The MCEDC website is now up and running, however it still needs some more work to fill it out and the newsletter is being worked on. Stroetheide reported having been contacted by: • One company interested in locating in this area is project Bon Bon. A confection company that needs a 100,000 sq. ft. building and 15 to 20 acres and will employ 30 to 40 persons. • Destination Entertainment looking for acreage in the area. • A call center for 15 employees that needed a building that I located for them in Bay City. • A company that processes biomass into plastics and I have gotten a second call from them wanting more information. They need 20 acres and will employee 10 persons. DRS Hurricane Ike dock replacement The commissioners heard discussion on the contractors who attended the pre bid meeting on July 23, and the scheduled bid opening on July 23, 2014. Morris remarked, “No action is required today, but we may need to have a special called meeting to accept the winning bid and approve any short fall. “ Port Dock Maintenance The commissioners approved a dock maintenance bid package for repairs on over 400 feet of dock at SeaCo and some other areas of repair around the harbor. Port Maintenance Operations The port maintenance operations report was presented by the Maintenance Supervisor, Larry Lanfear: • Mowing/Ground Maintenance: Due to the recent showers we have been working toward catching up with our mowing program. • Equipment Repairs: We reviewed our maintenance records for all of our equipment and used the rain days to get all of the equipment maintenance up to date. We have the 15’ shredder out of service due to a problem with finding the correct safety guards which is hampering us in our mowing program. Kenny’s Small Engine Repair patched a hole in the fuel tank of the ZD 25. RLP Services repaired a broken drive shaft on the diesel distributor. Commissioner Neeley remarked, “At current rates, it would take 15 and one-third years to recover the investment we are spending on just these repairs”. (Beacon Photo by Ryan West) Upon listening to various individuals at different meetings (Palacios Economic Development Corporation and City Council) last year’s sales tax rebates are now considered to have been unusually greater than typically expected. The monthly rebate of the city’s sales tax collected on May sales, reported to the State Comptroller in June and arriving in Palacios in July was $46,433; significantly less than 2013’s rebate of $68,656. Upon comparing May 2012’s sales tax rebate which nearly totaled $59,000; proves reality to the fluke in last years’ greater than usual sales tax. In the first seven months of 2014 the city has now received $389,009 in sales tax money, a -21.55% decline over the same period last year. Statewide, State Comptroller Susan Combs said state sales tax revenue in June was $2.24 billion, up 3.7 percent compared to June 2013. “Sales tax revenues continue to grow at a moderate pace,” Combs said. “The increase was led by remittances from the wholesale trade, services, and restaurant sectors. Fiscal year-to-date collections have now grown by 5.2 percent.” May was a good month of sales activity for seven of the 13 area cities, as they received larger rebates this month than they did for the same period a year ago. Palacios is not the sole city falling behind in year to date rebates, other area cities that have not exceeded year to date percentages from 2013 are: Edna, El Campo, Ganado and Wharton. Totals for the 12 other area cities- this month, same time last year, change in parenthesis; year to date, same time last year, change in parenthesis- all rounded off to the nearest dollar or percentage; are as follows: (See TAX, Page 3) Fundraiser for Haynes family MCEDC joins LCRBC in water fight to be held Sat. at KC Hall BY HEATHER MENZIES Matagorda County Economic Development Corporation (MCEDC) board voted to join the Lower Colorado River Basin Coalition at its Friday, June 27 meeting. MCEDC board was unanimous in its decision to join with other members such as Matagorda County, City and County of Bastrop; Colorado County, Colorado Water Issues Committee, area county judges, as well as organizations such as Ducks Unlimited and others to who believe the Highland Lakes are being favored in emergency drought proto- cols being considered by the LCRA. The current goal of the coalition is to ensure the trigger-point of Highland Lakes goes no higher. Allowing it to move from its current 850,000 acre-feet release to the proposed 1.4 million acre-feet effectively allows the lakes to flood downstream residents when it does rain, yet forbids releases even when the lakes are over half full. “With the ongoing water rights challenging Matagorda County, it is vital to support efforts that give a regional voice to issues impacting rice farming and natural habitat, (See LCRBC, Page 2) The Palacios Youth Football League will hold a chopped beef sandwich and live auction fundraiser to benefit the family of the late Gary Haynes, Jr. on Sat. (July 26) from 6-8 p.m. at the KC Hall in Palacios. (Submitted Photo) Palacios Lions Club installs 2014-15 officers The Lions Club of Palacios has installed a new slate of Officers for the coming year of 2014-2015. The officers are: Deb Smith, President, Felix Sanchez, 1st Vice President, Lori King, Secretary, Erwin Jantzen, Membership and Glen Smith Tail-twister. The