Mayor agrees to ‘fight for the Library’ during budgeting

Seating was scarce at last week’s Palacios
City Council meeting as members of the Library
Board and Friends of the Library were present to
say ‘Thank You’ for the financial contributions
from the City of Palacios.
Besides gratitude, Dale Behnke, Library
Board President described two of the successful
programs: the summer reading program, and
the ‘most important’ the homework assistance
program.
Behnke described the homework program
as high school kids are employed as tutors and
they assist younger children in their studies.
“These kids come to the library, and let’s face
it, they don’t get it. They’re scared, they don’t
want to get left behind and they can’t get it at
home,” said Behnke.
“Every dime you give us is spent on a project
to help a student,” said Behnke and more money
would equate more students employed ensuring
help with more homework assignments.
Behnke, recognized Paul Christianson’s
“tireless efforts” of enabling past editions of
the Palacios Beacon to be digitally archived
at the library; which is a customary is task of
public libraries.
Librarian Vikijane Mosier, also commented
how the Library hosted the Science Rocks Hands
on STEM traveling trailer and approximately
100 students were able to experience the handson educational fun. “The trailer encourages
kids to get interested in Science,” Mosier said.
Mosier also commented on the Library’s
Science Club which encourages weekly science
engagement during the summer and helpful
volunteers, Ted and Martha Riccio.

Councilmember Gary Hafernick, stated the
services of the Palacios Library are available
24 hours a day 7 days a week and upon driving
by, at any hour of the day/night, people are
accessing the free Wi-Fi available.
City Managers Compensation
Since most council members were present at
last Tuesday’s Regular Council Meeting, after
a brief executive session, it was decided that
City Manager David Kocurek would receive a
5% raise; which, according to Mayor Sardelich
is about $300 additional per month.

Trash pick-up and sidewalk replacement
frustrations were expressed by Palacios resident
Herby Gonzales.
Regarding the delay in garbage pick-up
Gonzales stated the trash truck has a ‘habit of

At last week’s meeting

Seawall Commisison, Commissioner Joe Kana and
Chairman of the Pavilion
Committee reported the committee meet on June 24th and
had made some changes.
Kana said, “We are looking for a complete deal operation, landscaping and all.
We are going to need another
$900,000 to go with the $1
Million we have to do this.
Our next meeting on July 16
will be with Pegasus Planning and Development to
explore what they can offer
in the way of grant funding. They provide a service
to look for grant monies at
a charge. Currently, we have
requested a grant from Palacios Area Fund to help defray
some of the additional costs
above the actual building.
Private funds have been coming in support of the project
also. Hopefully, once this get
going we will begin getting
more private donations. We
are a 501(c)3, so donations
will be tax deductible.”
Chairman Craig Wallis remarked, “At some point it is
going to come up as to how
much the Seawall Commission will kick in. We need to
be thinking about whether we
want to do a one time participation or something else. I
think it would be nice to have
some additional committee
members at our next meeting
for their support and input.
We will have to discuss this
once it is on the agenda.”
South Bay Enhancement
The commissioners have
been discussing the enhancement of the south beach by
addition of more sand to cover the area from the west side
of the pavilion back to the
boat ramp. Matt Glaze with
Urban Engineering said he
had been in contact with the
Corp of Engineers and the
placement of any sand below
the mean high tide line will
require a permit. The commissioners authorized Glaze
to proceed with obtaining the
permit.

Farewells were extended to

this Tuesday (July 15) as the
Gulf of Mexico commercial
shrimp season for both state
and federal waters opened 30
minutes after sunset.
The opening date is based
on an evaluation of the
biological, social and economic
information to maximize the
benefits to the industry and
the public.
The Texas Parks and Wildlife
Department Coastal Fisheries
Division used the most available
scientific information, in
making its’ determination. The
methods used in making this
determination used samples
collected by trawls and by
bag seines (dragnet) in TPWD
routine data collection.
The purpose of the closed
Gulf season is to protect brown
shrimp during their main period
of emigration from the bays to
the Gulf of Mexico to ensure
they reach larger and more
valuable sizes before harvest.
The closing is also in efforts
to prevent waste caused by the
discarding of smaller product.
Federal waters (from 9 to
200 nautical miles offshore)
will open at the same time state
waters are scheduled to open.
The National Marine
Fisheries Service chose to
adopt rules compatible with
those adopted by Texas.

