House Bill 1177 Signed Into Law October 9, 2008 F or years clinical social workers were denied the ability to participate as a provider in certain Highmark plans. This denial was due to a definition included in Pennsylvania Insurance Law which specifically prevented Highmark from reimbursing those providers not included as a “health service doctor.” Included in the definition were many allied health professionals, but not social workers. This meant that with certain insurance plans all across the state, clinical social workers simply could not be providers of mental health services. Clinical social workers were deemed inappropriate providers. The lack of inclusion of clinical social workers in the definition of a “health service doctor” was disrespectful to the social work profession, harming not only clients’ ability to access the services of a social worker, but also casting a shadow of inferiority on the entire profession. House Bill 1177 was introduced to amend the definition of a “health service doctor” and ensure that clinical social workers were seen as appropriate mental health providers within Pennsylvania Insurance Law. NASW-PA achieved final passage of House Bill 1177, introduced by Representative Flo Fabrizio, on October 9, 2008. NASW-PA and the Pennsylvania Society for Clinical Social Work worked together to achieve this victory. The passage of HB 1177 marked the second victory for NASW-PA during the 200708 legislative cycles. With an average of only 6% of legislation that is introduced in any one session obtaining passage, NASW-PA’s 100% success rate was a real accomplishment. Moving forward, NASW-PA’s philosophy is that anywhere the social work profession is limited in law, cast as less, or anytime policies limit social work practice, NASW-PA has an obligation to challenge and change that law or regulation. While such an issue may not appear to impact your specific area of social work practice, any degradation to the profession impacts all members of that profession. Allowing one group of social workers to be treated as paraprofessionals as with the current treatment of school social workers harms all social workers. All doctors are lumped together regardless of the hundreds of different types of specialties. Lawyers are all the brunt of lawyer jokes regardless of whether they are a personal injury lawyer or a public defender. Professionals may see subgroups within professions, but the public does not. Every social worker is impacted any time any social worker is seen as less in law or regulation. To that end, NASWPA will continue to champion issues that advance the standing of social workers in any single practice area with the recognition that we are one profession. House Bill 1177 was a significant accomplishment for social workers and was another opportunity for the state legislature to hear about the issues that impact our profession. 3 NASW-PA Officers Professional Issues Bachelor’s Level Licensure President James H. Andrews LCSW, BCD, CAC-Diplomat James H. Andrews holds advanced credentials in clinical social work and forensics. He is a Certified Sentence Mitigation Specialist and a Forensic Fellow with the American College of Forensic Examiners. He has worked in the fields of behavioral health and forensic services for over twenty years. In addition to his role in quality assurance for mental health and substance abuse services, James is an adjunct faculty member at the University of Pittsburgh’s School of Social Work. He holds an MSW from Rhode Island College. President-Elect Chris Rich, ACSW, LSW Working in social services since 1990, Chris Rich has worked in a variety of direct practice social work settings and obtained ACSW (Academy of Certified Social Workers) accreditation and received specialized training in family systems training with the Philadelphia Child Guidance Clinic through the Catholic Charities Family Based Program. Currently, Chris is the Coordinator of Health Services for the Milton Hershey School. Chris earned a BSW from Messiah College and an MSW from Marywood University. Officers continued on next page House Bill 353, introduced by Representative Phyllis Mundy (D-Luzerne), remained in the House Professional Licensure Committee at the end of FY 2008-09. HB 353 will create a human services professional license within the State Board of Social Workers, Marriage and Family Therapists and Professional Counselors. Senate Bill 641 was introduced by Senator Patricia Vance (R-Cumberland) and was referred to the committee on Senate Consumer Protection and Professional Licensure at the end of the fiscal year. This bill creates a licensure mandate for some direct practice fields including child welfare and adult protective services. Tiers are also set up based on criteria of degree and hours of experience. School Social Workers House Bill 1090 was introduced