Third Ward Newsletter October 2015 Dear Third Ward Resident, October is a very important month for the City of Chicago as it marks budget season for City government officials. To kick-start the process, the Mayor releases a proposed budget at the annual budget address and over the next month the City Council dissects the budget line-by-line during a series of hearings with City of Chicago Department heads and the Mayor's budget team. Through this informative and investigatory hearing process, questions, alternate proposals, changes and suggestions are submitted to each Department for potential inclusion in the final budget package. Once the hearing process is completed, the full City Council votes on the revenue and expenditure recommendations for the 2016 budget year. That vote determines the budget for the following year. I received many fantastic responses to my email and I want you to know I'm making my constituent's voices heard during the budget process. Ensuring that resources are distributed fairly across the City is my highest priority in this budget. If the City is going to ask residents to make monetary sacrifices to ensure that the City can operate on stable financial grounds, it is not too much to ask that the City provide all residents the high-quality services they deserve. As the budget process moves forward, I will make sure to keep residents informed and involved every step of the way. Alderman Pat Dowell's 9th Annual Senior Update on September 12th was a smash hit welcoming hundreds of seniors from across the 3rd Ward for an afternoon of fun, food, informational programming, community resources and most importantly bingo and prizes! A big thank you to Phillips High School and the Delta Sigma Theta both of whom provided dozens of smiling, helpful and energetic volunteers. Along with the Chicago Fire Department, the volunteers served hundreds of meals, plate-byplate, to the senior guests and assisted in the administration of the annual bingo game. There certainly were some big bingo winners this year! Seniors were also able to access health services provided by Oak Street Health, Walgreens and Provident Hospital, as well as credit services offered by Inner-City Underwriting Agency, Inc. A fantastic DJ was on hand to serenade the guests in between speeches from local community groups and other elected officials. Thank you to everyone that participated, contributed or attended the Senior Update. Let's make next year even bigger! Eden Place Nature Center Breaks Ground on Permanent Home Eden Place Nature Center is an award-winning program run by the Fuller Park Community Development Corporation (FPCD) which provides residents and their children opportunities for learning, recreation, health and employment in the areas of nature conservation and urban agriculture. For the past 17 years Eden Place has served the community out of temporary trailers and tents. But now, because of the hard-work, perseverance and generosity of the community and its leaders, Eden Place will have a brand new permanent home at 350 W. 43rd Pl. The new 6,080 sq. ft. facility will house high tech classrooms, a children's nature library, community meeting space, coffee shop, theater and office space. This accomplishment could not have happened without the tireless effort of the Center's dutiful leader, Michael Howard. In addition, the continued support of Brookfield Zoo - who provides partnerships and programming at Eden Place - Comcast, the Forest Service, Hendricks School, countless community activists and elected leaders where integral in making this project a reality. For more information on Eden Place and its programs, go to www.edenplacenaturecenter.org. 2 Third Ward Update (Continued) Alderman Dowell Hosts Town Hall in South Loop On the evening of September 24th, Alderman Dowell hosted a Town Hall meeting at McCormick Place focusing on developments and issues in the 3rd Ward's South Loop community. Hundreds of residents were on hand to hear presentations from the Chicago Clerk's Office, the 1st District Police, four different housing developers and the Chicago Department of Transportation. All of the presentations are posted online on the Alderman's website at www.dowellforthirdward.com. The Alderman also took questions and comments from the audience at the meeting and has been diligently working to incorporate the suggestions of the public into the projects presented, wherever possible. As the South Loop continues to see growth, Alderman Dowell will continue to require developers present their projects to the public during the initial design phase so that residents can see what may be coming to their neighborhood and offer their thoughts on the proposals. Cain's Barber College On September 15th, Cain Barber College, located at 365 East 51st Street, celebrated its 31st anniversary. For the past three decades, Cain Barber College has provided a training program that teaches students professional skills in the area of barbering and styling. The institution offers a curriculum based on the state requirements and has suitably trained and licensed approximately 1500 barbers and beauticians. Mr. Leroy Cain (pictured), Mrs. Cain and their daughter, Brittaney Cain, have handled business operations for the institution. The Cain family is excited to celebrate 31 years of education, development and service within the Grand Boulevard community. Mr. Cain expresses gratitude to the 3rd Ward residents who have continued to support the college and the students. One Summer Chicago a Success for 3rd Ward Residents Now that school is back in session, final numbers are available for the One Summer Chicago program - the youth summer jobs initiative that serves thousands of Chicago residents every year. In One Summer Chicago participating youth complete six or more weeks of work or career programming, contributing their skills and talents to Chicago's vibrant communities. This year, 24,000 youth aged 14 to 24 from neighborhoods across Chicago worked in areas such as urban agriculture, bike repair, outdoor forestry, and other important