CTSO Specialist shall:
1. Have the authority to take immediate disciplinary action at all state-sponsored activities or
functions.
2. Have the authority to call meetings of the State Executive Council, coordinate, and
promote the plans for statewide activities.
3. Represent Colorado State FCCLA at national meetings and participate in national
projects.
4. Assign responsibilities to delegates attending the National Leadership Meeting.

5. Select a Senior Officer.
6. Work cooperatively with the CTSO staff for the following items:
a. Forms and applications.
b. Reports and records.
c.
Publications.
d. Financial status of the State Association.
7. Have the authority to disburse funds according to established financial policies and
procedures.
8. Appoint committees as needed and serve an ex-officio member of these committees.
9. Maintain relations with the State Officers of FCCLA. The State Officers shall work
directly under the guidance of the Assistant Program Director CTSO Specialist and State
Officer Team Adviser(s), assisted by the District Consultant and the Chapter Adviser of
each Officer.
10. With the help of the State Executive Council, develop plans for the annual meetings and
implementation of policies.
11. Preside at all meetings of the State Advisory Board.
Section 7. District Consultants.
A. Selection.
1. District Consultants shall be selected by and from the Family and Consumer
Sciences instructors/ advisers in each FCCLA district.
2. Each FCCLA district shall have only one voting District Consultant who shall serve on
the State Advisory Board.
B. Term of Office. District Consultants shall be selected by their respective districts for a
term consistent with the individual district policy.
C. Duties. The District Consultant shall:
1. Serve as a liaison between the Executive Council, the district organization, and member
chapters within their district.
2. Cooperate with the District Adviser (the local Chapter Adviser of the District President)
and the District Executive Council in planning and managing meetings and activities at
the district level.
3. Assume responsibilities for the State Leadership Conference.
4. Assume responsibilities for the Summer Leadership Conference for District Officers.
5. Utilize the District Consultant Handbook. The Handbook and resource materials should
be passed on to successor.
6. Attend the State Executive Council and State Advisory Board meetings.
Section 8. Family and Consumer Sciences Teacher Educator.
A. Selection.
1. Colorado State University shall select a representative to serve on the State Advisory
Board.
2. The Representative shall be selected from and by the Family and Consumer Sciences
Teacher Education Department at that institution.

B. Duties. The Representative shall:
1. Serve as a liaison between the Executive Council and the Family and Consumer
Sciences Teacher Education Department.
2. Attend and participate at all State Executive Council Meetings with vote.
Section 9. Adviser(s) to State FCCLA Officer Team.
A. Selection. Adviser(s) to the FCCLA Officer Team shall be selected by the Assistant
Program Director CTSO Specialist from local interested FCCLA Family and Consumer
Sciences advisers.
B. Duties.
1. The adviser(s) to the FCCLA Officer Team shall serve on the State Executive Council
with vote.
2. Shall attend designated meetings.
3. Shall advise the State Officer Team in assuming all responsibilities.
Section 10. Postsecondary Member Representative.
A. Selection: Shall be selected by a committee of two district consultants and the Assistant

ARTICLE VI:STATE OFFICER TEAM
Section 1. Membership of State Officer Team.
A. The FCCLA State Officer Team shall consist of all FCCLA State Officers. The Officer
Team shall be President, First Vice President, Second Vice President, Secretary, Vice
President of Events, Vice President of Finance, Vice President of Membership, Vice
President of Peer Education, Vice President of Programs, Vice President of Public
Relations, Vice President of Publications, Vice President of Recognition, Senior Officer,
State Representative(s) (as needed), and Occupational/Comprehensive Programs
Representative(s) (as needed.)
B. Current Colorado National Officer(s) shall serve as a member on the State Officer Team
with vote.
Section 2. Meetings.
A. The FCCLA State Officers are required to attend meetings as identified in the State
Officer Handbook.
B. A majority of the members of the State Officer Team shall constitute a quorum.
C. Decisions shall be adopted by a majority vote.

Section 3. Duties.
A. State FCCLA Officers shall carry out the responsibilities and their individual officer
projects in accordance with the written policies and guidelines as stated in the Chapter
Handbook and these Bylaws.
B. State Officers shall be active members of their local chapters and act as liaisons with
their respective FCCLA districts.
C. The Assistant Program Director CTSO Specialist shall make decisions regarding the
removal of any State Officer not fulfilling her/his responsibilities.
D. Specific duties of the individual State Officers are as follows:
1. President - Shall be chairperson of the FCCLA State Officer Team, and shall appoint
special committees, with the advice and consent of the Assistant Program Director
CTSO Specialist, and shall be an ex-officio member of all committees. Shall preside
at State FCCLA meetings, FCCLA Officer Team meetings and at Executive Council
meetings, as designated by the Assistant Program Director CTSO Specialist. Shall
contact the State Office one week prior to meetings to review agenda items and
specific responsibilities.
2. First Vice President – Shall perform the duties of the President during the absence
or disability or on the request of the President. Shall serve as Parliamentarian and
shall receive final reports for the State Officer projects and prepare a summary sheet
for the set of reports to be given at the Fall Planning Meeting and the State FCCLA
Leadership Conference. Shall serve as Chairperson of the Bylaws Committee.
3. Second Vice President – Shall assist the President, represent Colorado at the
National Leadership Meeting as a voting delegate, promote membership in the
National FCCLA Alumni and Associates Association and keep a record of the current
Colorado Alumni and Associates, serve as a liaison on the Colorado Alumni and
Associates Board, and shall assume the duties of any office other than President in
the event of a resignation.
4. Secretary – Shall take and prepare minutes of all Executive Council meetings and all
official meetings; turn in rough draft of these minutes to State Office no later than two
weeks after said meeting. At the end of the term of office, the Secretary shall be
responsible for collecting copies of the minutes, financial reports, and other materials
deemed necessary for historical purposes. Shall serve as third voting delegate
member at National Leadership Meting. Shall serve as Chairperson of the Minutes
Review Committee.
5. Vice President of Events - Shall promote participation in STAR and State Events,
work with the state coordinator of these events; provide input into revision of these
events and attend meetings regarding these events, if possible. Shall also serve as
a host/hostess at the State Leadership Conference. Shall serve as Chairperson of
the STAR and State Events Committee. Must have competed in a STAR Event
(excluding State and Proficiency events).
6. Vice President of Finance - Shall keep a close communication with the State Office
concerning financial records, report the financial status of the organization at all
meetings, and attend the audit committee meeting. Shall keep financial records for
historical purposes and promote any national financial program.
7. Vice President of Membership - Shall promote membership and report at all
Executive Council meetings and to the national level on the status of the state’s
membership, promote national membership program and may serve as a voting
delegate at the National Leadership Meeting. Shall also serve as National
Committee Member at the National Leadership Meeting. Shall serve as Chairperson
of the Chapter Handbook Committee.