by Representative Larry Curry (D-Montgomery) and Senate Bill 629 was also introduced by Senator Jeff Piccola (R-Dauphin). Senate Bill 629 passed out of the Senate Education Committee and entered Senate Appropriations at the end of the fiscal year. This legislation will update the Pennsylvania School Code to define the term “school social worker.” These efforts will ensure that professional social workers are permitted to function in school settings in accordance to the scope of practice outlined in state law for degreed social workers. This legislation is in no way a mandate and would not impact the designation of “home and school visitor,” which currently exists in the Pennsylvania School Code. Practice Protection for the Delivery of Social Work Services House Bill 1250 was introduced by Representative Marc Gergely (D-Allegheny) and was referred to the House Committee on Professional Licensure at the end of the fiscal year. This legislation seeks practice protection to regulate those who advertise or engage in the practice of social work and clinical social work to hold either a license in social work or a license in clinical social work. While private health insurance companies will only reimburse those who have a professional license, legally anyone can deliver these services. The creation of practice protection for licensed social workers and licensed clinical social workers would ensure that providers meet competency standards and adhere to ethical practice in accordance to the NASW Code of Ethics. Number of professional bills commented on – 7 Number through committee – 1 Number through the House – 0 Number through the Senate – 0 Number enacted into law – 0 Number of bills favored – 5 Number of bills opposed – 2 Table represents data from the 2009 legislative session. 4 NASW-PA Officers Social Policy Issues NASW-PA takes position on social policy issues affecting clients served by professional social workers. Throughout this past year, NASW-PA has commented on 51 bills affecting social policy issues — 13 more than FY 2007-08. NASW-PA continued to focus on an array of social polices issues encompassing the needs of clients and communities. All of these position statements are available online to members. Social policy highlights from FY 2008-09 include: Providing Quality Mental & Behavioral Health Services The effective delivery of human services is an area that NASW-PA expends much of its time. By advocating for the provision of quality services, there is an assurance that vulnerable populations will be served by educated and trained professionals. This will guarantee better outcomes and ensure the most appropriate use of limited mental health funding. Aside from the call for practice protection for social workers, NASW-PA proposed an amendment to House Bill 1351 which would incentivize the hiring of children and youth staff that have a degree within a human service discipline. NASW-PA also advocated for staff enhancement within long-term care facilities and provided support for the Child Welfare Workers Loan Forgiveness Program. It is the goal of NASW-PA to ensure effective services by strengthening workforce standards among all systems involved in client health and well-being. Child Welfare System Delivery NASW-PA continually comments on issues involving the child welfare system service and delivery. Aside from NASW-PA’s active role in CAPTA Citizen Review Panels, comments were made on 10 bills specifically dealing with the child welfare system. Legislative highlights include extending the definition of child sexual abuse in regards to child pornography and the definition of an intermediary in adoption related cases. NASW-PA also called for stronger standards among caseworkers within the child welfare system. This included advocating for licensed professionals to provide counseling services in adoption related cases and a call for a stronger multidisciplinary response to child abuse cases through the Child Advocacy Center Funding Act. Community Health and Education Community health and education is another area that NASW-PA has been a voice for within the Capitol. NASW-PA testified on Representative Curry’s House Bill 47, which would establish the Sudden Infant Death Syndrome Education and Prevention Act. This bill would provide further education to parents regarding SIDS prior to a newborn’s hospital discharge. Vice President Janice P. Kopelman, LSW Janice P. Kopelman, Acting Deputy Secretary for Health Promotion and Disease Prevention was born, raised, and educated in Philadelphia. She earned a bachelor’s degree in Social Work from Temple University and a master’s degree in Social Work from the University of Pennsylvania, with a specialization in Health. Janice’s career, which spans over 30 years, has focused on health care and education. She is a licensed social worker. Treasurer