is currently available at Elmwood Day Services and
will expand to Brighton Park, Central Park Plaza and
Orchard Park Day Treatment Centers this fall. People
who live in Intermediate Care Facilities will continue to attend Day Treatment Centers as per current
New York State regulations. The two programs will
work in conjunction and at some locations will coexist in the same building. As a result, participants
will receive more individualized choices for their
specific interests; gain practical life experiences
through external activities and learning opportunities; and continue to develop necessary life skills.
In Day Treatment Centers, individuals enter into
an existing structure designed to provide treatment
and training for adults with developmental disabilities. With Day Hab, the environment and activities
are molded to the participant’s specific, individual
needs. This kind of programming gives individuals
more choices over their daily activities. They have
the opportunity to explore new areas of interest;
become involved within their communities; and
develop communication and interpersonal skills.

into the community. It helps individuals develop necessary skills and pursue their goals and interests.”
Day Hab services can be provided almost anywhere in the community where an individual wishes
to learn. If someone wants to garden, they can get
their hands dirty at Brighton Park’s Blue Rose
Greenhouse; if bowling is their passion, participants
may join Day Hab’s bowling league; if learning to
read is a desired outcome, visits to the library are
arranged. Day Hab’s goal is to encourage consumers
to become more independent in day-to-day, nonvocational, personal skills such as social interactions, developing money skills, learning to read, arts
and crafts, mobility training and woodworking.

ideas and collaborative efforts between people. At People Inc., we take great pride in seeing the people we
serve reach various milestones. Each new skill learned, step taken or achievement earned transforms an individual into someone different — perhaps a little stronger, possibly more independent, always more complex.
Just as we celebrate the changes in our consumers, we embrace changes within the agency, for they too make
us a stronger organization.
Since 1971, People Inc. has evolved into Western New York’s largest human service agency, reflecting
the needs of a changing society. As consumers’ needs vary, People Inc. continues to provide flexibility, individualized attention and a commitment to excellence. We regularly evaluate the impact each program has on
our key audience: people with developmental disabilities. Recently, some areas evolved to better serve our
consumers and strengthen People Inc. as a whole. As detailed in our cover story, Day Services are being
enhanced with the addition of Day Habilitation, a more progressive approach that allows for increased individual growth, creativity and pursuits of personal interests.
The RETAP Thrift Store, which closed in July, will reopen under the management of Pheonix Frontier,
Inc. (see article on page 6). This transition is a positive one for both RETAP and the customers who have
come to rely on its low prices and quality merchandise.
One of People Inc.’s greatest strength is its employees and their dedication to our consumers. Consumers
always come first at People Inc. and every decision we make is based on their best interests. Change is often
difficult, but we are certain that the decisions we make will result in benefits for our programs and services
to consumers.
The growth of People Inc. and its programs allows us to remain a positive influence in the community, a

Dear Friends,
People Inc. has enjoyed a great deal of community support over the past 30 years, which has allowed
us to help many Western New Yorkers in need. A recent tally shows that our services are delivered more
than 10,000 people locally. Nonprofits in this community are relied upon to conduct critical work...be it
providing housing and health care, responding to crisis or shaping the future through youth education.
While we provide human services, People Inc. also plays a leadership role in helping other organizations.
We believe that the community as a whole is best served through sharing information and enhancing the
capacity of various service providers.
One example of this commitment in action is our partnership with the United Way of Buffalo & Erie
County and the Erie County Commission on the Status of Women, to educate nonprofit and public sector
leaders on accountable nonprofit governance. Together, we are bringing Dr. John Carver, the world's most
published authority on governance, to Buffalo in November.
In the wake of corporate scandals, it is appropriate to question how our community’s investments in
nonprofits are being monitored as well. A board should be expected to have adequate controls in place and
to be focused on the outcomes that the organization exists to address. The message of Policy Governance,
which our Board has used since 1995, will be shared with the larger community. We hope
that the bar is raised on accountable and representative governance, so that our community is
better served by board members overall.