CofC given glimpse inside local Boys & Girls Club

The El Campo and Palacios Boys and Girls Club
Executive Director Jill Stafford provided insight to
the origination of the club and the inner happenings
at the local Palacios Club at last weeks’ Palacios
Chamber of Commerce luncheon.
The original club was established in 1860 in
Connecticut as a Boy only club, welcomed girls
in 1990 and now serves over 4-million members
nationwide.
Alarming daily statistics were cited by Stafford:
50 kids killed/injured by guns, 1837 abused/
neglected, 2857 high school dropouts, 4028 youth
arrested, 4008 babies are born to unwed mothers,

“Are we the answer

No. But we are part
of the solution,” said
Stafford.
The
mission
statement of the Club
is to ‘enable all young
people, especially
those who need us

An array of youth throughout both the summer
and school year are served in Palacios and, “We
have a big mission and that’s why it takes the whole
community to come together to do this.”
The Club impacts and tutors the youth both
educationally and morally with key elements of
having fun, in a safe and positive environment, with
opportunities, expectations and recognition while
targeting the arts, education, career development,
health, life skills, sports, fitness and recreation.
A few programs Stafford described were the Power
Hour: study and improvement, Smart Moves: helps
young people resist the use of alcohol, tobacco and
other drugs and postpone sexual activity, and Passport
to Manhood: which focuses on character.

Hectic holiday weekend on highway
WHARTON: The Fourth of July weekend was hectic
for drivers on Business 59 as 8 vehicles were involved in 4
accidents but fortunately no injuries were reported. The first
accident occurred on July 6 (Sun.) at approximately 5:17
p.m. when a vehicle hydroplaned into a highway barricade.
The highway was shut down; once the highway was opened
once again it wasn’t long until the bumper to bumper traffic
came to a complete halt. At approximately 5:43 p.m. an
18-wheeler hydroplaned on the U.S. 59 Colorado Bridge
causing 6 additional vehicles to collide. “People couldn’t
stop because traffic was backed up,” said Sgt. Jason Baker.
“You could almost call it one accident, but it was really
about three- a combination of traffic from the first accident
and the wet roadways.”- Wharton Journal Spectator

GONZALES: In a town hall meeting City Manager
Allen Barnes asked all in attendance what they all wanted
from the new proposed Expo and Conference Center. “We
want to know what you want in a center. If you feel like gun
shows are good things, we’ll put it up there,” pertaining to
a suggestion notepad intended for suggestions. Concerned
citizens questioned how the facility would be maintained, the
suggested location, both small and largely attended venues
such as business meeting to agricultural equipment expos

Wharton HS renovations underway
WHARTON: The renovation of Wharton High School
is finally underway with a targeted completion date of Aug.
28; close to the start of school. “It was old, and it needed
renovation,” Superintendent King Davis said. Besides the
$86,400 contribution from Wharton ISD, Team Wharton
raised $223,000 to go toward a new the weight room and
an additional $22,000 in equipment was also donated. The
most significant change will be the air conditioning in the
weight room. “It’s for all high school students- the girls and
the boys athletic programs,” Davis said. “We hope more
kids will be enticed to work out,” Davis added. –Wharton

Woman dies avoiding dead horse in road
NAVASOTA: An investigation with the Department of
Public Safety is still underway to determine why the seatbelt
came undone when Maricruz Salazar Elias, 36, swerved
from hitting a dead horse in the middle of the road. Elias
overcorrected, lost control, started flipping, was ejected
from her vehicle and lost her life in the accident. “She will
be forever missed and forever loved. She was taken from
us way too soon,” said the Salazar/Castillo family. – The

Palacios drug seizure.
Chief Miles indicated Dr.
Gross from Palacios Medical
Clinic will be training officers
on how to properly use the
defibrillators. Typically first
responders are police officers
and these defibrillators will be
readily accessible, with one at
the police station and the other
maintained at City Hall.
“It’s the whole idea of
these seizures that allows
me to provide these extra
safety measures, training
and equipment that we’re
not budgeted for,” said Chief
Miles.