Michael Jeffrey, LCSW Mike is currently employed by the Department of Public Welfare and resides in Harrisburg, PA He has been with the Department of Public Welfare, Office of Mental Health and Substance Abuse Services since 2003. Prior to his time with DPW, he was employed in several senior management clinical operations oversight roles. He holds a social work degree from Catholic University and an undergraduate business degree from Duke University. He is a licensed clinical social worker. Officers continued on next page NASW-PA also offered support for issues such as HIV testing as part of a routine medical checkup and the establishment of the Prevention of Hate Activity Fund to aid in the prevention of hate crimes. Social Policy Issues continued on page 6 5 NASW-PA Officers Social Policy Issues Continued Treasurer-Elect Sarah Graden, LSW Sarah has a strong background working within associations, politics, and social work. As project manager at the Illinois Chapter of the American Academy of Pediatrics, she collaborated with the executive committee and board members to spearhead numerous advocacy and educational programs. In Pennsylvania, she has demonstrated passion for statewide advocacy and actively lobbied for social policy legislation. Sarah also served on the NASW PACE Committee. She currently works through the University of Pennsylvania promoting smoking cessation. Secretary Trevor Evans MSS, LSW, ACSW Trevor has worked for over 20 years in Pennsylvania, functioning in a variety of mental health and generalist social work settings. He has long-standing relationships with social worker leaders all across the state, and currently serves as assistant professor & assistant director for Widener University’s Harrisburg MSW Program. Trevor holds a MSS from Bryn Mawr College. School Based Services NASW-PA continually advocates for the expansion of school based services. Examples of this include commenting on limitations to kindergarten classroom sizes, an expansion of special education services for non-public schools, and extensions to after school program services for school-aged children. In conjunction with SB 629/HB 1090 (school social work bill), NASW-PA seeks to become a stronger voice for social work professionals within educational settings. Defining school social workers within the Pennsylvania School Code is the first step toward improving the psychological well-being of students. Supporting those with Mental and Developmental Disabilities Last year, NASW-PA advocated for the extension of autism and developmental disability services. This year NASW-PA continued to be a voice for those with mental and developmental disabilities. Examples of this include advocating on HB 1247, which would establish a bill of rights for individuals with intellectual and developmental disabilities. NASW-PA also supported a bill that would prohibit the death sentence in cases of mental retardation. Recognizing Family Dynamics NASW-PA values all families. To that end, this past year has led to support of bills that promote the health and well-being of all families, regardless of composition. Support was given to a series of bills providing benefits to grandparents providing care to dependent grandchildren, and a bill providing tax incentives to businesses for single-stall family restrooms to give families dealing with physical or behavioral issues a private area while in public. NASW-PA has also been supportive of efforts to legalize same-sex unions in recognition of the significant discrimination endured by gay and lesbian individuals. Number of social policy bills commented on – 51 Number through committee – 12 Number through the House – 4 Number through the Senate – 3 Number enacted into law – 1 Number of bills favored – 48 Number of bills opposed – 2 Number of bills neutral – 1 Table represents data from the 2009 legislative session. 6 NASW-PA Staff The Fight for Title Protection Defeating House Bill 987 Social workers all across the state came together in opposition of House Bill 987 when the committee on House Professional Licensure convened a public hearing at the Windy Hill Village nursing home in Philipsburg, PA. House Bill 987 sought to amend Act 68 to exempt any individual employed at a long-term care facility and allow them to have the ability to use the title “social worker” even if he/she does not possess a social work degree. Supporters for House Bill 987 argued that this title was required in order to receive federal funding and without it, there would be a workforce shortage within long-term care facilities. Supporters also emphasized that the “quality of care” within long-term care facilities remains one of their priorities. However, hiring individuals and calling them “social workers” not only seems contrary to their argument, but misleading to residents within nursing homes. NASW-PA