‘Threat to Mumbai’s
coastal security’
Mumbai, Feb 16 (PTI) :
A random security check on fishing vessels by Coast Guards has
found that several fishing vessels were operating under a single name
and licence, a fishermen’s organisation has said raising concerns
over Mumbai’s coastal security.
The random security check by Coast Guards had revealed that several fishing vessels were operating under a single name and licence,
said the Akhil Maharashtra Machhimar Kriti Samiti.
The finding proves that Mumbai’s coastal security can be easily
breached by terrorists, Samiti president Damodar Tandel said here.
The fishermen’s body also claimed that Indian security establishment has yet to learn any lesson from the 26/11 episode, where
terrorists had taken a sea-route to reach the shores of Mumbai to
launch the attacks.
At a meeting at the Coast Guard office here last month, the Coast
Guard confirmed conducting random check of coastal security and
finding that four to five fishing vessels were operating under a single
name, with same license number and even with same colour of the
boat, Tandel said.
Representatives of fishing societies and officers of the Navy, Customs, Mumbai police and ONGC attended the meet, he said.
‘This means, of the 159 licensed purse-seines net fishing vessels,
there are 700-800 vessels operating illegally by using the same name,
number and colour of the boat,’ Tandel said.
‘Mumbai’s coastal security can easily be breached as terror outfits
can gain easy access to any of these 700-800 illegal boats which
are off the radar and nowhere reflected in government and police
records,’ Tandel said.
He said the purse-seine net fishing vessels were banned by the
Centre.
‘Union Ministry of Agriculture had instructed State governments not
to allow this type of fishing activity which poses danger to marine
ecology,’ Tandel said.

BSF to upgrade

The Border Security Force, the first responder against any attack along the
Pakistan border, has decided to upgrade its war stores including artillery guns
and firing systems for which it has sought a whopping Rs 100 crore budget
sanction.
The border guarding force, which has over 20 artillery regiments, exclusive

and armoury on the lines of the Army which has integrated its firing systems
with the help of computer-based synchronised technology.
As part of the modernisation drive in the force, we have decided to upgrade
the artillery unit of the force.The proposal has been prepared and will be sent
to the Home Ministry soon. This will require a separate budgetary allocation
of Rs 100 crore,’ BSF Director General (DG) Subhash Joshi told PTI.
The DG said the medium-range guns and other mortar shelling weapons
possessed by the force need to be put on a digital and electronic platform, on
the lines of the Army, so that in any exigency or emergency the force could
respond effectively.
This decision, officials said, has been taken after many decades and was
prompted by the new doctrine of modern warfare and challenges of securing
sensitive borders.
The force, which forms the first line of defence along India’s sensitive border with Pakistan is tasked with guarding the International border under the
operational command of the Army.
The battalions of the paramilitary are spread across order posts in the states

47-year-old software developer was convicted
of attempted murder for shooting into a carful of
teenagers after an argument over what he called their
thug music, but jurors couldn’t agree on the most
serious charge of first-degree murder.
After more than 30 hours of jury deliberations over
four days, a mistrial was declared on the murder
charge that Michael Dunn faced in the fatal shooting
of one of the black teens. The 12 jurors found Dunn,
who is white, guilty of three counts of attempted
second-degree murder and a count of firing into an
occupied car.
The trial was the latest Florida case to raise questions
about self-defense and race, coming six months after
George Zimmerman was acquitted in the shooting
of 17-year-old Trayvon Martin in Sanford, about 201
kilometres south of Jacksonville.
The Dunn trial was prosecuted by the same State
Attorney’s Office that handled the Zimmerman
case.
Dunn was charged with fatally shooting 17-yearold Jordan Davis of Georgia in 2012 after the
argument over loud music coming from the parked

Jacksonville convenience store. Dunn had described
the music to his fiancee as thug music.
Dunn showed no emotion as the verdicts were read.
A sentencing date will be set at a hearing next month.
Each attempted second-degree murder charge

Davis’ parents each left the courtroom in tears,
and afterward his mother, Lucia McBath, expressed

Special homams and poojas were performed on Saturday at the Lord
Amirthakadeswara temple at Thirikkadaiyur in the district as part of Chief
Minister J Jayalalithaa’s 66th birthday celebrations.
The poojas were performed to mark Jayalalithaa’s birth star (Magam)
yesterday.
Jayalalithaa’s birth date is on 24 February as per the English calendar.
The Saivaite temple is noted for performing special poojas and homams
on the 60th and 80th birthdays. It is the staunch belief of devotees that
performing ‘Aayush Homam’ (ritual for longevity) at this temple would
bestow a disease-free, long life.