Emergency farm loans for
drought caused losses
now accepted by FSA
Applications for emergency farm loans for losses caused by
drought are being accepted at the Farm Service Agency (FSA)
office located in Wharton, Ms. Gail A Hoskins said recently.
Matagorda County is one of 5 in Texas recently named by
Secretary of AgricultureTom Visack, eligible for loans to cover part of actual production and physical losses resulting from
the drought.
Ms. Hoskins said farmers may be eligible for loans of up
to 100% of their actual losses or the operating loan needed
to continue the agricultual business, which ever is less. For
farmers unable to obtain credit from private commercial lenders, the interest rate if 3.125 percent.
“As a general rule, a farmers must have suffered at least a
30 percent loss of production to be eligible for an FSA emergency loan”, Ms. Hoskins said. Farmers participating in the
Federal Crop Insurance program will have to consider proceeds from those programs in determining their loss.
Applications for loans under this emergency designation
will be acepted until March 2, 2015 but farmers should apply
as soon as possible. Delays in applying could create backlogs
in processing, with possible delays into the new farming season”, Ms. Hoskins said.
FSA is a credit agency of the U.S. Department of Agriculture. It is authorized to provide disaster emergency loans
to recognized farmers who work at and rely on farming for
a substantial part of their living. Eligibility is extended to
individual farmsers who meet U.S. citizenship requirements
and to farming partnerships, corporations, or cooperatives in
which U.S. citizenship requirements are met by individuals
holding a majority interest.
The FSA office in Wharton is open from 8:00 am to 4:30
pm, Monday through Friday. Additional information regarding disaster Assistance Programs may be found online at

is seeking applications from
eligible lenders for loan guarantees to finance the construction or rehabilitation of
rural rental housing.

rural areas have safe, decent
and affordable housing is a
major part of USDA Rural
Development’s
mission,”
O’Brien said. “USDA’s housing programs make a real difference in the lives of thousands of rural Americans
nationwide by helping them
obtain housing opportunities
that they might not otherwise
have. Revitalizing rural rental housing helps create construction jobs and maintain
safe and stable rural communities.”

Loan guarantees are available to construct, acquire and
rehabilitate affordable rural
rental housing. USDA will review responses submitted by
eligible lenders, on the lender’s letterhead, and signed
by both the prospective borrower and lender. Although
a complete application is not
required in response to this
notice, eligible lenders may
submit a complete application with a response.
The response deadline is
December 31, 2015 to the
Texas USDA Rural Development State Office, 101 South
Main Street, Suite 102, Temple, Texas 76501. Details are

Baptist Church in Palacios.
Gary was born April 23,
1974 to Gary Haynes, Sr.
and Gladys Faye Wilson in
Palacios and passed away
on Thursday July 10, 2014.
He was known as a
hardworking, straight
forward, honest and
compassionate husband,
father, coach and friend. He believed by being fair and
honest in everything, and that success would pay itself
forward. He accepted Christ into his life at a young age
and desired to follow the principles of God. He graduated
from Palacios High School in 1993 after high school he
went to Trinity Valley Community College in Athens, TX
where he received numerous athletic awards throughout
his collegiate career. He graduated from Trinity Valley
with an Associate’s Degree in General Studies in 1995. At
his passing, he was two months away from receiving his
Bachelors of Science in Web Design & Multimedia from
the University of Phoenix. He also played football for the
University of Houston and the Indianapolis Colts.
On June 28, 2003 he married his best friend, La Shanda
and from this union they had three children. Together they
embraced his passion for teaching the fundamentals of
sports to young athletes. He was President and coach for
the Palacios Youth Football League for 3 years, Palacios
Youth Basketball League coach for 3 years, Palacios Junior
High and High School Athletic Coach since 2011 until his
unexpected passing.
He was a strong pillar in the community and he was known
for his dedicated service and he will be strongly missed.
He is survived by his loving wife La Shanda Haynes of
Palacios, three sons: Da Wayne Haynes, Gary Haynes III and
Cayden Haynes all of Palacios. Surviving parents are Gary
Haynes Sr. (Tammy) of Canyon Country, CA. and Gladys
Faye Wilson (Jose) of Palacios; father-in-law, Eugene Harris
Sr. of Palacios and mother-in-law, Carolyn Davis of Bay
City; brothers, Michael Correa, Chance Haynes and J’Mae
Haynes of Canyon Country, CA; Garrett Ealy of Nashville,
TN.; brother-in-laws, Eugene and James Harris of Bay City,
TX; Charles Harris of Corpus Christi, TX; John Harris of
Friendswood and Johnny Harris of Houston, TX; sister, Bleu
Melvin of Canyon Country, CA; sister-in-laws, Michelle
Harris of Houston, TX; Carolyn Delano of Scottsdale,
AZ; niece, Artasia Harris of Missouri City, TX; nephews,
Vincent and Tyson Delano of Scottsdale, AZ; and a whole
host of aunts, uncles, relatives and friends.
He was preceded in death by paternal grandparents,
Jessie James and Johnnie Mae Haynes and aunt, Laquieta
Joy Roberts; maternal grandparents, Cleveland Roy Sr. and
Queen Ester Roy; uncles, Cleveland Roy Jr., Lawrence Roy,
James Roy and Donald Roy; aunt, Mary Bess and Lois Roy.

