COMMUNITY PROFILE
LOCATION AND POPULATION
First United: The City of Campbellton http://www.campbellton.org is located in
Restigouche County, northern New Brunswick and is connected to the Province of
Quebec by a bridge over the Restigouche River. The city is an entry point to the Atlantic
Provinces from the Province of Quebec and is currently being developed as a tourism
destination “The city of two coasts”. The population of Campbellton is approximately
7,385 (2011 census, 1 less than 2006 census) with the two adjacent communities of
Atholville 1,237, (down 2.9% from 2006) and Tide Head 1,036 citizens, (down 3.6% from
2006). The area is bilingual with 1,510 English only, 1,245 French only and 4080 bilingual
speaking residents, a high percentage of French descent.
Escuminac United: Escuminac Flats, Quebec, is located on the shore of the picturesque
Bay of Chaleur, 30 km east on Rte. 132 from Campbellton. The Escuminac Congregation
is drawn from Pointe a la Croix, QC, just across the river from Campbellton to
Miguasha, QC. The population of the Municipality of Escuminac is 661 (2011 Census)
persons, 50% English and 50% French speaking. The residents of a large number of
cottages increase the summer population by about 200 people.
INDUSTRIES
Campbellton: The economy is supported by the two area hospitals
www.santerestigouchehealth.com, a pulp mill, two call centers, Canadian National
Railway, government offices, schools and various service businesses.
The largest employment sectors are Health care (15%), manufacturing (14%) retail (12%)
and education (12%).
Escuminac: Seasonal work in farming, lumbering and fishing are the main employment,
with a sawmill in the area employing some English speaking people.
Both Escuminac and Campbellton congregations have a large percentage of retirees.

EDUCATION
Campbellton: Restigouche County is administered by a bilingual education system that
serves students ranging from K-12. In Campbellton, in the primary grades, there are
two English schools and one French. There is one middle school and in the secondary
grades there is one French and one English high school.
Post-secondary education programs are offered by CCNB (College Communautaire de
Nouveau Brunswick) which also houses the Woodworking Center of Excellence. The
Center specializes in high quality training in secondary wood manufacturing. Satellite
NBCC programs are offered in Dalhousie, 15km east of Campbellton.
Escuminac: There is a school located in the village of Escuminac which teaches Prekindergarden to Secondary V. (Quebec Public School System.)
HEALTH CARE AND SOCIAL SERVICES
Campbellton has two hospitals: the Campbellton Regional Hospital which houses state
of the art equipment and sophisticated technology and the Restigouche Hospital Center,
which offers psychiatric services and a new $122 million dollar Provincial Mental
Health Care Facility under construction.

Health and Social Services continued-
!
Campbellton has a recognized nursing home that offers twenty-four hour nursing
care for seniors. There are many special care homes within the city.
Also nearby in the region are the St. Joseph Community Health Center in Dalhousie, and
the Dalhousie Nursing Home, 20 km from Campbellton, and the Maria, QC, Hospital
about 20 minutes from Escuminac.
There are three Department of Family and Community Services offices in the region. The
RCMP provide police protection in Campbellton and the SQ in Escuminac. 9-1-1
emergency services are available. Fire protection is incorporated in all municipalities.
County financial services include nine chartered bank branches and eleven credit unions.
TRANSPORTATION
!
Car travel time northwest from Campbellton and Escuminac to Montreal is 8 hrs,
to Quebec City is 6hrs, south to Moncton is 3.5 hrs, and to Halifax is 6 hours;
east to Perce Rock, Gaspé, QC, is 3 hrs.
!
The region has a good highway system with two lane limited access traffic via
route 11, and scenic routes 132 and 134. Campbellton is served by the Acadian bus line
Campbellton is on the CN Rail line, “The Ocean”connects Halifax-MonctonCampbellton-Montreal. Train travel to Montreal is conveniently overnight, both ways,
which makes weekend shopping excursions popular.