Executive Director Jenna Mehnert presented testimony that included information from the PA Department of Health, NASW-PA members, and the federal regulatory authority (Centers for Medicare & Medicaid Services) which made it clear that HB 987 was not necessary and was in fact harmful to nursing home residents. Several other social workers presented very articulate testimony that spoke to the importance of employing social workers within nursing homes. Additionally, after the hearing, the Centers for Medicare & Medicaid Services (CMS) presented the chair of the Professional Licensure committee, Representative McGeehan (D-173), a letter that provided clarification showing that CMS does not require the title “social worker” to be used. It continues to state that a facility will not receive a federal citation as long as the individual providing social services meets the requirements necessary. NASW-PA continues to advocate on behalf of social workers and their clients on these important public policy issues and will continue to fight for quality of services within long-term care facilities. Jenna Mehnert, MSW Executive Director Prior to her tenure with NASW-PA, Jenna served as an Executive Policy Specialist with the Rendell Administration’s Department of Public Welfare. Her government experience also includes working for the Office of the Mayor in both New York City and Washington, D.C.; as Director of Program Management and Development in the New York City Office of the Criminal Justice Coordinator; and as Chief of Staff for the Washington D.C. Deputy Mayor for Public Safety and Justice. She has also worked in a variety of direct service settings including as a child welfare worker and rape crisis hotline supervisor. Jenna has taught social policy and juvenile justice courses at both the Temple Harrisburg’s Social Work program and at Penn State Harrisburg. She earned her MSW from the University of Pennsylvania and holds an undergraduate degree in women’s studies from the University of Southern Maine. Staff continued on next page Legislative Advocacy Day On March 31, 2009, NASW-PA hosted social works students and professional social workers at its annual Legislative Advocacy Day. With over 425 social workers and social work students in attendance, Legislative Advocacy Day proved to be a huge success. All of those in attendance clearly showed the General Assembly that social workers are proud of their profession. Penn School of Social Work, Inc.; Sonnya Nieves, LSW, HSV, Vice 7 NASW-PA Staff Policy Development Amy Cazalas, MSW Director of Legislative Affairs Amy Cazalas joined NASW-PA in May 2009 as the Director of Legislative Affairs. Prior to this position, she has served as an MSW student intern and was employed parttime as the Advocacy and Outreach Specialist at NASW-PA. She has since graduated from Shippensburg/Millersville University in May 2009 with a Master of Social Work degree, as well as earned her Bachelor of Social Work degree from Shippensburg University in 2008. Amy’s prime responsibilities include directing the legislative system and policy advocacy efforts to enact sound social policies, coordinating the organization of the annual Legislative Advocacy Day, and actively staffing NASW-PA’s Public Policy and PACE committees to develop and implement a proactive agenda to enhance the standing of professional social workers in Pennsylvania. Amy Corwin Sagen, LSW, MSG Director of Program Services Prior to joining the staff of NASW-PA, Amy directed Alzheimer’s units in a skilled nursing home, assessing/ admitting residents, counseling families, educating and training staff about Alzheimer’s disease and related dementias. Amy’s background compliments other staff members’ as her educational and work history focuses on the aging process. Amy has developed educational and support programs for caregivers of persons with Alzheimer’s disease or related dementias while working in Los Angeles and has provided bereavement and grief counseling for families using hospice services throughout the greater Philadelphia area. Amy received her Master of Science in Gerontology/Master of Social Work degrees from the University of Southern California and a Bachelor’s of Education, Rehabilitation Education and a minor in Gerontology from The Pennsylvania State University. 