8. Vice President of Peer Education - Shall provide leadership in planning and
implementing the organization’s peer education programs and training throughout the
state. Shall serve as Chairperson of the Youth Expo Committee. Shall serve on the
National Programs Committee.
9. Vice President of Programs - Shall serve as liaison between the Colorado State
organization and the National Organization to promote national programs and
projects as established by the National Office. Shall serve as Chairperson of the
National Programs Committee.
10. Vice President of Public Relations - Shall coordinate the state service project,
promote the Colorado Association and its Program of Work, prepare news releases
relating to conferences and organize any necessary media presentations for the
State Leadership Conference. Shall serve as media relations resource for chapters.
Shall serve as Chairperson of the State Service Committee.
11. Vice President of Publications - Shall prepare the issues of the Colorado
Comments and submit articles to Teen Times, assist in preparation of the state
publications and request a summary from districts of activities to be reported on at
the State Executive Council meetings. Shall serve as Chairperson of the Middle
School Committee.
12. Vice President of Recognition - Shall serve as a member of the screening
committee for State Recognition Awards and Corporate Sponsor Recognition,
recommend revisions for procedures, and assist with the recognition of national
programs. Shall serve as Chairperson of the Recognition Committee.
13. State Representative(s) - Shall act as a liaison from their respective district and
assist the State Officer Team with all of their duties.
14. Vice President of Occupational or Comprehensive Programs (if needed) - Shall
act as liaison for the occupational/comprehensive students if an
occupational/comprehensive officer does not exist and will assist the officer team with
plans for the conference and with the promotion of the STAR and state events.
15. Senior Officer (as qualified) - Shall attend the meetings with vote as requested by
the Assistant Program Director CTSO Specialist and in cooperation with the Assistant
Program Director CTSO Specialist, the Senior Officer shall advise and assist the
State Officer Team during Executive Council meetings and the State Conference.
Section 4. Term of Office.
A. The term of office shall be from the installation at the annual State Leadership
Conference until the next Conference, or until a successor has been installed.
B. Term of office may be interrupted by the action of the Assistant Program Director CTSO
Specialist for reasons of, but not limited to, officer violation of the Policies and
Disciplinary Procedures in the Chapter Handbook, officer moving, or upon
recommendation of an adviser and/or District Consultant. Due process will be adhered
to.
C. In the event a State Officer graduates before the end of the school year, the Officer shall
complete the term and fulfill the responsibilities of the office.
Section 5. Vacancies. In the event of a vacancy prior to Fall Planning Meeting, a successor to
a State Office shall be appointed according to the Bylaws and Policies and Procedures.
Section 6. Qualifications of State Officers.
A. Candidates for FCCLA Office from a comprehensive chapter must be an active member
of a chapter and must remain an active member throughout their term of office.

B. Candidates for FCCLA Office from an occupational chapter must be either an active
member of a member chapter or a prospective member submitting a promissory
commitment to become an active member and fulfill the responsibilities as an active
member.
C. The State Executive Council shall determine the minimum quality standards for State
Officer selection.
Section 7. Nominations.
A. Candidates for FCCLA State Office shall be nominated on the official applications by
member chapters and sent through the District Consultant to the District Interviewing
Panel.
B. The District Interviewing Panel shall screen the applicants by the established deadline
date.
1. A maximum of three nominations plus one alternate candidate from each district for
FCCLA State Office shall be forwarded to the CCCS State FCCLA Office by the
established deadline date.
2. There may be two officer candidates from each member chapter.
3. Three nominations and alternate can be from any combination of comprehensive and
occupational chapters per district.
4. In the event of fewer than thirty State Officer Candidates, qualified alternates will be
notified prior to the State Conference of their eligibility to be a State Officer
Candidate.
C. The State Interviewing Panel at the State Leadership Conference shall interview and
determine State Officer positions.
D. The State Executive Council shall formulate the policies to be used in the interview and
selection process.
E. Except for State Representative(s) and Occupational/Comprehensive Programs
Representatives, the slate may be filled at the discretion of the State Interviewing Panel
by selecting a candidate from any FCCLA district’s officer candidates.
Section 8. Representatives.
A. At the conclusion of the state interviewing process, those districts that are not
represented by a newly-elected State Officer shall have a State Representative
appointed from that district’s State Officer Candidates by the State Interviewing Panel.
B. At the conclusion of the state interviewing process, the State Interviewing Panel shall
appoint up to two occupational/comprehensive State Officer Candidates to be a
Occupational/Comprehensive Programs Representative(s) if on the newly-elected State
Officer Team, there is not two representatives for the Occupational/Comprehensive
Programs. The representatives must be selected from the current candidates’ pool.
C. The representatives shall be a member of the State Officer Team with voting privileges,
official uniform, and State Officer project.
Section 9. State Interviewing Panel.
A. A State FCCLA Interviewing Panel shall be established for the annual selection of
FCCLA State Officers.
B. The Assistant Program Director CTSO Specialist shall appoint the Chairperson of the
State Interviewing Panel. The Chairperson shall organize, conduct, and evaluate the
interviewing process. The Chairperson and Vice-Chairperson shall serve on the panel in
a non-voting capacity.

