First of all, the Chief Minister of Goa, Mr Laxmikant Parsekar announced that efforts would be made to enhance infrastructure in Goa as the number of the delegates at IFFI is growing phenomenally and this year the number of delegates reached a record high of 13 thousand. In another brief and illuminating speech, the State Minister for Information & Broadcasting Col. Rajyavardhan Rathore, reiterated that films have no boundaries at all and a film allows one the freedom to be what one wants to be in life. Emphasizing the need to nurture films the way we have nurtured our culture and tradition over the years, Col Rathore added that the audiences are as much a part of any film festival as a film is. “100 films have been chosen by the government to be archived in Mumbai at a cost of Rs 600 cr and a film museum also will be constructed for posterity of films in India”, he added. Mr Shankar Mohan, The Director, Directorate of Films proposing a vote of thanks, said that he was thankful to the people of Goa for embracing the festival annually with warmth and added that he is happy that this year saw a record number of delegates who thronged to the festival. Mr Shankar added that IFFI is poised for a big leap and credited Mr Arun Jaitley, the Information & Broadcasting Minister and Rajyavardhan Rathore, Minister, State Information & Broadcasting for bringing a new energy to the film festival in Goa. He also thanked Bimal Julka, Secretary, Information & Broadcasting for his constant guidance, Mr Manohar Parrikar, Defence Minister for his constant support to IFFI and the new Chief Minister Mr Laxmikant Parsekar, who he referred to as a new force in the festival. Jyothi Venkatesh 02 IFFI | December 1, 2014 On Sprucing up IFFI technically Padmashri A. K. Bir tells Jyothi Venkatesh I n order to ensure superior quality of viewing of films which are screened in the IIFFI this year, a technical committee was appointed as the chairman of the Technical Committee. The other members of the Committee are Shaaji N. Karun, Ujwal Nirgudkar, Chairman, Society of Motion Picture and Television Engineers (MPTE) -India Section Professor B. Diwakar, Ram Sahay, Rizwan Ahamd, Member Secretary, Anirban Ghosh (Pulse Electronics) and Ketan Mehta (of Real Image). Real Image and Pulse Electrronics looked after the Dolby Sound system in all the seven theatres where the IFFI was held. We started in September this year with a survey of the theaters where the films will be showcased. The basic objective was to see the technical compatibility as well as the aesthetic responsibility in and around the auditoria. There were some theaters which were not functioning at all for quite some time and they had to be rehauled, because the quality of projection ought to be good and maintain a high standard on par with what the world offers. We want not only the delegates who come to the IFFI to watch films in a qualitative environment, but also want the, local people to avail of the latest developments as far as viewing films is concerned and get a feel of the international film festival without a ticket. Photo by Ramakant Munde, Mumbai (L to R) Ram Sahay, Member Secretary Rizwan Ahamd, A. K. Bir, Professor B. Diwakar, Director Shaaji N. Karun and Ujwal Nirgudkar, Chairman, Society of Motion Picture and Television Engineers (MPTE)-India Section. Our main concern was to make the screenings in such a way that the audiences do not feel the setbacks and give them a smooth screening experience. We told the projectionists to keep the projection rooms dust free and maintain humidity up to 60% First of all, we made an assessment and found that the Shyama Prasad Indoor auditorium is a very good venue to hold the inaugural function of IFFI as it could accommodate nearly 6000 people. IFFI has an independent Shankar Mohan Photo by Ramakant Munde, Mumbai identity of its own Though from the cultural point of view, it was good, it had to be thoroughly checked up from the screening point of view to make it aesthetically effective for screenings. The screen had to be fixed and also the projector set to match the distance and the size of the screen but we decided to abandon the idea because after doing all the overhauling to screen films there, the sitting capacity had to be shrunk from 6000 to just 2000 and hence it was decided that while the inauguration will be held at “With as many as 178 films from all over the world, in terms of quality of films, I am more than satisfied especially because this year IFFI has been able to showcase at least nearly 75 outstanding and must see films that have won all the major awards at various prestigious International film festivals all over the world. That this year the number of delegates crossed over 13,000 and the festival is gaining a lot of popularity and people are keen to watch films at IFFI. The very fact that IFFI