DELTA COMPANIES APPLAUDS THE
INTERN CLASS OF 2012
In May, Delta Companies welcomed eleven interns into the Summer Internship Program.
These interns participated in a structured internship program designed to introduce
students to the opportunities available in the highway construction industry. The goal
of the program is to demonstrate, and instill, leadership qualities and to develop
relationships to last a lifetime.
Interns are selected through a formal hiring process designed to prepare students for
employment after college. Upon selection into the program, each intern is assigned to
a region based on their field of study and interests. Most interns receive college credit
for their experience with Delta.
The Intern Class of 2012:
Josh Costephens is a senior at Southeast Missouri State University majoring in Business
Administration with an emphasis in Accounting. Josh, working mainly at the corporate
office, gained valuable experience with invoicing, journal entries and entering BOL’s.
Ryan Damery is entering his final semester at the Missouri University of Science and
Technology. Ryan expects to graduate in December 2012 with a Bachelor of Science
in Geological Engineering. Ryan spent his summer at Southeast Missouri Stone learning
everything that goes into the operation of a quarry, from blasting and maintenance to
the scale house and quality control lab.
Derek Gaines is a Civil Engineering major, entering his senior year at the Missouri
University of Science and Technology. Derek worked with Missouri Construction and his
tasks included keeping track of asphalt trucks and analyzing downtime.
Troy Hall is entering his final semester at Southern Illinois University, expecting to graduate
in December 2012. Troy is a Civil Engineering major with a specialization in Structural
Engineering. Working at the corporate office, Troy did research on North and South
Dakota oil opportunities including oil issues and competition, as well as asphalt pricing.
Morgan Handley will be a junior at Kansas State University who is majoring in Accounting. Working for Ballou Pavement Solutions this
summer, Morgan assisted accounts payable by preparing and entering invoices, posting journal entries and gained knowledge of
financial statements.
Gregory Meyer is a student at Southeast Missouri State University who expects to graduate in May 2013 with a Master’s in Technology
Management. Gregory helped the IT department by performing help desk duties, documenting and checking the network operations
and assisting with the ESXi server setup and testing.

Missouri and Illinois Construction Regions Merge
Delta Companies recently combined the Illinois
and Missouri Construction Regions into one large
construction region. Many people have questioned
the reason for this change and the impact it has on
operations.
The reason for combining the regions is simple
- economics. According to Regional Manager
Glen Graham, “As we are all aware, the
economy continues to struggle and highway
funding continues to dwindle. Delta Companies
is in the unique position of being able to spread
our resources when a downturn occurs in one
geographic area to another,” which was
accomplished by combining the regions.
The Impact
Delta Companies Inc. is committed to the Southern
Illinois market. Delta Companies continues to bid
work and was awarded work as recently as the
August Illinois Department of Transportation letting.
No assets have been sold, and the doors are
remaining open.
Illinois I-57 Work
Notable projects in both states include
the I-57 bridges in Illinois and the Sikeston
Airport in Missouri. The bridges are on
schedule, setting beams the week of
August 13th, and anticipating a traffic
switch to begin the demolition of the
outer bridges in October. The Sikeston
Airport was completed in June utilizing
echelon paving (a technique of
running two pavers in tandem) in order
to obtain the FAA’s joint specification.
Those participating in these projects
have demonstrated great teamwork.
Glen Graham has encouraged his
team to stay safe during the remainder
of the construction season by focusing
on tasks, paying attention to potential
hazards and addressing them before
they become incidents, keeping an
eye on co-workers and making sure
we Stop, Think, and Act on all tasks.