Political parties in Tamilnadu are
slipping into poll mode and are going all out to firm up alliances before
turning the attention to wooing voters.
While the ruling AIADMK has already
finalised tie-ups with CPI and CPI(M),
the other major parties haven’t taken
a decision in that regard.
The DMK, which is holding its 10th
State conference in Tiruchi presently
is expected to make an announcement while the BJP, which roped in
the MDMK as a partner, is looking to
give shape to a coalition to fight the
upcoming Lok Sabha elections.
The BJP will soon take a final decision about the alliance in Tamilnadu,
the party’s State unit president Pon
Radhakrishnan said in Erode on
Saturday.
‘Talks are already on with Pattali
Makkal Katchi while talks have been
concluded with MDMK,’ he told reporters.

EC mulls steps to
check money power
Chennai, Feb 16 (PTI):
The Election Commission (EC) will implement a series of measures,
including forming village vigilance committees, to check misuse of money
during polls in Tamilnadu, which has been identified as one of the
‘sensitive’ States on the issue.
‘Based on past experience Tamilnadu, Andhra Pradesh, Karnataka,
Puduchery, Uttar Pradesh, Punjab, Arunachal Pradesh, Nagaland and
Haryana have been identified as sensitive, where expenditure will be
more,’ Director General (Election Expenditure) P K Dash told a media
workshop here.
In Tamilnadu especially, he said, plans were afoot to assess the impact
of the village vigilance committee concept, which would be a voluntary
exercises before expanding it to other States.
Elaborating about other measures Dash said, ‘we are thinking of sending
the Central paramilitary force in advance to these States besides employing more observers and deployment of flying squads. However, timely
information is very important.’
EC will also accept video and photos sent by citizens regarding misuse
of money power besides treating media reports in this regard as formal
complaint, he said.
Dash said that while use of muscle power had been controlled by steps
taken by the EC, ‘use of money power was the issue with money in all
colour - black, white, tainted and grey - getting into the fray.’
He further said that the demands for increasing the ceiling of candidate’s
expenditure was also under EC’s consideration.
‘At present, the ceiling was Rs 40 lakh for Parliamentary polls and Rs 16
lakh for assembly elections,’ he said.
‘Public awareness was also required against accepting money for vote as
both offering and accepting bribe was an offence,’ he said, adding the EC
would embark on an awareness campaign against money power in elections.

A 32-year-old woman suffered
a serious injury to her right eye
after her mother-in-law, who is
now absconding, allegedly threw
acid abetted by her daughter who
has been arrested, police said

The woman, S Selvi was injured
after her mother-in-law Ulagathammal (60) allegedly threw acid at
her following a domestic property
squabble.
Although the incident happened

While the nation takes pride in being the largest democracy, very little seems
to be happening here in a democratic manner, Chancellor of VIT University G
Viswanathan has said.
He was speaking at a conference-cum-panel discussion on electoral integrity
at Queen Mary’s College here yesterday.
The programme was organised by Forum for Electoral Integrity (FEI) in collaboration with NSS unit of Queen Mary’s College, Foundation for Advanced
Management of Elections (FAME), Youth Exnora and Election Commission
of India (ECI).
He said that the concept of democracy seems to be deficient even in most of
the political parties that form the process of democracy, in our nation. Concept
of democracy is followed only in a few parties and it appears to be functioning
on falsehood in others, he added.
It is based on the same falsehood and lies that laws and legislations are being
passed, he pointed out. Stressing the need for a change in such a situation, he
added the nation was in need of mature political parties. It is upto us all to come
forward and take part in the democratic process and ensure good candidates
make it to power.
Former Chief Election Commissioner T S Krishnamurthy said if nation’s affairs
had to be managed effectively, the right candidates had to be elected. However,
that is not happening currently. Most political parties don’t appear to be interested
in changing this, he added. Former Chief Election Commissioner N Gopalasami
and former Vice- Chancellor of Manonmanian Sundaranar University Vasanthi
Devi were among those who spoke.