areas. Residents of the 3rd Ward were especially active in One Summer Chicago with 1,701 applications. This led to 807 job placements for 3rd Ward youth, the second highest number of placements in the City! Congratulations to all those who participated in the One Summer Chicago program. National Gymnastics Day Celebrated at C.I.T.Y Club Gymnastics On September 19th Alderman Dowell helped celebrate National Gymnastics Day at C.I.T.Y Club Gymnastics Academy, located right here in the 3rd Ward at 1723 S. Michigan Ave. National Gymnastics Day works to promote the sport of gymnastics and its fitness benefits. Its a global celebration of the sport which encourages Member Clubs to create activities centered on gymnastics as a means of fitness, education and inclusion of all interested in participating. Clubs can participate in the "Show Your Salute" challenge at 1:00 pm. Finally, clubs can apply for grants to support fun, healthy gymnastics related activities for members. To contact C.I.T.Y. Prairie Avenue. The Bronzeville Jerk Shack brings a delicious peace of Jamaica to you: juicy jerk chicken and pork, with just the right amount of heat, plus a handful of homemade sides and drinks, served with the sounds, looks and spirit of the island. Water Main Replacement Projects - Root St. from Emerald Ave. to Princeton Ave. & Wallace St. from 41st St. to 43rd St. Alderman Pat Dowell and the Chicago Department of Water Management are pleased to inform you that DWM will install 4,423 feet of 8-inch water main in Root St. from Emerald Ave. to Princeton Ave. and Wallace St. from 41st St. to 43rd St. The work will begin shortly and the job is expected to be completed by late November 2015, weather permitting. Completion of the job includes all associated restoration work. DWM will allow traffic to flow on Root St. and Wallace St. outside of working hours. When they are working in the street, it will be closed to traffic for safety reasons. Residents will always be able to reach their homes or businesses, even if it means putting a metal plate in place. Outside of working hours a lane will be left open for local traffic only. "No Parking" signs will be posted in the work area as needed during work hours (7:00 am to 4:00 pm). Residents can park on the street outside those hours, but will have to be moved by the start of the next work day. Every effort will be made to expedite project completion and minimize the inconvenience to residents. August 2015 Streets and Sanitation Requests 4 Third Ward Update (Continued) Property Tax Incentive Proposed for Iconic Motor Row Building The $14.8 million renovation of the former Marmon Car Co. showroom at 2230 S. Michigan Ave. on the Near South Side would be supported through a property tax incentive. The Class L incentive, valued at $4.4 million over the next 12 years, would support a comprehensive rehabilitation by Motor Row Properties LLC, which intends to store classic cars in the Spanish-style revival structure. The work would include repairs to the terra cotta facade, replacement of the historic main entry, a revamp of the cast iron storefront, new architectural accent lighting, and restoration of the historic car showroom space. Located in the Motor Row Landmark District, the building was designed by notable architect Alfred S. Alschuler and originally opened in 1922. The stretch of South Michigan Ave. between 14th and 24th streets once housed a collection of lavish automobile dealerships in the early 20th century. It was designated a landmark district by City Council in 2000. The Class L incentive lowers the rate on designated landmarks or a contributing building in a landmark district undergoing significant rehabilitation. Temporary Bus Stop Change - Cermak at Prairie Due to construction and the closure of the sidewalk, the following bus stop change will take place on Friday, September 25, 2015 through Friday, June 30, 2017. Cermak at Prairie (westbound, nearside) servicing the #3 King Drive and #21 Cermak buses. 2015 Hydrant Painting The Department of Water Management (DWM) performs ongoing maintenance programs such as hydrant painting for the over 50,000 hydrants in the City of Chicago. DWM paints 10,000 hydrants a year with the goal of completing all of the hydrants in the City every five years. Hydrant painting includes painting the hydrant, the hydrant flange and the cub in front of the hydrant. In 2015, DWM painted the fire hydrants in the following areas of the 3rd Ward: Archer Ave. from 19th St. to Cullerton Ave., 23rd St. from Wabash Ave. to Michigan Ave., Dr. Martin Luther King Drive from Pershing Rd. to 43rd St., 43rd St. from Stewart Ave. to the Dan Ryan, Dr. Martin Luther King Drive from 46th St. to 47th St., Vincennes Ave. from 46th Pl. to 48th St. Troubled Business Upon the request of Alderman Dowell, the Department of Business Affairs and Consumer Protection executed a complete store inspection of Hyde Park Golo at 123 E. 51st St. As a result, a citation was issued for the sale of expired merchandise mixed with non-outdated merchandise. Dowell Supports Ordinance to Allow Police to Close Troubled Businesses Under the new ordinance, businesses can be closed indefinitely by the Chicago Police Department for violent offenses occurring in the business or on adjacent property. These offenses include: the illegal discharge of a firearm, aggravated assault or battery, or criminal sexual assault. These businesses could be closed for up to six months while an investigation is carried out. If a revised public safety plan is not carried out, the business can be closed indefinitely. Alderman Dowell strongly supports this ordinance, which has already been used by the 2nd District Police to close a problem business in the ward, The Game at 4310 S. Prairie, where 2 people were shot on September 18, 2015. 