MINUTES OF BUSINESS MEETING OF AUGUST 18, 2011
The monthly Business Meeting of the Piscataway Township Board of Education was held on Thursday,
August 18, 2011 at the Administration Building. The meeting was called to order at 7:30 PM by the Board
President, Ms. Maas.

NOTIFICATION ANNOUNCEMENT
HEREBY BE IT KNOWN that the Piscataway Township Board of Education has complied with the
notification requirements of the Open Public Meetings Act for the announcement of this meeting
date and place on June 18, 2011, in the following manner:
Posting of the public notice on the posting board for the Board of Education in the Administration
Building
Mail notification to the newspaper serving Piscataway, The Home News Tribune
Notification filed with the Municipal Clerk at the Municipal Building on Hoes Lane
This meeting is being digitally recorded. This recording is not an official record or supplement to
the minutes and is intended only as a source of information that the public might utilize at a later
date to familiarize themselves with the Board's activities.

EXECUTIVE SESSION
BE IT RESOLVED that the Board adjourn to executive session for the purpose of review and
discussion of a detailed personnel agenda for action this evening, and other matters involving
individual staff members, as well as numerous outstanding matters in litigation. It is not known at
this time when these matters can be disclosed to the public.

matters of community interest. In support of this position, the law establishes a period of public
comment at every Board meeting.

RESOLUTION AUTHORIZING SUBMISSION OF BOND PROPOSAL AT SPECIAL ELECTION TO
BE HELD ON DECEMBER 13, 2011
Explanation:
This bond proposal supports the installation of solar panels at all district properties to continue
the District’s energy conservation program. The legally qualified voters of Piscataway Township
will be given the opportunity to express their approval through this referendum vote.
BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE TOWNSHIP OF PISCATAWAY IN
THE COUNTY OF MIDDLESEX, NEW JERSEY AS FOLLOWS:
1.
It is hereby determined that a bond proposal shall be submitted for voter approval at a special
school district election to be held on December 13, 2011. The form of the proposal shall read
substantially as follows:
PROPOSAL
The Board of Education of the Township of Piscataway in the County of Middlesex,
New Jersey is authorized (a) to repair or replace roofs and to install solar panels at
Arbor Elementary School, Dwight D. Eisenhower Elementary School, Grandview
Elementary School, Knollwood Elementary School, Martin Luther King Elementary
School, Randolphville Elementary School, Conackamack Middle School,
Quibbletown Middle School, T. Schor Middle School, Piscataway High School, the
Ethel Road Complex and Fellowship Farms School, including acquisition and
installation of equipment and related work; (b) to appropriate $48,500,000 to finance
the project; and (c) to issue bonds of the school district in the principal amount of
$48,500,000 to fund the project. Under State law this capital project would have
been potentially eligible for State support, in whole or in part, at a minimum amount
of 40 percent for eligible components of the project. However, the Board of
Education determined not to seek State support for this capital project because the
State has not been approving any capital projects for which State facilities aid is
requested.
2.
This Board of Education hereby approves and adopts the proposal set forth above and,
subject to the approval of the legal voters of the school district, hereby determines to carry out
the improvements described therein (the “Project”).
3.
This Board of Education hereby acknowledges and confirms that in accordance with N.J.S.A.
18A:24-16 and 18A:24-17 a supplemental debt statement has been prepared by the chief
financial officer of the Township of Piscataway, being the only municipality comprised within
the school district, giving effect to the proposed authorization of bonds of the school district in
the maximum amount of bonds authorized in the proposal. The supplemental debt statement
has been filed in the office of the Clerk of the Township of Piscataway and in the office of the
Business Administrator/Board Secretary of this Board of Education prior to the final adoption
of the proposal and will be filed in the office of the Director of the Division of Local Government
Services in the Department of Community Affairs prior to the date of the special election.
4.
The Business Administrator/Board Secretary is hereby authorized and directed to send a
certified copy of the proposal to the County Clerk as required by N.J.S.A. 19:60-2, to request
the County Clerk to submit the proposal to the voters at the special school district election and
to seek the assistance of the county officials and Township Clerk in conducting the special
school district election.
5.
The Spiezle Architectural Group, Inc., the School District’s appointed design consultant/
architect for the Project, has heretofore been and is hereby authorized and delegated the
responsibility to prepare the plans and specifications for the Project in consultation with and
under the supervision of the Business Administrator/Board Secretary, who has heretofore and
is hereby delegated the responsibility to work with the architect for this purpose on behalf of
the Board of Education, in accordance with the requirements of N.J.S.A. 18A:18A-16.
6.
The Board President, the Superintendent of Schools, the Business Administrator/Board
Secretary, the Project Architect, Bond Counsel and other appropriate representatives of the
Board of Education (the “Board Representatives”) have heretofore been and are hereby
authorized to submit the educational plans to the extent required and the schematic plans for
the Project, and such other information as may be required, to the State Department of
Education for approval and to make application to the Commissioner of Education for approval
of such plans and the Project and, if necessary, any required amendment to the long-range
facilities plan, in accordance with the requirements of N.J.A.C. 6A:26-3.2, N.J.A.C. 6A:26-3.12,
N.J.A.C. 6A:26-2.3 and 6A:26-2.1(f). The Board Representatives are now authorized and
directed to amend such application or applications to seek approval of the Project as an “Other
Capital Project” or “Other Capital Projects” pursuant to N.J.A.C. 6A:26-3.12. Any previous
authorizations for applications are amended to the extent inconsistent with this resolution.
7.
The Board Representatives have heretofore been and are hereby further authorized and
directed to submit the plans and any other required information to the Planning Board and the
Department of Environmental Protection for review and comment, if necessary.
8.
The Board Representatives are hereby authorized to take all steps necessary to implement this
resolution. The Business Administrator/Board Secretary is further authorized to act on behalf
of the Board of Education to make such determinations required of the Board of Education for
the conduct of the election as may become necessary.
BE IT RESOLVED that the Piscataway Township Board of Education approves the submission of
the above listed bond proposal to the legally qualified voters of Piscataway Township School
District at a special election to be held on December 13, 2011.
H.
RESOLUTION AUTHORIZING AMENDMENT TO APPLICATIONS FOR PROJECT APPROVAL

