The North Valley (NOVA) Workforce Board includes representatives of local business, industry,
education, and service agencies. It was founded in 1983 to implement the federal Job Training
Partnership Act (JTPA) for northern Santa Clara County. Today, NOVA provides services under
the federal Workforce Investment Act (WIA), as well as a variety of other funding sources.
NOVA has gained a national reputation as an innovative leader in addressing workforce needs.
NOVA’s services are administered by the City of Sunnyvale.

Introduction
NOVA Workforce Publications
In 1994, NOVA created the Labor Market
Information Plus (LMI+) project to assist dislocated workers and enhance the scope of
labor market information available to the
Silicon Valley community. The project provides innovative and practical reports on
emerging industries and career transformations throughout the greater Bay Area. It
assesses the dynamics and challenges that
these industries and jobs present to the area’s
economy. The LMI+ project utilizes an ethnographic model, which sends researchers out
into the field to gather information from those
who know it best—the men and women who
work in the occupations and industries in
question. This qualitative analysis allows
NOVA to reveal trends that supplement the
existing statistical data and tell the human
story of a particular industry or occupation,
highlighting local workforce issues, realities,
and trends that affect workforce stakeholders:
job seekers, businesses, and educators.
LMI+ has since become NOVA Workforce
Publications, but the foundational belief in
this triad of stakeholders remains unchanged.
Communication must flow freely between job
seekers, businesses, and education in order to
ensure that the local labor market can operate
effectively and incorporate the unique gifts
that each of the stakeholders brings to the
table and adapt to the changing needs of the
stakeholder communities. Job seekers can use
these labor market studies to explore new
industries or potential new careers. The
reports highlight the relevant skills and abilities necessary for candidates to embark on a
self-sustaining career path. The benefit to
business is in the opportunity to provide
insights into their real-world needs through
the research and development of these studies. Educators and training providers provide

an essential service to the community in
preparing individuals to become more fully
functioning and allowing individuals to
increase their potential. Educators can utilize
these reports to gauge the direction of the
workforce and adapt curricula accordingly.
Businesses, as employers, are the “demand”
element within the “supply and demand”
equation. By providing business with an
opportunity to participate in helping to shape
the local workforce, job seekers might be better prepared to fill the needs of the Valley’s
employers, completing the circle and ensuring the ongoing health and vitality of the
region.
Purpose
Silicon Valley is in a constant state of change.
For much of the past 50 years, Silicon Valley’s
evolution has been product based in nature—
new developments in science and technology
that allowed cutting-edge companies to develop products and services for a global marketplace. Silicon Valley was at the center of the
computer revolution, serving as inspiration
for countless “Silicon” regions throughout the
world, and it was one of the cornerstones of
the “Age of Information” in its contributions
to broad public internet accessibility and
functionality.
More recently, however, the changes that
Silicon Valley has been experiencing have
been more process based. That is, we are seeing the effects of a marketplace and workforce
that has become globalized on top of the continued recovery from the economic downturn
of 2001 that hit this region especially hard.
From 2001 to 2005, the San José Metropolitan
Statistical Area experienced the loss of
approximately 160,000 jobs. Close to 60 percent of those jobs were in high-tech industries, with manufacturing especially hard hit.
While the region’s innovative nature assures
Silicon Valley of a continued presence in technological development, the products and
services—and the workforce that produces
and provides them—have been unalterably
changed. Such is the nature of technology.
The purpose behind Silicon Valley Roots is to
examine a broad cross-selection of professions within the region that might prove to be
occupational alternatives to those who have
been affected by Silicon Valley’s churning
technology workforce and are seeking to transition into new fields and new industries. The
publication is broad enough in scope that it
also provides solid career information to
those entering or re-entering the workforce.
And because many of the occupations selected for inclusion in this study are foundational—supporting the basic infrastructure of a
community—the information may be just as
applicable to other regions of the state and the
country, even if the occupational and wage
data are not.

from which so many dislocated workers were
transitioning, all occupations were first sorted
by median hourly earnings. Staff identified
$28.50 as the 25th percentile of median wages
for all “technical” occupations; occupations
listing a median hourly wage under this
amount were removed.
EDD’s long-range occupational projections
(2001–2008) were reviewed and any occupations showing a negative growth or fewer than
20 openings anticipated per year were also
removed from the list, ensuring that the occupations to be studied were forecasting increases in openings. Educational requirements
were also taken into consideration, and any
occupations identified as requiring a professional or graduate-level degree were removed.
While some of the occupations remaining on
the list require bachelor-level educational
attainment, many do not require that the
undergraduate degree be necessarily relevant
to the occupation, thus promoting the idea of
transferability.
Methodology
This report was funded by a grant provided by
the California Employment Development
Department (EDD) and was developed with
the assistance of a joint task force of representatives from three neighboring workforce
investment boards within Silicon Valley:
NOVA, Silicon Valley Workforce Investment
Network, and the San Mateo County
Workforce Investment Board. NOVA staff
conducted initial research into hundreds of
occupations (based upon the Standard
Occupational Classification or SOC coding
system). Initial data pertaining to both San
Mateo and Santa Clara Counties—the core of
Silicon Valley—was provided by EDD’s Labor
Market Information Division and by the U.S.
Department of Labor’s Bureau of Labor
Statistics.
The resulting 78 occupations were given a
weighted ranking for inclusion by the study’s
regional task force. The subsequent smaller
list was then reviewed by the task force to
ensure optimal representation of the Valley’s
industries and occupational groupings, resulting in the final set of occupations included in
this report.
It should be noted that this methodology was
neither intended nor conducted in a manner
ensuring scientific objectivity. While statistical data was used to assist in identifying
appropriate occupations for study, several
other factors were taken into consideration to
ensure that those occupations represented in
the final report truly reflect Silicon Valley’s
current and projected workforce needs.
Because one criterion for the occupations to
be studied was that they not only have sustainable wages, but that the wages and/or ben-