5 Third Ward Update (Continued) Know How to Identify a Transportation Network Provider (Rideshare) Many Chicagoans use Transportation Network Provider (TNP) apps to get around the City. Before riding, the Department of Business Affairs and Consumer Protection is offering these guidelines to improve your rideshare experience. TNP companies provide prearranged transportation services for compensation through an internet-enabled application or digital platform (like Uber or Lyft). When using a TNP company - before pickup -the app must provide you: an option to receive a dollar quote for the ride, the photo ID of the driver and the vehicle, and you must be able to pay through the app. When the driver arrives, the vehicle must display a decal sticker on the car's windshield and a City of Chicago vehicle emblem on the dashboard in front of the driver. Additionally the driver must have all applicable documentation on hand. Finally, rides must be requested via an app, TNP drivers can not be hailed on the street nor can they solicit passengers. As of October 1, 2015 TNP drivers can not pick up passengers at O'Hare, Midway or McCormick Place. Chicago Firehouse Restaurant Rehab Underway The Chicago Firehouse Restaurant at 1401 S. Michigan Avenue has recently received permits to rehabilitate the property which has been shuttered since a fire forced the restaurant to close in late 2014. Long a favorite of South Loop residents and a destination for foodies from across the city, the permits allow for the full rehabilitation of the restaurant leading to its eventual reopening. 10 Things Every Consumer Should Know About Credit 1. Credit repair companies can not charge up front fees, perform any services without a written signature on a contract or make false claims about their services If you question the accuracy of your credit report, you can dispute it with the consumer credit reporting company at no cost. Be sure to submit your disputes in writing and the company must investigate and give you results in writing within 30 days If you fall behind in repaying your creditors, you may be contacted by a debt collector. You can stop a debt collector from contacting you by writing a letter telling them to stop. Once the collector receives your letter they may not contact you unless the creditor takes legal action. Debt collectors can not harass or threaten you and can not state that you will be arrested. Protect yourself from identity theft by shredding sensitive personal information, regularly obtaining a copy of your credit report and closing any old or compromised accounts. The Clerk of the Circuit Court of Cook County has announced Amnesty Week for fines owed to the Cook County Clerk's office. Collection fees are waived on all past due fines. Vehicles parked in the South Loop without a valid Soldier Field Parking Pass or Soldier Field Guest Pass are subject to ticketing or towing. October 4th at 12:00 pm - Chicago Bears vs. October 10th at 12:00 pm - Chicago Bacon Oakland Raiders and Beer Classic Small Accessible Repairs for Seniors (SARFS) Program The Small Accessible Repairs for Seniors (SARFS) provides enabling devices and limited home improvements at no cost to the homeowner or tenant for senior citizens through out Chicago. The SARFS Program is free: Services are provided by the Partners in Community Building Inc. contracted by the City of Chicago Department of PLANNING and DEVELOPMENT, and can include the following repairs: * Weather-stripping, caulking of doors * Repair or replacement of doors * Floor, wall and ceiling repair * Installation of smoke detectors, carbon monoxide detectors and fire extinguishers * Installation in the bathroom of grab bars, vanity, tub surround, accessible raised toilet, hand-held showerhead * Installation of accessible faucet handles * make available a shower bench for bathtub * Installation or repair of railings (interior) * Construction of a wheelchair accessible ramp, widening of doors (not all agencies) * Repair of (interior) steps * replace kitchen base wall and sink cabinetry (accessible height if needed) Applicants shall be at least 60 years of age. Qualified recipients can be a homeowner or renter. The building must be 1 to 4 units to be eligible for repairs through the Small Accessible Repairs for Seniors (SARFS). PICB Inc serves Seniors with low income who live in the 3rd, 4th, 5th and 6th Wards. When a renter makes an application, the landlord shall certify that he or she is the owner where the applicant resides, and give permission for repairs to be done under the SARFS Program and will not increase the rent as a result (SARFS) improvements. Chicago Public Schools' Student Outreach and Re-engagement Center (SOAR) helps students get back into high school through a network of trained specialists and facilitators located at centers throughout Chicago. SOAR staff works with students and families to address issues that may have kept students form succeeding in school, provide the necessary academic and social support services needed to succeed, offer credit recovery programs and develop re-enrollment and graduation plans. Third Ward Star Friends of 51st St. On Saturday, September 19th, residents from the Friends of 51st Street community organization hosted a "Clean and Green" on 51st St. from King Drive to Indiana A venue. Along that stretch, participants cleaned the parkway of trash contributing to the beautification of this heavily traveled commercial corridor. Alderman Dowell assisted Friends of 51st St. by providing "Clean and Green" materials to the group shovels, brooms, gloves, bags, rakes, etc. - and coordinated with the Department of Streets and Sanitation to remove the trash bags following clean up. The Alderman would like to thank all those who participated in the "Clean and Green" from Friends of 51st. Residents stepping up and taking ownership of their neighborhood can really make a positive difference in the lives of residents. October CAPS Meetings Attending and participating in the Chicago Police's Community Policing Program (CAPS) is one of the best ways to address crime and quality of life issues in your neighborhood. By attending CAPS meetings, you can share important information with the police that will assist them in making arrests and preventing crime as well as receive valuable information about resources that promote homeowner and community safety.