WHEREAS the State Department of Education has not been approving such applications seeking
facilities aid, and the Board has determined to amend such applications for the Project or Projects
to be approved as an “Other Capital Project or Projects” in order to move forward with a special
school district election scheduled for December 13, 2011;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE TOWNSHIP
OF PISCATAWAY IN THE COUNTY OF MIDDLESEX, NEW JERSEY AS FOLLOWS:
1. The Board President, the Superintendent of Schools, the Business Administrator/ Board
Secretary, the Project Architect, Bond Counsel and other appropriate representatives of the
Board of Education (the “Board Representatives”) are now authorized and directed to amend
the Project Applications to seek approval of the Project as an “Other Capital Project” or “Other
Capital Projects” pursuant to N.J.A.C. 6A:26-3.12. Any previous authorizations for applications
are amended to the extent inconsistent with this resolution.
2. The Board Representatives are hereby authorized to take all steps necessary to implement this
resolution.

ADOPTION OF THE CODE OF STUDENT CONDUCT
Explanation:
As per N.J.A.C. 6A:16-7.1, each district Board of Education shall develop, adopt, and
implement a code of student conduct, which establishes standards, policies, and procedures for
positive student development and student behavioral expectations on schools grounds,
including on a school bus or at school-sponsored functions and, as appropriate, for conduct
away from school grounds in accordance with N.J.A.C. 6A:16-7.6. The Board must review and
adopt the Code of Student Conduct annually and it must be disseminated annually to all school
staff, parents, and students.
BE IT RESOLVED that the Piscataway Township Board of Education adopts the Code of Student
Conduct to be implemented and disseminated to school staff, parents and students during the
2011-2012 school year.

AUTHORIZATION TO DISPOSE OF OBSOLETE TEXTBOOKS
Explanation:
The New Jersey Department of Education has requested that obsolete textbooks be posted on
the Department of Education website and Piscataway Township Schools will comply with that
request upon board approval. The district has many language arts, mathematics, social studies
and science books which the students of Our Lady of Fatima will no longer use due to the
closing of its non-public school. These textbooks are the property of the Board of Education
which are provided to non-public schools through Chapter 192/193 funding.

