Dear Third Ward Resident,
August is a fun and busy month! Kids are out of school and the city
is bustling with activity. From outdoor concerts in the park to baseball
games to parades, there is always something to do in Chicago in the
summer. Nowhere is that more true than in the 3rd Ward. Events at
Soldier Field and Grant Park, the historic Bud Billiken parade, my Backto-School fair and a 3rd Ward Town Hall meeting all pack the August
calendar. I hope you can join me for one or all of these events.

Heading south along beautiful Dr. Martin Luther King, Jr. Drive, the
parade showcases the heart of Bronzeville in the 3rd Ward. This familyfriendly event is a south side staple that everyone should see at least

once. In preparation for the parade, my office works with the Department of Streets and Sanitation to set a thorough cleaning schedule along
the route and surrounding area. Please do your part. Simply keeping your property clean will help us
showcase the beauty of the neighborhood. If you need help, my office can supply your block club or
neighborhood group with rakes, shovels, bags and other cleaning supplies. Just call or email us ahead of time
to schedule drop-off and pick-up.
In addition to the parade, I am once again hosting my annual Back-to-School Extravaganza on August
20th in Fuller Park starting at 10:00 am. Every year my office gives away thousands of free backpacks full of
school supplies to local children and their families. But this isn't just about backpacks, there are plenty of fun
free activities at the event. From free food, to games and prizes, this is a great time for all! I know its warm
out now, but school is right around the corner. Join me and make sure you are ready.
I am also hosting a Town Hall meeting on Monday, August 8th at 6:00 pm at Mt. Pisgah M.B. Church (4622
S .King Drive). Join me to learn more about what is happening in your neighborhood including updates on:
the Obama Presidential Library, the 3rd Ward Parade of Homes, the Rosenwald Courts Apartments, my Safe
Summer Initiative and more.

Third Ward Update
Ellis Park Grand Opening
The new Arts and Recreation Center at Ellis Park (3520 S. Cottage Grove Ave.) officially opened on Saturday, July 9th.
This project was made possible through a partnership between the 3rd and 4th Wards, Mayor Rahm Emanuel, the
Chicago Park District and the Community Builders. The grand opening ceremony was widely attended by both
community leaders and neighborhood residents who were all welcome to tour the new facility and learn about
programming options in Ellis Park.
The new facility provides ample space for local residents, art rooms, a fitness center, a basketball court and a spacious
32,000 sq. ft. pool! Summer classes are ongoing and fall classes start soon. If you are interested in learning more about
the Ellis Park Arts and Recreation Center or to sign up for classes go to www.chicagoparkdistrict.com.
Obama Library Foundation Picks Jackson Park
After a long selection process, President Barack Obama and First Lady Michelle Obama have picked Jackson Park as the
site for the Obama Presidential Library. The library is a wonderful gift to the entire city and in particular to Chicago's
south side. Washington Park - which was also under final consideration for the Obama Presidential Library site - and its
residents are resilient and undoubtedly will continue the positive progress the neighborhood has shown over the years
despite not being picked to host the library. An official announcement and construction timeline will be available shortly.
City of Chicago Approves Property Tax Rebate Program
With Alderman Dowell's support, the City of Chicago has authorized a property tax rebate program for eligible
homeowners. To qualify, applicants must have a household adjusted gross income of less than $75,000. Rebates will be
between $25 and $200, which is determined based on income and the size of a homeowner’s property tax increase. The
average rebate is $150. Seniors are eligible for a larger tax rebate of up to $300. The application to claim your
rebate is not yet available. The City expects to send out rebate checks to those that qualify and apply before the end of
the year.
The rebate is funded using $20 million of transfer tax money from the sale of the Chicago Skyway.
Roof, Porch and Emergency Heating Repair Program Application Dates Announced
Two of the City of Chicago's most popular home repair grant programs have just released their application registration
dates.
The Roof and Porch Repair Program opens on Thursday, September 8, 2016. This program provides income
eligible applicants a one-time service for roof and porch repair/replacement. Residents can register by calling the
Department of Planning and Development at 312-744-3653. Online registration will also be available
at www.cityofchicago.org/roofandporch. This is a highly competitive program and grants are awarded via lottery.
The Emergency Heating Repair Program will be accepting applications starting on November 1, 2016.
Proceeds from this program can be used for home heating projects like new furnaces, windows or other repairs. Residents
can register for the lottery by calling 311 or DPD customer service at 312.744.3653. Online registration will also be
available at www.cityofchicago.org/roofandporch. The application period runs from November 1st through April 1st.