Lions Club of Palacios is an integral part of the community and has served the citizens of Palacios for over 60 years. Local Lions have supported many projects and operations that directly benefit the community such as the Palacios Hub, the Palacios Library, Lions Disaster Relief, an annual visit from Santa Claus for PISD schoolchildren and of course, the Annual Palacios July 4th of July Celebration and Fireworks Display. In addition to support of the Texas Lions Children’s Camp in Kerrville, the Palacios Lions Club works annually to support the LCRBC Lions Eye Bank of Texas and provides exams and new eyeglasses to local PISD school children. America Electric is in the process of ordering the replacement parts. I met with Kotlar Plumbing to evaluate the condition of the showers in the TB 3 Restrooms. They are putting together a proposal for replacing the parts which are in questionable condition. Bay Area Service Co. made a repair service call to the Diesel Mechanic Shop due to the A/C system not cooling. They were able to get the system running temporally and evaluated the system as being in very poor condition. The air handler case is very corroded and being held together with duct tape and the coils on the condensing unit are falling apart which is causing extremely high head pressure. It will need to be replaced very soon. I had some issues with the Safety Access Platform at SBM and PMI is presently working on correcting the problems and hope to be complete this week. I will be setting up a meeting with T Con (the sewer contractor working on the City project) to inquire about them making the repairs to the Diesel Mechanic Shop lift station repairs. We added additional fasteners to the pier dock deck at the La Petite Belle slip in SBM. This decking will need to be replaced in the near future due to deterioration. Rhoades Land Leveling is in the process of repairing the dock damage at Sea Co and adding additional piling straps until we can make permanent repairs. • Safety/Training: The Safety Topic at the Monthly Staff Meeting was on chain saw safety presented by Phil Holbrook. • Incident Reports: We had one reported incident at (Continued From Page 1) the Sea Co dock on July 2 that occurred while fueling over the dock. Video debuted in Austin market every morning last week and is viewable on the station’s internet site for 6 months. • Site visit to Marine Education Center and Classroom building by TAMU Agrilife County Extension agent, Texas Parks & Wildlife and TAMU Harte Institute officials with interest in a marine research facility. • Several conference calls with a developer of entertainment venues with a possible interest in Jensen Pt. property. • Pavilion update – CIAP Grant Phase I acceptance and Phase II approval by City Council scheduled for August 12th. Impact Analysis Palacios is often considered by many as the ‘best kept secret on the gulf coast’ however, this slogan could possibly be on the verge of changing. Strotheide reported on attending the Texas Trade Office Show in Houston and described speed presentations to 37 different companies and a few follow-ups have occurred from these presentations. Gulf Coast Shrimpers won the battle Monday, but it remains to be seen if they will win the war against permanent regulations requiring them to use the controversial Turtle Excluder Devices (TED’s). 35 YEARS AGO- 1979 The official name of Lt. FRIDAY Foreign Wars. 45 YEARS AGO- 1969 Holly Harrison, a recent PHS graduate who won the Class AA high jump at the State Track Meet, has qualified for the Regional Junior Olympics Meet. 50 YEARS AGO- 1964 At the end of the current fiscal year, PISD had collected 96.75 percent of outstanding taxes. 55 YEAR AGO- 1959 A watermelon weighing 103 ½ pounds, grown by Rev. W.D. Crabb of Blessing, was displayed in Palacios Monday. Farmers Canal Company bought Matagorda County’s first bale of cotton of the 1959 season, grown by C.C. Ramsey, for $193.36. Georgia Hurta scored 193 out of a possible 200 points to win the second division of the Matagorda County Dress Revue. 60 YEARS AGO- 1954 Pickens Construction Co. will open their two “Texas” homes in Foley Village to the public Sunday. The new 60,000 volt electric transmission line from Point Comfort to Palacios was expected to be in service in about 3 weeks. A total of 994 voters cast their ballots locally Saturday in the Democratic Primary. The closest race was for county attorney where Fred Holub defeated R.E. “Bob” Peden by 9 votes. 65 YEARS AGO- 1949 A resolution was passed by the Board of Trustees of the Texas Baptist Encampment on July 13 regarding the solicitation of advertising from the merchants of Palacios and went on record as being opposed to the solicitation of advertising from them. 70 YEARS AGO- 1944 Work on rebuilding the Tres Palacios Bridge, 7 miles northeast of Palacios, was to begin. Only 153 votes were polled here in the Democratic Primary. This was one of the lightest votes ever cast. 75 YEARS AGO -1939 More than three miles of the Intracoastal Canal in Matagorda County has been completed by the Hill Dredging Company. Carlton Crawford gave a report at the Rotary Meeting of his recent visit to Cleveland, Ohio, where he attended the 30th International Convention. 