8 Staff continued on next page Two practice issues that dramatically impact the public image and value of the social work profession have been identified as requiring focused efforts to resolve: Social Services in Long-Term Care Facilities Federal and state regulations require a facility with more than 120 beds to employ a qualified social worker on a full-time basis. They do not, however, include any duties or responsibilities of the social worker other than to promote preservation of the resident’s physical and mental health and to prevent the occurrence or progression of personal and social problems. Other states outline not only professional qualifications for social workers within long-term facilities, but also provide a great deal of specificity about the types of services to be provided. Pennsylvania’s regulations mirror very minimalistic federal regulations and allow for non-professionals to deliver social services. NASW-PA has created draft legislation that clearly defines duties and qualifications of the employee to provide social services within a long-term care facility. This potential legislation will seek to improve quality of services that are provided for residents in long-term care facilities and clearly define the qualifications of a social worker and a social service worker. NASW-PA hopes to have this legislation introduced in the 2009 legislative session. Improving Standards for Effectiveness in Human Services Pennsylvania’s workforce standards for the group of professionals that have the responsibility to assess children’s safety and a family’s well-being are among the lowest in the nation. In producing positive outcomes with families, children, and adults, quality services provided by quality staff is key. At-risk individuals served by statefunded agencies need and deserve skilled, respectful, and well-trained employees to provide services. To achieve this, two things must occur: (1) increased standards in the state-funded mental health systems and social services workforce and (2) the establishment of performance based contracts. If the Commonwealth began to confront issues in workforce standards, limited funding would be used more effectively and efficiently. Through increased standards Pennsylvania will not only be saving millions of dollars, but saving millions of lives. NASW-PA will continue to work towards improving the standards in all service areas to provide individuals receiving services with well-trained and qualified professionals. The mission of the Pennsylvania Chapter of the National Association of Social Workers is to enhance performance in the delivery of effective services, while advocating for sound improvements to social policy. NASW-PA Staff Public Relations Last year NASW-PA members indicated that a priority concern for the social work profession was public value and perception. NASW-PA invested more time and resources in public relations in response. Furthermore, the NASW National Office assisted all of the state chapters financially through the Social Work Public Education Campaign. Some public relations highlights of FY 2008-09 include: • Billboards — NASW-PA continued to advertise on two billboards along the I-76 corridor of the Pennsylvania Turnpike. • Bus Shelters — Four bus shelters displayed pictures of social workers and the “Help Starts Here” logo around the State Capitol in Harrisburg. This provided another avenue of visibility for state legislators and their respective staff during social work month. • Movie Trailers — NASW-PA member Najma Davis, LCSW, and Jenna Mehnert, MSW, NASW-PA Executive Director, participated in a 15-second movie trailer highlighting the social work profession. The movie trailer was played in several movie theatres across the state. • Public Service Announcement — Several NASW-PA members and staff participated in a 66-second PSA promoting the diverse fields of practice within the social work profession and the Help Starts Here website. This video is public on YouTube and will be further distributed in FY 2009-10. NASW-PA staff and members also gained increased visibility in TV & print media throughout the state. Media highlights include: • Fighting for Title Protection — Two State College area newspapers ran positive stories about the social work profession during the hearings on HB 987, which sought to amend title protection. • Effective Human Services — Several newspapers statewide ran NASW-PA drafted op-ed/letters to the editor discussing the need for increased standards within the human services workforce. The Wilkes-Barre Times Leader also published a positive story on House Bill 353 and the need to upgrade human service workforce standards. • Legislative Advocacy Day — Pennsylvania Legislative Services (PLS), a premier media source in Harrisburg politics, wrote a story on NASW-PA’s Legislative Advocacy Day. Pennsylvania Cable Network (PCN) also recorded the rally, playing it twice on their news channel. • Focus on Child Maltreatment — The Lewistown Sentinel published a letter to the editor focusing on the need for Child Advocacy Centers and outcomes of childhood sexual abuse. NASW-PA actively participated in the media coverage involving a highly publicized child maltreatment case in Philadelphia. Jenna Mehnert was also quoted in the Philadelphia Metro, speaking on the need for increased child welfare workforce standards. • State