C. The State FCCLA Interviewing Panel shall consist of:
1. Two adults: A District Consultant or co-consultant on an alphabetical district rotation
basis and either an administrator, chapter parent, CSU teacher educator or other
adult on an alphabetical district rotation basis but not to be from the same FCCLA
district as district consultant.
2. Youth members: Each district may have one Interviewing Panel Member. Any
qualified member from a chapter except a former state officer who is less than two
years removed from his or her office may make application to serve on the State
FCCLA Division Interviewing Panel. After completing the official application contained
in the Chapter Handbook, the applicant shall be screened and selected at the District
meeting.
3. One past State FCCLA Officer or National Officer who is two years or more removed
from his/her position “after” one past state FCCLA officer or national officer.
D. Duties of the State FCCLA Interviewing Panel:
1. Receive and screen State Officer applications.
2. Interview each officer candidate.
3. Select the State Officer Team.
Section 10. Senior Officer.
A. Only past FCCLA State Officers may make application for the position of Senior Officer.
A letter of application shall be sent to the Assistant Program Director CTSO Specialist by
established date.
B. The Assistant Program Director CTSO Specialist may select a Senior Officer of FCCLA.
Section 11. National Officer.
A. Nomination. Each State Association shall have the privilege of nominating a candidate(s)
for National Office as either a regional candidate or an at-large candidate.
B. Qualifications. The National Officer Candidates shall meet the minimum quality
standards as stated in the state’s National Officer selection policies.
C. Application. Applications for National Office may be obtained from the Assistant Program
Director CTSO Specialist and shall be submitted to the State Office by established
deadline date. Applications are subject to approval by the Assistant Program Director
CTSO Specialist. Candidates will be interviewed by the current State Interviewing Panel
at the State Leadership Conference.
D. Duties:
1. National FCCLA Officer(s) from Colorado shall act as liaison between National and
State levels and report to the State Executive Council following each National
Meeting attended.
2. Shall attend State Executive meetings as stated in State Officer’s policies and State
Leadership Conference.
E. Ineligibility. The incoming FCCLA State Officers are ineligible to be considered for a
National Office.
F. National Officer Candidate(s) who do not receive a National Office may apply to Colorado
State Officer Team and be selected at the discretion of the Assistant Program Director
CTSO Specialist as Senior Officer or Representative.
G. A national officer candidate NOT qualified to represent Colorado will become eligible to
become a State Officer.

ARTICLE VII: STATE MEETINGS
Section 1. The annual meeting of the Colorado Association of FCCLA shall be held at a time
and place designated by the Assistant Program Director CTSO Specialist.
Section 2. Attendance shall be limited to Affiliated members in grades 6-12 and postsecondary
members.
Section 3. Each chapter is entitled to two voting delegates.
Section 4. Adherence to Policies and Disciplinary Procedures for the Colorado Association of
FCCLA (Officers) (Members) while in attendance at state, regional, and national activities is
mandatory.
Section 5. Two-thirds of the voting delegates who have registered at the State Leadership
Conference shall constitute a quorum at scheduled business meetings.
ARTICLE VIII: POLICIES AND PROCEDURES
A Policies and Procedures Manual shall be maintained and updated as needed. The Colorado
FCCLA Executive Council will approve policies in the manual. Procedures may be developed or
revised by the Assistant Program Director CTSO Specialist.
ARTICLE IX:PARLIAMENTARY AUTHORITY

Robert’s Rules of Order, Newly Revised, 10 Edition, shall govern the business of the State
Organization of Colorado FCCLA in all cases in which they are applicable and in which they are
not inconsistent with these Bylaws, the National Bylaws, or with the laws of the State of Colorado.
ARTICLE X: AMENDMENTS
Section 1. These Bylaws may be amended by a two-thirds vote at the State Leadership
Conference.
Section 2. Amendments to be considered shall be delivered to all affiliated chapters at least 30
days prior to the scheduled business meeting.

Chapters must be nationally affiliated by February 15, 2015 in order to be considered for these awards.
All comparison data will be taken from the February 15, 2014 affiliation data and February 15, 2015
data. Comparison of data will be conducted by the State Adviser and verified by the Colorado FACS
Program Director and another Colorado Career and Technical Education Employee.

The Spirit stick recognizes the chapter that has the largest involvement in the state service project Share
Our Strength. Chapters gain the following points for involvement”

The chapter with the most points will be award the Spirit Stick at the Banquet at the 2014 State
Leadership Conference.
Submission Process
Chapters must complete the Submission Form by March 1, 2016 in order to be considered for this
award. The state will only count chapter involvement starting July 1, 2014 to March 1, 2016.

