McGuire, MD, President, ASPS 8:05 – 8:10 Goals for the Session – Richard D’Amico, MD, Chair, International Committee 8:10 – 8:20 ASPS International Activities: Richard D’Amico, MD International Perspectives: Howard Webster, MD SOME INFORMATION ABOUT SBCP (Brazilian Society of Plastic Surgery) - The SBCP was founded in 1948. Currently there are about 4.800 members and we have about 180 plastic surgeons a year graduating through 82 Services Accredited by SBCP/MEC ( Ministry of Education). - The SBCP is the oldest official Society recognized by the Federal Board of Medicine to apply the test to obtain the Specialist Title (since 1977). The Society has its own Specialty Certification Board ) - Minimal Requirement for Plastic Surgery Training = Two years of General Surgery - Plastic Surgery Residency (three years) = 80% reconstructive and 20% aesthetic surgeries CURRENT LEGISLATION AND EMERGING LEGISLATION IMPACTING THE PRACTICE OF PLASTIC SURGERY IN EACH PARTNER’S COUNTRY ACHIEVEMENTS: THE FEDERAL COUNCIL OF MEDICINE approved many Resolutions following SBCP recommendations: a) Recognized Plastic Surgery as One and Inseparable Specialty (Reconstructive and Aesthetic) which should be performed by a Physician certified as Specialist in Plastic Surgery– 2001. b) Recognized the practice of Plastic Surgery as a perfomance of a medical act and its goal which is to bring physical, physiological and social benefits to health – 2001. c) Established the parameters about safe lipoplasty d) Recognized lipoplasty as a plastic surgery procedure e) Limited the removal of adipose tissue, to 7% of the body weight and to 40% of the body area (as its main decisions). SCOPE OF PRACTICE 1. One single Society (SBCP) hosts all aspects of Plastic Surgery (Reconstructive and Aesthetic) 2. Different Chapters deal with the specific branches of the Specialty ( Hands, Maxilo-Facial, Burn, Aesthetic, Cosmetic procedures, etc) 3. Only members (full member, associated, in training and Corresponding) attend official activities of the SBCP 4. The SBCP warrants teaching in training in the state of the art of modern plastic surgery SUCCESSES/LOSSES ACHIEVEMENTS: 1. Partnership with the Health Ministry – performing corrections of deformities caused by unqualified “plastic surgeons”. 2. Partnership with ANVISA (The Brazilian FDA) – outbreak of Mycobacterium, included courses about its prevention and its treatment. 3. Partnership with Public Ministry – surgical correction of scalping caused by accidents on the motorboats in the Amazon. 4. Partnerhip with PROCON ( Consumers’ protection organ) protecting the general population from unqualified physicians. 5. Legal partial stopping of financial intermadiators in the practice in Plastic Surgery SUCCESSES/LOSSES FAKE PLASTIC SURGERY (uncontroled growth) Risks for the PATIENTS! CURRENT REALITY: Risks for the PATIENTS! CURRENT PROBLEMS Risks for the PATIENTS! STRATEGIES - In 2007 we organized a special Forum about Specialty Defense and in 2008 a Lipoplasty Forum with the participation of three Supreme Court Ministers. It had a great impact on civil population and the Judiciary area. - In 2007 we made a complaint to the Public Ministry together with CRM-SP about “Intermediate Groups”, which manipulate plastic surgeons and patients through anti-ethic ways and harm both surgeon and patient. This resulted in a great decrease in the influence of those intermediate groups - In 2008, during the 45th National Congress, celebrating our 60th Anniversary Cerimony at the Senate, we were invited to develop the law-project of plastic surgery speciality. They are worried about the “Patient Safety” because of the risk that people may run due to “non-core” performing plastic surgery procedures. MEDICAL TOURISM - The Ethical Conduct Code of the Federal Council of Medicine does not recommend seing patients through this system. - But, despite all that, there is a growth of these companies in Brazil - We are currently directing our efforts to the District Attorneys and they have promised to act upon this STANDARDS AND GUIDELINES - In all scientific events of the SBCP, there is a Forum about Patient Safety, with a greater interest to Liposuction Safety. - In all Congresses there is a Forum with the presence of Justices, Judges, Members of the Press and Specialists - In Augut 2010, the SBCP published in its official newsletter (Plastiko’s) the SAFE SURGERY GUIDELINES STANDARDS IMPROVEMENT PROGRAM - The DESC Congress – created in 2007 it is a specific meeting dedicated for Residents and Heads of the SBCP Accredited Services. It happens in February and during this event the Specialist Title may be obtained through an examination. Currently, we have about 800 attendees and 2010 was the 4th edition. - Liposuction Safety Forums occur regularly. - In 2007, we had in Brasilia, the 1st Plastic Surgeon Defense Forum, with the presence ofthree Justices. In November 2010, there Will be the 2nd Plastic Surgeon Defense Forum in São Paulo STANDARDS IMPROVEMENT PROGRAM - A special edition of our newsletter PLASTIKO’S with interviews with Justices, Judges, Counselors and Plastic on how to avoid a law suit - In the last meeting of the Board of Directors of SBCP (August 2010) we approved a project which offers to the Medical Students Plastical Surgery Leagues League scientific support, with teaching and aid in the organization of these league committees. It is a new SBCP goal to avoid the influence of “non core professionals” on the control of the Leagues, and to better prepare the future plastic surgeons, obtaining more “Patient Safety”. RESEARCH INITIATIVES, INCLUDING BREAST IMPLANT RESEARCH - The SBCP created a “ Silicone Committee” which holds information from our Members. Whenever needed, it meets with governmental official institutions and the industry. AREAS FOR FUTURE COLLABORATION WHAT DO WE EXPECT FROM THIS GLOBAL SUMMIT? SUGGESTIONS FOR FUTURE COLLABORATIONS - RELATIONSHIP/FRIENDSHIP AMONG ALL SOCIETIES - EXCHANGING INFORMATION/KNOWLEDGE/ RECIPROCITY IN MEETINGS ( All the world Leaders must be invited to our National Meetings) - THE MOMENT TO START THIS PROCESS IS NOW - WE PLEDGE TO OFFER OUR VERY BEST EFFORTS TO INSURE THAT THIS PROJECT COME TRUE! It was the first Medical League and it was created Before the current University Hospital built. The 1st “Plastic Surgery League” – as an University organization, was founded in 1992 at São Paulo University. It provides orientation and teaching for the students whom are still in Medical School and have not chosen their speciality, yet.