3rd Ward Job Fair
On July 22nd, Alderman Dowell hosted the 3rd Ward Job Fair. The job fair was hosted in collaboration with
Employment and Employer Services and the staff of the Mid-South Workforce Development Center. The event was held
at the Charles Hayes Family Investment Center located at 4859 S. Wabash Ave.
The 3rd Ward Job Fair hosted 35+ employers from a variety of industries and career tracks. Job seekers of all ages and
experience levels came to apply for jobs on-site, network with hiring managers and gather information about
employment opportunities. Over 300 job seekers attended the fair. In preparation for the event, Alderman Dowell hosted
2 job readiness trainings for interested job seekers. These training sessions helped prospective employees get ready for
employers by providing tips on resume development and work ready behavior. These sessions were held on July 18th and
July 19th.
Alderman Dowell would like to thank the employers and job seekers who attended the 3rd Ward Job Fair.
Third Ward Town Hall Meeting at Sherwood
School of Music
On Thursday, July 28th Alderman Dowell hosted a Town Hall
meeting at the Sherwood School of Music (1312 S. Michigan
Avenue). Thank you to all of the residents who came that evening
and to the presenters: Felicia Davis, Executive Director of the Public
Buildings Commission; Tara Shelton, Principal of South Loop
Elementary School; Captain Laurel Bresnahan, 1st Police District;
John Nichols and Ken Carlson for the McCormick Place Event
Center and Hotel; Terry Mister presenting 1948 S. Prairie; and
Brian Freedman for the South Loop Traffic Task Force.
The meeting covered a wide variety of important topics like the new South Loop Elementary School building, public
safety initiatives in the 1st District, updates on the new McCormick Place development and more. Alderman Dowell and
the presenters also took questions - and helpful suggestions - from the audience. As always, a recap of the issues

Arterial Street Resurfacing Projects in 3rd Ward
Arterial streets - major traffic thoroughfares like 35th Street or King Drive - are resurfaced based on a rotating schedule
determined by the Chicago Department of Transportation. This year the following 3rd Ward arterials will be resurfaced.

Starting Soon
As part of the McCormick Place Event Center and Hotel
Development, the Metropolitan Pier and Exposition Authority
(MPEA) is constructing a pocket park at 21st St. and Prairie
Avenue. The park will contain a playground with a water feature
for children, a plaza for eating and a large dog friendly area. The
park will be maintained by MPEA but open to the public.
Construction on the pocket park will begin by the end of August.

Chicago Receives $25 Million to Revitalize Garfield Blvd. Green Line Station
The historic Garfield Boulevard Green Line station will be completely remodeled thanks to a $25 million U.S.
Department of Transportation Transportation Investment Generating Economic Recovery (TIGER) grant to the CTA.
This grant will support infrastructure improvements to the existing station and track structure as well as restore the
former "Alley L" station across the street. This project, in conjunction with the investments being made by the
University of Chicago, the private sector and its partners for the Arts Block in Washington Park promises to revitalize
the neighborhood by serving as an anchor for local development.
Magnetar Youth Investment Academy Announces Gift to Three 3rd Ward Schools
The University of Chicago in partnership with the Magnetar Captial Foundation has announced a $5 million gift to
support financial literacy education for k-12 students in Chicago. This four and a half year partnership will service 50
Chicago-area high schools, including Wendell Phillips Academy, Bronzeville Scholastic Institute and Perspectives
Joslin in the 3rd Ward. Over the past five years, the Megnetar Youth Investment Academy has successfully though
financial and consumer literacy to students before they graduate from high school helping them make smart financial
choices and avoid debt.
Work on George Washington Statue on 51st and King to Begin
Shortly
Work on he statue of George Washington off of the corner of 51st St. and Dr. Martin Luther
King Jr., Drive is scheduled to start on Monday, August 8th. The site ill be fenced and prep
work will begin in anticipation of removing the stone pedestal on August 11th. Completion of
the project is still on track for November 11th.
As was previously reported, rehabilitation will include building a new foundation approximately 25 feet due south of the current location in order to help prevent possible vehicular
damage, and the bronze horse and rider will be laser cleaned and analyzed to determine if
further action is necessary.
ComEd Tree Trimming Season Starting Soon
Arborists performing vegetation management for ComEd are trimming trees across the city
over the next 3 months. Please be on the look-out for courtesy reminders from ComEd alerting residents to tree