There is access to the sea via the port of Dalhousie which is open year round with
train access. A short line railway transports mill products, lumber, ore and chemicals.
There is also a marina in Dalhousie.
TELECOMMUNICATIONS AND MEDIA
- Rogers and Bell Aliant serve Campbellton and Telus serves Escuminac with internet,
phone, television and cell phone services.
- Two call centers are located in Campbellton
- There are three weekly newspapers which originate in Campbellton: The Tribune, La
Voix and L’Aviron. The Telegraph Journal published in Saint John, the Times Transcript
published in Moncton, The Daily Gleaner published in Fredericton and L’Acadie
Nouvelle are available NB provincial dailies. The Gaspé Spec is an English weekly
newspaper which many Escuminac residents receive.
- Our area is served by a number of radio stations: CKNB-Campbellton, CHRQListuguj, CIMS-Balmoral, CBC Radio One New Brunswick, CBC Radio One Quebec,
and CBC Radio 2 are available.
- Cable television access is available through Rogers Cable in Campbellton. Escuminac
relies on Satellite reception. High speed broadband internet is available in the region.

CULTURAL SOCIAL AND RECREATIONAL

Campbellton is located within the Appalachian Mountain Range on the south side
of the beautiful Restigouche River, a world class salmon river. The region offers a wealth
of recreational opportunities including canoeing, kayaking, snowmobiling, ATVing, down
hill and cross country skiing.
!
A section of the Restigouche River was designated a Canadian Heritage River in
1998. This 55 kilometer section runs between Jardine Brook and the Million Dollar Pool at
its junction with the Patapedia River. Trout fishing, hunting and especially canoeing are
extremely popular in Restigouche County.
!
Two major wilderness parks are within a two hour drive. Campbellton is home to
Sugarloaf Provincial Park one of the largest of New Brunswick’s provincial parks. and
Mount Carleton Provincial Park is just southeast of Saint Quentin. The NB Trail, Terry
Fox Trail, Bicycle trails and the International Appalachian Trail are actively used by
outdoor enthusiasts.

Canoeing or kayaking the Restigouche River will leave one with a lifetime
memory! Restigouche offers many festivals and events. The region is rich in cultural
diversity and history which is aptly preserved by museums: the local Forestry Museum is
in Kedgwick and the Restigouche Regional Museum is in Dalhousie, the Federal Battle of
the Restigouche Interpretation Centre is in Pointe a la Croix, QC and the Fossil Museum is
in Miguasha, QC.
HOMES AND PROPERTY TAXES

Housing is among the most affordable in Canada. Home prices vary between
$50,000 and $250,000 with most within the $100,000 price range. Campbellton is served by
several residential real estate companies including Royal Lepage Bay Chaleur (http://
www.baychaleurrealestate.com/) and Remax Residex (http://www.remaxresidex.com/
index.html). The average cost for renting an apartment is low compared to other N.B.
centers. The Restigouche County municipal tax rate is $1.75 per $100 assessment.

Campbellton Memorial Civic Center
!
Campbellton’s Memorial Civic Center is Atlantic Canada’s most complete
recreational and convention center. It features two ice surfaces, both Olympic-sized, a
semi Olympic-sized indoor pool with a superslide, and racquetball and squash courts.
The Civic Centre also offers a resilient walking track around the main ice surface, a day
care, a gym and hosts a variety of sports events and concerts.
!
There are cross country ski trails and a ski hill at Sugarloaf Park. The area also
supports a curling club and an eighteen-hole golf course. The area co-hosted the
resoundingly successful 2003 Canada Winter Games.
!
In Campbellton there is a large modern library opened in 2011, and two other
area libraries and the Restigouche Art Gallery exhibition centre. Campbellton is home
to Theatre Restigouche, a 780 seat theater where residents enjoy a variety of concerts
and productions as well as regional and national performances.

2010 saw the 250th community celebration of the 1760 battle of the Restigouche
www.restigouche1760.ca and the one hundredth anniversary of the devastating
Campbellton fire.
!

There are also many excellent music and dance teachers in the area.
Service organizations include Rotary International, Lions Club, Club Richelieu,
Caledonian Society, Knights of Columbus, Masons, all of which are very active in the
area. The mix of French, English, Scottish and Aboriginal peoples contributes to the
wide range of cultural activities.

