Haryana with trends indicating it was winning in 50 of
the 90 seats. This is the first time that the BJP is likely
to come to power in the State on its own.
The party started on a winning note with the first result
being declared in Haryana going to its kitty. Veteran BJP
leader Anil Vij won from the Ambala Cantonment seat
by a convincing margin of 15,462 votes.
‘We will form the next government in Haryana. We will get
two-thirds majority,’ BJP leader Abhimanyu said in Hisar.
The ruling Congress, staring at a rout, drew solace with
the result of the Jhajjar (reserved) seat going in its favour.
Education Minister and Congress candidate Geeta Bhukkal
won the seat with a margin of 26,854 votes.
Meanwhile, indicating a possible reconciliation, Shiv Sena
today said it will consider BJP’s proposal on government
formation in Maharashtra once it is made as they have ‘no
bitterness.’
‘Once they (BJP) submit a proposal for a stable government in the interest of Maharashtra, Sena president Uddhav
Thackeray will take a decision, whatever that may be, after
considering all factors,’ Sena MP Anil Desai said. On the
other hand, the BJP virtually rejected the possibility of giving
Chief Minister’s post to Shiv Sena for forming a coalition
government in Maharashtra, saying ‘people have given us
the responsibility and the government will be led by us.’

Maharashtra appeared headed for an alliance government, with trends available in all 288 constituencies
indicating that no party will be in a position to form the
government on its own, although BJP, riding on the Modi
wave, emerged the leader of the pack.
As per trends available after two hours of counting,
BJP was leading in 120 constituencies, with former
-- and according to some, would-be -- ally Shiv Sena
a distant second in 59 seats, Congress in 44 and NCP
in 45.
The Raj Thackeray-led MNS had a dismal outing,
leading in just two seats, a far cry from the 13 seats it
won in the 2009 polls.
With no party appearing to be in a position to reach
the magic figure of 145 seats needed to form government, the State looks set to witness a plethora of
permutations and combinations in the next few days.
While there is already speculation of former allies
BJP and Sena coming together and forming the next
government, there are also those who feel that the
Sena’s and Congress and NCP’s need to remain in
power, may throw up combinations which may not
seem plausible now.
‘People of Maharashtra have voted for PM Modi and
his pro-development pitch,’ BJP leader Kirit Somaiya
said at a press conference.

It was 5 pm on Saturday. The Chennai
airport was the centre of attraction as AIADMK cadres turned up in large numbers to
welcome the party supremo J Jayalalithaa
from Bangalore.
Jayalalithaa walked out of Parappana
Agrahara central prison after the Supreme
Court granting her bail in a graft case. It was
a grand homecoming in Chennai with scores
of avid supporters turning up to welcome her
despite the heavy downpour.
At the airport, she was received by AIADMK
presidium chairman E Madhusudanan, State
Ministers, MPs, MLAs and functionaries of
various wings of the party.
Braving the rain that had been lashing the
city for the past two days, scores of AIADMK
supporters thronged the route from the airport
to her Poes Garden residence even as flower
petals were showered at her
motorcade by frenzied supporters in many
places.
Partymen had put up banners and posters
near the airport hailing ‘Amma’ (Mother), as
she is addressed by her supporters, even as
staunch AIADMK loyalists who turned up for

AIDS affected people in India, nearly 2.5 lakh were in Tamilnadu and
of them which 10,000 were in Coimbatore District.
He appealed to the Colleges to come forward and help such children
and persons and bring them to the mainstream, by adopting them or
providing employment.
Shivakumar, Coordinator, DAPCO, asked those affected with HIV or
AIDS, to identify and avail various Government sponsored scheme for
them.
NGOs like Coimbatore Network Positive Plus, Tamilnadu Nework of
Positive and India HIV/AIDS Alliance should strengthen the networks
financially and become self sufficient to help those affected by the diseases, Shivakumar said.

600-feet-long cake to mark the
131st anniversary of cake-making in
the country.
The association is planning to bake
the cake at a convention centre in
Thrissur on 30 October to showcase
the legacy of ‘plum cakes’ in the
country.
According to local historians, the
first cake in the country was baked
by an Indian in the historic town of
Thalassery in north Kerala over a
century ago.
Taking cue from the European settlers in the Malabar region of Kerala,
Mampally Bappu, a local entrepre-
neur, is said to have baked the first
cake using local ingredients in the
coastal town in 1883, they said.
To mark the occasion, the KBA
has roped in scores of its members
to prepare and exhibit the massive
cake. The event is being organised
not just to commemorate the legacy
of bakers in Kerala but to create
awareness about the significance of
baking industry in the economy, the
association said.
‘Kerala may be the only place in the
world which has such a large number
of bakeries. So we thought it is our
responsibility to create awareness
about its glorious past,’ P M Sankaran, state president of KBA told PTI.
Mampally Bappu, who lived in Tha-
lassery, was a visionary who introduced the exclusive taste of cakes to
Indian foodies, he said.

in Bengal in 1880 to cater exclusively
to the British, Indians could not savour
the delicacies prepared there. Bappu
made the first cake in his Royal Biscuit

Telecom Panel defers plan
on licence fee for ISPs
New Delhi, Oct 19 (PTI):
The Telecom Commission has deferred a
proposal on imposing an annual licence fee
of 8 per cent on Internet service providers
(ISPs) as this could lead to a hike in Internet charges and impact the government’s
ambitious Digital India project.
The Department of Telecom (DoT) Secretary Rakesh Garg, who also chairs the
Telecom Commission, at a meeting of the
commission last week said the proposal
needs to be discussed further as levying
an annual fee may lead to a rise Internet
tariffs and charges, sources said.
The proposal could hit government’s
plans to successfully implement the Digital
India programme, a pet project of Prime Minister Narendra
Modi, they added.
‘DoT is of the view that imposing a fee on ISPs could
hinder their efforts of connecting the cities and rural area
through Internet and that will in turn impact Digital India,’
sources said.
Digital India is an umbrella programme with an outlay
of Rs 1.13 lakh crore, which includes projects that aim to
ensure government services are available to citizens electronically and people get benefits of the latest technology.