SECTION 12 – POLICIES AND PROCEDURES
PART I: INTRODUCTION
1. Policies and Disciplinary Procedures for Colorado FCCLA members are designed to ensure members will maintain a high standard of
conduct while in attendance at district, state, regional, and/or national activities.
2. The time span covered by these policies and procedures will start at the time an FCCLA member arrives at the designated activity location
and continue until the member leaves the designated activity location.
PART II: GENERAL POLICIES
1. A local chapter or school must provide a Local Adviser/sponsor to accompany FCCLA members attending district, state, regional, or
national activities on a ratio of ten members to one adviser/sponsor. For district, state, regional, or national FCCLA activities, the chapter
may designate a sponsor(s) to take the place of the Local Adviser.
2. All members must have signed and a copy of the “Code of Conduct and Verification Statement” with the Local Adviser/sponsor while
attending FCCLA activities. The local chapter or school and the Local Adviser/sponsor must have a copy, in their possession, of a
medical release form and a copy of the “Code of Conduct and Verification Statement” for all members in attendance.
3. The local chapter or school must coordinate transportation for members to all FCCLA activities. Chapters must notify the Assistant FACS
Program Director/ FCCLA State Adviser of their participation in regional or national activities.
4. Members shall inform advisers/sponsors of activities and whereabouts any time they are not under the direct supervision of said
adviser/sponsor.
5. All members will spend nights at assigned lodging and in assigned rooms. Conference hotels must be used by all members attending the
activity.
6. Members are allowed to leave assigned lodging only with designated adviser’s/sponsor’s permission and supervision.
7. Members shall adhere to the required dress code required as decided by the State FCCLA Executive Council and/or Assistant FACS
Program Director/ FCCLA State Adviser.
8. The Assistant FACS Program Director/ FCCLA State Adviser, the Local Adviser/sponsor or the District Consultant may send members
home (at member’s expense) from any official FCCLA activity for violation of the conduct policies and procedures.
9. Direct supervision includes the time the member is covered by the prescribed activity schedule. Members must have an itinerary when
their individual schedule is not covered by the prescribed activity schedule.
PART III: EXECUTIVE COUNCIL POLICY

2. State Executive Meetings
A. The State Executive Council shall meet at a summer and fall executive planning meeting or at the call of the Assistant FACS
Program Director/ FCCLA State Adviser.
B. The State FCCLA President shall preside at the business sessions as designated by the Assistant FACS Program Director/
FCCLA State Adviser.
C. In order to have a free response on certain issues, the State Officer Team and the District Consultants(s)/Co-consultants, and
State Officer Team Adviser(s) may consider the same problem in separate sessions but shall make final decisions as the State
Executive Council.
D. A majority of the members of the State Executive Council shall constitute a quorum.
E. Decisions shall be adopted by a majority vote.
F. A current conferencing technology meeting will take place for a special session. A majority of members of the State Executive
Council shall constitute a quorum. Family & Consumer Sciences Program Director, Assistant Family and Consumer Sciences
Program Director/ FCCLA State Adviser, State FCCLA President, and/or Secretary of the State FCCLA Advisory Board may call a
special session.
3. State Executive Council Duties
A. The duties of the State Executive Council shall be to develop, implement, evaluate and approve plans for:

4. Section 4: Duties
A. FCCLA State Officers must attend all required state meetings. Sickness, death in the family, family emergency, or prior written
consent of the Assistant FACS Program Director/ FCCLA State Adviser are the only acceptable excuses for a State Officer’s
absence.
I. Assistant FACS Program Director/ FCCLA State Adviser must have a written notification postmarked at least one week in
advance or a phone call followed by written notification of an intended absence. Written notification shall be an “official
letter” from the FCCLA State Officer, with signatures of approval from the Chapter Adviser and the school administrator.
II. Any Officer with an unexcused absence shall be placed on probation for the duration of the term of office. The Officer’s
resignation from State Office shall be requested if there is one more unexcused absence.
III. All unexcused absences shall be referred to and acted upon by the Assistant FACS Program Director/ FCCLA State
Adviser.
B. State Officers are required to participate in two Community Outreach Visits, included but not limited to chapter visits, non FCCLA
conferences, digital connection and webinar
C. State FCCLA Officers shall carry out their duties and responsibilities in accordance with the Colorado State Bylaws.
D. State Officers may participate as an individual only in a STAR, online, or state event if that office in good standing with Assistant
FACS Program Director/ FCCLA State Adviser and state officer team advisers.
E. State Officers will assist local chapter adviser with accomplishing their Program of Work.
F. State Officers must project a positive image of FCCLA at all times, individually, personally, and through all communication (verbal,
written, electronic, or otherwise.)
G. State Officer Projects
I. All members of the State Officer Team will complete a State Officer project.
II. State Officers will complete a project that will benefit their chapter, school, district, community or the State Association
(reflecting the duties of their office) using the FCCLA planning process.
III. Written report of the project will be submitted at the CTSO Summer Leadership Training followed by an update at the Fall
Executive Planning Meeting.
IV. Project may be used as a workshop at the State Leadership Conference.
V. Final report of the project will be submitted two weeks prior to the State Leadership Conference to the 1st Vice President.
5. Section 5: Responsibilities

B. Professional Image
I. All state officers are expected to portray a professional image when in official dress. Professional image includes the
following:

V. Nail polish should be professionally manicured and coordinate with professional attire
VI. No visible tattoos for females and males
VII. All concerns on attire should be addressed to the state adviser
C. Rewards/Consequences
I. Officers who complete and submit (email/mail) all forms on the required due dates will receive special rewards or
recognition at the State Conference (e.g., suite at State Conference).
II. Officers failing to submit any forms/reports by the deadline date will be sent an email reminder. If this happens a second
time, a letter will be sent to the officer with copies sent to the Officer’s parents and adviser. The third time a deadline is
missed, the Officer will be put on probation and, if any more deadlines are missed, the Officer may be asked to resign.
III. If an Officer fails to submit a travel authorization, said member will not receive mileage reimbursement and/or may be
required to pay own expenses (lodging and/or meals) for said meeting.
IV. A returning Officer Candidate’s “reporting history” will be given to the State Interviewing Panel.
V. State Officers who become grade ineligible per their school’s eligibility requirements (to be monitored by your Chapter
Adviser) will not be able to attend required meetings while ineligible and will be placed on probation.
6. Section 6: Vacancy
A. In the event of a State Officer vacancy (excluding the President) up to one week prior to CTSO training, the position will be filled
according to, but not limited to, the following guidelines:
I. Current 2nd Vice President assumes the vacant position
II. Divide vacant position responsibilities among current officer team (State Representative, Occupational/Comprehensive
Programs Representative)
B. In the event of a vacancy (excluding the President) in a State Officer position after the CTSO training and prior to Fall Planning
Meeting, the position will be filled according, but not limited to:
I. Current 2nd Vice President assumes the vacant position.
II. Divide vacant position responsibilities among current officer team (State Representative, Occupational Comprehensive
Programs Representative, national candidate not receiving an office).

7. Section 7: Termination
Due process is of primary importance because it recognizes the right of the State Officer to have recourse within a decision-making
process. Due process assures the student of the following steps:
A. Regulations and penalties are available in writing.
B. The State Officer has the right to be informed of specific reasons for action.
C. All members are obligated to work out difficulties at the level at which they occur, if possible.
D. The State Officer has the right to present a defense against charges and to produce information in his/her parent’s presence.
E. The State Officer, administrator, and/or teacher have the right to request the presence of the parents.
F. Proper consideration should be given to the student’s right to privacy.
G. Disciplinary action shall be reasonable and related to the infraction.
H. All due process claims must:
I. Be written or delivered in person to the Assistant FACS Program Director/ FCCLA State Adviser or mailed to the FCCLA
State Office within ten (10) working days following the event.
II. Consist of a written, signed statement lodged by a person or persons believing they have evidence to substantiate the
complaint.
III. Hearing shall be interpreted as a meeting to determine disciplinary action to an official complaint.
I. The affected State Officer, Chapter Adviser/sponsor, local administrator, and parent or guardian will be notified by letter that an
official complaint has been received. Within ten (10) working days following the receipt of the written complaint, they will be
notified of the meeting date of the hearing and be requested to attend.
J. The Assistant FACS Program Director/ FCCLA State Adviser will conduct the hearing consisting of the Assistant FACS Program
Director/ FCCLA State Adviser, local administrator, and that State Officer’s District Consultant who will determine the disposition
of the complaint.
K. The following disciplinary action may be taken in response to the written complaint:
I. Case dismissed – due to lack of evidence.
II. Letter of reprimand to all involved.
III. State Officer may be placed on probation until the end of the current year.
IV. State Officer may be terminated from their office for the remainder of their term.
V. State Officer may be terminated from their office and given a suspension for 13 months.
L. The State Officer, adviser/sponsor, local administrator and parent or guardian shall be notified by certified mail, in writing, of the
decision of the FCCLA State Adviser within ten (10) working days after the hearing.
M. Within ten (10) working days after receiving the decision, the affected State Officer may appeal the decision to the FCCLA
Assistant FACS Program Director/ FCCLA State Adviser in writing.
N. Within ten (10) working days, the Assistant FACS Program Director/ FCCLA State Adviser must inform the member of the
scheduled meeting date of the appeals hearing before an unbiased board. The board will consist of three (3) individuals who are
not associated with FCCLA (e.g., college personnel, local administrator, business and industry personnel). After private
deliberation, the decision will be made at the meeting of the unbiased board.
O. The Assistant FACS Program Director/ FCCLA State Adviser will inform the State Officer, Local Adviser, local administrator, and
parent or guardian in writing the appeals hearing committee decision with ten (10) working days after the decision is made.
P. All correspondence will be sent by certified and registered mail.
8. Section 8: Senior Officer
A. Only past FCCLA State Officers may make application for the position of Senior Officer(s). A letter of application shall be sent to
the Assistant FACS Program Director/ FCCLA State Adviser by established date.
B. The Assistant FACS Program Director/ FCCLA State Adviser may select the Senior Officer.

9. Section 9: National Officer Candidate
A. Nomination
I. Each State Association shall have the privilege of nominating two candidates for National Officer.
B. Qualification
I. Be an active member for at least one year.
II. Have a scholastic rating of 3.0 over the last three semesters.
III. Have made outstanding contributions and have already attained some leadership position within FCCLA, but does not
have to be a previous state officer.
IV. Go through the interview process at the district level and earn a test score of 80% or better on the State Officer Exam.
V. Go through the entire interview process at State Conference and at State Conference earn a score of at least 80% on a
state-developed national officer test.
VI. Have support and approval of the local chapter, Chapter Adviser, school administration, and parent/guardian.
VII. Have the approval of the State Association.
VIII. Candidate’s adviser must be willing to serve as a consultant at the National Level if candidate is elected.
C. Application
I. A National Officer Candidate must first complete the same application as state officer candidates. The application must
be submitted to the District Consultant by the established deadline.
II. National Officer Candidates must be interviewed at the District Level before being interviewed by the State Interviewing
Panel at State Leadership Conference.
III. Applications are subject to approval by the FCCLA State Adviser.
IV. Once selected to be a Colorado National Officer Candidate, applications for National Officer may be obtained from the
FCCLA State Adviser and must be submitted to the State Office by established deadline date.
D. Duties
I. National FCCLA Officer(s) from Colorado shall act as liaison between national and state level and report to the State
Executive Council following each national meeting attended.
II. Shall attend State Executive Council meetings (as stated in State Officers’ policies) and State Leadership Conference.
E. National Officer Candidate(s) who do not receive a National Office may apply to the Colorado State Officer Team and be selected
at the discretion of the Assistant FACS Program Director/ FCCLA State Adviser as Senior Officer or State Representative.
PART V: FINANCIAL POLICIES
1. Section 1: General Financial Policies
A. A Budget Committee will be formed to assist the Assistant FACS Program Director/ FCCLA State Adviser in the development of
the state budget and financial policies, to review the prepared year’s fiscal statements, and to be responsible for the audit. This
committee will be made up of three representatives from the State FCCLA Executive Council (Vice President of Finance, District
Consultant for Vice President of Finance, and another District Consultant) and will be chaired by the Vice President of Finance.
This committee will meet during the summer and fall Executive Council meetings and present a committee report to the Executive
Council.
B. Expenditure of funds is the responsibility of the Assistant FACS Program Director/ FCCLA State Adviser with approval of these
expenditures by the state FCCLA Executive Council. If requested, this information can be forwarded at more frequent intervals.
C. An annual budget will be approved by the state FCCLA Executive Council with individual budgets being developed for specific
activities and approved by the Executive Council.
D. The Vice President of Finance shall give a financial report at the State Leadership Conference.