HISTORY OF FIRST UNITED CHURCH
!
The First United Church Congregation in Campbellton celebrated its 180th
Anniversary in November 2011. This congregation has had a long and most interesting
history dating back to 1925 when St. Andrews Presbyterian and Wesleyan Methodist
churches united, both churches which had dated back to the eighteen hundreds.
!
In 1831 the Rev. James Stevens of the Church of Scotland held the first service.
His pastoral charge at that time included both Dalhousie and Campbellton, and he
extended his services to include Upsalquitch, New Carlisle, and Bathurst.
!
In 1832 the Sunday school was established in Campbellton. In 1833 and 1834 a
new manse and a new church were constructed. In 1835 Campbellton and Dalhousie
became two separate Pastoral Charges.

The Union with the Presbyterian church in Canada took place in 1877, and the local
congregation then became known as St. Andrews Presbyterian Church. On July 11, 1910
the church and the manse were both burned in the Campbellton fire. A new church was
built and the first service was held in February, 1912. On June 10, 1925 St. Andrews
Presbyterian Church became a part of the United Church of Canada.
!
On the Methodist side of the church family, it was in the year 1844 that the Rev.
Robert A. Chesly introduced Methodism to Restigouche County. The first Methodist
Church was built in 1851 and the first settled minister was the Rev. James Tweedie.
Previous to that time the area was served by the minister from Bathurst. In 1886 a new
church was built and a new parsonage adjoining the church was erected in 1902. In the
Campbellton Fire on July 11, 1910 both were completely destroyed, and all Methodist
church records were lost. One year later a new Church was erected and then dedicated
on October 22, 1911.
!
On June 10, 1925 the Methodist and Presbyterian churches were officially united
and became known as the Campbellton United Church with services held in the two
church buildings.
!
On November 27, 1927 both congregations began to worship in the former St.
Andrews Presbyterian Church. On May 8, 1929 the name First United was adopted and
has remained ever since. A new church building was started in 1950, and officially
opened and dedicated on September 16, 1951. At that time the former church began to
be used as the Church Hall. First United was destroyed by fire on January 18, 1980, and
was rebuilt almost exactly as it was before the fire. It was officially reopened and
dedicated on September 27, 1981. This is the church we worship in today. The Hall was
not destroyed by the fire in 1980. On January 1st, 2004 First United Church
amalgamated with Escuminac United Church in Quebec to form the Campbellton/
Escuminac Pastoral Charge to become a two-point Pastoral Charge.

On November 19, 2007 the deteriorating Church Hall and property were sold
and the building torn down to make a parking lot.
!
In addition to fundraising, our congregation has accepted several challenges:
- participated in a summer internship program,
- sponsored a refugee family from Eastern Europe,
- accepted a Francophone student intern for eight months
- strengthened the bonds with the ecumenical community.
- in 2010 the Go Eat community suppers, a youth program, was established and has
since been written up regionally and nationally
- in 2011 the companion Go Play youth program was established to provide playtime
for young children.

HISTORY OF ESCUMINAC UNITED
!
Escuminac Church embraced the Methodist tradition beginning in the late 1880's
to early 1890's. In 1896 a church was built. It was converted in 1923 to a school just prior
to church union in 1925. Early clergy, prior to union, were always supplied and
supervised from Campbellton because congregational numbers were too small to
support a resident minister.
!
The Presbyterian tradition began as early as 1832, when services were held in the
homes of early settlers. In 1858 a Presbyterian church was built at Escuminac Flats on
the plot of land where a cemetery had been established years before. Rev. Nicholson
preached the first sermon and one year later in 1859 Mr. Nicholson was inducted to
serve Charlo, Point La Nim, N.B. and Escuminac, QC.

The church building of 1858 became the Escuminac United Church in 1925 at the
time of church union. Escuminac has two cemeteries managed by a Cemetery
committee of the church.
!
On August 10, 2008 the members of Escuminac United proudly celebrated the
150th anniversary of their beautiful country church.
Governance
!
Campbellton/Escuminac Pastoral Charge operates with a church council system
comprised of seven committees: Worship, Finance, Property, Pastoral Care, Christian
Education/Sunday School, Communications, and Ministry & Personnel. A Board of
Trustees/Finance Committee is also in place with specific responsibilities for each
congregation.