Southeast Missouri Stone Demonstrates
Diversity of Products
The Delta Aggregates Division welcomes a new addition to the
management team, Mr. Tad Moats. Tad has taken the position of Plant/
Quarry Manager at Southeast Missouri Stone/Cape Girardeau Quarry.
Tad has many years of experience and leadership in aggregates
operations and equipment.
Tad spent a majority of his career in aggregates in Southern Nevada
and recently relocated from Utah to the Cape Girardeau area. We’ve
been informed by Tad that the Moats children are enjoying their new
home in Missouri including lightning bugs, tadpoles, crayfish and their
playtime in the nearby creek. Welcome to the Delta family; Tad, wife Lacie and
children.
The third quarter at Southeast Missouri Stone (SEMO Stone) has been filled with
challenging and rewarding endeavors. SEMO Stone is producing a diverse line of
products to meet customers’ demands while maintaining equipment. Current and
upcoming work includes new railroad projects requiring large quantities of two-inch
ballast and base products to be produced. Army Corps of Engineer projects are
utilizing two-inch clean as well as 100-200 lb. rip-rap.
Southeast Missouri Stone’s history of producing high-quality aggregates provides a
foundation for future growth, and serves as a testament to the SEMO Stone Team.
The employees of Southeast Missouri Stone also extend their thoughts and prayers to
Jeffery Cecil during his long medical recovery.
HOT Weather is a Factor for Arkansas Region
The first half of the 2012 construction season was HOT! With temperatures reaching the upper 90’s and heat indices over 100 degrees during much of June and July
it quickly became important to stay hydrated and keep an eye on fellow employees.
The remainder of the Arkansas construction season includes several overlay projects, with three asphalt crews working simultaneously from three different plants.
Most of these overlays are being produced out of the Clinton, Searcy and Paragould plants, with the Black Rock plant finishing up a 32,000 ton overlay. Wade
Murray’s paving crew will be working on jobs out of Luxora and Paragould, and the crews led by Shane Moody, David Chastain and Jim Chastain are undertaking
new jobs out of Searcy and Clinton. Phillip Nokes’ crew has been covering the milling operations and maintenance of traffic on the Highway 18 job in Blytheville.
The Blytheville interstate job was successfully completed prior to July 4th, with all barrels off the job before the holiday. Overlay work will continue through the rest of
this year. The Highway 18 job will be completed in 2012. This job, acquired by Delta in 2010, was delayed by archeological findings.
The road forward for Arkansas looks bright: three large projects are on the horizon, with work on two sections of Highway 18 and the Paragould bypass.
The managers of the Arkansas Region would like to recognize everyone for participating in, and contributing to, our 2012 CPI initiative. Each plant and road foreman has embraced the tons per man-hour reporting system. Crews are exceeding production goals and spreadsheets are being updated daily. The information
gathered from these reports has been useful to the foreman, giving them a daily snapshot of their tons per man-hour. Additionally, it allows them to set goals for
days to come. Although this tool has proven to be useful, it still needs refinement. The foreman will continue to improve upon this process.
Recently, the Arkansas Regional Office experienced staffing changes. Brett Larkowski accepted the Assistant Regional Controller position. He has enrolled in graduate school for the fall semester at Arkansas State University in pursuit of his Master of Accounting Degree. Holly Michael left Delta to pursue her passion of opening a
Boutique Shop. She dedicated 9 years to Delta and we wish her the best of luck in her future endeavors.

Heartland Asphalt Materials
Introduces ColPatch TM
Agencies in Southeastern Missouri, Northeastern Arkansas,
and Southern Illinois are in need of a high performance cold
mix that is cost effective, workable in low temperatures, and
can be applied in wet as well as dry weather conditions.
To meet the needs of these agencies, Heartland Asphalt
Materials has developed ColPatch™, a high performance
cold mix made with an emulsion engineered to satisfy all of
these needs.
In September 2011, 400 tons of ColPatch™ was pugmilled at
the New Madrid Facility. After production, ColPatch™ was
field-tested by the City of New Madrid at an intersection
that suffered settling following the historic floods of 2011. The
settling was so severe, vehicle bumpers were dragging when
entering the intersection.
City of New Madrid Street Superintendent Dick Bodi, and his
crew, applied ColPatch™ over the 15’x4’x3” deep area of
the intersection that suffered from settling. Superintendent
Bodi determined this area would provide the toughest test
for ColPatch™ due to the high traffic volumes and the
tendency of this area to hold water during rains.
Mr. Bodi had recently revisited the area and is very pleased
with ColPatch™ durability. When asked about ColPatch™
Mr. Bodi said, “The material holds up great, it’s easy to work,
and has the added benefit of not hardening until it has been
applied to an area in need of repair, reducing waste.” While
Mr. Bodi has historically used hot mix to patch potholes, time
has always been a critical factor. ColPatch™ allows crews
days, even months, to get the material into areas in need of
repair.

Delta Companies served as a Grand Champion
Sponsor of the SEMO District Fair, held in Cape
Girardeau, Missouri during the week of September
8th.
Delta has been a Grand Champion Sponsor of the
fair for a number of years. This year, attendance
during the week-long event topped 92,000.
Thanks to all who donated their time and effort
into making this year’s fair booth a success!