Explanation:
The Dow Chemical Company has offered a Project Funding Grant of up to $20,000 to support
Math and Science initiatives and parental involvement in Science Education. The Piscataway
School District has been awarded this Dow Chemical Company funding in the amount of
$20,000.
BE IT RESOLVED that the Piscataway Board of Education authorizes the Superintendent to accept
the Dow Chemical Company Project Funding Grant award in the amount of $20,000 to support
primary Science Education experiences.
E.
AUTHORIZATION TO ACCEPT NO CHILD LEFT BEHIND (NCLB) ENTITLEMENT APPLICATION
(FY 2011) IN THE AMENDED AMOUNT OF $906,915
Explanation:
As required by the New Jersey State Department of Education, the originally approved board
resolution to apply for No Child Left Behind FY11 ($782,429) funding was amended to reflect
the reallocation of Supplemental Educational Services and carryover funding in the amount of
$906,915. This amendment, pending NJDOE approval, allows for the increase of $124,486
from Title’s IA, IIA, IID, III, and IV. The increased funding in Title IA supported the Summer Title
I Interventionist Program 2011.
BE IT RESOLVED that the Piscataway Township Board of Education authorizes the
Superintendent to accept the amended No Child Left Behind FY11 application reflecting carryover
and reallocation of funds in the total amount of $906,915.

Explanation:

Explanation:
Districts are required by the Individuals with Disabilities Education Act (IDEA) to provide for an
extended school year program for eligible students with disabilities to include special education
and related services. These services are provided to students beyond the traditional school
year in accordance with each student’s needs as documented by their IEP team. The IEP
team, using criteria provided by the State’s Office of Special Education Programs, annually
determines eligibility for participation.

AUTHORIZATION TO ACCEPT THE INDIVIDUALS WITH DISABILITIES EDUCATION
IMPROVEMENT ACT OF 2004 ENTITLEMENT GRANT (FY2010) APPLICATION IN THE
AMENDED AMOUNT OF $21,715
Explanation:
The district was recently notified, and required by the New Jersey State Department of
Education, to create an amendment to the IDEA FY 2010 grant to reflect non-public carryover
funding in the amount of $3,255 in the grant’s Preschool budget and $18,460 in the Basic
budget for a total of $21,715. The amendment will allow this non-public carryover funding to be
reflected in the IDEA FY 2011 budget.
BE IT RESOLVED that the Piscataway Township Board of Education authorizes the
Superintendent to accept the Individuals with Disabilities Education Improvement Act of 2004
Entitlement Grant (IDEA FY2010) Amendment funding in the amount of $21,715.

APPROVAL OF SURROGATE PARENT
Explanation:
Pursuant to N.J.A.C. 6A:14-2.2(a)-(i), a surrogate parent must be appointed, on an as needed
basis, to assume all parental rights when a parent cannot be identified or located, when an
agency of the State of New Jersey has guardianship, if a foster parent declines to serve as a
parent or if the student is an unaccompanied homeless youth.
BE IT RESOLVED that the Piscataway Township Board of Education approves the appointment of
Evelyn Maron as a surrogate parent for the 2011-2012 school year at no cost to the Board.
E.
APPROVAL OF DISTRICT PHYSICIAN ADMINISTRATIVE FEE
Explanation:
Due to the amount of administrative work required on an annual basis, our district physician
has requested the addition of an administrative fee to the previously approved rates for the
2011-2012 school year.
BE IT RESOLVED that the Piscataway Township Board of Education approves an additional onetime administrative fee of $250 for Somerset Pediatric Group’s payment schedule for the 20112012 school year.

APPROVAL OF CHARTER SCHOOL REFORM RESOLUTION FOR NOVEMBER 19, 2011
NJSBA DELEGATE ASSEMBLY
WHEREAS, State Assembly Charter school reform legislation designed to increase accountability
and voter empowerment was approved by the full NJ State Assembly. Legislation requires final
voter approval at the annual school election or by the Board of School Estimate before the
establishment of a charter school prior to designation as charter school district of residence or
expansion of a charter school (A-3852). Sponsored by Assembly Education Chairman Patrick J.
Diegnan Jr. (D-Middlesex), Peter J. Barnes III (D-Middlesex) and John S. Wisniewski (DMiddlesex), the bill was approved by a vote of 47-17-14. Identical Bill Number: S2243; and
WHEREAS, the Delegate Assembly is the official policymaking body of the New Jersey School
Boards Association; and
WHEREAS, education-related policies resulting from prior Delegate Assembly and Board of
Directors actions are codified in the NJSBA's Manual of Positions and Policies on Education;
NOW, THEREFORE, BE IT RESOLVED that the Piscataway Township Board of Education
proposes the following policy language for adoption by the Delegate Assembly and inclusion in
NJSBA's Manual of Positions and Policies on Education: The NJSBA believes…Community
support is crucial in strengthening the establishment of charter schools and local input will help
ensure that the charter schools that are created fit the needs of the community, thereby
strengthening the entire public education system. The public deserves the right to decide whether
public dollars should be devoted to a charter school. Our democracy relies on giving the community
a voice, and charter schools that are worthy will surely get the support they need.
BE IT FURTHER RESOLVED that this resolution be placed on the agenda for consideration at the
November 19, 2011 Delegate Assembly.