‘In India, probably 10 patients per
million per year, including children
and older adults, could be diagnosed
with diseases caused by antibodies.
Though this might not seem like an
enormous number, it would represent
around 10,000 patients for such a
big country. They could be treated
differently and have better prospects,
particularly the younger cases.’ she
added.

fraternity not to be afraid to use the
immune treatments saying that they
should consult their colleagues who
are myasthenia gravis or rheumatoid

UN aid chief Valerie Amos urged the United Nations
Security Council to act to increase humanitarian access
in Syria as the United States, France and Britain tried
to find common ground with Russia and China on a
draft resolution on the situation.
‘We need action and implementation on the ground,
so if a resolution is going to enable that it would be
helpful. But a resolution that does not actually lead to
a change on the ground ... takes us no further,’ Amos
told reporters.
The United States, France, Britain, Russia and
China, the council’s five veto-wielding powers, began
negotiations with Australia, Luxembourg and Jordan.
The United Nations has said that some 9.3 million
Syrians, or nearly half the country’s population, need
help. Amos has repeatedly expressed frustration that
violence and red tape have slowed humanitarian aid
deliveries to a trickle.
Great Lakes nearly

Lakes are almost completely covered with ice for the
first time in 20 years. The last time they came this close
was in 1994, when 94 percent of the lakes’ surface

TN Budget: Its tax-free
The Tamilnadu Budget for 2014-15, presented
by Finance Minister O Panneerselvam, also laid
considerable emphasis on development of agriculture,
MSMEs and infrastructure sectors.
The economic slowdown that marred the State’s Own
Tax Revenues notwithstanding, the Tamilnadu Budget
for 2014-15 has set aside a major share for the social
sector.
The Budget, presented by Finance Minister
O.Panneerselvam, on Thursday also laid considerable
emphasis on development of agriculture, MSMEs
(micro, small and medium enterprises) and infrastructure
sectors.
As much as 37 per cent of the allocation is towards the
social sector, Finance Secretary K Shanmugham said in
his post-budget press briefing. The budget was without
fresh taxes and Panneerselvam squarely blamed the
Centre for its failure to stimulate growth and economic
stagnation.

hours of 13 February. The Sri Lankan Navy is now
acting with greater impunity and effectively thwarting
Indian fishermen coming from the coastal districts of
Tamilnadu from peacefully pursuing their livelihood in
their traditional fishing waters in the Palk Bay.’ Stating
that every fishing voyage of our fishermen is now
laden with danger and the anxiety of possible attack,
harassment, apprehension and custodial detention by
the Sri Lankan authorities, the Chief Minister said: ‘It
is extremely disheartening that hostile actions have
been intensified by the Sri Lankan Navy after the
recent fishermen level talks hosted in Chennai, which
represented a positive step forward to resolve the
livelihood issues through mutual agreement, between
the fishermen of Tamilnadu and Sri Lanka with the
support of their governments.’

Renowned filmmaker Balu Mahendra
died at a private hospital following a
cardiac arrest, sources close to his
family said. Balu Mahendra, 75, who
suffered heart attack, was rushed to
the hospital where he breathed his
last, sources said. He is survived by
his wife and son. Born on May 20 1939, he started his
career in the tinsel world as a cinematographer and
later went onto direct some of the most memorable
movies including the award winning Moondram Pirai
and Veedu.

main line as part of a trial run on Friday. Three trips
were conducted as part of the tests. At noon, the train