New Water Main Installed
The Department of Water Management has recently completed the installation of a new water main at the following
locations: Shields Ave. from 47th St. to 48th Pl., 51st St. from Shields Ave. to Wells St., 48th Pl. from Shields Ave. to
Wells St., and Princeton Ave. from 47th St. to 51st St.
The new pipe has been pressurized, disinfected, tested and approved. All of the water services have been switched from
the old main to the newly installed water main.
Over the next few weeks we will begin to fully restore the street. Currently a concrete cap is in place so that traffic is no
longer impacted by the construction. The restoration schedule is subject to change and may be impacted by adverse
weather conditions. Asphalt is not available during winter months, which may delay the final restoration of the street.
Flushing after Your Service Line has been Connected to the New Water Main
Now that your old water main has been replaced and your water service has been connected to the new water main, it is
important to flush your plumbing of any sediment, rust or metals, including any lead to maintain water quality.
Sediment, rust and metals, including any lead may collect in the aerator screen located at the tip of your faucets. These
screens should be removed prior to flushing. To flush your system:
1. Find the closest available tap (an outside hose spigot, laundry sink faucet or bathtub) that is not used for
drinking water. Fully open the cold water tap and let the water run for at least 5 minutes. Next flush any
other cold water faucets on that floor for at least 5 minutes.
2. Move to the next highest floor and repeat
3. Move to additional floors in sequence and flush any taps or faucets for at least 5 minutes

The Department of Water Management is closing the intersection of 23rd St. and Wabash Ave. starting August 1st for
two weeks to repair a collapsed sewer. The detour route for vehicles is Cermak Road. For more road closure

CPS Lead Water Testing Update
Chicago Public Schools continues to test its buildings for lead in the drinking water. The testing program will cover all
529 school campuses, starting first with the oldest buildings that serve the youngest students. Testing for the 324
schools serving Pre-K students which were built before 1986 was scheduled to be completed by June 21, 2016. The
remaining testing will be done after the start of the 2016-17 school year. If lead is found, the fixture is shut down and a
remediation plan is put in place.

City Council Amends Recycling Ordinance to Reflect Current Industry Standards
City Council today amended the Chicago Recycling Ordinance to reflect the most current standards within the recycling
industry. The ordinance now provides greater clarity to property owners regarding their recycling requirements while
also giving city officials stronger enforcement capabilities.
Under the amended ordinance, property owners of multi-unit residential, office and commercial establishments will
now be mandated to provide source-separated, single stream recycling; the most commonly used collection method in
the industry. Property owners will also be responsible for implementing an ongoing educational program that includes
posting signage, providing adequate carts and sending written notice to tenants about the changes.
The new Chicago Recycling ordinance will take effect on January 1, 2017.
Right Turning Vehicles Yield to Bikes Sign to be Installed at Roosevelt and Michigan
Intersection
In order to warn vehicles of bike and pedestrian traffic, the Chicago Department of Transportation is installing new
signage reading "Right Turning Vehicles Yield to Bikes" on the northeast corner of Roosevelt Road and Michigan
Avenue. This is necessary due to the placement of the Roosevelt Road bike lanes on the sidewalk instead of on the
street where they are traditionally found. This can cause an issue as vehicles may not realize that there are bikes
crossing the intersection. The new signage will alert vehicles to this conflict and hopefully reduce the risk of accidents.
Chicago Police Department Highlights New Public Safety Tactics
In order to combat crime in the City, the Chicago Police Department has implemented a series of new public safety
strategies. These include community relationship building, gang fighting initiatives, legislation to hold repeat gun
offenders accountable for their actions, and missions targeted to the City's worst offenders.
To build trust between the community and the police, the Chicago Police Department has launched the Bureau of
Organizational Development. Led by Chief Anne Kirkpatrick, this division will implement recommendations from the
U.S. Department of Justice and from the Mayor's Task Force on Police Accountability, focusing on community
relations, integrity, and education and training.
On the streets, the police arrested 34 alleged Latin Kings members charged with participating in a range of illegal
activities. This supplements the July raid that resulted in the arrest of 88 offenders. Furthermore, in 2016 the Chicago
Police Department has made of 1,900 gun arrests and seized more than 5,000 guns. And because guns are so prevalent
on Chicago's streets, Superintendent Eddie Johnson worked with Illinois state lawmakers to introduce legislation to
hold repeat gun offenders accountable for their actions by setting more stringent time-served guidelines, while still
allowing judges discretion to impose appropriate sentencing.
These are just some of the may new initiatives undertaken by our local police force to address public safety in Chicago.

