The company has expertise in mining and gasification, specifically underground coal gasification (UCG). Africary has prospecting rights on the farm Palmietkuil about 26 km north-north-west of Theunissen in the Free State Province and proposes to establish a UCG project with a 50 to 60 megawatt (MW) electrical power plant. UCG is an in-situ gasification process that converts coal deep underground into combustible gas, which is extracted for beneficial use via boreholes. A comprehensive Background Information Document is appended to this letter for your information. Purpose of this letter An Environmental Impact Assessment (EIA) process is being conducted in terms of the National Environmental Management Act (NEMA), 1998 (Act No. 107 of 1998), as amended, and the Environmental Impact Assessment Regulations, 2010, as well as the Mineral and Petroleum Resources Development Act (MPRDA), 2002 (Act No, 28 of 2002) as amended, and the MPRDA Regulations, 2004. Golder Associates Africa (Pty) Ltd, an independent company, is conducting the EIA process for the proposed Africary UCG project. The first phase of an EIA is the Scoping Phase. During this phase, interested and affected parties (I&APs) are invited to register and to participate in the EIA process by identifying issues of concern and suggestions for enhanced benefits, for consideration. The Draft Scoping Report is being made available to stakeholders for comment on the EIA process. All comments received will be considered during the Impact Assessment Phase. While the fuel (coal seam) does extend far and wide, the oxygen is strictly controlled. At that depth, there is no way that oxygen can enter the gasifier other than via the injection well. The spatial extent and the rate of the burn are controlled by the oxygen injection point and the rate at which the oxygen is supplied. If the oxygen supply is cut off, the combustion stops. The scope of this project is limited to the Palmietkuil farm boundaries. This reserve is sufficient for 50MW power generation for 20 years. We are doing research on a fundamental level and would like to work closely with you on this project. Also with the number of wetlands in the area we would just like to get a feel for the condensate recoveries as we know the compositions of the condensates as we are currently working with Eskom on these projects. We would like to understand the monitoring plans and if the EIA will include microbial analysis as this is often overlooked but directed as a crucial component within EPA guidelines. During gasification, the hydrostatic pressure should ensure inflow of groundwater from the deep aquifer into the gasification chamber. After gasification the chamber will be purged of combustion products to minimise the potential for pollution of the deep aquifer over the long term. Additionally, all wells will be cemented and fitted with a steel lining to isolate the well from the surroundings. What is Africary planning to do as far as water is concerned?