People Inc. welcomed three new members to its Board of Directors: William M.
Collins, principal owner of Travers/Collins/Partners and chief executive officer of
Collins & Company; Andres Garcia, vice president of Community and Government
Relations, Kaleida Health; and Eugene Meeks, executive director, Child and Family
Services. These individuals add their diversity of experience and perspective to the
10 other volunteer board members who govern People Inc. We look forward to their

Rhonda Frederick
Nicole Passantino
Rhonda Frederick was promoted to chief
operating officer at People Inc., where she oversees
the Program Development, Service Coordination,
Nursing, Quality Assurance, Senior Services and
Grants departments. Rhonda, formerly director of
Program Development, has worked for People Inc.
since 1980, where she began as a 48-hour relief shift
worker. Rhonda earned her Bachelor of Science in
social work from Rochester Institute of Technology
and is currently working on a master’s degree in
Public Administration from Canisius College. She
is a member of the Town of Amherst Senior
Services Committee and Comprehensive Planning
Committee; a member of the Network in Aging and
on the Board of Directors of Connie Mac Little
League.
Nicole Passantino was promoted to Marketing
and Communications Manager. She was formerly
Communications specialist and has worked for the
agency since 1998. Nicole will oversee the internal
and external communications for the agency,
including media relations, marketing, advertising,
public relations and community outreach. A
member and public relations co-chair of the Buffalo
Events Network, Nicole earned her Bachelor
of Science in Media/Communications from
Medaille College.

People Inc. received a $260,287 grant from the
Youth Council of the Buffalo and Erie County
Workforce Investment Board to fund a
collaborative project with Suburban Adult Services
and Buffalo Federation of Neighborhood Centers.
The agencies will work together to recruit and serve
125 out-of-school youth with special needs. Staff
will encourage and motivate youth to return to
school or plan for a career through a variety
of activities including paid and unpaid work
experience; mentoring and community service
projects; job readiness; development and coaching;
GED preparation and individualized basic skills
instruction. For more information, contact Bill

the Buffalo Bills Youth Foundation
and a $8,569 Mabel Louise Burns
Education Grant from The
Children’s Guild, the Kids on the
Block (KOB) puppet troupe will
head back to school this fall. After a
busy summer performing at various day
camps, recreation programs and other
venues, KOB hopes to top last year’s performance record of 31 WNY schools visited and a total
viewing audience of 4,228 children. KOB promotes
understanding and acceptance of differences and
helps foster a more inclusive atmosphere for children with disabilities in schools and neighborhoods
throughout Western New York. Bunraku, the
Japanese style of puppetry used, is extremely effective in creating an atmosphere where children feel

Children’s Foundation of Erie County awarded
People Inc. a $2,000 grant to support the agency’s
Intensive Behavioral Intervention Services. The program assists families who have children with developmental disabilities and challenging behaviors,
such as sleep issues, difficulty in toilet training, and
aggression. Trained staff helps parents better handle
their child’s behavior, through physical and verbal
intervention. For more information about this program, contact Denise Taylor, in-home behavioral
trainer, at 632-4843, ext. 340.
The Children’s Guild awarded $5,000 to People
Inc. and the Buffalo Public School District to fund
training and educational materials about the
district’s integrated education program. Under this
grant, People Inc. will develop materials to inform
the families of students in special education at
several Buffalo schools about the benefits of
integrated education.
People Inc. was awarded a $12,000 grant from the
NYS Department of Labor Hazard Abatement
Board, to support the delivery of Virtues of
Excellence training to human service workers.
This unique training was developed by Dave
Mack-Hardiman, training manager, and has attracted
grants for four consecutive years. During that
time, over a thousand people have learned to apply
proactive techniques to avoid injury and deepen
relationships with the people to whom they provide
services. This year, People Inc. will host 30 Virtues
training sessions that will cover 12 ‘virtues’:
assertiveness, empathy, flexibility, honesty, humility,
humor, patience, perseverance, prediction, resilience,
responsibility and wisdom. Four hundred and fifty
employees from People Inc. and other nonprofit
agencies will be trained.
The NYS Office of Mental Retardation/
Developmental Disabilities awarded People Inc.
and Suburban Adult Services Inc. a $324,000 grant
for the Direct Support Recruitment and Training
Initiative. This two-year initiative was created to
offer direct care training, placement and retention
services to 50 people that are also eligible for
Temporary Assistance to Needy Families. This
collaborative proposal was ranked number one in
Western New York, and awarded the entire funding
allocated to the region. Additional partners include
Autistic Services, Community Services for
the Developmentally disabled, United Cerebral
Palsy Association, Baker Victory Services and
Rivershore Inc.
People Inc. was recently approved as a provider
under the Ticket To Work program through the
Social Security Administration. This is a voluntary
program, where most social security and SSI
disability beneficiaries will receive a “ticket”
they may use to obtain vocational rehabilitation,
employment or other support services from an
approved provider of choice, called “employment
networks.” The ticket holder and employment network together design an individual employment
plan outlining services to be provided to assist the
individual in reaching his or her employment goal.
The program was designed to provide people with
disabilities with more choices and expanded
opportunities to help them go to work. New York
was among 13 states included in the first year
roll-out of the national program.