New Initiatives in Place to Help Seniors Transition to and Through College
Chicago Public Schools (CPS) have launched two new programs to assist seniors transition to college. First, this year
CPS will pilot a senior seminar curriculum in 13 high schools helping more than 2,000 seniors as they prepare to enter
college. This seminar, designed by a CPS citywide high school working group and Thrive Chicago, will launch at select
schools across the City.
Second, to ensure college bound high school graduates follow through on their plans to enter college in the fall, CPS is
directly engaging 6,600 recent graduates with text messages to remind them of key milestones related to enrollment,
financial aid, and counseling, throughout the course of this summer. The effort is particularly important because
research indicates nearly 40 percent of high school graduates nationwide who are planning to go to college fail to show
up in the fall.
Pride of Place Scholarship
Shimer College still has space and financial aid for students interested in enrolling later this month. Shimer
College offers a $1,000 scholarship each year to a student enrolling from the 3rd Ward. Located on the campus of
IIT, Shimer College offers small, discussion-based classes centered around classic texts. Shimer students are critical
thinkers who love to learn. For details about this scholarship, to schedule a campus visit, or to apply for admission

Washington Park Chamber of Commerce Receives 2016 Neighborhood Enhancement
Grant
The South East Chicago Commission (SECC), in partnership with the Hyde Park Kenwood Community Conference and
Hyde Park Bank are proud to award the Washington Park Chamber of Commerce with a 2016 Neighborhood
Enhancement Grant. This grant will fund the 55th Street Business Beautification Project which includes landscaping
and installations along the Garfield Boulevard corridor on vacant and business lots. This is one of six grants awarded by
SECC, which started the grant program in 1999 to fund high-impact neighborhood beautification projects led by local
groups, non-profits and community leaders.
XS Tennis Village Update
Construction of The XS Tennis Village has started at the former Robert Taylor site at 53rd St. and State St. The XS
Tennis Village is a 116,000 sq. ft. facility that will house 12 indoor tennis courts, 15 outdoor courts, an outside track, 1
indoor basketball court, 2 outdoor basketball courts, 9,800 sq. ft. fitness center, 5 multipurpose/meeting rooms, as well
as a juice bar and cafe. The development is projected to take 11 months and open in the summer 2017. General
Contractor Summit Design & Build has committed to providing construction job and contracting opportunities to
qualified 3rd Ward residents. Any interested tradesmen or women should make sure that all current and updated
resumes are on file with the 3rd Ward office.

Join Your Local Police District for National Night Out August 2nd
National Night Out is an annual community-building campaign that promotes police-community partnerships and
neighborhood camaraderie to make our neighborhoods safer, better places to live. National Night Out enhances the
relationship between neighbors and law enforcement by offering a great opportunity to bring police and neighbors
together under positive circumstances. Local events on August 2nd will include prizes, food, and entertainment for all
ages!

Young Professionals Summer Mixer
Skyline Council and Glessner House Museum present an evening for young professional organizations to meet, mingle

Camp Northerly
Chicago Parks Foundation presents Camp Northerly, Chicago's only urban camping experience. At the camp, you get
the Goose Island brewer's base camp, Chop Shop cookout, Dark Mater Coffee infusion experience, Clif Bar s'mores
station, a live fireside concert and more. Funds raised by the Chicago Parks Foundation go directly back to conserving

3rd Ward Back-to-School Extravaganza

Parking restrictions are in place for the South Loop during all Chicago Bears football games as well as other events
hosted at Soldier Field. Vehicles parked in the South Loop without a valid Soldier Field Parking Pass or Soldier Field
Guest Pass are subject to ticketing or towing.

