Animal Hoarding - SPCA Serving Erie County
animalsat heart Fall 2011 Animal Hoarding SPCA Serving Erie County 205 Ensminger Road Tonawanda, NY 14150 (716) 875-7360 YourSPCA.org Animal hoarding is a problem that the SPCA has always faced. Now, at a time when television shows about hoarders have become so popular, it is a topic that is just coming to the forefront of public interest. In the past several years, the SPCA has seen an increase in the number of hoarding cases that require action, putting a strain on our facilities and our resources. Because many people are not aware of the complex nature and treatment of the behavior, hoarding can be a difficult concept for many of us to deal with and understand. After-Hours Emergencies: (716) 827-1609 The following information is reprinted courtesy of The Hoarding of Animals Research Consortium (HARC). HARC was founded in 1997 in cooperation with Tufts University as an informal group of individuals concerned about human and animal welfare, and interested in exploring the problem of animal hoarding to find more effective and humane solutions for this very problematic and poorly understood behavior. For more information on HARC, please visit http://www.tufts.edu/vet/hoarding. After-Hours Wildlife Emergencies: (716) 556-0076 The SPCA Serving Erie County hopes that by providing this information, our community will begin to understand and recognize animal hoarding and the effect it has on all of us. The SPCA Serving Erie County receives no government funds for its programs and services. We are your local animal shelter - we are not financially supported by or a part of any other local or national animal welfare group. Thank you for your continued support! Mission The mission of the SPCA is to create a caring and kind community that encourages fair and humane treatment of all creatures. Our knowledgeable, caring, and openminded team of staff and volunteers achieves that mission through proactive efforts to address the current status of animals in our community, education of adults and children, rescue and sheltering of animals in need, and placement of animals into appropriate homes. The SPCA Serving Erie County is a proud partner of the Maddie’s® Pet Rescue Project in Erie County. Join us on How is animal hoarding defined? The pathological accumulation of animals was first described in 1981 and animal hoarding was formally defined in the public health literature in 1999 using the following criteria: • Having more than the typical number of companion animals; • Failing to provide even minimal standards of nutrition, sanitation, shelter, and veterinary care, with this neglect often resulting in illness and death from starvation, spread of infectious disease, and untreated injury or medical condition; • Denial of the inability to provide this minimum care and the impact of that failure on the animals, the household, and human occupants of the dwelling; • Persistence, despite this failure, in accumulating and controlling animals. How is animal hoarding related to object hoarding and OCD? Many characteristics of animal hoarding are very similar to those exhibited by hoarders of inanimate objects - accumulation of a large quantity of objects and/or trash that render living spaces non-functional, refusal to discard, living in clutter and squalor, denial of the conditions, reluctance to seek or accept help, alienation from family and friends, etc. The pathological behavior of object hoarding is well-described in psychological literature, including a strong (continued on page 7) SPCA Serving Erie County Director’ s e g a s s e M The hoarding of animals is a catastrophe for all involved: the animals, the people, and the SPCA. Most hoarding situations involve animals who are ill or injured and are not treated for their medical issues. When the illnesses are contagious, each and every animal in a hoarding case becomes ill. When the SPCA is called on to intervene, we generally will find no fewer than 20 sick animals living in terrible conditions. These animals are suffering. Humans are almost always living in these same situations with the animals. Sleeping in beds that are urine-soaked and feces-matted, each hoarder I have encountered says the same thing, “What’s the problem? I love my animals and I take excellent care of them.” It’s almost beyond comprehension that humans can live like this and be in total denial of the situation. This is just one of the symptoms animal hoarders display (see our cover story for additional symptoms). Unfortunately, there is little treatment available for animal hoarders. Some of the only roads available are legal channels: arrest, conviction, punishment, and probation. Hoarders have a mental illness and more needs to be to done to provide them with treatment prior to them finding themselves in an out-of-hand situation. When the SPCA is forced into the position of seizing the suffering animal victims of hoarders, their care is costly, time-consuming, and in all ways, difficult. We look to a future that allows the SPCA to be more proactive in addressing the issues of animal hoarding. Through prevention and treatment of this mental illness, we hope to be able to end the suffering of thousands of animals in our community every year. From Hoarding Nightmare to Happy Ending At the SPCA, staff members and volunteers can share numerous stories of animals rescued from terrible hoarding situations who are nursed back to health and happiness, and adopted into new homes. This past year, one such animal captured the hearts of everyone at the SPCA. Spartacus, a six-year-old brown pit bull, was part of a rescue performed by the ASPCA in March, 2011. He was a former resident of an Oppenheim, NY “rescue” organization called “Help A Hound Canine Rescue,” the source of many public complaints and visits from the Fulton County, NY Sheriff’s office. When the group closed, it was housing 97 dogs, many of them ill, in a space allotted for just 25. While the rescue group probably had the best intentions, they could not handle the veterinary care, feeding, and cleaning of 97 animals. Spartacus, along with 29 other dogs, was transferred to the SPCA Serving Erie County. They received medical examinations; many of the dogs suffered from the same problems – some had eye problems, some needed dental work, and many had heartworm disease. Most profoundly to staff and volunteers, it was clear that the dogs lacked the affection from people that means so much. Spartacus was found to have heartworm disease and problems with his eyes which resulted in surgery and months of medications. But despite the situation from which he came, Spartacus remained smart, loyal, fun, and devastatingly devoted and affectionate. Because the SPCA staff and volunteers knew Spartacus was such a special guy, he was featured on the SPCA’s Facebook page. After spending about two months at the SPCA, he was adopted into a new, loving home! We’re glad to report that he’s doing wonderfully in his new home! In fact, his new mom was glad to give a Spartacus report on