Announcement
The Waste Management Susquehannock Trail Performance Rally® is scheduled June 5, 6, and 7, 2015. This event is
sanctioned and insured by Rally America, Inc. A certificate of event insurance will be posted at Rally Headquarters.
All Performance Rallies within the event will be conducted in compliance with the 2015 Rally America Performance Rally
Rules; all bulletins dated 2015 preceding the event and these Supplementary Regulations. Changes to these
supplementary Regulations will be announced only by numbered and dated bulletins (issued by the organizer or the
stewards.) The Organizers and/or Stewards, using the spirit of these regulations and the 2015 Rally America Performance
Rally Rules, shall decide any case not foreseen in these regulations.

and are used with their permission.
This event is not organized nor conducted by the Finger Lakes Region SCCA, Inc.
Features of the Rally
®
The genesis of the Susquehannock Trail Pro Rally (STPR ) stretches back to 1965. Rochester based sports car clubs,
including Triumph touring Club, Corvair Owners Club of Rochester, and the MG Car Club were involved in the M.O.N.Y
(Michigan, Ohio, and New York) series, which was the basis of the SCCA ProRally Series. Rallies conducted at the time
included the Rochester based Snowblower and Lunar Lunge rallies. Rally America became the sanctioning body in 2005.
Since 2006, STPR® has stood for the Susquehannock Trail Performance Rally® to celebrate the alliance with Rally
America.
STPR® was the last of the great endurance events on the national schedule maintaining a one-day format. The organizing
committee today keeps the design of a high stage/transit mileage ratio. Thanks to the outstanding cooperation of the
Pennsylvania Department of Conservation and Natural Resources (DCNR), STPR has some of the best and most
demanding roads in the country. The 2011 short film “13” called STPR the fastest rally in North America.
In 2008, STPR® changed to a two-day format to better utilize new competitive sites. Featured are two Super Special
Stages, one run on Friday and one on Saturday.
At Sno*Drift in January 2014, STPR® was designated Rally of the Year for 2013. For this honor, all the volunteer staff are
excited. Thank You to Rally America, the Stewards, The competitors and their teams, and to our Volunteer Staff for
making this possible. STPR® has been honored this way 9 times previously since its inception. In 1983, 1988, 1990, ,
1995, 1997, 2000, and 2003 while sanctioned by the Sports Car Club of America, Inc. This honor was bestowed in 2008
by Rally America after Waste Management was brought on as a Title Sponsor for the Event. We also wish to extend our
thanks to the Citizen’s and Northern Bank that has remained a sponsor in one form or another since the beginning.
Description
®
The Waste Management Susquehannock Trail Performance Rally is a National Rally of approximately 262.6 miles long
with approximately 119.4 miles of competitive stages. The Sherwood Forest Rally is a Regional Rally, coefficient 2, which
includes Stage 1 through Stage 8. It is approximately 50 stage miles. The Finger Lakes Rally is a Regional Rally,
coefficient 3, which includes Stage 9 through Stage 16. It is approximately 70 stage miles.
Stages 4 and 5 on Friday May 30st and Stages 15 and 16 on Saturday, 31st are Super Special Stages. Combined, the two
nights attract between 2,000 and 3,000 spectators and the nominal ticket price helps greatly defray event expenses while
giving families and other spectators a great show..
Competitors will accrue points for the Rally America National and Eastern Regional Championships.
Rally Headquarters once again is at the Tioga County Fairgrounds, Route 6, Wellsboro, PA 16901
The start of the Rally, Friday afternoon June 5th, will be from the Green in Wellsboro, although not from Main Street.
Saturday’s start, 6th will be as always on Main Street in front of the Green.
Service Friday will be available at the Parc Expose at the Green and the Tioga County Fairgrounds. Service Saturday will
be available at the Parc Expose at the Green, the Fireman’s Field in Germania, PA and back at the Tioga County
Fairgrounds before the Super Special starts. Unfortunately, we do not have space for service vehicles around the Green,
but service is permitted. Service vehicles are required to park legally elsewhere in town.

The competitive road surface consists of hard packed clay, gravel, and stone.
STPR® now runs during daylight hours, but it can get dark early in the forest, especially if it rains. Please consider this
when deciding whether to install your lights at service.

