Dear Stakeholder
Background
African Carbon Energy (Africary) was established in 2007 as a BEE mining and minerals company and a
diversified energy producer in Southern Africa and abroad. The company has expertise in mining and
gasification, specifically underground coal gasification (UCG).
Africary has prospecting rights on the farm Palmietkuil about 26 km north-north-west of Theunissen in the
Free State Province and proposes to establish a UCG project with a 50 to 60 megawatt (MW) electrical
power plant.
UCG is an in-situ gasification process that converts coal deep underground into combustible gas, which is
extracted for beneficial use via boreholes. A comprehensive Background Information Document is appended
to this letter for your information.
Purpose of this letter
An Environmental Impact Assessment (EIA) process is being conducted in terms of the National
Environmental Management Act (NEMA), 1998 (Act No. 107 of 1998), as amended, and the Environmental
Impact Assessment Regulations, 2010, as well as the Mineral and Petroleum Resources Development Act
(MPRDA), 2002 (Act No, 28 of 2002) as amended, and the MPRDA Regulations, 2004.
Golder Associates Africa (Pty) Ltd, an independent company, is conducting the EIA process for the proposed
Africary UCG project.
The first phase of an EIA is the Scoping Phase. During this phase, interested and affected parties (I&APs)
are invited to register and to participate in the EIA process by identifying issues of concern and suggestions
for enhanced benefits, for consideration.
The Draft Scoping Report is being made available to stakeholders for comment on the EIA process. All
comments received will be considered during the Impact Assessment Phase.

We thank the many stakeholders who have participated in the abovementioned process so far. The public comment
period for the Draft Scoping Report has expired and comments raised by stakeholders were taken into account when
finalising the Scoping Report. The comments and issues raised during this phase were also captured in a Comment and
Response Report.
According to regulatory requirements under the National Environment Management Act (NEMA) (Act No 107 of 1998),
the Final Scoping Report (FSR) is now being made available for public review for a period of 21 days. The Final Scoping
Report will be available for public comment from Thursday, 5 September 2013 to Thursday, 26 September 2013.

Upon conclusion of the 21 day comment period, the Final Scoping Report and its supporting documents will be submitted
to the competent authorities, the National Department of Environmental Affairs (DEA) and the Free State Department of
Economic Development, Tourism and Environmental Affairs for a decision on whether the Impact Assessment Phase
may proceed. Once the authorities have approved the Final Scoping Report, the Impact Assessment Phase of the EIA
will commence.

Purpose of this document
This document records the issues and concerns, questions and suggestions for enhanced benefits raised by
stakeholders during the announcement of the project to establish the proposed underground coal gasification
and power generation project near Theunissen.
Africary’s UCG project was announced on 15 July 2013 by means of a letter to stakeholders, advertisements
in Die Volksblad and the Free State Sun and notices placed in the vicinity of the site. The Draft Scoping
Report was made available for public review from Friday, 19 July 2013 to Wednesday, 28 August 2013 in
public places and on Golder’s website at www.Golder.com/public.
This report also reflects the comments that were raised in writing and verbally during telephone consultation,
at the Public Meeting that took place on Tuesday, 13 August 2013 from 17:00 to 19:00, as well as all the
comments that were received during the public review period. The identified issues have been used to
develop the terms of reference for the specialist studies.

and UCG in the UK and they have made references to

development for the whole area? Two
years ago BHP Billiton told us that there is
a lot of coal underground. It seems that
everything is not being revealed to us.

to the public, but they did prove substantial coal reserves.
Africary proposes to establish a 50-60 MWe demonstration
power plant on a portion of these reserves. Further
development will depend, inter alia, on the technical and
commercial parameters of the demonstration project.

to a wider area. Like gold, it does not
remain only under one farm. Will the
burning not continue to spread along the
seam underground?