E. All financial records will be maintained for a minimum of five years. These records will be stored digitally by the CTSO Accounting
Firm. Year-end reports will be maintained on file at the State Office.
F. Tax reports will be filed on an annual basis and will be maintained on file at the State Office.
G. Official minutes of all budget committee meetings will be kept on file at the State Office.
H. A three-part accounting system will be used to document control of the funds of the Colorado FCCLA. The CTSO Accounting
Firm will make all deposits of funds as they are received and will handle all financial record keeping of the State Association.
Receipts will not be written for conference registrations and payment of dues unless requested. The Assistant FACS Program
Director/ FCCLA State Adviser and/or the authorized representative at CCCS will have the authority to expend funds.
I. The CTSO Accounting Firm will provide the Assistant Program FACS Director/ FCCLA State Adviser a monthly accounting of the
receipts and disbursements by the 15th of each month. Following the close of the books on June 30th, the CTSO Accounting
Firm will provide a complete accounting of the year’s receipts and disbursements. This will be provided by August 30th of each
year. This report will be used to prepare the year-end report of the Colorado FCCLA.
J. Whenever possible, direct billing accounts will be established with businesses that impact the operation of the Colorado FCCLA.
K. A “no cash” policy is in effect for Colorado FCCLA ($50.00 or over).
L. All conference registration fees should be paid before arrival at all state-sponsored conferences. Chapters who have not paid
registration fees will not be allowed to participate in conference activities. Hotel reservations and payment is the responsibility of
the local FCCLA chapter. Late fees will be assessed for paperwork that is received after the posted deadline. A late fee of $25.00
will be assessed every 15 days after the payment deadline to late payments.
M. There will be no refunds of conference registration fees due to circumstances beyond the control of the State FCCLA.
N. Dual signatures will be required for any check in excess of $5,000. The authorized representative at CCCS will serve as the
second signature on Colorado FCCLA checks.
O. Maintaining a credit card with a small maximum balance for the Colorado FCCLA will reduce the number of checks, which must be
used when on site for State Association activities. The maximum credit limit, which can be used for FCCLA business is $10,000
without prior approval of the State Executive Council.
P. Any unencumbered money over $30,000 that is accumulated in the FCCLA student account at the end of the fiscal year cannot be
used without the prior approval of the State Executive Council.
Q. There shall be no more than $75,000 in the FCCLA savings/investment accounts without the prior approval of the State Executive
Council.
R. Colorado FCCLA has the right to refuse any donation if the donating entity does not match the mission and purpose of Colorado
FCCLA.
2. Section 2: Affiliation Dues
A. National Dues
I. The amount of national dues for active members shall be determined by the national Executive Council and the National
Board of Directors and shall be subject to approval of the voting delegates at a national meeting.
B. State Dues
I. The amount of state dues for active members shall be determined by the State Executive Council subject to approval of
voting delegates at a State Conference. In addition, the dues will be increased to meet the cost of mandatory liability
insurance.
C. Chapter Fees
I. A chapter fee may be assessed each year to cover the cost of printing and other miscellaneous items not covered by the
state dues.

3. Section 3: Membership
A. Membership/Affiliation Forms
I. Membership/affiliation must be completed through National FCCLA’s online registration website. Affiliation payment of
total dues shall be submitted to the National FCCLA Office. Affiliation forms should be completed by November 1 and
February 1. A copy of each chapter’s affiliation will be posted on the Colorado FCCLA website no later than March 1.
B. Deadline Dates
I. Any chapter and/or its members failing to submit payment of state and national dues by the designated deadline date may
not participate in any state activities for that school year.
II. Conference deadline dates shall be established the Assistant FACS Program Director/ FCCLA State Adviser and
communicated to member chapters. Conference deadline dates will be strictly adhered to and enforced. A late fee of $10
per person shall be enforced on any materials submitted by late registration deadline.
C. Members of Suspended or Terminated Programs.
I. The decision to allow a member to join a neighboring chapter is at the discretion of the two local school boards,
administration, and the adopting chapter adviser.
4. Section 4: State Approved Fundraisers
A. The State Executive Council shall approve fund raising companies. The State Association shall receive a percentage of the
profits from these companies that are over and above the profits of the local chapter.
B. The State Association will use the monies for specific projects and activities designated by the State Executive Council.
PART VI: CODE OF CONDUCT POLICY
1. The Code of Conduct policy was developed by the FCCLA Executive Council to set the highest standards for personal conduct at official
activities.
2. These rules will apply to all district, state, regional and/or national activities.
A. FCCLA members will not engage in the following:
B. The possession or consumption of any intoxicating beverage, narcotic drug, or illegal substance by any member is prohibited.
(This excludes member’s own prescription drugs.) Local authorities may be notified of the incident.
C. Members of the opposite sex are not allowed in sleeping rooms in hotels unless an adviser is present in the room. NO
EXCEPTIONS – even with the door open.
D. Defacing of property (including pulling fire alarms) – any damages to, or loss of furnishings located on the premise of the FCCLA
function will be paid for by the responsible individual(s). Local authorities may be notified of the incident.
E. Violation of school and/or hotel tobacco policies.
F. Violation of curfew (as stated in program).
G. Violation of dress code (as stated in the conference policies and information).
H. Violation of harassment policies.
I. Any other act that brings criticism or discredit to Colorado FCCLA and/or chapter as determined by the hotel, Assistant FACS
Program Director/ FCCLA State Adviser or Chapter Adviser/sponsor.
3. Disregarding or violating the Code of Conduct:
A. Delegates who disregard or violate this code will be subject to disciplinary action including, but not limited to, competitive event
disqualification, forfeiture of privileges to attend further events, confinement to your hotel room, and dismissal from the
conference, and being sent home at your own expense. Parents and/or guardians will be notified and FCCLA reserves the right to
notify law enforcement.