has been a regular happening every year in Goa for the past eleven years itself is the proof of the fact it has been able to stabilize itself as a major force to reckon with in the map of international film festivals.. Earlier it was a rotating gypsy without a home of its own as it was a rotating film festival and it was only in 2003 when film festivals started happening in different parts of the country like Chennai, Bangalooru, Mumbai, Hyderabad, Kolkata, Thiruvananthapuram etc, that the IFFI settled down gracefully in Goa and today it definitely has an identity of its own in the world You will never be able to see the kind of films that we show at IFFI in any other festival in our country, though many of the other festivals held in India also do a commendable job, because all said and done, IFFI is a eleven day film festival which is the biggest in terms of the number of days as well as content. I have been the Director of Shyama Prasad Indoor Auditorum, the inaugural film would be screened at the Kala Academy. Kala Academy is not meant for screenings of films as it is primarily a performing arts auditorium and hence certain alterations were required but the architects had put in a condition and hence within the limit, we decided to have the screening facilities. We had to see the projection the way the screen had to be set up and the illumination. Special ever since most of the films are projected in the DCP format, the checking of DCP also requires a very knowledgeable approach. In the open air ground, provision has been made for as many as 1500 seats for the audience. People who do not get seats can also stand and watch the films there. We wanted the maximum number of laymen to watch films free of charge during the festival in the Open Air Campal Ground and hence we set up a screen, the size of which is 42’X 80’. Most of the projectionists in Goa in general do not have lint free hand gloves while handling the prints nor maintain the optical quality. Most of the projectionists also indulge in smoking as well eating and talking nonstop when the projection of films is on. I should say that it was like sort of schooling for most of the projectionists for screening films without any hindrance for the audiences. Shankar Mohan and Jyothi Venkatesh the Film Festivals organized every year under the umbrella of the Directorate of Film Festivals for the last four years. When I took over as the Director, I overhauled the festival and was asked to implement the various recommendations of the high power committee chaired by Kamal Haasan and Pritish Nandy. Though some of the recommendations had earlier been implemented, from 2011, I had to implement a lot more. We also introduced the Life Time Achievement award since then. Approximately Rs 1.25 cr has been given to the Indian Panorama whereas Rs 5.5 cr has been raised through various sponsors. SMPTE, Real Image, Cube etc also have been associated with IFFI in an honorary capacity since we had to ensure that the technical excellence was of high quality. While the Central government has sanctioned to the tune of 8 crores, the Goa government has also matched it with an equal amount This year the festival has gone almost 100% digital, with the exception of the Dance, vintage and Classical section. Hence it was imperative that we had a technical committee which looked after the projection system of the theatres ways carefully scrutinized with Padmashree A.K. Bir as the Chairman of the Committee. Since world-wise digital platform has been introduced. The technical committee would henceforth ensure every year that all digital facilities including 3D screenings and Dolby. An MOU has been signed by the Information & Broadcasting Ministry and Goa has now been made officially the permanent venue for hosting the IFFI year after year. This in turn will help the IFFI grow bigger and better because now the government will look into develop9ing the infrastructure of the festival and automatically you will be able to see a huge change in the whole structure of the festival. Goa government has promised to invest more money because now stability is there in the festival”. Wong-Kar-Wai is going to prove to be a main pillar to the IndoChina socio-cultural relationship in future. IFFI-2014 with the country focus on China has laid out another deep foundation towards the cinematic socio-cultural bonding of India & China. The Country Focus-China opened in IFFI on the very second day of the festival with the screening of film ‘Finding Mr. Right’ directed by Ms. XueXiaolu. Of course, bonding with each other the countrymen of India & China have chosen the Mr. Right indeed. In the series, IFFI this year had nine films under the section Country Focus with China. ‘Beijing Blues’, directed by Gao Qunshu has a deep calculative equation of evidences beyond the suspicious syndrome.
