State Rep to Address Job Killing
Taxes Measures
The Roseburg Area Chamber of Commerce proudly supports the current endeavor to protect
businesses from job killing taxes imposed by the Oregon State legislature. The chamber’s
December membership meeting hosts State Representative and Republican Minority Leader
Bruce Hanna to discuss the NO on 66 and 67 campaigns.
Your chamber, through The Roseburg Area Chamber Political Action Committee and
donations from local business, has to date sent over $5,000 to Oregonians Against Job
Killing Taxes campaign along with submitting written statements of opposition to Measures
66 and 67 for inclusion in the Voter’s Pamphlet.
The December 21 luncheon is sponsored by KLD Investment Management, LLC and
will be held at the Douglas County Fairgrounds beginning at 11:30 a.m. Reservations for
the membership meeting are required. The cost of the program is $15 for members, $20 for
non-members and a buffet lunch is included. You may register online at

must be received by December 17.

Funding for Transportation Infrastructure
For the past three and a half years, the
chamber’s economic development
committee has monitored, investigated and
researched projects and proposals impacting
local, county and statewide transportation
initiatives. This committee is charged with
identifying potential long-term projects,
securing chamber board approval and
building community support. Transportation
projects must aid in business growth,
productivity and global competiveness as
well as provide/retain family wage jobs,
improve the transportation system and
provide economic vitality for our area. This
month, the chamber endorsed the following
projects and requested ConnectOregon III
funding from the state:
Alcan Cable request for a rail siding and
warehouse in order to transport and store
products and materials on-site;
 City of Roseburg request for an
extension of the Roseburg Regional Airport
runway to increase ability of shipping and
receiving products;
 Port of Coos Bay request for
rehabilitation of the Coos Bay Rail Line in
order to restore freight and rail service.
The RACC diligently advocates for our
members and the greater Douglas County
business community. The chamber continues
its economic development efforts as the
voice of our local business community.

When I became president of the chamber,
they told me this year was going to fly by.
But I assumed that was just a sales pitch to
get me to agree to serve.
I was wrong. It’s hard to believe almost
12 months have passed since I first took the
gavel and called my first board meeting to
order. It’s even harder to believe how much
has been accomplished in that short time.
Having served as president, I can say what
others who have served before me have said:
We have an incredibly talented and
hardworking staff at the Roseburg Area
Chamber of Commerce, who do the heavy
lifting. And they are supported by a dedicated
group of volunteers who serve on the
chamber board and the chamber’s many
committees.
Without them, I would not now be having
such a hard time trying to narrow down the
year’s many accomplishments to the select
few I can fit in this space. But here goes.
One of our most noteworthy
accomplishments in 2009 was to raise funds
for the Roseburg Area Chamber Political
Action Committee (RACPAC), founded in
2008, to support our growing activities in
the political arena on behalf of our members
and the local business community. We were
very pleased to see so many members
supporting this effort by making
contributions to the RACPAC when they
renewed their memberships.
Those contributions have helped quickly
build the RACPAC’s account to more than
$4,000, which will be used in the future to
support business-friendly candidates for
office or to fund awareness campaigns
related to our stance on business-related
ballot measures. The RACPAC raised an
additional $5,000-plus to support
Oregonians Against Job-Killing Taxes effort
to repeal oppressive corporate and personal
income tax laws that were enacted in the last
legislative session.

Again, thank you
to all who have
contributed to the RACPAC this year and
helped us get off to a very successful start.
Also in the political arena this year, the
board of directors acted unanimously on a
recommendation from the Government
Affairs Team to encourage ODOT to
readdress its planned redesign of the
Winchester interchange to ensure the least
impact on current landowners and future
economic development. We were extremely
pleased to see ODOT sit down with the
parties involved and come out with a revised
plan that better met the needs of virtually
everyone involved.
In a difficult economy, your chamber
continued to look for ways to cut costs and
increase revenue this year. Turning our
printed newsletter into an electronic
document and delivering it via email will
save us thousands of dollars in expenses each
year. And our new FiveStar Member program
was unveiled in September. If you haven’t
heard about it, you will at renewal time or in
future newsletter articles. It’s a great way for
you to save on the cost of chamber events
while helping create a more predictable
revenue stream for the chamber.
I have already run out of room, and I have
just scratched the surface of this year’s
accomplishments. But you will have many
opportunities to see, or hear about, the
complete list in the coming weeks. I want to
save one more sentence to congratulate our
executive director, Debbie Fromdahl, who
in October was elected as chair of the board
of directors of the Oregon State Chamber of
Commerce which is not only a significant
accomplishment for her, but also speaks to
the reputation our Roseburg Chamber enjoys
statewide.
It is an organization that I have been
pleased and honored to lead over the past
year.