PART VII. HARASSMENT POLICY
1. Harassment based on race, color, religion, national origin, ancestry, sex, sexual orientation, or disability will be regarded as a violation of
this policy.
2. Harassment based on race or color can include unwelcome, hostile, and offensive verbal, written, or physical conduct based on, or
directed at, the characteristics of a person’s race or color, such as nicknames emphasizing stereotypes, racial slurs, and negative
references to racial customs.
3. Harassment based on religion can include unwelcome, hostile, and offensive verbal, written, or physical conduct based on, or directed at,
the characteristics of a person’s religion or creed, such as comments regarding surnames, religious tradition, or religious clothing, as well
as religious slurs and/or graffiti.
4. Harassment based on national origin or ancestry can include unwelcome, hostile, and offensive verbal, written, or physical conduct based
on, or directed at, the characteristics of a person’s national origin, such as comments regarding surnames, manner of speaking, customs,
language, or ethnic slurs.
5. Sexual harassment of students includes unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of
sexual nature. Sexual harassment may occur whether the harassment is between people of the same or different gender. Sexual
harassment can include unwelcome oral, written, or physical conduct, directed at, or related to, a person’s gender, such as sexual gossip
or personal comments of a sexual nature, sexually suggestive or foul language, sexual jokes, whistling, spreading rumors or lies of a
sexual nature about someone, demanding sexual favors, forcing sexual activity by threat of punishment or offer of education reward,
obscene graffiti, display or sending of pornographic pictures or objects, offensive touching, pinching, grabbing, kissing or hugging, or
restraining someone’s movement in a sexual way.
6. Harassment based on sexual orientation can include unwelcome, hostile, and offensive verbal, written, or physical conduct based on, or
directed at, the characteristics of a person’s sexual orientation, such as name-calling and imitating mannerisms.
7. Harassment based on disability can include unwelcome, hostile, and offensive verbal, written, or physical conduct based on, or directed
at, the characteristics of a person’s disability condition, such as imitating manner of speech or movement; hostile or offensive acts; and/or
interference with movement or access to necessary equipment.
8. All advisers and students share the responsibility to ensure that harassment based on race, color, religion, national origin, ancestry, sex,
sexual orientation, or disability does not occur at any FCCLA activities or functions.
PART VIII. DUE PROCESS PROCEDURES
1. Due process is of primary importance because it recognizes the right of individuals to have recourse within a decision-making process.
2. Due process assures the student of the following steps:
A. Regulations and penalties are available in writing.
B. The student has the right to be informed of specific reasons for action.
C. All members are obligated to work out difficulties at the level at which they occur, if possible.
D. The student has the right to present a defense against charges and to produce information in his/her parent’s presence.
E. The student, administrator, and/or teacher have the right to request the presence of the parents.
F. Proper consideration should be given to the student’s right to privacy.
G. Disciplinary action shall be reasonable and related to the infraction.

I. Be written or delivered in person to the Assistant FACS Program Director/ FCCLA State Adviser or mailed to the FCCLA
State Office within ten (10) working days following the event.
II. Consist of a written, signed statement lodged by a person or persons believing they have evidence to substantiate the
complaint.
III. Hearing shall be interpreted as a meeting to determine disciplinary action to an official complaint.
IV. The affected individual, Chapter Adviser/sponsor, local administrator, and parent or guardian will be notified by letter that
an official complaint has been received. Within ten (10) working days following the receipt of the written complaint, they
will be notified of the meeting date of the hearing and be requested to attend.
The Assistant FACS Program Director/ FCCLA State Adviser will conduct the hearing and will determine the disposition of the
complaint.
The following disciplinary action may be taken in response to the written complaint:
I. Case dismissed – due to lack of evidence.
II. Letter of reprimand to all involved.
III. Member(s) or adviser(s)/sponsor(s) may be placed on probation until the end of the current year.
IV. Member(s) or adviser(s)/sponsor(s) may be placed on suspension for 13 months.
The member, adviser/sponsor, local administrator and parent or guardian shall be notified by certified mail, in writing, of the
decision of the FCCLA State Adviser within ten (10) working days after the hearing.
Within ten (10) working days after receiving the decision, the affected party(s) may appeal the decision to the FCCLA Assistant
FACS Program Director/ FCCLA State Adviser in writing.
Within ten (10) working days, the Assistant FACS Program Director/ FCCLA State Adviser must inform the member of the
scheduled meeting date of the appeals hearing before an unbiased board. The board will consist of three (3) individuals who are
not associated with FCCLA (e.g., college personnel, local administrator, business and industry personnel). After private
deliberation, the decision will be made at the meeting of the unbiased board.
The Assistant FACS Program Director/ FCCLA State Adviser will inform the member, Local Adviser, local administrator, and
parent or guardian in writing the appeals hearing committee decision with ten (10) working days after the decision is made.
All correspondence will be sent by certified and registered mail.

