Welcome to the Inaugural NIC National Skilled
Nursing Investment Forum!
Thank you for joining us at the first-ever National Skilled
Nursing Investment Forum. We are excited by the
response to this new event and hope you find the
content and networking opportunities valuable.
With the average skilled nursing facility now 30-40 years
old and continuing to lose occupancy each year, this year’s
theme—Moving From Yesterday to Tomorrow: Capital
& Reimbursement Strategies—is an important one. The
opening general session will focus on the business case
for modernizing your facility. Breakout sessions will feature
case studies that present approaches for modernizing and
repositioning your facilities, plus discussions on best
practices, accessing capital and reimbursement strategies.
SNIF
We’re all wondering how potential healthcare legislation, regulatory and reimbursement changes, and budget
cuts may impact long-term care providers. Sessions will
examine the possible effects, both at the national and
state levels. During the Tuesday Luncheon—The Impact
of Healthcare Reform on Long-Term Care and Especially
on Skilled Nursing Facilities: The View from Washington
D.C.—a panel of experts will discuss what may emerge
from the health care debate and RUGs-IV. Later that
afternoon during the Medicaid Funding and Policy
Directions: The View from Individual States general
session, four state nursing home association presidents
will discuss the policies and programs in their states and
what trends they see at the state level.
In addition to these exciting sessions, you will enjoy
multiple opportunities to network with fellow operators,
lenders and investors in the skilled nursing sector.
Join us Monday evening for the Opening Reception,
where you can enjoy cocktails, hors d’ouevres and a
casual networking environment. On Tuesday evening, join
Regional Symposium attendees for a joint networking
reception. To aid in your networking efforts, skilled nursing
operators will be identified by the “SNF Operator” ribbon
on the top of their badges.

Repositioning Existing Nursing Home Beds
Come learn about the 2003 Skilled Nursing Facility
bed capacity reduction plan proposed in the State of
Oregon, which was crafted to manage the declines
in SNF caseload throughout the state at that time.
The plan was designed to create a positive method
of eliminating existing capacity—which was mostly
older, outdated SNF facilities—as opposed to forcing
these operators out of business. In addition, the plan
also gave the Oregon SNF industry more opportunities to create new capacity in the future as demand
warranted. This session will describe the key points of
the plan in detail, as well as the positive and negative outcomes the plan has had in Oregon. Also learn
about New York State’s program, the Health Care Efficiency and Affordability Law for New Yorkers Capital
Grant Program (“HEAL” NY Program). This program
funds the development of long-term care initiatives as
alternatives to residential health care facility beds to
effectuate downsizing of RHCF bed capacity. ElderWood Senior Care applied for grants to convert skilled
nursing facility beds to assisted living under the HEAL
program and received 7 grants and licensure approvals for projects in Western NY. Come hear how the
program enables the State of New York to reduce
Medicaid spending, while offering providers economic
incentives to resolve excess capacity and to provide
a variety of alternative community-based services to
meet community needs.