Budget Impasse — Debates leading into FY 2009-10 gave NASW-PA ample opportunity to voice concerns over the need of increased human service funding for jobs that affect social workers and Pennsylvania citizens. NASW-PA staff were successful in highlighting the social work stance on budget negotiations in newspapers throughout Pennsylvania. Christina Mortensen, MSW Director of Research & Communications Christina Mortensen has been active with NASW-PA since September 2007 and previously served on the Board of Directors. In her current position, Christina implements a multifaceted communications strategy for the social work profession, as well as assists in the development and strategy of NASWPA’s legislative advocacy efforts. Christina received her MSW from Temple University, focusing on community organizing, public policy, and welfare reform with undergraduate degrees in both social work and Spanish from Cedar Crest College. She is currently working on a Master’s in Community & Regional Planning, focusing on sustainability within low income communities. In addition to Christina’s work with NASW-PA she is a research associate for Pennsylvania State University and provides behavioral interventions to children with autism. Alicia Newkam Executive Assistant Alicia Newkam holds a high school degree from Harrisburg High School and is pursuing an Associate of Arts degree in Human Services at Harrisburg Area Community College. Having grown up in the Allison Hill neighborhood, Alicia is a lifelong resident of Harrisburg. She has spent the last five years working in the field of child care and while she enjoys children, Alicia was looking for a way to contribute to an organization that addresses social justice issues. She is particularly interested in environmental and cultural issues. Staff continued on next page 9 NASW-PA Staff Program Services & Continuing Education Mary Jae Seo Administrative Officer Having lived in Maryland for over 25 years, Mary Jae has worked at several nonprofit organizations as well as in accountingrelated positions for private corporations. The diversity of her professional experiences makes her a valuable member of the NASW-PA team. Mary Jae is fluent in English, Spanish, and Korean. Patti Ward, MSW Membership & Continuing Education Specialist Patti holds an MSW from Widener University and a BSW from Elizabethtown College. She is currently engaged in the licensure process. For the past ten years Patti has worked in a variety of direct service settings, including working with the homeless, the mental health field, the female prison re-entry population and in the drug & alcohol field where she provided confidential pre/post test counseling and testing for HIV. In addition, Patti advocated for services on behalf of HIV+ individuals and their families. Patti is a certified HIV/AIDS instructor through the American Red Cross and believes that everyone should know their status and “get tested.” 3 Ways to Join NASW 1. Because of the increasing value placed on licensure, the chapter and its divisions offered more CE workshops last year than ever, with a total of 1,328 people receiving continuing education credits through NASW-PA. It is a goal of NASW-PA to continue to be a leader in providing affordable, appropriate, and interesting continuing education opportunities. Chapter staff have continually sought out new speakers and topics in order to host a diverse range of workshops. Interesting titles and topics from this past year’s events included the Philadelphia Division’s Harlem Renaissance Bus Tour to Harlem, NY, as well as Cezanne & Beyond held at the Philadelphia Art Museum. There were several film festivals held to view current movies and discuss social work themes, societal implications, and what we can do as social workers to better educate persons in challenging situations. This past year also led to new partnerships in order to promote the betterment of social work staff throughout Pennsylvania. Last year, NASW-PA partnered with the Department of Veterans Affairs Medical Center in Philadelphia, the Alzheimer’s Association of Greater Pennsylvania, the Center for Juvenile Justice Training & Research, the Pennsylvania Department of Health, and the Pennsylvania Coalition Against Domestic Violence—just to name a few. Overall, NASW-PA co-sponsored 236 workshops this past year. Listings for CE workshops continue to be scheduled on the NASW-PA website and printed in The Pennsylvania Social Worker. NASW-PA has continued to clarify licensure requirements for members. Providing guidance through the licensure and continuing education process is a member only service. On average, chapter staff provided at least one hour of licensure consultation to members daily. Because of the professional recognition associated with licensure, NASW-PA conducted focused discussions on licensure for