Employee and Volunteer Scholarships
The People Inc. Foundation awarded the following employees
and volunteer with academic scholarships to pursue degrees
in special education, social science or a health-related field with
a focus on education, rehabilitation or treatment of people with
disabilities: Sarah Applegate, Leah Bartlo, Lisa Greenauer,
Brie Hofschneider, Kimberly Kadziolka, Denise Kleinsmith,
Sarah Matukewicz, Travis Micheler, Elizabeth Pantano,
Sherri Riles-Martin, Sondra Schreiber and Shannyn Williamson.
Scholarships range between $800 and $1,200 depending on the
degree of study. Sarah Matukewicz, agency volunteer, was awarded
the $600 Joshua Wagner Memorial Volunteer Scholarship.
The Scholarship program was established to support and further
the field of developmental disabilities, to help employees expand
their knowledge and offer financial assistance. Recipients were
selected based on the number of years worked at People Inc., pursuit of study in the field of developmental disabilities, grade point
average and completion of credit hours.

Bon Ton Cares to Share
This spring, Bon Ton Department stores sponsored a “Care to
Share” campaign to support area nonprofit agencies through the sale
of coupon books. People Inc. employees and volunteers sold 140
coupon books and received a $500 bonus prize for “Most Coupons
Redeemed at the Designated Store.” Proceeds benefited the
Foundation. Two People Inc. employees even won shopping sprees.

Buffalo Sabres Alumni Event
In March, Buffalo Sabres Alumni reunited for a friendly game
against the Young Presidents Organization at the Amherst Pepsi
Center. Amongst the players were such giants as Gilbert Perrault,
Rick Martin, and Morris Titanic who afterwards gave autographs to
many patient fans. The Young Presidents Organization and Sabres
Alumni sponsored the game with proceeds benefiting the People
Inc. Foundation and the Jane Goodall Institute. This was a successful and worthy event and the Foundation is grateful to the Buffalo
Sabres for their generosity and support.

People Inc. offers:
People Inc. offers many resources to provide
needed clinical services, including a full range of
medical, therapeutic and rehabilitation services
through its Elmwood Health Center. Clinical
services will be provided at each Day Hab site. If
specific services are not provided on site, the Day
Hab team will work with the consumer’s service
coordinator to identify needs and obtain services for
them, as well as assist in arranging for transportation
to alternative agencies or facilities.
There is no “typical day” in Day Hab. Staff work
with participants to develop monthly plans, but each
person’s day is planned based on his/her individual
needs and interests. Daily activities may include
computer work, exercise, gardening, shopping, jobskill development or volunteering in the community.
Each day brings new experiences and opportunities
for growth, increased independence and integration.

Opening of Homes Provides Opportunities for Seniors
Violet and Marigold Housing, People Inc.’s new
HUD funded senior housing complexes, are now
open! Located in Cheektowaga and on Grand
Island, both facilities provide affordable housing for
senior citizens with accommodations for those who
have vision, hearing and mobility impairments. The
three-story buildings boast rental apartments, a
caretaker’s apartment and a Community Room,
which is available for residents’ recreation and
social activities. Applications are being accepted for
both locations. People Inc.’s other senior housing
sites are in Blasdell, North Buffalo, South Buffalo
and Hamburg. A 49-unit senior complex in
Amherst is currently under construction. For more

More than an Employee
James Boles, left, presents Jamie Lembeck with
an award acknowledging his 15 years of service to
People Inc. Jamie began his career at People Inc. in
the Marketing/Development department, but after a
spinal chord injury, switched his profession to
become a Disabilities Advocate.
Jamie felt it was imperative to
break down societal barriers that
stemmed from a lack of awareness
towards people with disabilities. He
became an advisor for the Mayor
of Buffalo where he ensures that
federal and local policies regarding
people with disabilities are
enforced. He also devotes his time
to Hallwalls, a unique and advanced
arts organization in Buffalo, and
frequently lectures at the University
at Buffalo and Buffalo State
College.
“Jamie gives the students a personal perspective
on disability and adjustment to life in a wheelchair.
He educates the students on how to approach persons with a disability,” said Mary Matteliano MS,
OTR/L, Clinical Assistant Professor, University at
Buffalo. “The students always comment on how
comfortable Jamie makes them feel and this eases
their transition into the role of a therapist.”
When asked why he has stayed with People Inc.
for all these years, Jamie modestly states, “People
Inc. is allowing me to participate in numerous facets
of society. I am grateful, especially to Jim Boles and
Joe Giansante, for supporting and believing in me.
It wasn’t a question of me accepting People Inc., it
was People Inc. accepting me and my abilities
rather than looking at my disability.”