TRAI had earlier also recommended that
government levy 8 per cent licence fee
from 1 April, 2013, but the proposal was
deferred then, after questions raised on
revenue items that should be considered for calculating
the final charges.
Industry body Internet Service Providers Association of
India had said the move to increase licence fee on Internet
services will adversely affect its target to achieve 175 million broadband connections by 2017 and 600 million by
2020 as it will increase service tariffs.
ISPAI had also said if government includes deduction
of bandwidth and lease line charges to pass through than

Thiruvananthapuram, Oct 19 (PTI):
As the Ebola epidemic, which has claimed more than 4000 lives globally,
causes concern, Kerala has stepped up screening at airports and examined over 450 passengers who arrived from various African countries.
A top health department official said no one has tested positive for the
deadly virus that has claimed large number of lives in Africa and in some
other parts of the world.
Besides airports, the screening will soon be extended to sea ports also
to check possible threat of its spread in the state, State Health Secretary
K Elangovan said.
‘No Ebola positive case has been reported so far in the State. We have
already taken strict measures to monitor the situation and stepped up
screening at the airports. We are now mulling extending similar checks
at seaports also,’ he told PTI.
Of the total 469 persons screened, blood samples of two, who had fever,
were collected and sent for analysis which tested negative, he said.
‘If any suspected case comes across during screening, we will keep
them on observation. Generally, the observation will be extended from
two to 21 days. Junior health inspectors are assigned to keep frequent
contacts with them and continuously monitor their health during the period
of observation,’ he said.
A meeting of health officials in the State will be held here tomorrow which
will discuss further measures to be taken in this regard, the official added.

and means to detect and prevent Ebola was taken at a high-level meeting
chaired by Cabinet Secretary Ajit Seth at Delhi on 16 October.

The Finance Ministry is yet to accept
two of the three reports submitted to it
on the assessment of black money in
India and abroad which were commissioned by the UPA government three
years ago.
The studies were conducted by the
Delhi-based National Institute of Public Finance and Policy (NIPFP) and
National Council of Applied Economic
Research (NCAER), and National Institute of Financial Management (NIFM)
at Faridabad.

The three studies were expected to
be completed within 18 months’ time,
which deadline had expired on 21 September, 2012. The Finance Ministry
did not give the dates on which these
reports were submitted with it although
the RTI application had also sought that
information.
There is at present no official assessment on the quantum of black money in
India and abroad. ‘The issue of black
money has attracted a lot of public and
media attention in the recent past. So
far, there are no reliable estimates of
black money generated and held within
and outside the country,’ the Finance
Ministry had said while ordering the
studies in 2011.
The different estimates on quantum of
black money range between $500 billion to $1,400 billion. A study by Global
Financial Integrity has estimated the illicit money outflow to be at $462 billion.
‘These estimates are based on various unverifiable assumptions and approximations. Government has been
seized of the matter and has, therefore,
commissioned these institutions to
get an estimation and sense of the
quantum of illicit fund generated and
held within and outside the country,’
the Ministry had said in a press release
issued on 29 May, 2011.

likely to start from 24 November and
is expected to be a month-long affair.
A meeting of the Cabinet Committee on Parliamentary Affairs headed
by Home Minister Rajnath Singh is
scheduled tomorrow.
The meeting will decide the schedule and would send the recommendation to the President. Generally, the
Winter session lasts till 23 December.

intellectual property?
All these questions by Delhi University (DU) students
and teachers will be answered soon as the varsity is
in the process of drafting an Intellectual Property (IP)
policy to facilitate registration of patents, copyrights and
trademarks by its students and teachers.
DU’s Intellectual Property Rights Cell was established
in 2008 with an view to helping researchers, inventors
and creators manage their intellectual property rights
through the legal machinery and also to manage its
commercial aspects. While, initially, the cell was headed
by Dean of Research, the Human Resource Development ministry had earlier this year constituted an IPR
Chair at DU.
‘Students and researchers need to know what exactly
will be patentable while they are pursuing a research?
In the lack of a proper policy, researchers are often
unaware of the dos and don’ts and face difficulty in dealing with legal and commercial issues,’ said Dr Rekha

The policy is expected to deliberate upon ownership

teachers to take up constructive research and get it

Kadithal’ has been selected for
the Indian Panorama section of the
45th International Film Festival of
India (IFFI) to be held in Goa next
month. IFFI, a 10-day film festival, is
scheduled to start 20 November.
‘It is indeed a great honour and
this will motivate me to surf for more
talents and give Tamil films an international recognition,’ film’s producer
J S K Satish said in a statement.
This is Satish’s second Tamil fi lm
after ‘Thanga Meengal’ to be selected
for IFFI.
A total of 26 features and 15 nonfeatures have been selected for the
Indian Panorama section at this year’s
fest.
The feature section has seven films
each in Malayalam and Marathi, five
films in Bengali, two in Hindi, and one
film each in Assamese, Kannada,
Khasi, Odiya and Tamil.
Some of the films to be featured at
the fest include ‘Yellow’, ‘Killa’, ‘24
North Kaatham’, ‘Candles in the Wind’