graduating students at several schools of social work, including Marywood University, Philadelphia Biblical University, Alvernia College, University of Pennsylvania, Temple University, Mansfield University, University of Pittsburgh, Kutztown University, West Chester University, Shippensburg University, and Millersville University. Through visits to schools and social work employers, NASWPA will continue to actively encourage social workers to become licensed and join their professional association. New Website — www.nasw-pa.org NASW-PA launched a new website prior to the fiscal year’s end. This website was designed to be more user-friendly and provide another way for chapter staff to keep members informed about their professional association. This new website holds an up-todate CE Calendar providing members online registration opportunities, current chapter news, positions on statewide legislation, licensure applications, and more. Throughout the upcoming fiscal year, the website will host division and government relations blogs, a proud social worker store, and more resources for NASW-PA members. Licensure Preparatory Courses NASW-PA continued to offer licensure preparatory courses throughout the fiscal year. In addition to the full-day offering, NASW-PA began to offer two-day preparatory courses for those who have been out of school for several years or narrowly passed the examination. In FY 2008-09, 22 preparatory courses were offered, serving 241 participants. 7 Core Values and Ethical Principles Requests for Professional Review No new cases for professional review were received by the Pennsylvania Chapter this fiscal year. The ethics committee and chapter office worked hard to close three cases, monitor one case, and scheduled a mediation session in our remaining case. Chapter staff interact with several members each month to discuss and dissect potential ethics issues, using the NASW Code of Ethics as the foundation for these discussions. NASW-PA staff are not lawyers, therefore members are directed to contact their liability insurance company for information/guidance on specific legal issues. Clinical Supervisor Screening Last year NASW-PA created a comprehensive list of clinical supervisors. Those on the clinical supervisor list meet strict qualifications of NASW-PA, which exceed the requirements set forth by the State Board of Social Workers, Marriage & Family Therapists and Professional Counselors, to supervise LSWs as they obtain hours toward clinical licensure. To date, 46 of these approved clinical supervisors are listed online and available to members only. Online Job Bank NASW-PA’s job bank allows agencies to advertise directly to social workers in Pennsylvania. Thirty-five agencies placed advertisements on the online job bank in FY 2008-09. New Training Center State Board of Social Workers, Marriage and Family Therapists and Professional Counselors NASW-PA staff continued to attend every board meeting in order to advocate for policy change and interpretation that favors sound social work practice. In the past year, NASW-PA was instrumental in obtaining a change to the regulation that allowed those working toward an LCSW to count hours earned toward their 3,000 hour requirement even if they surpassed 1,500 in one year. NASW-PA is often reminded that the state board’s mandate is to “police not please” the social work profession. Therefore, our advocacy and constant attention is critically needed. To further assist the growing need of continuing education credits, the chapter’s Camp Hill office launched a new training center. The training center maintains brand new audio/video equipment for unique CE workshops. This has resulted in 20 inhouse workshops. Creating Unity – Supporting Individuality October 3 – 4, 2008 Radisson Valley Forge Convention Plaza Service Social workers’ primary goal is to help people in need and to address social problems. 2008 Nasw-pa Fall Conference The conference, Creating Unity—Supporting Individuality, welcomed over 325 social workers. Highlights from the fall conference include: ★ Senator Barbara Mikulski (D-MD) speaking about being a social worker and a member of Congress just weeks before the general election. ★ Diverse workshops covering all areas of practice from clinical to administrative; birth to death; schools to jails; and, of course, ethics. ★ Positive feedback from each of the 49 offered workshops. ★ 27 exhibitors and 10 advertisers played a large role in the annual conference. ★ Six social work students presented their research, findings, and areas that require future investigation to conference attendees. ★ State Representative Tim Seip, LSW, Senator Daylin Leach, and Representative Dennis O’Brien, Speaker of the Pennsylvania House of Representatives, spoke at the PACE luncheon. 