Seatbelts are the
REAL DEAL!
• THE MYTH: If your car has air bags you don’t
need a seatbelt.
THE REAL DEAL: Air bags are designed
to protect a buckled occupant. When
unbuckled, airbags become less effective,
or worse, and can even become deadly
themselves.
• THE MYTH: Seatbelts can trap you in a fire or
underwater.
THE REAL DEAL: Incidents involving fire or water
account for ½ of 1 % of all crashes. But more
importantly, you cannot escape such dangers
unless you are conscious. Wearing a seatbelt
gives you a much greater chance of being
conscious and able-bodied.
• THE MYTH: If you are not going far or
traveling fast, seatbelts are not necessary.
THE REAL DEAL: Seemingly routine trips can
be deceptively dangerous. Most fatal crashes
happen within 25 miles from home and at
speeds of less than 40 mph.
• THE MYTH: Your seatbelt can hurt you in a
crash.
THE REAL DEAL: In a crash, everything in your
car can cause you harm - your seatbelt is one
of the few things that can actually save you.
• THE MYTH: Just being in a pickup truck
makes you safer than everyone else.
THE REAL DEAL: For SUV, pickup, and van
occupants, seatbelts reduce the risk of fatal
injury by 60%.
• THE MYTH: It is not as essential for guys to
wear seatbelts; they’re much better drivers.
THE REAL DEAL: Young men are most at risk.
Among passenger vehicle occupants, men
ages 18-34 who were killed in fatal crashes,
66% were not buckled - the highest of any age
group.
Southern Illinois Stone Wins
IAAP Award
As the midpoint of the construction
season passes, Southern Illinois Stone (SIS)
continues to add business in the local
area, including the Interstate 57/Route
13 interchange. Southern Illinois Stone
has supplied base rock during most of
the summer to this project and began
supplying asphalt material once paving
started. In addition to supplying material
for this interstate project, SIS served as a
major supplier of seal coat chips to local
counties as they began their road work
in 2012. Rip rap sales have been strong
as the U.S. Army Corps of Engineers works
near Cairo, Illinois, and contractors work
at local coal mines.
Southern Illinois Stone recently received
the “Community Relations Award” from
the Illinois Association of Aggregate
Producers (IAAP).
The award was
presented
by
Shawn
McKinney,
Outreach Manager for IAAP. Southern
Illinois Stone has given back to the
surrounding community in several ways
including field trips to the quarry, financial
contributions to local schools and the
donation of a light plant to Goreville
High School for their Fall Festival.
Southern Illinois Stone looks forward
to supporting local communities in
the future and would like to thank the
surrounding area for their continued
support through the years.
A dinner was held to recognize Kenneth
Rushing and Clifford Branscum, two
of Southern Illinois Stone’s long-time
employees who retired this year.
All the employees from the quarry were
able to attend the cookout and enjoyed
seeing Kenneth and Cliff. Southern Illinois
Stone thanks Kenneth and Cliff for the
many years of service and wishes them
the best as they begin the next chapter
of their lives.

Roger Nuxoll is a Southern Illinois
University student who will be graduating
in December 2012 with a degree in Civil
Engineering. Roger worked mainly with
Southern Illinois Stone Company. During
his summer, Roger learned a lot about
general maintenance on the plant, how
mines operate, the blasting process and
union negotiations and issues.
Daniel Patrick graduated in August 2012
with a Bachelor of Science in Construction
Management and Design. Dan spent
his summer in Arkansas learning about
estimating, using Heavy Bid, profiling
(smoothing of the road) and was even
able to perform some supervision duties
on the I-55 project. Dan really enjoyed
the work and “getting dirty.”
Scott Polczynski is entering his junior year at Southern
Illinois University with a major in Accounting. Working at the
corporate office, Scott spent most of his time at Delta working
with financial statements and special projects for the Chief
Financial Officer, Del Elfrink.
Matt Studie will be a junior at Southeast Missouri State
University. Matt is majoring in Business Administration with an
emphasis in Accounting and Management. Matt worked at
the corporate office and was able to gain experience with
financial statements, running reports, monthly updates and
even worked with pricing asphalt.
Garrett Worden is a Civil Engineering major who is entering his
senior year at the University of Kansas. Garrett worked with
Ballou Pavement Solutions, traveling to various job sites to work
on paving projects in areas such as Colorado and Nebraska.
Delta also had Summer Student Workers who helped with the dayto-day operations of various regions. These outstanding students
include: Matthew Horst, Kayley Horst, Dylan Essner, Francisco
Alvarez and Jordan Shelton.
The internship and summer work program ended on July 31st.
Every student was an asset to the program and valuable to the
work completed at Delta Companies.