Facebook: “Spartacus is adjusting just fine here. He loves his huge backyard and has bonded with his new brother, Orion. He has such a playful disposition that it would be difficult not to [instantly fall in love with him]. He loves car rides and having his choice of couches and beds to sleep on. He gives the most sincerely affectionate hugs and kisses. He barks fiercely at strangers passing by the house. I am very happy I made the choice to adopt him instead of a puppy.” At the SPCA, it is the hope of every staff member and volunteer that all victims of animal hoarding are given a second chance, like the one with which Spartacus was blessed! (continued from page 1) association with a variety of mental health problems, including but not limited to Obsessive Compulsive Disorder (OCD). But even with this well-established literature, the role of object hoarding as a symptom for any given mental health diagnosis is currently under great debate as psychologists prepare for the release of DSM-V (DSM is the manual of psychological disorders recognized by the medical community). There is growing awareness that object hoarding is associated with a wide variety of clinical diagnoses besides OCD. Animal hoarding has important differences with OCD-related hoarding, as it does not seem to share the same array of repetitive compulsive behaviors such as washing or checking compulsions, or the same issues with order. Hoarders also have much greater impairment of insight, potentially reaching delusional levels of impairment, compared to OCD patients. By comparison, there is considerable overlap of hoarding with impulse control disorders. There is a growing consensus that hoarding has more differences than similarities with OCD, and psychologists are currently considering whether hoarding should be a separate disorder in DSM-V. A June 2010 in-depth review by eminent psychologists explains the differences between OCD and hoarding, and suggests there is sufficient evidence for creation of a new disorder, provisionally called hoarding disorder, in DSM-V. SPCA Serving Erie County Animal Hoarding Who are hoarders and why do they hoard animals? The stereotype of an animal hoarder is that of a single, older woman, living alone and socioeconomically disadvantaged. There is support in existing data for that broad generalization. However, it is important to recognize that hoarding knows no age, gender, or socioeconomic boundaries. It has been observed in men and women, young and old, married as well as never married or widowed, and in people with professional or white-collar jobs. There have even been hoarders among human health professionals and veterinarians and veterinary technicians. It is not uncommon for hoarders to be secretive, living essentially a “double life” at work vs. at home. Our research to-date, derived from dozens of clinical interviews by psychologists and social workers with hoarders, interactions with hoarders through law enforcement and court-ordered assessments, interviews of family members, and analysis of case reports by social scientists, suggests that, similar to object hoarding, animal hoarding is likely a final common pathway from a variety of traumatic experiences which result in dysfunctional attachment styles to people and lead to compulsive and addictive behavior. Animal hoarders’ impaired judgment and actions, or failures to act, may arise from a variety of factors. These include difficulties understanding relevant information about animals’ needs, inaccurate appreciation of a situation and its consequences, being unable to reason about treatment options and alternative courses of action, faulty self-governance, psychological defenses and behaviors in response to stress, as well as magical thinking, lack of insight, and other cognitive distortions. When these impairments become associated with functional deficits (e.g., failure to provide adequate food, water, proper sanitation, necessary medical care, and failure to recognize and attend to fundamental behavioral and mental needs of animals), incompetent care occurs and animal suffering results. We hear about the emotions of friends or family members or neighbors who tried offering assistance, or who are outraged over the situation, or who are concerned about the mental or physical health of the hoarder. We rarely hear about the animal welfare professionals who face these situations on, sadly, a regular basis…the emotional toll on the officers and rescue workers who not only rescue these animals from the homes or sheds or stables or small rooms, but who try to work with the people who did the hoarding. Animals at Heart asked two SPCA Serving Erie County investigators, Lindsey Styborski and Aaron Kandefer, whether or not they are able to construct emotional barriers when they are dealing with such overwhelming situations, or if it’s the emotions that become too overwhelming for them in their line of work. Lindsey Working in hoarding situations absolutely takes a toll on me emotionally. The stress that comes with seeing all the illness that the hoarder isn’t able to see is physically sickening. I go home at night and I want to cry…sometimes I do… because I want to help the people understand what they’re doing to the animals, but it’s usually impossible for them to understand it. When we’re rescuing the animals, the hoarders are heartbroken, and that’s hard to see. They feel as though we’re taking their lives away from them – and I start to wonder what will happen in the future…will they take their own lives next? In each case, I hope the court system will agree with us… that mental health counseling is required…but they don’t usually understand. That’s the most frustrating part, because we know chances are good we’ll be visiting the hoarder again in the future for the same reason. Aaron I try to put up an emotional barrier, but that barrier often falls flat. These are living things. People. Animals. The sheer number of cases we encounter is overwhelming. From May 1 until today [July 19], I alone have been on eight separate hoarding cases, all of them extreme. I ask myself how people survive like that. I’m torn because I see that they think they’re doing good for the animals… yet I see the animals suffering. It’s heartbreaking to work with people who often have nobody…nobody is ever willing to help them. There was one woman this year with an overwhelming amount of papers, garbage, bugs, cats….5 or 6 feet of garbage and animal waste….insects of various types covering the bed and all parts of the house. I found her alive…over the course of that first month, I was able to slowly remove some of the cats from the house, and in the meantime, called every organization I could think of to help her. Nobody was able to or would help her. She ended up dying before I was able to rescue all the cats. Every negative emotion you could think of came to the surface for me. It is sometimes so discouraging that I want to give up. I don’t, though, because of the feelings I have for the next animal who is suffering…who needs me.