Worship
- Lectionary based
- Traditional Biblical preaching as well as contemporary
- Weekly Sunday service 11:00 a.m. at First United and during the summer months
every other week Sunday service at 2 p.m. Atlantic time at Escuminac United Church.
- Escuminac United Church is closed throughout the winter from January to March.
- Campbellton broadcasts the worship service on CKNB on the first Sunday of every
month.
- Music is largely from “Voices United” with some from “More Voices”.
- We have an excellent Junior, Men’s and Senior choirs at First United Campbellton
which are ably led by Kim Tremblett who is dedicated to ensuring that we have great
music.
- Escuminac United uses “Voices United” with musical accompaniment on CD or by
invited organist Colleen Kaine.
- Men’s choir leads service once a month at First United.
- Lay participation is encouraged in many areas: preparation of the sanctuary for
worship, greeters/ushers, scripture readers, deposit of offering, pulpit supply when
clergy is absent, and assistance with the sacraments of Baptism and Communion.

monthly without charge.
The Youth “Go Play”
Program offers children’s activities, swimming, crafts, etc, once a month throughout the
year.
U.C.W. at First United.
Our U.C.W. is very active in fundraising, donating approximately $6,000 to the Church
each year and financially supporting various projects. In 2011 purchased blinds for the
parlour windows and in 2012 a new electric stove adn refrigerator for the kitchen. Visits the nursing home and hospital, cards, etc. See Annual Report for more details.
The Men’s Choir at First United has done fund raising through spaghetti suppers and
memorial hymn services for example.
Weekly Bible Study and Weekly Tea Time are held in the parlour.
Ad hoc committees are struck from time to time to plan special events, For example, at
the time of church anniversary or birthday celebrations.
In 2009 the congregation updated its communication capabilities with a web site, and
facebook presence which announces community events to congregants.
2010 and 2011 have seen upgrades to the audio and video systems.
We participate in ecumenical musical worship occasions when we join with friends and
neighbors in activities that testify to our common faith.
Most services and choir events are recorded and made available on DVD to those who
are unable to attend or wish a memory of the event.

We make great efforts to honor the cultural and ethnic diversity in our congregation.
RESOURCES PROFILE
!
The sanctuary of First United church was completed for re-dedication in
September 1981. It now houses a three manual Casavant pipe organ and a Yamaha
grand piano. The part of the basement area directly under the sanctuary is currently
partially leased to the Restigouche Family Crisis Interveners Inc.
!
Social activities and fund raising events are hosted in the parlor, which contains a
piano and is located on the same level as the sanctuary. This floor also contains the
order of ministry person’s study/office, the secretary’s office, a double kitchen and a
wheelchair accessible washroom. The basement houses the choir room with piano,
caretaker’s person’s room, furnace room, Sunday School classrooms (one with a piano)
and two washrooms.
!
In the last few years, the roof has been repaired, wheelchair access to the building
and wheelchair washroom access have been accommodated, and all sanctuary windows
have been upgraded.
!
Our income is generated from weekly offerings, interest on investments, U.C.W.
and Men’s Choir fundraising, memorials, bequests and fund raising by various groups
plus the rental by Restigouche Family Crises Intervenors mentioned above. Over the
years bequests of leased properties were given to the church, some of these are now
being sold.
!
Support staff includes an organist/choir director, caretaker, and secretary/
treasurer (who is also the secretary and treasurer for the Pastoral Charge).
!
The Sanctuary of Escuminac United is a beautiful country church off the main
highway in a peaceful setting surrounded by its cemetery. The beach property
overlooks the Bay of Chaleur, which has been recognized as one of the “Most Beautiful
Bays in the World”. A new fence was recently erected in front of the cemetery and
church land. The building has a seating capacity of 125 people and the basement, which
is directly under the sanctuary has an open area where suppers and other gatherings are
held, and a kitchen to the side. Volunteer support staff include a secretary, caretaker and
treasurer.