The combustion requires fuel and oxygen. While the fuel
(coal seam) does extend far and wide, the oxygen is
strictly controlled. At that depth, there is no way that
oxygen can enter the gasifier other than via the injection
well. The spatial extent and the rate of the burn are
controlled by the oxygen injection point and the rate at
which the oxygen is supplied. If the oxygen supply is cut
off, the combustion stops.
The scope of this project is limited to the Palmietkuil farm
boundaries. This reserve is sufficient for 50MW power
generation for 20 years.

result of the UCG project. The UCG plant will only occupy
a small area on the surface of the farm. The UCG process
will happen underground and will not influence any existing
agricultural or other economic activities on the surface.
This type of energy has certain
advantages and there are options for
carbon dioxide sequestration. We are
doing research on a fundamental level
and would like to work closely with you on
this project. We do have funds available to
enable us to give inputs and monitor if
necessary.

Can Africary assure people that the UCG

Thank you for your concern. Accidents can occur in any
type of industry. The UCG process is inherently very safe
because it takes place deep underground.
Construction and operations will comply with OHSA and
MHSA requirements. Extensive risk and safety
management will be applied.
The vibration of land from mining activities
can be felt far away. Will the vibrations
from your project affect people?

UCG is not a mining activity, it is a thermo-chemical
process – there is no machinery or moving equipment
once the injection and production wells have been drilled.
Drilling will typically take place once every 4-7 years. The
UCG process will happen 350 m under the surface and
should not cause any vibrations to be felt at the surface.
What are the risks associated with both
explosions and pollution on animals?

The risks of explosions in the gas cleaning plant and the
turbine combustion unit are well understood and will be
minimised by adherence to established industry standards
for design and operation of such plants. The potential for
pollution is also well understood for this type of project in
general, but it will be quantified for this project specifically
by means of specialist studies as detailed in Chapter 7 of
the Scoping Report

No, the ash that will be left after gasification will stay
underground. Upon decommissioning, the boreholes will
be sealed, the surface infrastructure will be removed and
the 2 – 3 ha site of the power plant will be rehabilitated
I would appreciate to discuss options for
baseline bacterial monitoring - even at my
research Platform's own costs. We have
done a lot of microbial work at Star and
Beatrix and then for Molopo on their
development.

What studies are considering the potential
contamination of water?

During the EIA phase the specialists will do studies on
both surface and groundwater impacts. The findings of
these studies will form part of the EIA Report.
We would like to be sure about what is
being planned as we work closely with the
mine groups, also Molopo Gas and their
exploration and as we have service
agreements for water quality monitoring.

environmental impacts, mitigation measures and
monitoring plans will appear in the draft EIA Report and
Environmental Management Programme (EMP), which will
be made available for comment.
These reports will also be presented and discussed at a
public meeting, to which you will receive an invitation.
Africary and Golder would welcome an opportunity to
discuss subjects such as carbon cycling in soil, carbon
sequestration and microbial analysis and monitoring with
people who are knowledgeable in these fields.
Also with the number of wetlands in the
area we would just like to get a feel for the
condensate recoveries as we know the
compositions of the condensates as we
are currently working with Eskom on these
projects.
We would like to understand the
monitoring plans and if the EIA will include
microbial analysis as this is often
overlooked but directed as a crucial
component within EPA guidelines.
We are also actively looking into carbon
sequestration and carbon cycling in
subsurface with Canadian and American
researchers

The shallow aquifer (20-40m deep) that is accessible to
groundwater users is separated from the coal seam by
about 290m of solid rock and should remain unaffected.
During gasification, the hydrostatic pressure should ensure
inflow of groundwater from the deep aquifer into the
gasification chamber. After gasification the chamber will be
purged of combustion products to minimise the potential
for pollution of the deep aquifer over the long term.
Additionally, all wells will be cemented and fitted with a
steel lining to isolate the well from the surroundings.

measures. A detailed environmental management
programme (EMP) will be developed. Once approved by
the authorities, the EMP becomes a legally binding and
auditable document.

Palmietkuil farm is, we would like to visit
the farm, to physically experience it, to
see it.