Chief Minister J Jayalalithaa launched irrigation
infrastructure-related projects in various parts of the State
at an estimated cost of Rs 49.99 crore. According to an
official release, Jayalalithaa launched various initiatives at

seven-year outsourcing agreement with Infosys for

The Employment Exchanges (Compulsory Notification of Vacancies)
Amendment Bill 2013 was introduced
in Rajya Sabha on 22 April last year
and was thereafter referred to the
Standing Committee on Labour.
In its report tabled recently, the
panel suggested that the revamped
bill should also contain provisions for
regulating placement agencies as
State Bank of India, the country’s largest lender, has cut deposit rates by up
to 0.50 per cent starting 18 February. While deposit rates for maturities of three
to five years have been lowered by 0.25 per cent, those for five years and
above have been cut by 0.50 per cent, SBI said in a filing to the BSE today.
The bank currently offers an interest rate of 8.75 per cent for three to five
year deposits and 8.5 per cent per annum for deposits exceeding five years.
For bulk deposits of Rs 1 crore and above with a maturity period of 61
days to less than a year, SBI lowered rates by 0.75 per cent to 7 per cent.
Earlier this week, United Bank of India (UBI) and Canara Bank had revised
interest rates. While UBI increased lending rates and cut interest on deposits,
Canara Bank raised fixed deposit rates across maturities.
UBI increased the base rate, or minimum lending rate, to 10.50 per cent
from 10.25 per cent, becoming the first PSU bank to do so after the Reserve
Bank of India raised policy rates in January.
Besides, UBI reduced its deposit rate to 8.5 per cent from 8.75 per cent
previously for tenures of one year and above. Term deposits with Canara
Bank with a maturity of 91 to 120 days would attract interest of 9.15 per cent
from 8.5 per cent earlier. For periods ranging from 180 days to less than one
year, the new rate would be 9.20 per cent from the existing 8.75 per cent.
In its Third Quarter Review of Monetary of Policy, the RBI raised the key
repo rate to 8 per cent in a bid to curb inflation. The central bank’s move
is expected to translate into higher EMIs and push up borrowing costs for
corporates. Private lender Kotak Mahindra Bank increased deposit rates in
four different baskets earlier this month.

DLF cuts net debt
by Rs 2,500 cr
India’s largest realty firm DLF said it has reduced
net debt by over Rs 2,500 crore to Rs 17,400 crore
following proceeds from sale of luxury hotel chain
Amanresorts, and a refund from DDA.
The net debt had increased to Rs 19,926 crore at
the end of December quarter, from Rs 1,9508 crore
as on 30 September.
‘Current net debt is at Rs 17,400 crore (approx). We
maintain the FY14 guidance of net debt of Rs 17,50018,000 crore,’ DLF said in an analyst presentation.
The debt level would continue in this range in short
term. In a conference call with analysts, DLF Chief
Financial Officer (CFO) Ashok Tyagi said: With closure of Amanresorts and settlement of Dwarka project
with DDA, we have achieved our net debt guidance.

set sights on Myanmar, a mineral-rich nation
which also has abundant natural gas reserves.
“While the Westerners are flocking to Myanmar in search of next big thing and investors
are scouting for new business potential, Indian
businessmen would not like to miss the opportunities in a country which is of strategic interest to us in terms of its location, engineering

Tamilnadu Governor K Rosaiah has said that there is a gap between education institutions, research institutions, industries and common people and

