60-1.25 Hearing Procedures.-The Board
adopts as its hearing procedure Part II of
Chapter 120, F.S., and such specific requirements of other 's tatutory law not in conflict
therewith as may be applicable toa specific
matter before the Board.
(A) In the event procedures are not provided by law, then the Florida Rules of Civil
Procedure shall apply.
(B) The board may waive technical rules of
evidence, if a party appearing at a formal hearing is not represented by counsel.
(C) Any individual may appear for himself
and any member of a partnership which is
party to a proceeding may appear for such
partnership upon adequate identification. A
bona fide officer of a corporation or a's sociation
or a full-time employee of an individual, corporation or association may appear for such

A person may be represented by counsel, provided such counsel is admitted to practice before the Supreme Court of Florida.

60-1.26 Hearing Examiner.-Hearing examiners may be designated by the Board. If such
designation is not made by the Board, the
chairman shall be authorized to designate the
individual who shall serve as hearing examiner,
to conduct the hearing and determine the facts
for the Board. The provisions of Section 120.09,
F.S., shall be scrupulously observed in designating hearing examiners.

solely on behalf of general public interest.

school is required to notify the Board immediately in writing of any change in their staff

60A-I.OS Curriculum.(A) A school of cosmetology shall be prepared to teach all branches of cosmetology as
defined in Chapter 477.08, Florida Cosmetology
Law and shall possess such equipment sufficient
for proper instructions in all subjects required.
Each school shall maintain a course of instruction in ' both theory and practice in subjects
required by Chapter 477.08 of Florida Cosmetology Law. Current curriculum schedule, minimum number of hour·s in each subject and
minimum number of services must be posted
on bulletin board.
(B) Two hundred (200) hours required before working on public.-No student shall be
allowed to work on the public until such student has had at least 200 hours of theory and
practice work on wefts or manikins and fellow
students. Failure to comply may result in revocation of school license.
(C) Subjects, hours, etc.-A student is required to complete the prescribed 1200 hours
within a minimum of seven months 'a ctual attendance in school in continuous practice and
theory of not more than eight hours in anyone

Currently licensed Florida Manicurist &
Pedicurists who desire a Specialist license
may enroll for a fourteen week course,
350 hours, consisting of Facials and Shampooing, using the above curriculum.
Currently licensed non-resident Manicurist
and Pedicurists will enroll for 375 hours,
consisting of Florida Law, Facials and
Shampooing. Credit of 125 hours will be
given for manicuring and pedicuring on
current Manicurist and Pedicurist license.
Non-resident applicants will be required to
take the complete Specialist examination.
(F) A currently licensed Specialist who
enrolls for the cosmetology course may receive
500 hours credit.
(2) The last four inspection rating sheets,
issued by the Board must be posted in each
cosmetology school.
(3) Certificate of Registration for each
Instructor.
(4) Enrollment permits and current health
certificate for each student in school must be
posted before hours begin. No student shall receive credit for hours until permit issued by
the Board is displayed in school.

issued a textbook by the school which is approved by the State Board of Cosmetology. The
following books are approved: Milady's Standard Textbook of Cosmetology, Vandeen's Standard Book of Cosmetology, Glendora Stengler's
Book of Cosmetology, Chemistry in your Beauty
Shop by Dr. Arnold Lowman, Ph-D., Lectures
in Hair Structure and Chemistry for Cosmetology Teachers by Milady and Keystone Cosmetology Textbook.

same quarters with any other business establishment, including a cosmetology 's alon. Separations must be by walls of permanent construction and have no doors or openings between
them. Schools shall not have booths.

-Room shall be selected as suitable for quiet,
undisturbed classroom periods for the study of
theory in needed subjects. Sufficient chairs,
preferably with arm rests, or desks; sufficient
charts, blackboards, etc., to teach all subjects
of cosmetology.

by a qualified student is restricted to the actual
cost of the material and operating cost involved
in performing such work.

shall have a supply room in which students
shall obtain actual experience in dispensary
practice.
(A) Supply room equipment.-Supply or dispensing room equipment shall include the following:
Sterilizers (wet and dry) for proper care of
instruments and equipment
Method of recording dispensing supplies
Clean linens, neck cloths, hair cloths, etc.
Cabinet for clean linens
Covered container for soiled linens
Cabinets for accessories and supplies
Hot plate for heating wax
Sink
All bottles and containers must be distinctly

60A-I.17 Regulations on work for the pub·
lic.(A) Work done by students.-A sign to
read, "School of Cosmetology-work done exclusively by students" in letters large enough
to be read the length of the room shall be
displayed in the school.
(B) Salary.-No student in a school of cosmetology, except student instructor trainee is
permitted to receive a salary or commission
from the school in any form while enrolled in
that school as a student. No student is permitted to instruct another student in a school.
(C) Advertising.-A school shall not advertise professional work or advertise prices in
any news media, in or on windows or outside
premises.
(D) Maximum and minimum price list to be
posted.-A price list stating maximum and
minimum prices shall be posted in the school
where services are rendered to the public 'a nd
should be large enough for easy reading at a
distance of ten feet.
(E) Public not permitted to select student
for beauty services in the clinic. Assignments
for beauty services are to be mrude by instructors.

in the practice, teaching or ,s tudy of cosmetology shall wear a clean washable professional

triplicate between student and school, sa:id contract must bear signature of school offi·c ial and

doctor of medicine must be included with enrollment application. The examination upon
which this certificate is based should have been
completed within the past thirty (30) days, and
state that the applicant is free of a communicable disease in any infectious 's tate, and
should include a report of the serologic test for
syphilis. Upon receipt of the permanent health
certificate (part I) it should be posted with the
student permit in school.

each and every subject in any said cosmetology
salon a student taking cosmetologist examination must be examined in all subjects of cosmetology in both theory and practice.

