A Regular Meeting of the Mayor and Council of the Borough of South River, in the County
of Middlesex and the State of New Jersey was held June 13, 2016 and was called to order by Mayor
Krenzel at 8:05 PM in the Council Chamber of the Criminal Justice Building at 61 Main Street in
South River, New Jersey with the following Councilmembers in attendance:
Councilmembers Ciulla, Gurchensky, Haussermann, Jones, Trenga, Hutchison
Also attending this meeting were Frederick Carr, Borough Administrator and Andrea
Wyatt, Borough Attorney.
MINUTES
The Minutes of Meeting No. 12 held May 23, 2016 was submitted to the Council for
acceptance and/or amendment.
Councilman Hutchison moved that the Minutes be approved as amended.
Councilman Ciulla seconded the motion.

ORDINANCES – FIRST READING BY TITLE ONLY
BOND ORD 2016-7
BOND ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS AND THE
ACQUISITION OF VARIOUS CAPITAL EQUIPMENT, APPROPRIATING $300,000
THEREFOR AND AUTHORIZING THE ISSUANCE OF $285,000 BONDS AND NOTES TO
FINANCE A PORTION OF THE COSTS THEREOF, AUTHORIZED IN AND BY THE

Councilman Hutchison moved that the Council pass the said Ordinance on its First
Reading by Title Only and that the Clerk be authorized to publish same as is required by Law
with the Second Reading and Public Hearing to be held on June 27, 2016 immediately after
conclusion of the 7:00 p.m. Business Meeting or soon thereafter in the Council Chambers of the
Criminal Justice Building at 61 Main Street in South River, New Jersey. Councilman Ciulla
seconded the motion.

WHEREAS, the official utility records of the Borough of South River, New Jersey
show certain refunds which include electric, water and consumer deposits (CD); and
WHEREAS, the Collector of Utility Revenue recommends that the following refunds should
be made to the consumer noted herein below listed; and
NOW, THEREFORE BE IT AND IT IS HEREBY RESOLVED by the Borough Council of

RESOLUTION
WHEREAS, the governing body of the Borough of South River in the County of
Middlesex, State of New Jersey, had previously authorized and directed the Borough Clerk to
advertise for the receipt of sealed bids for Re-Chassis and Refurbishment of an Emergency
Medical Vehicle in accordance with specifications approved and filed in the Office of the Borough
Clerk; and
WHEREAS, said bids were received on May 26, 2016 and opened and read aloud in public
and an examination thereof shows that Bay Head Investments, Inc., d/b/a VCI, was the sole bidder
thereon with a bid of $166,829.81 as set forth in the bidding documents.
WHEREAS, the Chief Financial Officer of the Borough has certified the availability of
funds in account C-06-15-018-103.
NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED by the Mayor and
Council of the Borough of South River in the County of Middlesex, the State of New Jersey, that
the above recited bid be and the same is hereby accepted and that a contract be and the same is
hereby awarded to Bay Head Investments, Inc., d/b/a VCI, as per the bid so submitted.
BE IT FURTHER RESOLVED that the appropriate officers of the Borough be and they
are hereby authorized and directed to execute all instruments necessary to complete the above
stated transaction but only upon submission of all documents required by the bid specifications
and approval of same by the appropriate borough officials.

RESOLUTION
WHEREAS, the Department of Public Works does routine inspections of fire hydrants in
the Borough of South River; and
WHEREAS, during these inspections, it was determined that seven fire hydrants were
inoperable and require immediate attention since the conditions have created an imminent danger
to the health, safety and welfare of the residents; and
WHEREAS, pursuant to N.J.S.A. 40A:11-6 the governing body hereby determines that
such an emergency condition affects the public health, safety and welfare of the residents of the
Borough as described above and such circumstances and substantial expense could not have
reasonably been foreseen; and
WHEREAS, the appropriate municipal officials have obtained an estimate from Atlantic
Plumbing Supply Corp. for the cost to replace the fire hydrants in order to relieve this emergency
situation and provide essential services to borough residents; and
WHEREAS, the Chief Financial Officer has certified that funds are available in account 602-55-512-211; and
Council of the Borough of South River that the award of a contract to Atlantic Plumbing Supply
Corp. in the amount of $26,241.88 is hereby ratified since bid submissions for such replacements
could not and cannot be effectuated due to the circumstances recited above and the appropriate
officials of the borough are hereby authorized make payment to Atlantic Plumbing Supply Corp.
for said replacements.