Dexter Sand & Gravel Now in Operation
Dexter Sand & Gravel
In June, Delta Companies brought its newest aggregate
operation, Dexter Sand & Gravel, online. The new site will
provide concrete sand, mortar sand and gravel products
to the Southeast Missouri market area.
The processing plant is fed by a new Wolverine hydraulic
dredge (manufactured by W&S Dredge Company, division
of Dredge Supply Company). The dredge is capable of
mining to a depth of 30 feet and utilizes a 10” pump with
30” impellor and CAT C13 engine (440 HP). To assist in the
pumping of the raw material, the dredge is fitted with a
rotating cutter head at the end of the suction pipe. The
rotating cutter head digs into stubborn deposits to free
materials for improved pumping.
The dredge feed is received by a sizing screen that
separates the gravel and sand products. Gravel products
include an oversize (+1”), 1” x ½”, and pea gravel. The sand slurry is sent to a new sand plant manufactured by McLanahan
Corporation. The sand plant separates the concrete sand and mortar sand and dewaters the products for stockpiling.
Williamsville Stone continues to stay busy with local Poplar Bluff
projects. In July, local general contractor, R.L. Persons Construction
Inc., put the finishing touches on the new 2.1-mile Industrial Bypass
Road. The new road will improve the logistics of moving goods in
and out of the Poplar Bluff Industrial complex and improve safety
for the nearly 3,000 employees that commute to and from the
industrial park for work each day.
Widening of Oak Grove Road, new Poplar Bluff Hospital in background.
Construction on the new $170 million Poplar Bluff Regional Hospital
continues to make steady progress. The hospital plans to begin
receiving patients as early as December. To accommodate the
new hospital’s increased traffic flow, Oak Grove Road is being
widened from two lanes to five lanes. Local general contractor,
Kajacs Contractors Inc., was awarded the Oak Grove widening
project. In addition, a new interchange is being built off of Highway
67 to allow access to Oak Grove Road. Local general contractor,
R.L. Persons Construction Inc. was awarded the interchange job.
Ballou Pavement Solutions Attends Pavement
Preservation Conference
Ballou Pavement Solutions Inc. (BPSI) in conjunction with the Colas Pavement Preservation Group recently attended the first National
Pavement Preservation Conference and Demonstration. Held August 27-30, in Nashville, Tennessee, more than 540 participants
attended the field demonstrations, interactive meetings and training sessions. Ballou was a premier exhibitor alongside Colas, Terry
Asphalt, Midland Asphalt, Strawser Construction and Southeast Emulsions. Colas Pavement Preservation and Colas Solutions have
quickly become a leader in the U.S. Pavement Preservation arena.
Delegates from 46 state transportation agencies as well as representatives from several cities and counties attended the event. The
Ballou and Colas booths were well received and our account managers made many new contacts. The conference was timely
because the new federal highway bill, MAP-21, contains language regarding pavement preservation and makes preservation eligible
for federal funding.
One day was devoted to field demonstrations of various pavement preservation techniques. One of the most talked about products
demonstrated was Fiber-Mat. A crew from Strawser Construction, a Colas company from Columbus, Ohio, did a fantastic job showing
off this Colas Solutions product. Fiber-Mat is a fiber-reinforced chip seal that is used as either a stand-alone seal or as a stress absorbing
membrane under HMA pavements. As a bit of useless trivia, the demonstrations were held on the grounds of an abandoned prison
outside of Nashville that had also been used in the filming of the motion picture “The Green Mile”.

18, 2012. Addie weighed 7 lbs. 11 oz. and
measured 19.5 inches. She and siblings
Elizabeth and Alexander are doing well.
Nick and Becky Adams welcomed the birth
of their son, Landry Paul Adams, on June 24,
2012. Landry was born at 6:44 a.m. weighing
6 lbs. 8 oz., and measuring 19-inches in length.
He was welcomed home by his brothers,
Carson (7), Kale (6), and sister, Lana (4). Proud