2015 STPR® Supplementary Regulations
1. Entries and Payment
1.1. Entries will be accepted electronically from the Rally America web site. (www.rally-america.com)
1.2. Entries will not be valid until the entire entry fee is paid.
1.3. Receipt of all mailed entry fees is based upon the POSTMARK date of your mailed payment.
1.4. A maximum of 90 teams will start the rally.
1.5. All Rally America National and Regional classes are accepted.
1.6. Payment will be accepted once online registration opens. From that date until 5/15/2015, all payments
will be accepted at the early entry fee.
1.7. Entries received after 5/16/2015 will be accepted at the late entry fee. Entries submitted at registration
must register with Rally America and pay at the event fee. The event chair reserves the right to waive
any late entry fees.
1.8. There is a discount for entries paid by cash or check.
1.9. Payment for entries may be made by credit card at http://www.dlbracing.com/default.aspx. The entrant
will have to create an account, submit minimal information, and pay with the credit card. This is a secure
site. Other options for payment include check or money order mailed to the registrar postmarked by May
21st. After May 21st, payment may be made by certified check or money order, or credit card. Onsite
entries must be paid in cash. We may be able to accept credit card entries onsite. This will be addressed
in a bulletin later.
1.10. Checks that do not clear on first deposit require a $50 fee to cover bank and processing costs. The
“bounced” check must be replaced by May 21 st, with a valid credit card, cash, certified check, or money
order to keep the entry position. The entrant will remain responsible for the $50 fee.
1.11. Entry fees include one Service Crew Kit, and entrance to the Welcome and after event parties for all
registered team members. Wristbands or “Hard Cards” and Tickets are required for the Awards Banquet.
Tickets will be available at Registration and at the door.
1.12. One additional service vehicle can be registered for $50, which includes a Service Crew Kit. Additional
Service Crew Kits can be pre-ordered for $25. A limited number of Service Kits may be available for
teams entering late. Due to the expense of preparing extra Service Crew Kits, fees for pre-ordered extra
kits are not refundable
1.13. There will be a fee of $300 for each additional service space required by any team.
1.14. If 2 teams are willing to share a service space, we will refund $50 to each team. Refund tickets will be
available with the event chair.
1.15. Refunds will be paid by check after June 30, 2015.
1.16. Competitors may withdraw their entries:
1.16.1. With $100 service fee, up to 48 hours before the start of registration.
1.16.2. With up to 25% of the entry fee in penalty, less than 48 hours before the start of onsite
registration. (% at the organizer’s discretion)
1.16.3. With up to 100% of the entry fee in penalty after the opening of onsite registration. (% at the
organizer’s discretion)
1.17. Subaru Contingency Reduced Entry Fees:
1.17.1. The first ten PAID Subaru National entries, any class will receive a $500 credit off the early
entry fee.
1.17.2. The first ten PAID Subaru Regional entries, any class will receive a $300 credit off the early
entry fee.
1.17.3. There will not be credits after the early entry fee deadline.
1.17.4. Credits will be paid by check as soon as your entry is confirmed, and the volunteer Treasurer
can get the check in the mail. Any changes to this process will be detailed in a bulletin posted at
www.STPR.org and www.Rally-America.com.

2. Advertising and Identification:
2.1. Organizer Supplied Advertising: STPR® sponsor logos are provided at TECH and must be placed on
the hood as specified in the 2015 Performance Rally Rules article 3.2.
2.2. Rally Car Identification: All STPR® and Rally America Identifiers must be affixed to the car before it is
presented to Tech. Vehicles not complying with this rule will not be Scrutineered.
2.3. Service Vehicle Identification: All service vehicles must carry the car number of each vehicle they are
servicing per the 2015 Performance Rally Rules Article 7.11.F.
3. Fuel:
3.1. VP Racing Fuels will have a truck on site for purchase of race fuel at the event. However, to ensure
the specific fuel you require is available in the quantities you need, we recommend submitting the Fuel
Pre-Order Form by the cut-off date. The Pre-Order Form is found on the Rally America website.
4. Testing:
4.1. Testing, defined as Practice, is not allowed and STPR® will follow Article 7.1.B. of the 2015 Performance
Rally Rules in its entirety, except at the official Practice Press Stage.
4.2. The Odometer Calibration Run, which is not part of the rally route, is issued at Registration, along with
instructions to the Practice Stage. The format is identical to that in the Route Book, and may be used by
both Competitors and Service Crews.
5. Reconnaissance:
5.1. Single Pass Reconnaissance will be available on Thursday, June 4, 2015 per schedule on page 2. This
will take all day and teams should plan on having their service crews take their cars through Tech.