RESOLUTION GRANTING RENEWAL TO
PLENARY LICENSES IN THE BOROUGH
OF SOUTH RIVER FOR THE PERIOD
JULY 1, 2016 TO JUNE 30, 2017
WHEREAS, applications for renewal of Plenary Licenses have been filed with the Division of
Alcoholic Beverage Control Commission through its Online Licensing System and Borough renewal fees
have been paid for the period of July 1, 2016 until June 30, 2017; and
WHEREAS, all requirements have been complied with and the Borough Council has determined
that no protests have been filed against the granting of the said renewal application for such plenary license.
NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED by the Borough Council of the
Borough of South River, in the County of Middlesex, New Jersey that approval is hereby granted to said
application, subject to the Rules and Regulations of the Alcoholic Beverage Control Commission and Code
of the Borough of South River.
BE IT FURTHER RESOLVED that a certified copy of this resolution be filed with the Division of
Alcoholic Beverage Control Commission, the applicant for their record purposes, the Beverage Tax Bureau,
and the Chief of Police of the Borough of South River.

WHEREAS, the governing body has received a final payment Estimate No. 5 and Closeout Change Order request from the Borough Engineer for the project known as Willett Avenue
Electrical Substation System Equipment Upgrades, which work is being undertaken by JBL
Electric, Inc.; and
WHEREAS, the Borough Engineer has advised in a letter dated May 23, 2016 that the final
Close-out Change Order request reflects the final contract quantities and supplementary items
including reductions and increases in same due to field conditions encountered which resulted in
an overall increase in the original contract amount of $2,364.33; and
WHEREAS, the Borough Engineer recommends acceptance of the work, as well as
approval of the final Payment Estimate No. 5 and Close-out Change Order to JBL Electric, Inc. in
the amount of $9,680.33, subject to the posting of a one year maintenance bond in the amount of
$55,224.65.

WHEREAS, the Governing Body has reached an Agreement with United Service
Workers Union, IUJAT, Local 255 with regard to a final negotiated settlement of a new contract
for the period of January 1, 2016 to December 31, 2018 between said union and the Borough of
South River.
WHEREAS, the Employer hereby recognizes Local 255, United Service Workers Union,
IUJAT, as the exclusive bargaining unit for all blue and white collar employees working more
than thirty (30) hours per week including but not limited to those job titles as set forth in the
Collective Bargaining Agreement, but excluding employees represented by the International
Brotherhood of Electrical Workers, Local 1303; employees represented by the Sewer and Water
Association, Local 60; managerial executives, confidential employees, professional employees,
casual employees, police employees, and supervisors within the meaning of the New Jersey
Employer-Employee Relations Act, N.J.S.A. 34:13A-1 et seq.

RESOLUTION AUTHORIZING THE TEMPORARY SUSPENSION OF PARKING
METERS FROM JULY 23, 2016 THROUGH JULY 31, 2016
WHEREAS, in support of the South Rive Economic Development Commission’s
Restaurant Week scheduled from Sunday, July 24 through Thursday, July 28, 2016, and in an
effort to help attract the public to participate in Restaurant Week, the governing body of the
Borough of South River would like to temporarily suspend the requirement to pay parking meter
fees;
NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED by the governing body
of the Borough of South River in the County of Middlesex and the State of New Jersey, that any
requirement to pay parking meter fees shall hereby be suspended from July 23, 2016 through
July 31, 2016, with all meters to be bagged or otherwise covered during this period of time.
BE IT FURTHER RESOLVED that the first day of enforcement will be August 1, 2016.

Councilman Hutchison stated some businesses have complained that people take
advantage of the free parking and park for longer periods of time; wants to welcome all to town,
but asked that people not take advantage. If business owners notice this happening, bring it to
the attention of the Economic Development Commission; will be looking at other alternatives for
the future. Councilman Trenga stated he will check with businesses regarding any concerns with
free parking. Mayor Krenzel noted that Restaurant Week is July 24 through July 28, 2016. Free
parking will be from July 23 through July 31, 2016. Councilman Haussermann suggested that
rather than using the red holiday bags, have new bags that say “free parking today”.