POSITION PROFILE
!
The Campbellton/Escuminac Pastoral Charge requires a minister to provide
word, sacrament and pastoral care to the pastoral charge. We require an ordained
minister who can help us with:
A) Worship and Preaching - 20 hours per week
- Preparing the weekly liturgy, administering sacraments and conducting baptisms,
marriages and funerals.
- Organizing the children’s time for inclusion in Sunday worship.
- Working with the youth to support the Go Eat Program and the Go Play program
providing organized activities for youth of the congregation (8 events per year).
- Work with youth to establish the Go Connect program (to be determined).
- Participating in and actively promoting ecumenical worship in the community.
- Services at Campbellton Nursing Home (The Village) on a shared rotation with other
churches.
B) Administration - 5 hours per week
- Attending meetings of Council, Congregational meetings and the Committee of
Council.
- Other meetings where the minister’s input is necessary.
- Contributing the Minister’s Report to the Annual Report.

C) Pastoral Care and Visitation - 10 hours per week
- Providing emergency support and personal counseling.
- Visiting and follow-up visits with the ill, shut-ins and those dealing with bereavement.
- Visiting other congregational members and adherents upon request.
D) Christian Education - 5 hours per week
- Working with the Sunday School Committee of First United Church to ensure a quality
Sunday School and to organize youth oriented activities.

JOINT NEEDS ASSESSMENT COMMITTEE REPORT
SKILLS PROFILE
- Minister of word, sacrament and pastoral care.
- The ability to work with all age groups and comfortable visiting hospitals and nursing
homes. Occasional home visits are encouraged particularly to shut-ins.
- The order of ministry person would hopefully empower us to maintain our small
Sunday School, be an effective communicator and listener, and work as a team member
with our church support staff.
- We would hope to continue the good relations we have developed with the greater
United Church community and other ecumenical partners.
- The order of ministry person should have the ability to cultivate and nurture the Godgiven talents of our congregation, be a cheerleader with us and for us and have good
administrative skills in the day to day operation of our pastoral charge including our
pastoral charge council.
TERMS PROFILE
• Salary is based on the current United Church of Canada Salary and Allowances
Schedule.
• Benefits include United Church pension, Canada Pension Plan, group insurance,
Employment insurance, WCB premiums which are paid in accordance to the United
Church of Canada guidelines.
• Housing allowance is based on fair rental value of housing equivalent to a manse in
the area and includes the cost of heavy appliances, rugs and drapes. The calculated
allowance is $1000.00 per month.
• Travel expense reimbursement is provided based on $0.41/km (currently) applied
against the expected kilometers to be driven for a year. This amount is not considered
to be income by Revenue Canada. A travel log must be kept for reconciliation.
• Basic listed home phone service is provided (not personal long distance).
• Moving expenses shall be funded to the actual cost of the move.
• Vacation time is one month to include five Sundays per year. The time of year for this
vacation is to be determined in consultation with the Ministry and Personnel
Committee. Other days off may be arranged in like manner.
• Study leave is three weeks per year, also determined in consultation with M&P.
• Book allowance/continuing education is $1275.00 per year.
• First United Church has a well-equipped office in the church building and a very
capable secretary with excellent computer skills. She works a thirty-hour week.
• The Minister’s office is located at First United Church with a computer.

RECOMMENDATIONS
On the basis of the preceding documents, the Joint Needs Assessment Committee of the
Campbellton Escuminac Pastoral Charge makes the following recommendations:
Recommendation #1
That congregations of Campbellton/Escuminac Pastoral Charge receive for information
the report of the Joint Needs Assessment Committee (as established by the congregation
and the Miramichi Presbytery).
Recommendation #2
That the congregations of Campbellton/Escuminac Pastoral Charge having received the
report of the Joint Needs Assessment Committee, review and approve the
recommendations, and request that the Miramichi Presbytery:
1. Immediately declare a vacancy in this pastoral charge for a minister in
accordance with the terms summarized in the position profile, skills profile and
terms profile.
2. In conjunction with the pastoral charge appoint a joint search committee to call
the appropriate person to fill the full time ministry position noted in
Recommendation #1.
Recommendation #3
That the Campbellton/Escuminac Pastoral Charge authorize the chairperson of council
and/or the chairperson of ministry and personnel committee to sign the necessary
forms on behalf of the pastoral charge in regard to the completion of these
recommendations.
Recommendation #4
That following these positive actions, by the pastoral charge and the Miramichi
Presbytery, the current Joint Needs Assessment Committee be disbanded.