5.2. Single Pass Reconnaissance will be referred to as RECCE in this document
5.3. Stage Notes are included in your Entry Fee. Your entry fee must be paid in full to participate in
RECCE. Competitors must be registered to get their Route Book and Stage Notes. Registration will be
open at 6:00-7:30 AM on Thursday June 4, 2015 for those teams that cannot make the Wednesday
evening Registration hours. Stages 1, 2, and 3 will be open RECCE. Stage 1 will be open for RECCE
on Thursday June 4, 2015 at 6:00 a.m. All cars have to enter by 7:30 AM. Stages 4 through 16 will be
an escorted parade. All teams will follow the same RECCE route. Further instructions will be made
available before 5/29/14 in a bulletin posted on www.STPR.org and www.Rally-America.com.
5.4. RECCE materials will be distributed at Registration. Recce leaders will be at the start of Special Stage 1
to cover any additional regulations governing the session. We will not print excess instruction books.
5.4.1. The RECCE route does not include the Super Special Stages. We invite the competitors to walk
the Super Special Course after set up of the stages are complete.
5.5. Recce is open to both National and Regional Competitors.
5.6. In order to be good neighbors, Neither competitors nor their teams are allowed to travel on roads used as
stages for this rally other than as part of RECCE for 90 days prior to the start of the rally.
5.7. Competitors whose registration is not complete in advance still are required to complete event
registration after RECCE on Thursday. NOTE: If you need special consideration, please contact the
Competitor registrar.
5.8. Each participating vehicle must contain two people, the driver, and co-driver of record for the entry. A
driver or co-driver may ride with another team at the approval/discretion of the event organizer and the
RECCE Leader.
5.9. At least one “O” control may be used to check for speeding during RECCE. A standard “clock” sign will
identify such locations. All competitors must stop and have their passage recorded.
5.10. Passing other vehicles or the lead vehicle (except in case of emergencies) will not be tolerated.
5.11. Please be aware that DCNR has been notified of this activity and that the speed limit on forestry roads
is 25mph unless otherwise posted.

6. Administrative Checks: Competitor Registration is located at the Tioga County Fairgrounds.
6.1. Documentation on record and verified through Rally America will not need to be shown. Insurance is
required per article 1.6C of the 2015 Rally America Performance Rally Rules.
6.2. Competitors need to stop at Registration and obtain a wristband. This is to make the Registration check
at the Stage starts easier for the volunteer staff as well as entry to the Awards Banquet.
6.3. Documents that are needed at Competitor Registration are:
6.3.1. Driver and Co-Driver Competition License.
6.3.2. Driver driving license
6.3.3. Rally vehicle Registration.
6.3.4. Proof of rally vehicle Insurance (Declarations page)
6.3.5. A letter of permission to use the rally car if not registered either to the driver, the co-driver of the
entrant.
6.3.6. Service vehicle(s) registration.
6.3.7. Proof of Service vehicle(s) Insurance. (Declarations page)
6.3.8. A letter of permission to use the service vehicle(s) if not registered to the driver, co-driver,
entrant, or member of the service crew.
6.4. All documents must be valid for the duration of the rally.
7. Tech, Sealing and Marking:
Tech is located at the Tioga County Fairgrounds.
7.1. Tech is in accordance with Article 6 of the 2015 Rally America Performance Rally Rules.
7.2. Tech is done on a first come first serve basis. The pre-printed Tech Form must accompany the rally
vehicle to Tech. If you need special consideration for after hours, please contact the Tech Chief
directly for help.
7.3. Team Crew at Tech must be registered! All Service Crew must sign the waiver and pay $5 each
for the event USAC membership. There is the option to pay $150 annually for National Crew
USAC membership and $75 annually for Regional Crew USAC membership.
7.4. The first 5 Wait List Teams (if needed) will complete Tech, and will be assigned parking slots in/near
the first Parc Expose. You must enter the MTC per the schedule.
8. Practice/Press Stage:
8.1. The Organizers have provided a Thursday afternoon Practice/Press Stage for all registered
participants with rally vehicles that have passed Tech. This is included in your Entry Fee.
8.2. Credentials are required and will be checked.
8.3. Service on rally vehicles participating in the Practice/Press Stage may ONLY be performed at the
Morris Fireman’s Field. Service may NOT be performed on the highway. Directions to Practice Service
are found in your route instructions.