COUNCIL COMMENTS
Councilman Haussermann
 Memorial Day Parade - thanked Mrs. Hutchison and committee for setting up parade and
not to cancel it due to weather; very touching ceremony; thanked organizations for
having gatherings on day of parade; Council should consider giving stipend to American
Legion and VFW; great turnout; Legionnaires were teaching girl scouts how to fold the
American flag; thanked Pubic Safety team; wonderful parade
Councilman Gurchensky
 Thanked Borough workers for outstanding job
 Memorial Day Parade – great event
 Lots to do in town, Shred event, car show, fishing derby all held on 6/11
 Say a prayer for people of Orlando; terrible tragedy; if you see something, say something
Councilman Jones
 Memorial Day Parade – beautiful day; thanked Mrs. Hutchison and residents for
remembering the fallen; testament to the community; attended American Legion
breakfast; Legionnaires taught girl scouts how to fold the American flag; veterans were
passing this tradition onto the girl scouts
 6/19 – Girl Scout community event at Fitzpatrick Field
 Fishing Derby – 100 contestants; largest turnout; commended Parks and Recreation and
community
 Restaurant Week – 7/24 to 7/28
 Thanked Council for continuing to look into the AMC litigation matter
 Asked Mr. Carr to follow up with County regarding recycling concerns

 Thanked workers and Public Safety team
 Memorial Day Parade – huge success; thanked Teresa Hutchison and staff for great job
 Bike Rodeo – 318 registrants
 Car Show – 36 cars registered
 Congratulations and good luck to the three new Police Officers; joining an elite force;
huge shoes to fill; be safe
 Fire house – moving along
 Junior Police Academy; 35 applications went out; capacity is 24; get applications in
Councilman Trenga
 Thanked employees and volunteers for work they do
 Fishing Derby great, thanked Lakisha; Car Show, Bike Rodeo great
 Memorial Day Parade – best one yet; veterans’ sacrifice can never be remembered
enough; John Scala was Grand Marshal

 Memorial Day Parade – Teresa Hutchison got home from California after visiting sick
relative, who passed away last week; worked on parade by phone; many towns canceled
parade due to weather; good decision by Teresa not to cancel; great support; wonderful
event; thanked Fire Dept., American Legion, VFW; thanked John Scala for being Grand
Marshal; thanked Teresa and committee on wonderful job; thanked Mike Trenga and Jim
Gurchensky for their service
 6/14 – Flag Day – fly your flag
 Congratulations to three new Police Officers Danielle Stone, Richard Wright, Kenneth
Nale; thanked Chief Tinitigan on great police force
 Happy Father’s Day

 Orlando – no act of terror will change our values; pray for victims; stand together as a

 SR High School Basketball Team – proud of their accomplishments
 Congratulations to Trisha Raquepo – South River HS National Honor Society, on

 5/29 – International Portuguese dinner at St. Stephen’s was well attended
 Memorial Day Parade – congratulations to Teresa Hutchison and committee on hard
work; good decision not to cancel parade; thanked VFW and American Legion; Polish
War veterans – kudos to them for marching and all other participants
 6/4 – Bike Rodeo
 6/5 – March for Marrow; make awareness to donate bone marrow
 6/6 – Shade Tree Committee meeting held
 6/11 – Fishing Derby, Car Show, Shred Event

Teresa Hutchison, 38 Virginia St.
 Thanked Council for kind words on Parade; recognized CAHC and Memorial Day Parade
committee for their hard work; thanked VFW, American Legion and Police; supports
stipend being given to VFW and American Legion; thanked all the workers for help in
setting up parade; thanked Mr. Scala for being Grand Marshal; sorry that Mr. Matts was
sick
 6/14 – Flag Day – get flags out
John Scala, 440 Old Bridge Turnpike
 Had a choking incident four years ago, commended SRPD for saving his life
 Commended DPW and Electric Dept. on work they do
 Congratulations to Chief on the new Police Officers
Adjournment
Councilman Hutchison moved that this meeting be adjourned at 9:00 p.m. Councilman
Ciulla seconded the motion. So carried.