concerted efforts and it is not far off. Sharing of ideas, igniting creativity and a flair for innovation in the youth is imperative.’ he said while
speaking at a function here on Saturday during which young CEOs and
budding scientists were felicitated.
He quoted a report published by IRIS Foundations and UN-HABITAT which
said that the youth population, which is nearly 430 million and was expected
to rise to 464 million by 2021 and pointed out that by 2020 India will be the
world’s youngest country with more than 64 per cent of its population in the
working age group.
Planning well ahead and exploring this demographic transition will make India
lead in all spheres. Rosaiah said and added ‘this is the biggest advantage we
have. The nation needs no more job seekers. It needs more and more researchers, scientists, innovators and job creators.’ ‘Making the nation’s youth force
into dynamic productive men and women of tomorrow is necessary. History
reveals that innovations are not new to us.
‘It is heartening to note that as ambassadors to the Nasa Space Camps,
Space Kidz India has motivated about 850 students all over India to have
hands on experience at NASA.’
Finance Minister P Chidambaram may dole out
some sops while doing a tightrope walk to keep
the fiscal deficit under check when he presents the
interim budget for 2014-15 in Parliament tomorrow
ahead of the Lok Sabha elections. Along with the
budget, he will present a vote-on-account to seek
Parliament’s sanction for spending till July.
By tradition, the interim budget does not contain
proposals seeking to tinker with direct taxes, nor
are there any policy announcements, although
there may be some sops for the common man and
sectors that need help.
Earlier, Chidambaram had indicated he may
tweak excise duties and service tax rates in the
interim budget in an apparent bid to boost the
economy, but he may not pursue key reform legislation due to lack of political consensus.
‘In 2004, Jaswant Singh made a 12-page speech. In
2009, Mukherjee made an 18-page speech. So I have
two numbers to choose from between 12 to 18. We
can make any proposal short of amending any law.
‘We cannot propose amendments to the Income Tax
Act, Customs Act or the Excise Act. But any proposal
short of amending a law can be made. We can also
outline a vision for the future,’ he had said.
It would be interesting to see if Chidambaram
continues with the super-rich tax in 2014-15 as well,
but indications are he may choose not to since it
would need amendment of the law.
In the last Budget, the government imposed a 10
per cent surcharge for a year (2013-14 fiscal) on
people earning income above Rs 1 crore. It covered
42,800 individuals and entities.
The Minister is expected to use the opportunity to
highlight the achievements of the UPA-II government and focus on how the government has been
able to contain the fiscal deficit and the current
account deficit (CAD), notwithstanding the difficult
global situation. The full Budget for 2014-15 will
be presented by the new government in June-July.
Chidambaram may explain why economic growth
slowed to a decade’s low of 4.5 per cent in 2012-13
and outline steps taken by the government to put
India back on a high-growth trajectory.
Although the Central Statistics Office (CSO) has
estimated a growth rate at 4.9 per cent in this financial year, Prime Minister Manmohan Singh had
said it would exceed 5 per cent once the figures
were revised. Key reform measures such as the
insurance bill, the goods and services tax (GST)
and the direct tax code (DTC) are not likely to be
taken up by the outgoing UPA government for want
of political consensus.
In an election year, governments have traditionally
presented an interim budget or vote-on-account,
a shorter version of the budget. The government,
sources said, will come out with revised estimates
for tax collection in 2013-14 and projections for the
next financial year.
As per current indications, the fiscal deficit this
financial year is expected to be less than 4.8 per
cent of GDP estimated in the budget, mainly on
account of expenditure compression and higher
realisation from the 2G spectrum auction.
The fiscal consolidation road map requires the
government to contain the fiscal deficit at 4.2 per
cent of GDP in 2014-15. Chidambaram had on
several occasions said he had drawn a red line for
the fiscal deficit and it would not be breached. The
gap could be 4.6-4.7 per cent of GDP.
The CAD, which was a major concern last year,
is likely to narrow to below $50 billion, or 2.5 per
cent of GDP. It had touched a record high of $88.2
billion, or 4.8 per cent of GDP, in 2012-13.

of its Dreamliners, would use the

meet working capital needs.

R Vivek and Megha Burman in
Oru Modhal Oru Kadhal
ru Modhal Oru Kadhal is a comedy based
on a real-life incident. The story is about a
man who sets out in search of love from Chennai
to Bangalore and then to Delhi, giving all sorts of
troubles to his family and friends.
Written and directed by Keerthi Kumar, it has
R Vivek as the hero and Megha Burman as the
heroine with Pyramid Natarajan, Balaji, Ammu
and Lollu Sabha Swaminathan playing important
roles. The camera is handled by Yugga H, music
is composed by K R Kawin, and the editing is by
N Sathyaraj.
‘When I got the opportunity to direct a feature
film, I wanted the storyline to have love, sentiment
and other ingredients that would make a wholesome entertainer. I didn’t have to look too far for
a story idea. I loved a beautiful girl, who has now
become my wife. With a little bit of imagination, it
could be turned into an interesting script. That’s
how Oru Mothal Oru Kadhal came to be,’ says
Keerthi Kumar.

ork on Jiiva’s upcoming film Yaan directed
by Ravi K Chandran is said to be on at a
brisk pace. It is said that director of the film, has
posted few updates on his micro-blogging site.
According to reports, the Morocco schedule
of the film that stars Jiiva and Thulasi Nair in
the lead has been wrapped up and the director
said that team has been helpful and creative
and that shooting was fun. He also thanked the
unit for its support.
Music for Yaan is by Harris Jayaraj, whose
recent Endrendrum Punnagai was received well
by the audience.