attending any district or state meeting of Colorado Family, Career, and Community Leaders of America (FCCLA).
District Conferences:
Business Casual Attire must be in good taste and consistent with what is acceptable within a business setting.
(District Consultant and District Officers can override this code when it is deemed necessary for their
conference.)
State Conference:
• Arrival, Opening Session, Keynote Speaker – Business Casual
• STAR Events Setup – Business Casual

mid-thigh. Males: suits or blazers, dress pants or docker-type pants (nicely pressed and in good condition), with
dress shirts, dress shoes and socks.
Business Casual Attire
No clothing should be torn, skin tight, or revealing. No plastic-type flip flops or beach shoes. Females: Dress or
casual slacks (no blue jeans), cropped pants, sleeveless or short-sleeved dresses (no spaghetti straps or
strapless); skirts that are no less than 2 inches above the knee; blouses or collared, casual shirts, and dress
shoes or sandals. Dress or shirt straps must be no less than 3-fingers wide. Dark leggings (brown, black, or
navy) may be worn with an appropriate top that hits mid-thigh. Males: dress or casual slacks (no blue jeans and
no shorts) with oxford or polo shirt, no T-shirts, and dress shoes and socks.
Banquet Attire
No clothing should be torn, skin tight, or revealing. No denim is permitted at the banquet. Females: business
professional, formal or semi-formal. Strapless, backless, or spaghetti strap dresses require a cover-up (shawl or
shrug.) Dress or shirt bodice should not extend below the arm pit. Dark leggings (brown, black, or navy) may be
worn with an appropriate top that hits mid-thigh. Males: professional business attire, including dress shirt and
dress slacks are required.
Casual Attire
No clothing should be torn, skin tight, or revealing. Includes blue jeans (not frayed or torn), shorts and T-shirts
that are acceptable for school. Clothing that is frayed or torn or has objectionable or suggestive messages or
pictures is not allowed at any time. Pajama attire, sweats, halter-tops, spaghetti straps, skin tight clothing, skirts
that are more than 2 inches above the knee, and bared midriffs are NOT acceptable at any time.

GUIDELINES FOR FCCLA STATE OFFICER TEAM ADVISERS
The role of the State Officer Team Adviser is to analyze activities, review actions and recommend plans
of action for the State Officer Team. Team Advisers will have an active role in the improvement and
further development of leadership programs and activities of the organization.
GENERAL RESPONSIBILITIES OF THE STATE OFFICER TEAM ADVISER(S)
A. To accept leadership responsibilities and devote additional time as needed to coordinate and manage
activities pertinent to the State Officer Team and State Association.
B. To assist in the planning, conducting, coordinating, reviewing, and recommending changes of
leadership training activities of the state FCCLA organization.
C. To provide communication between state staff, the Executive Council, State FCCLA Officers, the
Family & Consumer Sciences instructors and student members in Colorado.
SPECIFIC DUTIES OF THE STATE OFFICER TEAM ADVISER(S)
A. To be willing to act professionally and represent the concerns of Colorado FCCLA.
B. To keep their local school administrators informed concerning national, regional, state and district
conferences and meetings.
C. To serve on state boards and/or adviser committees as set forth in the student organization’s Bylaws,
Policies and Procedures, and as requested by the FCCLA State Adviser.
D. To attend all meetings of:
1. State Association Executive Council
2. State FCCLA Officer Orientation meeting and/or conference
3. State Leadership Conference/convention and state competitive events
4. Regional/National State Officer Team Leadership Training Conferences
5. Others as designated by the FCCLA State Adviser
E. To advise the State Officer Team in assuming all their duties and responsibilities.
F. To assist the CTSO Specialist in planning, organizing and implementing officer leadership training
activities, state conference planning, and state competitive events.
G. To work one-on-one with the individual officers and develop at the same time a total team
atmosphere.
H. To serve as a friend, motivator, adviser, and role model to the State Officer Team.
I. To assist State Officers in preparing and submitting expense accounts/state reports and collect all
required paper work.
J. To be aware of and willing to devote the extra days required to fulfill the duties of this office.
K. To divide duties among Team Advisers when needed.
SELECTION PROCESS FOR THE STATE OFFICER ADVISER TEAM
A. The State Officer Adviser Team shall consist of up to four members. One of the advisers must be the
State President’s Adviser.
B. In the event of more than four interested applicants, an application process will be used.
C. Selection will be based on the FCCLA State Adviser’s discretion according to application and
interview.
RECOMMENDED QUALIFICATION OF CANDIDATE FOR STATE OFFICER TEAM ADVISER
A. A member of a Family & Consumer Sciences professional organization.
B. Successfully completed three years teaching in an approved CTE program.
C. Local chapter is active in local, state and national activities. Have an understanding of the state and
national organizations’ Bylaws.
D. Approval of local administrator.
STATE OFFICER TEAM ADVISER REIMBURSEMENT
A. Reimbursement to the State Officer Team Adviser(s) official activities will follow CCCS
reimbursement policies and be included within the FCCLA student organization budget.
B. State Officer Team Adviser(s) expenditures outside of normal “business” must be approved by the
FCCLA State Adviser prior to the purchase.