11 Division Activities Collectively the 9 divisions held a total of 39 events. Highlights from each division include: Brandywine Division The Brandywine Division, with approximately 700 members, spans Chester and Delaware counties. Brandywine sponsored several continuing education events this year encompassing topics such as duty to warn and brain injury rehabilitation. Central Division Central Division offered a variety of continuing education workshops designed to enhance professional learning. Pressley Ridge partnered with the division to host an ethics workshop. Also, the Central Division held a networking event in Camp Hill. Lehigh Valley Division The over 600 Lehigh Valley Division members are from Berks, Carbon, Lehigh, Monroe, Northampton and Pike counties. FY 2008-09 produced a steady stream of educational workshops not limited to topics in motivational interviewing, social work in hospice settings, music therapy, ethics & choices, and technology & confidentiality. 12 Northwest Division Northeast Division The Northwest Division offered four CE events: An Overview of Ethics and Documentation, presented by Annette Franklin and Peggy L. Black; Update on AIDS; a movie and discussion; and, Duty to Warn by James Andrews. In March, the division held its Annual Awards Banquet and honored our division Social Worker of the Year, Jeff Natalie. Thanks to member Candace Battles, the division now has a Facebook page. The Northeast Division is comprised of Luzerne, Wyoming, Lackawanna Susquehanna and Wayne counties. Over 300 members strived to develop a comprehensive and educational program that focused on important issues chosen by each individual member. Southwest Division During FY 2008-09 the Southwest Division continued to provide exciting networking opportunities and enhanced growth through educational workshops tackling topics like ethics, domestic violence and its effects on children, and veterans aid. West Central Division The West Central Division encompasses Bedford, Blair, Cambria, Clearfield, Fulton, Huntingdon, Indiana, Jefferson, and Somerset counties. FY 2008-09 brought the Social Work Symposium where social workers discussed important topics such as dementia/delirium & social workers as agents of change. Philadelphia Division The Philadelphia Division’s approximately 2,000 members spanning Montgomery, Bucks, and Philadelphia counties enjoyed a successful FY 200809. Workshops included Why Loss Matters, Elder Abuse, Art Therapy, Ethics, the Faces of Lupus, and the sold out Harlem Renaissance Tour. North Central Division The 10 counties that make up our North Central Division include, Bradford, Clinton, Columbia, Lycoming, Montour, Potter, Snyder, Sullivan, Tioga and Union. The division offered 2 CE events, Women & Aging and Professional Boundaries from the Perspective of Teens in Residential Treatment in FY 2008-09. Zoll Our Partners and Coalitions NASW-PA continued to collaborate with many coalitions and groups on a wide range of issues. Examples of our partners and coalitions include: • Alliance of Health Care Providers — supports a health care delivery system that promotes quality care and fairness to both consumers and providers. • Coalition for Low Income Pennsylvanians (CLIP) — promotes fair and equitable policies for low-income children and families. • Value All Families Coalition — promotes legislation that would establish equal rights for LGBT people, provide for legal recognition of LGBT relationships and families, and opposes legislation that would harm LGBT people and unmarried heterosexual couples. • The Black Men at Penn School of Social Work, Inc. — promotes awareness to the continuing issues and challenges that face black men in America and work towards influencing and helping to shape policy within the University of Pennsylvania’s School of Social Policy and Practice. • CAPTA Workgroup — helps to develop Citizen Review Panels in Pennsylvania to ensure that the child welfare system is providing the best possible services. • Protect Our Children — is committed to protecting children from all forms of violence and abuse. • NASW-PA and the Pennsylvania Society for Clinical Social Work — pushed for the passage of House Bill 1177 and continue to advocate for HB 1250, establishing practice protection. 19 The National Association of Social Workers (NASW) is the largest membership association for professional social workers. In Pennsylvania (NASW-PA), we represent 6,200 members in order to enhance the professional growth and development of social workers, to create and maintain social work standards, and to advance sound social policies. NASW members are educated and trained professionals working in fields such as mental health therapy, school social work, child welfare, community organizing, public welfare, policy development, hospice care, substance abuse and prevention, gerontology, hospitals, crisis intervention, and much more.
