WHO WE ARE
The District was created in 2005 by the Texas legislature and expanded in 2011. It covers approximately 15 square miles and is strategically located inside the Sam Houston Parkway and
U.S. 59 in Southwest Houston. It has an excellent network of arterial streets and METRO bus
routes. Services are provided to the community in accordance with a new 15-year Service Plan
that is financed by a $0.10/$100 ad valorem tax assessment on all commercial property.
The Brays Oaks District is governed by an 11-member all volunteer board of directors consisting
of commercial property owners and civic leaders in the District. The District is administered by
a 5-person staff headed by an executive director. Programs and activities to support the District
and its assessment payers are developed by four committees made up of board members, staff
and community volunteers.

THE MARKET
The Brays Oaks District has a population of
approximately 100,000 with over 35,000
households comparable in size to the cities of
Beaumont, Tyler, Waco or Midland. Although
the District lies completely within the City of
Houston and is a mature area, it continues to
grow in population and numbers of households.
The basic fabric of the District consists of
42 single-family middle class subdivisions.
Although the District is in general a mature area,
there are still properties in the District available
for single-family development.

Although the District has a number of retail
centers, free standing stores and restaurants,
they do not fulfill the needs of the District’s
households. In particular, residents of the
predominately middle-class subdivisions find
that in order to find the brands of merchandise
and dining options they desire, they must
drive outside of the District. In short, there is
substantial retail and restaurant leakage from
the District. This represents sales potential for
quality stores and restaurants seeking new
business locations.

The table above demonstrates that there is a real
opportunity for name grocery stores, full service
restaurants, clothing and clothing accessories stores,
furniture and furnishings stores and other outlets in the
District. Information pertaining to improved and vacant
properties available for sale or for lease in the District can
be obtained from the director of economic development.
FUTURE PROJECTS
IN THE BRAYS OAKS DISTRICT
This is an exciting time in the Brays Oaks District
because there are a number of future projects
near to mid-term that promise to stimulate
economic activity and retail traffic in the District.
Houston Community College (HCC) will soon have a campus
within Brays Oaks District. HCC is acquiring a 19 acre building
site at West Bellfort and Riceville Road for a new Workforce
Development Center. Possible programs to be offered at the
new facility include a Center for Construction Trades, Center for
Manufacturing, Center for Information Technology and Center
for Health-Related Programs.
Westbury Christian School has recently acquired the former
Westview YMCA property on Fondren where it will build a new
athletic complex.
Houston Baptist University just north of the District entered the
Southland Conference in football in 2013 and is planning to add
substantially to its athletic facilities including a new football
stadium. HBU also plans to construct new graduate school
facilities and housing.
The Willow Waterhole Greenspace Conservancy has been awarded a Harris County grant of $400,000 to help fund improvements
and amenities at its park site on the east side of the District. The award will be administered by the Houston Parks & Recreation
Department.
The Levitt Foundation and Levitt Pavilions has selected the Willow Waterhole as its Houston area site for an outdoor
entertainment pavilion that will offer 50 top name, family music events per year. The Pavilions organization will fund the first five
years of operating costs up to $1,500,000 per year. Capital costs estimated at $14 million will be underwritten by a local branch of
the Foundation, the City and other entities.
Following completion of a Parks Master Plan funded by the District, the District is raising matching funds to support several parks
and hike-and-bike trails along waterways in the District.