AUTHORIZATION TO ACCEPT DONATIONS
Explanation:
The Dow Chemical Company, a Piscataway based company, would like to make a donation to
Piscataway High School in the amount of $1,000 to be used to help support the costs of the
2011-2012 Robotics Team.
BE IT RESOLVED that the Piscataway Township Board of Education authorizes the
Superintendent to accept a donation to Piscataway High School from the Dow Chemical Company
in the amount of $1,000 to be used to help support the costs of the 2011-2012 Robotics Team.
C.
APPROVAL OF CONTRACTED SERVICES
1. Explanation:
The following resolution reflects the need for contracts with outside service providers on the
part of the Office of Pupil Services. These contracts are necessary in order to ensure that the
district may comply with Individual Education Program (IEP) requirements in the areas of
evaluation, instruction, and related services.
BE IT RESOLVED that the Piscataway Township Board of Education approves the following
resolution for contracted services:
a. Dr. Ellen Platt be contracted to conduct psychiatric evaluations to Piscataway students at
a rate of $800 each for a basic child psychiatric consultation for the 2011-2012 school year.
b. Professional Education Services Inc (PESI) be contracted to provide home instruction
services to Piscataway students at the hourly rate of $30 for the 2011-2012 school year.
c.
Therapy Source be contracted to provide one speech-language service provider for
Piscataway students at the hourly rate of $96, plus mileage, for the 2011-2012 school year.
d. Janice Sarapin, LDTC Jersey Shore Evaluations, be contracted to provide LDTC services
for Piscataway students at a rate of $400 per evaluation and $50 per classroom
observation for the 2011-2012 school year.
e. Sharon Kugel be contracted to provide LDTC services for Piscataway students at a rate of
$450 per day, per case evaluation, or per attendance to a Child Study Team meeting for
the 2011-2012 school year.
2. Explanation:
In order to meet New Jersey Quality Single Accountability Continuum (NJQSAC) information
gathering and reporting responsibilities, the services of an independent contractor are needed.
BE IT RESOLVED that the Piscataway Township Board of Education approves the professional
services contract between the Piscataway Township Board of Education and John Ping
(independent contractor) to facilitate and oversee compliance with the Board’s New Jersey Quality
Single Accountability Continuum (NJQSAC) information gathering and responsibilities on an as
needed basis during the 2011-2012 school year at the rate of $350/day.
D.
APPROVAL OF REIMBURSEMENT OF BOARD MEMBERS FOR COST OF CRIMINAL HISTORY
BACKGROUND CHECK
WHEREAS, Assembly Bill 444, signed into law on May 26, 2011, disqualifies members of boards of
education or members of charter school boards of trustees from serving in office if they have been
convicted of certain crimes; and
WHEREAS, the statute also requires members to undergo criminal history background checks and
to pay the cost of such investigations; and
WHEREAS, Assembly Bill 444 permits local boards of education to reimburse individual members
for the cost of criminal history background investigations; and
WHEREAS, State law (N.J.S.A. 18A:12-4) prohibits the compensation of local board of education
members; and
WHEREAS, members of the Piscataway Township Board of Education devote significant time and
substantial effort to the governance of the district’s public schools; and
WHEREAS, the Piscataway Township Board of Education believes that individual school board
members, who are uncompensated, should be reimbursed for the cost the criminal history
background investigations, which are necessary to continue serving in office.
THEREFORE, BE IT RESOLVED that the Piscataway Township Board of Education authorizes
reimbursement of individual members for the cost of the criminal history background investigations
required by Assembly Bill 444.
