BURAUEN BRIDGES ASSESSMENT Typhoon Haiyan Emergency Response Philippines Assessment Objectives Initial reports suggested that bridges in the area of Burauen, Leyte were damaged as a result of the recent typhoon. This resulted in communities being cut off and severely restricting the movement of heavy and other vehicles in the area, whilst also hampering the large-scale movement of humanitarian relief and other supplies into affected areas. An assessment team from Logistics Cluster and International Medical Corps visited 3 damaged bridges in the area as indicated by local authorities (Hilataban, Malitbog & Daguitan bridges) to ascertain the extent of the damage. The bridge is approximately 15m long by 4m wide and forms part of a series of bridges connecting the major towns of Burauren and Albuera including 18 other Barangay (Villages). 1. Bridge Condition & Damage The bridge deck, the cement reinforced support walls, abutments and box culverts have completely collapsed with large sections washed away down-stream. The bridge abutments, foundations and retaining walls have been undermined by severe water erosion causing a collapse. The bridge is currently closed for all traffic with the remaining sections and adjacent riverbanks facing a significant risk to further erosion and collapse. Fig. 2 Collapsed Deck – Side view Fig. 3 Culverts 2. Observations and recommendations - Significant repairs and a new bridge construction will be required to re-open the bridge to general traffic. Local community, with the help of the Philippines Defence Force personnel constructed a temporary bridge adjacent to the collapse structure. This temporary bridge is only able to carry motorbikes and people. The temporary bridge is at risk of collapse as it utilises locally sourced materials and is constructed on the unstable remains of the collapsed bridge. Outlying communities on the Burauen – Albuera road are not reachable by vehicle from Burauen. Alternative routing via Ormoc – Albuera road is possible but constitutes a detour of approximately 150km from Burauren. The bridge is on the outskirts of town and has to be crossed to reach the Hilataban Bridge. The bridge is approximately 30m in length by 4m wide and forms part of a series of bridges connecting the major towns of Burauen and Albuera including 18 other Barangay. One lane is open to all vehicular traffic without restriction, whilst one lane is closed for vehicular traffic due to risk of collapse 1. Bridge Condition & Damage The concrete bridge deck is in good condition and no cracks or sagging was observed. The concrete culverts are unaffected. The upstream side of the bridge is covered by mud and could not be observed. The downstream side is severely affected by erosion and the road way is at risk of collapse. 2. Observations and recommendations. - Significant repairs and anti-erosion measures will be required to reopen the downstream lane to vehicular traffic. - Further erosion on the downstream side will significantly increase the risk of collapse as the bridge deck is unsupported by a superstructure. Daguitan Bridge Bridge location: Burauen City Municipality Road Stretch: Burauen-Mahagnao Road (± 2km from Burauen city center) GPS Coordinates: N10 58.277 E124 53.968 Assessment Date: 28 December 2013 Fig. 6 Daguitan Bridge - Closed bridge approach BURAUEN BRIDGES ASSESSMENT Typhoon Haiyan Emergency Response Philippines Daguitan - General Bridge description The bridge is located on the Burauen-Mahagnao Road at an elevation of 76m. The bridge is approximately 50m long by 5m wide and forms part of a major thoroughfare leading south to the Lapaz-Javier-Bito road and the major Daang Maharlika highway. Both lanes are open to light vehicular traffic only. 1. Bridge Condition & Damage The concrete bridge deck is in good condition and no cracks or sagging was observed. The concrete piers appear structurally sound. One section of the southern bridge approach has been closed for vehicular travel as a result of erosion and partial collapse. The remainder of the bridge is open for light vehicle traffic. 2. Observations and recommendations. - The damage does not appear dangerous at the moment and vehicular travel remains largely unaffected. Regular inspection and monitoring will be required to monitor the deterioration of the southern bridge approach section.