80 YEARS AGO- 1934 A tropical hurricane, with 70 to 80 mile per hour winds, trucks the Matagorda Bay section doing damage in Palacios, Matagorda, and Sargent. W.C. Gray received word from Fort Worth that a PWA grant has been received for the building of the Palacios seawall. 85 YEARS AGO- 1929 Camp Hulen was ready for the coming of the Texas National Guards for a two week training period. 90 YEARS AGO- 1924 Miss Linnie Wolf, superintendent of the schools, received a report from the state department that the Palacios schools had 17 accredited units. C.M. Teller, keeper of the lighthouse, purchased the Tatum property on First Street. 95 YEARS AGO- 1919 A new enterprise for the city is the Palacios Shell Company. 100 YEARS AGO- 1914 The Palacios Marine Band, with G. Martino as the leader, gave a Sunday afternoon concert at the Pavilion. Three math whizzes are enough for one family Three out of four isn’t bad, huh? As written here before, I’m the eldest of four sons in the Webb family. Our parents came up during the Great Depression and, want to or not, they didn’t have easy opportunities to further their education. Both were humble people, shy to a fault, in their demeanor around people. Neither had it in them to be mean to anyone, although a few spankings as a youngster made me feel they were. At least until the sting wore off. Mother understood numbers and money although she professed to be average or below in intelligence. Bah! Dad had less education than Mom because he had even less opportunity and that tough existence tossed him onto the street and fighting to get a toehold on life at a pre-teen age. After watching him for years, I decided he could have earned an advanced degree in math. Lawrence Ray (L. Ray to friends all his life) Webb was a mathematical genius and had a mind like a 6-gigabyte calculator. I know that from watching him for a big chunk of his alltoo-short 57 years. He had the capacity to calculate gross livestock weights by looking at a truckload of cattle, then computing their worth via a per pound price, all “in his head” without the benefit of a calculator. While Mother didn’t have that genius way with numbers, you couldn’t fool her, especially not when it came to calculating costs of feeding her family and managing a household budget. Don’t WILLIS WEBB Guest Columnist even try. She had a way with words about figures, though, and anything else for that matter. Once, I repeated an oft-repeated platitude: “Figures don’t lie.” Mom bounced right back and bounced me off the wall with her own bromide: “Figures don’t lie, but liars figure.” Huh? Now, I have to admit that my math skills aren’t too bad because some of that knowledge did manage to sift from their genes and DNA through my thick skull. Give me a minute and my skills aren’t too shabby. What I got, that perhaps my three younger siblings didn’t get, was a gift for creativity and putting words together. That pales, however, in the shadow of the math minds of these three. Letters To The Editor Two problems with our hospital.... Dear Editor, I have been to the emergency room in Palacios twice this month. Sunday afternoon, a short wait, great stiches, very competent guys. Midweek, I took a friend in with equally excellent results. Both times I thought what a pain in the neck it would be to go all the way to Bay City because we had no hospital! More than a pain, if you’re having a heart attack! Two bad things are happening at our little hospial and we all need to pay attention. It’s too late to fix one problem. Cherrie Waites is leaving as CFO of the hospital. She cared about the survival of the hospital. She was instrumental in attracting a very good new doctor and paying the bills when there wasn’t much money coming in. She’s gone and we will miss her more than we realize. The second bad thing can be fixed if everybody will wake up. When you pay your taxes that little number at the bottom goes to the hospital district. That little number adds up to millions of dollars and none of it goes to your local hospital. Palacios Hospital is being shorted several million dollars annually. The reason for the unfair distribution of your tax money doesn’t really matter because if we don’t get it our hospital will close. I beleive the American Revolution started over a similar tax issue...So let’s demand tax fairness before one of us is playing ‘beat the clock’ in an ambulance to Bay City. We were all encouraged at home to be the best we could be at math because that and critical thinking skills were necessary to have something approaching a good life, according to the conventional wisdom proffered by L. Ray and Ruth Webb. Upon arriving at my freshman year in high school, I felt compelled to take every math class at Teague High School. My parents’ emphasis, plus the fact that the wife of Dad’s first cousin taught math there, shoved me right into Algebra I, Algebra II, Plane Geometry, Solid Geometry and Trigonometry. No, I don’t mean Chevy Chase’s alias in Fletch: Trigonometry Jones. Solid geometry probably kept me out of the upper echelon of students. I had trouble thinking in 3D. Even though I have never liked math and took five courses in high school, I managed to get a Bachelor of Sci- ence in college without taking a solitary math course. Don’t ask. While I did not shame my parents when it came to grades in math, I couldn’t hold an isosceles triangle to any of brothers in math and science. I did help Mom ride herd on them (the siblings maintain it was “riding” them and “spurring” with