Closing One Door, Opening Another
It was with careful review and consideration of
the agency’s budget and mission that People Inc.
decided to close RETAP Thrift Store in July. We are
delighted, however, that RETAP will reopen in a new
location under the management of Pheonix Frontier,
Inc., a nonprofit organization serving people with
disabilities.
“This collaboration provides a great opportunity
for People Inc. and Phoenix Frontier, Inc. to work
together and provide a worthwhile service for people
in need,” said James Boles, president & CEO. “The
store’s main purpose was to provide employment
training to individuals with disabilities,” Boles
added. “The mission was to ‘Recruit, Evaluate,
Train, Assess and Place.’ However, the focus of
RETAP Thrift Store changed and the agency’s
Supported Employment and Training Services
became more effective.”
Phoenix Frontier, Inc. is scheduled to open the
new store at 54 Webster St. in North Tonawanda.
There is a possibility of a second location on
Kensington Avenue in Buffalo. We will keep you

Family Care - Creating a Home for Everyone

For nearly 20 years, People Inc.’s Family
Care program has provided companionship and
residential alternatives for people with developmental disabilities. Providers open their homes to people
who may benefit from a smaller, more intimate
home environment than a traditional group home
residence. Family care providers become very
involved in the daily lives of the residents and
support consumers’ growth and development by
offering understanding, guidance and supervision.
They assist with budgets, goals, medical appointments, and provide 24-hour care. Providers are
reimbursed for room and board on a monthly basis
and receive a difficulty of care payment based on the
individual’s needs.

Breakfast Keeps CEO, Employees Connected
“It is reassuring to know
With 1,900 employees and more than 90
residential and program sites, it can be a challenge
to know every staff member and be informed of
specific happenings at each site. To keep connected
with employees and issues in the field, James Boles
hosts a monthly breakfast and randomly invites staff
from various departments throughout the agency.
“It’s great to see the long time employees and
meet new employees for the first time,” said Boles.
“The staff breakfast allows for a very diverse group
of staff with many different backgrounds and skills
to come together. I enjoy this time with staff.”
During the breakfast, Dr. Boles provides updates
on agency news and developments; employees
report on their specific departments and projects.

Transition Program Prepares Students for the Future

Miss Hunter is one of 24 City of Buffalo high
school students who participated in a six-week
Career Development and Work-Based Transition
Program held at Fleet branches in Buffalo this year.
“Latasha was wonderful to work with,” said
Wright. “Each day she greeted us with her big, beautiful smile. Everything she did was done well and
responsibly.” Miss Hunter was encouraged to apply
for a job at Fleet following her high school graduation. “This is a great place to work,” said Hunter.
The program, geared toward students who
receive People Inc.’s Transition Services, was made
possible though a grant from the FleetBoston
Financial Foundation and is a collaborative effort
between Fleet, People Inc. and the Buffalo Public
School District. It will continue into the 2002-2003
school year.
Pawsitive Pooches, a local chapter of Therapy Dogs International, makes
monthly visits to several People Inc. programs. Director Sharey Edholm, right,
and Brita, therapy dog, visit with Bob Hamilton at Adult Day Services on
Delaware Avenue. Mr. Hamilton, who had been bitten by a dog years ago,
took a while to warm up to Brita, but now looks forward to her visits. "Pet therapy helps people overcome their fears and develop social skills," said
Edholm. “Animals instinctively know who needs extra attention and the consumers take comfort in their companionship.”
Students receive mobility training to learn time
management and arrange public transportation
to and from their respective banks. On-site
responsibilities include customer service, greeting,
filing, and answering the phone, directing calls, data
entry, ATM instruction and observation of daily
bank operations.
People Inc.’s Transition School to Work Program
currently works with 110 students in eight different
Buffalo high schools. The program assists students
who are aging out of high school with the
adjustment to adult life by learning practical skills
needed for employment and handling adult
responsibilities. For more information contact