Texas sets dove,
teal seasons
Dove hunters will have more opportunity later in the season with dates and bag limits finalized by the Texas Parks and
Wildlife Department this last week.
The U.S. Fish and Wildlife Service has approved the 20142015 Texas dove season, including a 70-day season and 15bird daily bag statewide, and a 16-day early teal and Canada
goose season.
The traditional September 1 dove season opening day in the
North and Central Zones remains; this year falling on Labor
Day Monday. However, the first segment in those zones will
be shorter than last season, closing on Monday, Oct. 20. The
season will reopen Friday, Dec. 19 and run through Wednesday, Jan. 7, 2015 in the North and Central Zones.
In the South Zone and Special White-winged Dove Area, the
first segment will be shortened by five days compared to last
year, and those days would be added to the end of the second segment. The South Zone opens Friday, Sept. 19 and runs
through Monday, Oct. 20. The second segment will run Friday,
Dec. 19 through Sunday, Jan. 25, 2015.
The daily bag limit for doves statewide is 15 and the possession limit is 45.
The Special White-winged Dove Area will be restricted to
afternoononly (noon to sunset) hunting the first two full September weekends on Sept. 6-7 and 13-14. Hunting in this area
will reopen Friday, Sept. 19 and continue through Monday,
Oct. 20, and then reopen Friday, Dec. 19 through Wednesday, Jan. 21, 2015. During the early two weekends, the daily
bag limit is 15 birds, to include not more than two mourning
doves and two white-tipped doves. Once the general season
opens, the aggregate bag limit will be 15 with no more than
two white-tipped doves.
A 16-day statewide early teal and Eastern Zone Canada
goose season will run Saturday, Sept. 13 through Sunday, Sept.
28. The daily bag on teal remains six, with a possession limit
of 18. Bag limit for Canada geese will be three and a possession limit of 6 in the Eastern Zone only.

Shark coach Gary ‘June- June’
Haynes, Jr. passes away at 40
Heartache was felt all across ‘Shark Nation’, with the news of the passing of former
Shark gridiron great and current Shark assistant coach Gary Haynes, Jr. at the age of 40
from an apparent heart attack last week.
Haynes, known around Palacios as ‘June
June’ starred for the Sharks on the gridiron in
the early 1990’s as a nose guard and runningback.
After running over and thru opponents while
wearing the red, white and black, Haynes went
on to play collegiate football as a defensive
linemen at Trinity Valley Community College,
where he was recognized as a First Team Junior College All-American and garnered Most
Valuable Player honors on the 1994 JuCo National Champoionship team.
After his time at Trintity Valley, Haynes
went on to play two seasons at the University
of Houston, where he received All-Conference
recognition in 1995 and 1996.
Haynes served two years in the NFL as a
member of the Indianapolis Colts’ practice
squad.
During the 2012 season, Haynes football
life came full circle as he returned to the sidelines of his alma mater as an assistant coach.
During the 2013 campaign, Haynes was elevated to a varsity assistant position and resumed to roam the sidelines of Shark Stadium
and each opposing stadium every Friday night.
He also served as JV boys basketball coach
and boys and girls track assistant coach.
Haynes was a bigger than life figure on and
off the field, but his heart was even bigger.
The impression Haynes left on all those he
encountered will be felt long into the future.
Haynes leaves behind his wife, LaShonda,
and three boys, Da Wayne, Gary III and Kaiden.

A public memorial service for
Gary ‘June June’ Haynes, Jr. will
be held at the Palacios ISD Fine
Arts Auditorium at 7 p.m. on
Thurs. (July 17).
A viewing will be held from 6-8
p.m. on Fri. (July 18) at the Duncan Roberts Funeral Home in Bay
City.
Funeral services will be held
at 11 a.m. on Sat. (July 19) at the
First Baptist Church in Palacios.