9. Service:
9.1. Service kits will be issued to each Service Crew upon Registration. Kits include a running Schedule,
Route Map, Supplementary Regulations (with Odometer Calibration Run, and Practice/Press Stage),
Service Route Instructions, Service Area locations and contact information for Emergency Services.
9.2. Selection of service spaces will be on a first come first serve basis during Registration except as
described below.
9.3. There is an additional fee of $300 per additional service space at both the Tioga County Fairgrounds
and at Braun Memorial Field in Germania as defined in the current Rally America Operations Manual
Article 5.4.
9.4. Due to the variability of the terrain, the total square footage needed may be calculated. The basic
service space consists of 1200 square feet or 20’ X 60’.

9.5. Teams with oversized rigs need to pre-register with the Competitor Registrar and/or the Service Chief
to better accommodate your needs.
9.6. A footprint of your service vehicle is necessary due to the expanding space requested for service at
Braun Memorial Field at Germania.
9.7. Tractor Trailers to be used at service in Germania need to be aware of the very steep incline and
gravel road leading to the service area. If there is any rain at all, the rigs will not be able to get up the
road into the service area. Each team may need to plan for alternate service vehicles in the event of
rain.
9.8. There is a limit of 2 service vehicles per competing rally vehicle. Each service vehicle and its personnel
must be registered.
9.9. Any service vehicle that is servicing more than one team counts as 1 of the 2 allowed service vehicles
for each team it is servicing. I.e. if car 72 and car 472 share a service vehicle, the number of service
vehicles for the combined teams is 3. Monitoring is done by the ID numbers issued at Service
Registration.
9.10.
Possession and Consumption of alcoholic beverages by participants is prohibited at the Tioga
County fairgrounds, In the Pennsylvania State forest, at Service Areas and at Parc Exposes. Violators
will be excluded from the event.
10.
Crew Registration:
10.1. Each Service Vehicle must be identified by the number(s) of the car(s) that it is servicing per Article
7.11.F of the 2015 Rally America Performance Rally Rules. Numbers are affixed to the upper center
windshield.
10.2. Trailers (except those used as service vehicles) are not permitted in the Service Areas, except when
picking up a disabled competition vehicle. Teams using their trailer as a service vehicle need to preregister with the Competitor Registrar so the information can be shared with the Service Chief. Trailers
are not permitted within the Wellsboro borough limits at any time. Trailers may be kept at the Tioga
County fairgrounds at your own risk.
10.3. Service areas consist of the grassy areas at the Fairgrounds and at Germania. Please plan your
equipment to do as little damage as possible to these areas.
10.4. Tarps or spill cloths are required for all servicing operations. There is a $50 penalty for failure to
comply.
10.5. There will be an official with radio communication at each service area. This person will be responsible
for managing the area and helping the crews to find missing competition vehicles. Net Control
frequencies are listed in the Route Book and Service Route Book for your convenience and monitoring.
Although technology is invading the mountains of Pennsylvania, there are areas that cell phones just do
not have service. Rally Teams and Service Crews are not to contact Net Control directly except in an
emergency.
10.6. Service Crews are REQUIRED to notify the Service Area Chief when they leave a service area to
retrieve a competition vehicle they are crewing for.
10.7. Motorhomes may be parked at the Tioga County Fairgrounds only if pre-arranged with the Event
Chair. It is a violation of Borough ordinance to stay overnight in an RV within the Borough limits.

11.
Safety Sweep/ Medical Sweep/Sweep:
11.1. Safety Sweep is charged with starting the stage within a minute of the last competitor as much as is
safely possible to insure that the last driver has the same safety net as all the other competitors and
accounting for the safe passage of all competitors who entered the stage. These persons shall maintain
a written log of the disposition of all competitors who do not successfully complete the stage. Safety
Sweep may help a competitor get going if it involves a simple tow. It is not the job of this car to extract a
vehicle. These persons are deemed judges of the fact, and may after consultation with event officials rule
that a competitor or car is no longer fit to compete. This car shall not pass a vehicle still capable of
competing.
11.2. Closely following Safety Sweep will be Medical Sweep.
11.3. Sweep teams follow Medical and will attempt to move your disabled competition vehicle. If a stage is
run again, you will only be moved if you are blocking the course. When the stage is closed after its final
use, Sweep will attempt to move your rally car to the end of the stage where your service crew or a
wrecker can be dispatched to meet you. Sweep may help a competitor get going if they can, but it is a
course-closing vehicle for the stage. Specific Sweep information is included in the back of the route book.