3rd Ward Small Business Improvement Funds Available
The City of Chicago, along with its partner Somercor, operates a program to assist business with various capital expenses called the Small Business Improvement Fund, or SBIF for short. To find out if you are eligible
for SBIF financing and what SBIF funds can be used for please go to www.somercor.com/sbif.
Between August 1st and August 31st the 47th/State TIF district in the 3rd Ward will be accepting SBIF applications. If
you have any questions about the SBIF application process please call Somercor directly at 312-360-3300.
BTN Big 10K & 5K Coming August 6th
The annual Big Ten Network 10K and 5K race is scheduled to run through portions of the 3rd Ward on Saturday,
August 6th from 6:00 am to 11:30 am. This is a large race that will cause limited road closures for the area. Please visit

L.A.T.E. Ride with Friends of the Parks August 13th
The annual L.A.T.E. Ride sponsored by Friends of the parks is rolling through portions of the 3rd Ward on Saturday,
August 13th into Sunday, August 14th. While this is an overnight ride, there will be some associated street closures. Go

Chicago Triathlon August 28th
The Chicago Triathlon, on a new, modified course will be held on Sunday, August 28th. A course map and additional

NWEA-MAP Testing for Non-CPS Students
The Chicago Public Schools (CPS) currently utilizes the Northwestern Evaluation Association Measures of Academic
Progress (NWEA-MAP) for the eligibility/selection process for students applying to Selective Enrollment Elementary
and High Schools and other schools with academic requirements (CTE-College and Career Academies, IB High
Schools, Magnet High Schools, and Military Academies).
For students who do not currently attend a CPS school, and will be applying to any of the aforementioned programs for
grades 5-9 for the 2017-2018 school year, the NWEA will be offered free of charge at multiple locations around the city.

UChicago Upward Bound Program
UChicago Upward Bound (UCUB) is a free year-round program that prepares students to graduate from high school
and college. The program consists of a six-week summer session and academic year activities. Activities include:
College course work for transferable credit, University Residence Hall experience, early involvement classes, after
school tutoring, college exam prep, financial aid application assistance and more. To qualify, applicants must be 9th12th grade students at Dyett, Hyde Park, Hirsch or Phillips High Schools or reside in Douglas, Greater Grand Crossing,
Washington Park or Woodlawn. Additional academic requirements may apply. For information about the program or

Educare Chicago Accepting Head Start/Early Head Start Applications
Educate Chicago is currently accepting applications for children six weeks to five years old for their Head Start/Early
Head Start program. The program year begins September 6th. More information about the program can be found
at www.educareschools.org. Educare is located at 5044 S. Wabash Avenue.
Chicago Plant Rescue
The Chicago Plant Rescue (CPR) sidewalk program is designed for businesses to donate perennial plants to Chicago
community gardens. CPR visits a business to determine if they have perennial plant material, offers the business a
donor plaque and social media coverage for their donation and then transports your tax-deductible donation to a

New Summer Senior Life Enrichment Gide Now Available
In the new Summer 2016 Senior Life Enrichment Guide you will find hundreds of free and low-cost activities,
programs and resources courtesy of the Chicago Department of Family and Support Services. Topics include: benefits
eligibility checkups, how to keep a healthy home, citywide wellness programs, September Seniorfest details and special
events, classes and support groups. The Senior Life Enrichment Guide is also available online

Community Programs Accelerator Applications Now Available
The Community Programs Accelerator, an initiative of the University of Chicago Office of Civic Engagement, assists
local groups with organizational capacity building. The application will be used to select organizations for the
Accelerator's Core and Associate programs, as well as identify potential project-based partnerships in the next
academic year.
An information session at the Community Programs Accelerator (5225 S. Cottage Grove Ave. 1st Floor) will be held on
August 2nd at 5:30 pm. Applications are available at uchic.ag/applyCPA and are due August 19th.