spike rowels. Harumph!) Kerry got a degree in accounting, parlayed that into a stint with the FBI, then into the corporate world. Clydell also collected a shingle in accounting and successfully started and operated his own businesses for many years. The “baby,” Danny, got a running jump into the computer world with a degree in computer science. He started his own company, then sold it and became a consultant in semiretirement. And, here I am still putting words on paper and peddling it to community newspapers. Wouldn’t trade, though. On Wednesday Kristin Webb read Shimmer and Splash and the children made waves in a bottle. In Blessing Teresa Blanchette read From Caterpillar to Butterfly by Deborah Heligman and Hungry Butterfly by Eric Carle. The children then colored and cut out the lifecycle of the butterfly and made clothespin butterflies. Helpers were Christine Naiser, Heather Cornett, Christy Griffith, Crystal Mozley, Desiree Vega, Zoe Winkenwerder and Karla Moreno. Annual sales tax holiday Aug. 8-10 Texas Comptroller Susan Combs reminds shoppers they can save money on certain items priced under $100 during the state’s annual sales tax holiday. This year, the sales tax holiday is scheduled for Friday, Saturday and Sunday, Aug. 8 -10. The law exempts most clothing, footwear, school supplies and backpacks priced under $100 from sales tax, which could save shoppers about $8 on every $100 they spend during the weekend. “Families gearing up for the new school year will not pay any sales tax for many back-to-school items rang- ing from pens to blue jeans,” Combs said. “When the backto-school list is long and the money is short, it can be difficult for Texas families. Cabarubio, 73, of Palacios will be held on Aug. 8, 2014 at 4 p.m. at the Palacios Cemetary. Emily was born on August 7, 1940 in Olivia, Texas and went to be with her Lord on July 10, 2014 at Unihealth of Fairburn where she was under hospice care. Emily lived the last 5 years in Georgia with her children and their families but is a long-time resident of Pala- cios, Texas. Emily met and married Robert S. Cabarubio and enjoyed 29 years of marriage before he preceded her in death in 1988. She was the matriarch of her family and would welcome anyone who came to her home. She was always quick to offer a meal or help a friend and besides her 3 children there are countless others who call her “mom” or “mawmaw.” Emily had many jobs over the years but was probably most known for working at the nuclear plant and then later as a custodian for the PISD. She was forced to retire when she started to lose her eye site due to diabetes. She then moved to Georgia where she was able to be around her grandchildren while they grew up and had children of their own. Emily is survived by her sisters, Delfina Bazor, Felicidad Torres, Ramona Longoria and her children, James Cabarubio and his wife Diane, Allen Cabarubio and his wife Terri, Roberta Garner and her husband Todd and by 16 grandchildren and 19 great grandchildren. Emily loved the Lord and was a member of the Living Word Church in Palacios, Texas. In lieu of flowers, donations can be made to Living Word Church in honor of Emily Cabarubio where funds will be used to help with expenses and the balance donated to her church. VCMGA 16-week Master Gardener classes begin Aug. 7 in Victoria Victoria County Master Gardener Association is once again offering a comprehensive master gardener training class to area gardeners. Deep shell has produced trout on the outgoing tide. Trout are good in the surf on live bait. TRINITY BAY: Trout are good for drifters working wells and shell pads on shrimp, croakers, Bass Assassins, Gamblers and Lit’l Johns. Redfish are good on live bait around the reefs and at the spillway. EAST GALVESTON BAY: Trout are good for drifters working deep shell on limetreuse and plum plastics. Whiting and sand trout are good on the edge of the Intracoastal on fresh shrimp. Trout are good on the Ship Channel on croakers and plastics. WEST GALVESTON BAY: Trout are in the surf and off the piers on live bait. Sheepshead, redfish and black drum are good at the jetty on shrimp and crabs. Offshore is good for tarpon, kingfish, dorado and ling. TEXAS CITY: Trout are fair to good on the reefs on live shrimp and croakers. Solid trout have come from the edge of the Ship Channel on croakers and shrimp. FREEPORT: Trout are good at San Luis Pass on shrimp and MirrOlures. Sand trout and sheepshead are good on live shrimp on the reefs in Christmas Bay. Trout, Spanish mackerel and sand trout are good at the jetties on live bait. EAST MATAGORDA BAY: Trout are good for drifters on live shrimp over humps and scattered shell. Redfish are fair to good on the edge of the Intracoastal on crabs and mullet. Trout are fair to good in the surf on live bait. WEST MATAGORDA BAY: Trout are fair on sand and grass humps on soft plastics and topwaters. Redfish are fair on topwaters and live shrimp in Oyster Lake and Crab Lake. PORT O’CONNOR: Trout and redfish are fair on topwaters and live bait over sand, grass and shell in San Antonio Bay. Trout are fair to good in the surf and at the jetty on croakers. Redfish are good on the shorelines. ROCKPORT: Trout are fair in the guts and channels on free–lined shrimp. Trout are fair over grass while drifting with live shrimp. Redfish are good on mullet on the Estes Flats and around Mud Island.