This year Lowe’s Home Improvement has chosen the Central Douglas County Family
YMCA as the recipient of the Lowe’s Heroes Project. The project included remodeling/
reorganizing one of the classrooms at the Central Douglas County Family YMCA as a
child watch area and an after-school snack distribution area for At-Risk children. Laminate
flooring was installed, a reception area and storage bins were constructed and picnic
tables for outdoor activities were replaced.
John Murphy, Farmers Insurance agent, has completed the five-day Career Agents
Course at the University of Farmers. The University of Farmers training facility is located
in Agoura Hill, CA and offers training to Farmers’ 15,000 agents and their staff, 500
district managers and 10,000 claims staff year round.
Northwest Christian University and the Center for Adult Studies wants to make
available a one-time grant between $1,000 and $2,000 to new NCU evening and online
students who have recently been displaced from their place of employment. Please direct

JC Penney presented to the Central Douglas County Family YMCA a check for
$5,037.72 for after-school sponsorships. After-school programs like YMCA After-School
Child Care keep kids safe, help working families and inspire learning. Thanks to a JC
Penney’s After-school Grant and the YMCA Strong Kids’ fund, the YMCA announced
special opportunities for families needing financial assistance for after-school care for
children grades first to third.

Meeting Economic Challenges

I have been writing this article since the
late 1980’s, about twenty years, and I have
enjoyed every minute of the effort. I have
received much positive feedback about the
articles and only one negative comment.
(I’ll get that guy yet!)
This is my last “Business Tip of the
Month” as I am retiring after serving
Umpqua Community College for 27 1/2
years. I have been very blessed in my
career and I have told many that I am not
sure what I would have done in my
professional life without UCC and without
small business. It has been great and I wish
to thank my staff, my colleagues and my
clients with whom I have worked, for
allowing me to be a part of their lives.
I have sincerely enjoyed my other
commitments over the years, especially
the twenty years that I have been involved
as a volunteer with the Cow Creek Band
of the Umpqua Tribe of Indians.
I have no regrets…well, there are a
couple of financial decisions that I would
like to take back, but I have no regrets
about my life with my wife, about where
we chose to live, nor the way we raised
our five children. It was always our desire
to just live a modest life and do the right
things.
In conclusion, all this change reminds
me of one of my favorite quotes by Alan
Greenspan on what his epitaph may read:
“I am guardedly optimistic about the next
world, but I remain cognizant of the
downside risk.”

During these challenging economic times its not uncommon to hear reports, newscasts
and discussions about company closures, employee layoffs and downsizing. Recognizing
the impact closures and layoffs would have on workers, families and the community, a
group within the workforce system came together seventeen years ago and developed a
plan to assist those affected. This was an unprecedented gathering of workforce
professionals to serve a community in need.
At the time WorkSource Oregon Employment Department (WOED) was known as
the “unemployment” office and Umpqua Training & Employment (UT&E) as Umpqua
Training and Employment Programs. These two agencies, along with Umpqua Community
College, asked the question “What will these workers need and how can we best serve
them?” Men and women, some of whom had been employed with the company for over
20 years were now out of work. Workers would be seeking guidance to funding streams,
educational opportunities and assistance.
The professionals knew there would be challenges but met with the employer and
employees to discuss options and offer opportunities. They worked quickly and efficiently
to assist workers with new employment, unemployment benefits, education and life
resources. The work they performed for Bohemia became a foundation for future
responses to business and industry facing economic challenges.
The Douglas County team of professionals would serve the unemployed and dislocated
workers so efficiently they were asked to provide best practices to the state and are often
mirrored in other communities facing difficult economic times. As the name implies, the
Douglas County Rapid Response Team (RRT) responds swiftly to a specific stimulus - a
business, no matter the number of employees, in crisis. The RRT is comprised of UCC,
UT&E, WOED and Department of Human Services, along with Consumer Credit
Counseling Services.
Although it is unfortunate to say Douglas County is still in need of the Rapid Response
Team, it is fortunate we have one of the best in the state. If your business is facing

Ten Reasons To Support
Free Enterprise

As the U.S. Chamber of Commerce was preparing its American Free Enterprise. Dream Big. campaign, we
asked ourselves and many others an important question: What do we value most about living in a country
powered by free enterprise? Here is our top 10 list, in no particular order:
(1) Jobs. Free enterprise is the only system that can create the 20 million jobs that we’ll need in the next decade.
(2) Opportunity. Regardless of wealth, status, or background, you have a chance to rise as high as your talent
and hard work can take you.
(3) Freedom of Choice. You are free to choose your own path. No one picks your profession or limits what you
can do or become.
(4) Innovation. Free enterprise encourages it, embraces it, and rewards it. Free enterprise excels in developing
solutions.
(5) Small Business. Almost anyone in America can start a business if he or she really wants to. The barriers are
low, the opportunities are endless, and if you fail, you can get up off the floor and try again.
(6) Mobility. No other society offers so many avenues for individuals, families, and succeeding generations to
move up the ladder of success.
(7) Quality of Life. Free enterprise supports a quality of life that previous generations could only dream of. We
are living longer and enjoying an unsurpassed level of material comforts because of free enterprise.
(8) A Progressive Society. A strong economy, powered by free enterprise, generates revenues to educate our
children, care for the sick and elderly, provide compassionate support for the less fortunate, and clean our
environment.
(9) A Better World. The size and success of our free enterprise economy has given the United States an unmatched
capacity to address global challenges and improve the world.
(10) The American Dream. It could not exist without free enterprise, for it is our economic freedom that
enables us to achieve our dreams. It is free enterprise that breathes life into the promise of America—that a
better life is always within our grasp and our country’s best days are yet to come.
These are the reasons why we think that the free enterprise system is worth keeping and worth standing up for.