60A-L31 Withdrawal procedures.(A) A student desiring to transfer from one
school to another shall file an application on a
form prescribed by the Board.
(B) No student is permitted to enter any
school of cosmetology until proper transfer papers have been filed with the Executive Office
of the State Board of Cosmetology and the
transfer permit returned to school and posted
therein.
(C) No school shall enroll a student whose
transfer has not been issued by the Executive
Office of the State Board of Cosmetology.
(D) A school of cosmetology must be in operation at least three (3) months before transfers from other schools will be accepted by the
Executive Office of the State Board of Cosmetology.
(E) When a student desires to transfer
from one school to another he shall be given an
application for transfer executed in triplicate
from the school in which he is enrolled, which
shall provide as follows: Total number of hours
and services completed, and report on progress
and attendance. Three copies of said action
shall be filed with the Board.

each student enrolled or re-enrolled in school
for a cosmetology course, specialist course,
post-graduate course or additional hours the

tology.(A) Requirements.-Students shall not be
allowed to appear before the State Board of
Cosmetology for a written and practical examination until the numbers of hours, services and
graduating requirements in school have been
completed as required by law. Students in private cosmetology s-c hools must complete the
number of hours shown on contract with school.
(B) Students shall write their theory examination in ink and shall bring all equipment
and supplies needed for the practical demonstration, including a model (not in the profession). Clean washable uniforms shall be worn
during practical examination. After application
is filed with necessary requirements a notice
will be sent direct to the student giving complete details of date, time, place and equipment
to bring to examination.
(C) Examinations in practical and theory
shall be given in the English language.

fraudulently misrepresents facts to the Board
concerning information regarding hi-s or her
school, or any ,s tudent enrolled therein, or in
any way violates or refuses to comply with the
Florida Cosmetology Law, or any rules and
regulations established by the Board may have
its, his or her permit 01' certifi·c ate of registration revoked as provided by Chapter 477, Florida Statutes.

refuse to issue, renew or may suspend or revoke
any certificate of registration to operate a
school of cosmetology if a school is found in

60B-L01 Certificate to Operate.-A certificate of registration will be is-s ued for a fee of
$35.00 when all requirements of the law have
been met. Upon final inspection if salon has
not met all the requirements, action will be
taken to dose said salon until such time as all
requirements are met. A minimum of 200 square
feet of floor space is required,and no more than
two operators may be employed in a salon
which has only the minimum floor -s pace.
(A) Effective June 30, 1967, a cosmetology
salon shall not be eonducted in 's ame quarters
with another business establishment, including
a residence, unless there are walls of permanent construction and no doors or openings
between other business or residence. Salons in
Department Stores and Hotels are exempt from
this section.

shall proceed with any service to a person
having a visible disease, or open sores suggesting a communicable disease, until such person
furnishes a statement signed by a physician
licensed to practice medicine (M.D.), or osteopathic medicine (D.O.) in the State of Florida,
stating the disease or condition is not in an
infectious, contagious or -c ommunicable stage.

shall keep clean linens in closed, dust-proof
cabinet. All soiled linens must be placed in a
closed receptacle. Soiled linens may be kept in
open containers if entirely separated from the
area in which beauty services are rendered to
the public. Towels must be laundered by a
steam laundry or boiled at least 10 minutes. A
sanitary towel or neck strip should be plaeed
around the patron's neck to avoid direct contact of the shampoo cape with a patron's -s kin.

1965 must provide suitable and adequate washing and toilet facilities with hot and cold running .water. There must bea toilet, lavatory,

Ultra Violet Irradiation may be used to
storearlicles and instruments after
they have been cleansed and sanitized.
60B-1.09 Sterilization and Sanitation.-The
use of a brush, comb or other article on more
than one patron without being sanitized is prohibited. Each cosmetology salon is required to
have sufficient combs, brushes and implements
to allow for adequate sanitizing practices.
Combs or other instruments should not be carried in pockets.

60B-1.10 Sterilizers.-All cosmetology salons shall be equipped with wet and dry -sterilizers, sufficient to allow for sanitizing practices.
(1) A wet sterilizer is any receptacle containing a disinfectant solution and large enough
to allow for a complete immersion of the articles. A ,c over should be provided.
(2) Sanitizing methods which are effective
and approved for cosmetology 6alons: First,
cleanse article with soap and water, then use
one of the following methods:
Boiling at 212 0 fahrenheit for at least
5 minutes.
Steaming in a steam pres's ure 'sterilizer
at 15 lbs. pressure for 20 minutes.
Chemicals by complete immersion in a
germicide solution for 20 minutes.