11.4. Emergency Instructions for Rally Teams are summarized in the back of the Route Book for your
convenience.
11.5. Due to contractual obligations with the Department of Conservation and Natural Resources, please call
the Event Chair or Net Control by phone as soon as possible after any injury requiring emergency care
from an ambulance or a hospital that occurred from competition. DCNR will send a ranger to your
location to complete their required documentation.
12.
Car in Stream Emergency (Sanctioned Exception)
12.1. This procedure is designed to protect the streams and protected wetlands that flow throughout the
forest from any environmental harm. This rule will be strictly enforced and we greatly appreciate your
assistance in preventing any spills. If your car ends up in a stream, you must do the following.
12.1.1. Show the Red Cross to the next car and report “Car in Stream” to them
12.1.2. If there are no injuries, tell the next car to proceed to the stage finish or the next radio location to
report “car in stream at xx.xx miles”
12.1.3. If you do have injuries that require medical attention, then the first car must remain with you as
per the normal Red Cross procedures.
12.1.4. The next car will then report to stage finish of the next radio location that there are both injuries
and a “car in stream”.

13.
Super Special Stage (Friday and Saturday Evenings)
13.1. The Super Special Stages will consist of 2 stages each night. Stages 4/5 on Friday and stages 15/16
on Saturday.
13.2. Although the Super Special Stages are part of the Competition, they are designed to enhance
competition as well as provide entertainment for the spectators. We hope to attract new fans and
sponsors through this endeavor.
13.3. The Super Special Stages will have teams compete in a general reverse order, with the fastest teams
competing last. Teams are paired as directed by the marshals. The organizers reserve the right to start
the competition with team pairs prior to the arrival of the last car, in the interest of maintaining the
schedule for the “show.” The organizers also reserve the right to have a bye run anytime during
competition so the final 10 teams compete as pairs.
13.4. Two cars will compete at the same time, giving the appearance of competing directly against each
other, but will be given individual stage times.
13.5. Teams will compete on one stage and then immediately compete on the other stage before going to the
FTC. Both times are provided at the FTC.
13.6. Stages 4/15 will start on the left side, stages 5/16 will start on the right side. Teams may be directed by
the marshals to start on stage 5/16 prior to starting stages 4/15.
13.7. There will be an at grade crossover in the course so that all teams compete on equal courses for
stages 4/15 and stages 5/16.
13.8. The rally competition will be complete at the FTC each evening. We do however request that teams
return to the display area after competition to interact with the spectators.
13.9. If you do not finish the Super Special Stages, you will be scored with a time per Rally America
Performance Rally Rules Article 8.1.H.
14.
Results:
14.1. Informational scores will be posted at the Fairgrounds Friday evening, at The Green and at the
Germania Service Area Pavilion Saturday.
14.2. Provisional results will be posted at the After Rally Party at the Fairgrounds ASAP after the Rally is
complete.
15.
Prizes:
15.1. At a minimum, Regional Rally trophies will be awarded to the first place car in each class. National
Class winners will be recognized by Rally America at the Winner’s Circle Festivities.
15.2. Trophies will not be mailed. Those competitors that cannot stay should arrange to have your trophy
picked up. Trophies not claimed are kept for a maximum of 2 years, and are available at the next year’s
STPR®.
15.3. Cash prizes MAY be awarded if at all possible. Checks will be mailed after June 30 th.
15.4. JOHN WOOLF/GRANT WHITTAKER Sportsmanship Award honors the memory of these special
friends of the STPR®, an award for Outstanding Sportsmanship will be presented after the rally.
This award is not given every year. All participants in the rally may nominate a person or Team. A
form has been included in competitor and service route books to nominate your choice. Please
give this Award your special consideration, and submit to an Organizer by the time the
provisional scores are posted.
16.
Final Checks and Protests:
16.1. All finishing vehicles are required to remain in the impound area until release by the Event Steward or
his designee, or referred for additional inspection as directed.
16.2. Selected vehicles may be subject to tear down at a time and place to be announced.
16.3. Inquiry forms are in the Route Book, and will be available at the Rally America scoring truck. All
inquiries will be investigated and their disposition posted.
16.4. Claim forms are available from the Rally America Stewards.
